a chill on the bay area. some areas waking up to snow on the ground. drivers everywhere will have to deal with slick roads and there are thousands without power. kumasi: live team coverage of the winter storm this morning. jobina is watching the roadways but we start with spencer for a look at the forecast. spencer: the storm is going to be with us throughout the day. live doppler 7 still has widespread areas of light to moderate rain. snow still falling in the higher elevations as snow levels are dropping. on the storm impact scale this is a level 2 moderate storm. all of the elements are described will be with us throughout the day. here is the animation showing by 4:00 in the afternoon we expect the storm to ease a little bit. the rain and snow will become lighter. we still have gusty wind and that will be increasing throughout the morning. that is why we have a wind

advisory in effect until 4:00 this afternoon. from time to time we will see gusts 35 to 50 miles per hour with possible downed tree limbs and power outages. temperatures will not break 50. another cold day and tonight even colder. we have a freeze warning in effect for today until 9:00 a.m., but this will be reissued tomorrow night. bear that in mind if you are going to be outside. overnight lows dropping into the upper 20's to low 30's in the north bay. low to mid bayshore. just a chilly winter day. relief over the weekend. we will look at that later. kumasi: in the north bay people are waking up to snowfall and other homes, cars in the roadways. commuters can expect dangerous driving conditions and people

are on standby in case there are outages. ryan curry is live and sonoma county where everyone is feeling the cold and snow. ryan: we are coming to you live from inside the news van. we are on the way to check out the snow that has fallen in the north bay. we do want to show you what it looks like on the roads on 101. visibility is pretty dark. not a lot of cars on the road. the rain has let up slightly which is good news. however, there is still a bunch of slick spots on the road. if you are on 101 both directions, keep in mind there are some sketchy spots on the roadway you need to be aware of. we want to show you video about where we are headed. this out of the cloverdale area that shows some cars on the side of the road due to the snow. some of them look like they had parked or slid off the roadway.

but you can see the roads are covered in snow. tough to think we are talking about spots of the bay area when it comes to this. so much snow has covered the roadways. i have driven in those kinds of conditions before. they are not fun. they can be dangerous if you are not taking things very slowly. but look at the amount of snow that has fallen on the roadways. really an anomaly. that is what we are on our way to look at, checking out the snow firsthand. you can see the roadways, mailboxes, trash cans covered in what looks to be at least one inch of snow. it is tough to tell. that is where we are on our way to right now. once we get up there we will give you a first-hand look about what it actually is looking like on the ground. that video pretty astonishing. really wild weather phenomenon in the bay area. we will give you an update of what it looks like on the

ground. ryan curry, abc 7 news. reggie: thank you. we saw flurries in the east bay hills overnight but it is mostly what. lena howland is live conditions. lena: good morning and happy friday. the good news in the east bay's we are not seeing active snow. however, the rain is continuing to fall down on us as all around me. it was a different story in oakland hills hours ago. i want to show you video just into the newsroom taken just hours ago in oakland hills. you can see the fluffy falling near tilden park and grizzly peak boulevard. they suck quite a bit of snow with the road nearly impassable

with folks for regular tires. onto video from yesterday morning and patty took this video first thing yesterday morning. >> my husband was not awake yet and i was like, it's snowing! people say that there are no seasons in california, there are. [laughter] it is not like the midwest. it is unusual but hey, it is fun and different. lena: according to the national weather service, yesterday's snowfall was light compared to what was expected. they said originally the east bay hills could get two to six inches of snow at elevation of 2000 feet. not your average day living in california. but keep in mind as you head out on the roadways this morning the roads are incredibly slick.

be sure to allow some extra travel time as you head out the door today. lena howland, abc 7 news. kumasi: the storm has created a lot of trouble for travelers. already today more than 800 flights have been canceled and that includes half a dozen at sfo. yesterday more than 1000 were canceled and 3200 delayed. >> it is very frustrating. it has been a long time since i had to sleep in an airport. i could be doing a lot of other things. kumasi: several airlines, including delta and southwest, have started to issue flight waivers for people trying to get to specific areas. reggie: this morning we are hearing from a family living in the santa cruz mountains who are grateful their two-year-old son is alive and recovering after he was nearly crushed by a tree. the 100 foot tall tree pinned milo when it came crashing into the family's home tuesday. his legs and pelvis are broken.

he had to be rushed to the hospital. >> he is the luckiest, unlucky kid in the whole world. the chances of him to be struck by the tree like that but to be in that position to get away, yeah, a miracle. reggie: the toddler is in intensive care and has a long road to recovery. milo's parents are thankful for the community and their support. a gofundme has already raised more than $13,000. kumasi: after the break, a view of the storm from the air. the look at what sky 7 captured. reggie: the latest on the federal response in ohio after a toxic train derailment. what an initial investigation is revealing. spencer: this storm is causing all kinds of problems with the wind being gusty and the possibility of trees being blown down. we still have pockets of rain becoming heavier.

we have moderate to heavy rain across the bay area and snow dropping down to 500 or 1000 feet. this is a level 2 storm. it is going to continue to produce gusty wind, rain and snow throughout the day before we ease up later in the afternoon. this wind advisory will be in effect until 4:00 this afternoon. that is about the time we expect the storm to weaken enough that things will feel closer to normal. live view from the exploratorium sky camera. 41 degrees san francisco and oakland, upper 30's palo alto, san jose, 40 three half moon bay. other current conditions in emeryville. 38 degrees santa rosa, 39 fairfield, and the cool spot is livermore at 36. 40 concord, napa 41.

my throat is scratchy. these are the high temperatures for the day. up to about 50 degrees. no warmer than that. it is going to be quite cold for the remainder of the morning until 9:00 this money. we have a frost advisory in effect for all of the bay area. lows have dropped below freezing in the cold the spots. that may happen again tonight. jobina: good morning. we are going to begin with a live look at the bay bridge toll plaza. the rain is really picking up in this area and the chp has issued a wind advisory for the bay bridge, venetia bridge and antioch bridge. the roads are slick in walden creek with minor droplets on the camera. our drive times are beginning to increase around dublin at 41 minutes. we have some spinouts starting to come in.

41 different incidents from the chp including this one in richmond on westbound 80. that is what we expect to see during the commute. we have larger closures which are sig alerts. southbound 17 closed at bear creek and northbound 17 closed at granite creek. that is due to hazardous roadway conditions and icy conditions reported in san mateo county on state route 35 between 92 and before the xfinity 10g network we didn't have internet that let us play all at once. every device? in every room? why are you up here? with speeds like this, i can't even dream of what he'll be able to do. get xfinity internet for just $25 a month

jobina: this report came out yesterday as transportation secretary pete buttigieg toured the contaminated town. he walked through burned out railcars and debris. according to this report, a wheel bearing that overheated led to the disaster. surveillance video shows moments before the train went off the tracks. the wheel set was over 250 degrees and alarms started blaring inside the train, and the automatic brakes kicked in. the crew on board also slowed the train down before it derailed and are not at fault for the disaster. secretary buttigieg has received criticism for not visiting the destruction site sooner. >> in terms of the timing of the visit, i am trying to strike the right balance. allowing ntsb to play their role but also being here. jobina: he is stressing residents will not be forgotten. it could take up to two years

determine a final cause for the derailment. kumasi: one year ago today russia launched a full-scale invasion into ukraine. while many thought kyiv would fall quickly the fight is still going on, with ukrainian troops resisting russian forces. this has cost thousands of lives and forced millions from their homes. it has virtually wiped some cities from the map. the u.s. and nato allies are sending more weapons to the front line to boost ukraine's defenses. in a visit earlier, president joe biden warned what a russian victory would mean for the world. >> this is larger than just ukraine. it is about freedom of democracy in europe and freedom of democracy at large. kumasi: russian president vladimir putin is not retreating. the kremlin is gathering more troops and organizing for a massive spring offensive, blaming the west for escalating the conflict. ma

of the invasion cities around the world are showing support for ukraine in their fight for freedom. thursday night the eiffel tower shown with blue and yellow, the colors of the ukrainian flag. demonstrators in london painted the colors outside the russian embassy. a vigil in brussels was also held, the headquarters of nato. reggie:reggie: we are getting an early glimpse of the race to replace dianne feinstein. adam schiff has support from 22% of likely voters. he is in the lead but barely. katie porter behind with 20%, barbara lee 6%. 39% of registered voters do not know who they would vote for. the poll was conducted within the past week. it is important because this was after dianne feinstein said she would not seek reelection, but before barbara lee entered the race. feinstein, who is 89-years-old, is california's longest serving

the day marking the beginning of the war. heading southeast toward henry cole state park the higher elevation bringing bigger dumps of snow. trees nearly disappearing under the fresh white powder. and there is more on the way. a winter storm warning lasting until 11:00 tomorrow morning. much more snow is expected at elevations above 1500 and 2000 feet. sky 7 eventually turning, getting a look at the south bay before heading north in hopes of capturing images of a snow-covered mount hamilton. but it is snowed in. instead of flying above the regional wilderness in southern alameda county where the wildlife is taking in the view, the view of endless white covered terrain. this golden eagle perched at the antler point trail overlook marking the end of the sky 7 tour. tara campbell, abc 7 news.

[laughter] spencer: you could go to one of the higher elevations right now. it is windy and snowy enough, you will see stuff swirling around. [laughter] reggie: it is comfortable right here. spencer: not so cozy outside right now. we still have our storm and rain that seems to be intensifying in some spots as the green colors give way to dark green and yellow indicating have your downpours. we still have snow in the higher elevations dropping to lower elevations. the storm ranks level 2 on the storm impact scale. rain is heavy at times, gusty wind, thunder and hail, but it will weaken later in the day. here is the animation showing by

people still out on the roads making their way. make sure you are careful because of the winter conditions from snow to rain. take your time and make sure you are traveling safely. reggie: abc 7 news is celebrating black history month and high living people working to build a better bay area. kumasi: one woman has been doing that for decades. at the age of 80 has no intention of stopping. i spoke with her, sharing how she is building homes and legacy. ♪ >> thank you. ♪ building. not just this new apartment building but legacy, community and wealth. >> i feel like i

footstep in the sands of time. kumasi: this is the woman behind it, elaine brown, and she named the building the black panther. do you feel this is a continuation of that legacy? >> absolutely. ♪ kumasi: she served as chair of the black panther party, founded in oakland in 1966 and dedicated to fighting for housing, health care, food, employment and education for the black community. now brown says the work will continue in this building. what makes you proudest when you stand here? >> to know this community that is predominantly black and has been abandoned, has been destroyed from 7th slim jenkins, supper club. somehow we will resurrect the spirit of people. kumasi: between the 1940's and

1960's 7th street competed with san francisco's fillmore district for the title of harlem of the west with the bustling music scene and black-owned businesses. but several renewal businesses uprooted the black community. for more than 30 years it stayed vacant until the nonprofit brown founded got a license from the city of oakland to develop it. brown said her sight on a building with affordable housing. the builders challenge was the $80,000 price tag. >> i do not even know how i did it. i forced my way into the system to get enough to do this. kumasi: more than half came from the state. all of the units will be for those with low income and brown says the ground floor will be a commercial space with four businesses owned by people who were formerly incarcerated or marginalized. >> we own this.

kumasi: brown made it a priority to hire black contractors to build the black panther. antoine long is a project manager and said it is something you do not see a lot. >> it is significant. it means a lot. when people see that of get a different sense of, i can do that. it can be possible. kumasi: the building is not set to be finished until 2024 but oakland and the world are already working with residents. misty cross and part of the team engaging with them every week. >> it gives them the opportunity to be part of oakland's development. as we see these nice buildings going up they are not affordable. to see a nice project being affordable for black people to live in is a great opportunity. >> can you believe it? kumasi: at 80-years-old brown
