kumasi: my husband wasn't awaket and i was like it's snowing! reggie: heavy snow falling at heavier locations. >> first time i've seen snow in a long time in california. kumasi: different parts of the bay area experiencing varying versions of this storm but it is cold everywhere. reggie: and no matter where you are are, you will experience what roadways this morning. what to expect on the roads in our forecast. the morning on this friday, for gory 24th. kumasi: we are on early to make sure you have the latest information on the storm as you wake up so we have been here since 4:00 and we are happy you are with us at 5:00 because there is so much going on. reggie: there is a lot going on -- >> there is a lot going on. what roadways all over the place and still cold. in fact, let me show you now these are the current

temperature readings. in the 30's in inland areas and only low 40's around the bay shoreline. let me take you to live doppler 7 and take a look at what is going on now. we have expanding areas of light to moderate rainfall, moderate to heavy in some spots you can tell by the darker and vivid colors and yellows. still snowing in many of higher elevations and snow levels down to 100 feet in some spots be on the storm impact scale, this is throughout much of the day, certainly the early part of the day, rain heavy at times and lower elevation snow, thunder, hail, and gusty wind. here is the forecast animation starting at 5:00 a.m. until 2:00, we have an active storm. it will ease a bit, snow showers become more widespread but they will be with us and it will be quite a cold day with high temperatures on a 50 degree mark. once you see mid to upper 30's inland, around the bay shoreline about 40 degrees and gusty wind

everywhere south and east of the golden gate is gusty. it will get gusty or in some spots and the wind advisory remains in effect until 4:00 with gusts to 50 miles per hour at their peak and chilly day with high temperature reaching only about 50 degrees in the least cold spots around the bay area. reggie: a winter blast pummeling the bay. many of you are waking up to snow on the ground. everyone can expect wet and slick roads at the least and there are thousands without power this morning. as we mentioned, it will be cold no matter where you are. team coverage this morning so let's get to ryan curry live in the north bay. what are you seeing there ryan? ryan: happy friday. take a look at this. this is something i personally have never seen in the bay area. it is snow all over the ground.

we are located right by the 101 on ramp next to cloverdale and the entire roadway you can see is covered in snow. a slushy material as cars have been going up and down the roadway. we were expecting snow in a lot of higher elevations but this is something that is a little i guess astonishing to me knowing that this is near the roadway, very low, close to the level compared to mountains, snow all of the ground, covering these shrubs come of bushes, these roadways, the trees. it was like that almost all the way driving in. it was rain until about right when we got to the cloverdale entrance. once we exited -- once we got to the exit, this entire place turned to snow. this looks not like something we normally see in the bay area. temperatures are pretty cold and flurries are kind of falling a little bit. we know that there are logistical reasons for people who are on the roadway, meaning you are in this area, roads are

slick, little slushy, i do not recommend driving. if you're not used to driving in these conditions, there is a highway closure and on highway 29, a long wind he rode into napa valley. if that is going up in elevation, of course it means it'll also be tough road conditions as well. a pretty astonishing seen here knowing a lot of snow in the bay area. nothing we have not seen anymore -- seen before. take it easy if you are driving and really look at it, it is incredible. back to you. kumasi: thank you, ryan. what just happened? did you get hit by snow? we will come back. in both directions because of dangerous driving and spinouts. portions of highway 50 in placerville and myers are back open as chp closed it due multiple spinouts. traffic is going really slow and if you do have chains or have a non--- you do need change if you have a non-for will die vehicle. kumasi: it is mostly wet right now. lena howland is live in oakland with conditions. >> good morning. the rain is definitely coming down on us here in the oakland hills. as you can see, all around us here, there is no sign of snow at this moment yet but as we saw yesterday, that is something that could change very quickly. overnight, the east bay was no exception. seeing a little of that rare snow. take a look at this video, six lucky flakes falling in the hills, right around midnight around berkeley on the cost across aside.

also grizzly pick boulevard saw what our crews decide -- describe as possible blizzard-like conditions with the road nearly impassable for folks with regular tires. here is a look at the surprise snow the oakland hills woke up to yesterday. joshua davies, art redwood regional park, describing conditions along skyline boulevard in oakland. >> i've lived in california my whole life and it happens every maybe 10 to 15 years but it is pretty unusual. as i was traveling on skyline, the rain and snow started to come down. i was surprised it started to stick to the ground and i saw people trying to pull over and collect snowballs. not a lot of snow to collect for that but it was fun seeing. >> rain near highway 24 in orinda at the tunnel which continued through the night into the early-morning hours.

luckily, no snow was sticking there. as that rain is coming down on us now, today is the day you will want to allow for extra travel time to get to where you need to go and take things incredibly slow on the highways as they are very slick at the moment. reporting live in oakland, lena howland, abc 7 news. reggie: people who live in the santa cruz mountains are under a winter storm warning is more snow comes down. since january, the mountains had heavy rain, power winds, and now the snow. yesterday people were stocking up on bottled water, canned food, and firewood. one woman says she is preparing a case she loses electricity. >> my older boy is an invalid. we have a generator to run his life-support equipment. my younger boy is autistic and life without the internet is difficult for him. reggie: she has a lot on her plate.

residents are also keeping a close eye on trees near their homes since heavy snow can cause tree limbs to snap. >> i live in the redwoods. big, big, big trees. i saw on the peninsula there were massive trees down that took out houses and cars. i watched the redwoods sway a little bit. reggie: the last time it snowed in the santa cruz mountains was february of 2019. spencer: let's take a look at the morning commute conditions. this is just challenging. here's live doppler 7, wiseman areas of moderate to heavy rain right now, some places a little lighter, let's of snow in the higher elevations, roadways are slick and treacherous. this storm on the exclusive abc 7 storm impact scale is level two. for much of today, expect periods of rain heavy at times, low elevation snow, and strong gusty wind, maybe hail. into the afternoon hours, the storm begins to break up a little bit. there will be pockets of rain and snow but not widespread or so heavy as we see right now.

into the evening hours, further weakening but it will not be over until early tomorrow morning. wind advisory remains in effect until 4:00 for many of the hills and mountains of the east bay, south -- south bay, gusts to 50 miles per hour, downed tree limbs a possibility, maybe power outages, and unsecured -- that get blown around. a freeze warning is in effect into 9:00 and frost advisory, so the entire area is covered by one of these watches were advisories with low temperatures having gotten to 32 to 34. even now seeing 40 to 4 francisco and oakland in 30's, san jose and palo alto, 41 in half moon bay. we had a picture of emeryville that disappeared but i can show you other temperature readings. upper already is i santa rosa, fairfield, low 40's novato, napa, and concord. into the mid afternoon hours, do not excite high temperatures to get above 50.

reggie: today marks one year since russia's invasion of ukraine, thousands of lives lost and millions displaced. as that battle continues, is tracking the reactions worldwide. reggie: somber ceremonies to mark one year since russia began its invasion of ukraine. in cave, ukraine's president attended a memorial ceremony commemorating the lives lost over the year. he also vowed to win the war in 2023. there is no help on the way. president biden announced

he is charged with attacking paul pelosi with a hammer. he faces state and federal charges and it is not clear which case will go to trial first. kumasi: we want t nional eenow i allver thek, the trees, roads, all of the things. snow and hail are not unusual in the southern california desert. in the winter, temperatures can drop below freezing. reggie: here's interstate 80 on donner pass peer the dangerous white out conditions, the snow and ice on the road causing slick roads with visibility dropping to zero. because of that, caltrans closed i-80 between covax and the state line. some areas could reopen as early as this morning. overnights -- overnight snow were cling the road. kumasi: wever -- whether driven power outages are impacting those across the bay area, especially the peninsula. i want to show you the pg&e

power outage map. as last checked there were 21,000 businesses and homes that do not have power. most outages are concentrated in the peninsula. yesterday, highway 101 had to be shut down in both directions during rush hour because of a damaged power pole. everything was back up and running before 5:00 a.m. but some in east palo alto and elsewhere have been without power since tuesday. reggie: that's the hyper local look. here is zooming out across the state. it is not really matter where you are in this day, snow exist somewhere from the valley into san diego county, which is really wild. we are talking about basically from oregon to the mexico border , snow in some capacity. just about everyone who lives in california will be at least able to see snow of peaks in the area. that's wild. spencer: the weather is having an identity crisis. [laughter] yes we have. let's take a look at where she finds herself now. this is live doppler 7 and we have areas of substantial rainfall right now. you can see it is wet across the area, rain and snow, little drawing briefly in parts of the north bay. heaviest, steadiest rain and the east bay from fairfield to concord, walnut creek, and valeo at hercules, our wettest spot at the moment. in terms of rainfall, but snow is falling in many areas. this storm is level two so for much of the day more rain, heavy at times, lower elevation snow, hail, and gusty wind all part of the system as it gets to the middle part of the day and early afternoon. rain and snow become more widespread, more breaks in between, then it weakens further

into the evening and late night into overnight hours before giving way to breaks of sunshine tomorrow. through much of the day this wind advisory remains in effect until 4:00. winds out of the south generally 15 to 35 miles per hour. the gusts may reach speeds of 35 to 50 and there may be more downed tree limbs and power outages. it is still called this morning and the freeze warning and frost advisory, it basically covers the entire bay area and will be in effect until 9:00 so a few more hours of this cold weather. still a good idea to protect pets, plants, and pipes. looking at temperatures upper 30's in most inland areas and up to 40 to 40 run around the bayshore. it will not get much milder into the afternoon, highs of 50 degrees, even upper 40's in some places like napa, high of 48 and 49 richmond and to about 50

area. some areas are waking up to snow on the ground. drivers everywhere will deal with slick roads and there are thousands of people without power. kumasi: we have live team coverage of the winter storm this morning. jobina is watching the roadways but we start with spencer for a look at the forecast. spencer: well our storm is still storming. that's what storms do. live doppler 7 image, areas of moderate to heavy rainfall, brighter colors indicating steadier, heavier rain and blues and whites indicating snow. whiteford winter storm for us ranking level two on the exclusive abc 7 storm impact scale for much of the day expect more periods of rain, heavy at times, low elevation snow, thunder, hail, gusty wind. here's a little forecast information from 6:00 a.m. to 2:00 p.m. at which we will see the storm we can and areas of precipitation become more widespread. though it will be a stormy and cold day for much of the bay

area. speaking of cold, and wind, wind advisories in effect until 4:00 this afternoon so throughout the day we could to gusts from 35 to 50 miles per hour and it is chilly now, not arming up much, temperatures generally upper 30's inland areas and only 40 around the bay shoreline. don't expect highs to go much above 50 degrees today. kumasi: thank you. kumasi: in the north bay, people are waking up to snowfall and other homes, cars, and roads. commuters can expect dangerous driving conditions and people are on standby in case there are outages. ryan curry is live and sonoma county where everyone is feeling the cold and now the snow that is coming down. brian: kumasi, take a this, this only intensified in the last 10 minutes. we showed up and there was already so much snow. it is still coming down and at a

pretty steady amount. this will only cumulate more onto the roadways. it is astonishing to think about this is not that far from the normally see snohere we are, thd amount of snow on the ground right now in cloverdale. i want to show you video captured overnight of downtown cobra bill -- clover bill p look at that scene. on most every corner of the town covered in what is a steady amount of snow. roads are blanketed in, stores are blanketed come all the street signs, all of the trash cans, you name it, it is covered in snow. it is not a lot compared to places like the mountains and midwest but this is a good amount of snow, way more than what we have been seeing in the bay area. that guy there having fun driving in it aired a longer run in this neighborhood -- longer roads covered by snow. anyone driving this area needs to be advised the roads are damp. if you're not prepared to drive in it, be prepared to take into

account because driving slow will be her best friend in that scenario. closer to the bay and north bay, by san francisco, mostly rain. the further you come north, that is when the snow is heading in that is when you can usually see a pretty astonishing scene, pretty wild scene, but it is definitely fun to see as it comes down, something where not used to saying. ryan curry, abc7news. reggie: that's an amazing live shot, it looks beautiful. thank you. we saw snow flurries in the east bay hills overnight but it is mostly just cold and wet. lena howland is live in the rain does not look as pretty as the snow, i have to say. we know this is something that could change quickly as we saw yesterday morning. earlier today, only a few hours ago, we were seeing a bit of snow here in the oakland hills. take a look at videog he hills,d midnight around berkeley and orinda on the custer county side. this area saw quite a bit of snow with the road nearly impassable for folks with regular tires. quite the rare site for folks across the bay area. patty staggs took this video of snow as it came down in the oakland hills. first thing yesterday -- hills first thing yesterday money. >> my husband was not awake yet and i was like it is snowing. people say that there are no seasons in california, there are. morning snowfall was light compared to what was expected. they said the east bay hills could get up to two to six inches of snow at elevation of -- elevation above 2000 feet not your average day living in the bay area. but keep in mind, as you head -- as the rain continues to dump on us in the area, the roads out there are very slick. you will want to take things slow and allow for quite a bit of extra travel time to get to where you need to go this money. reporting live in oakland, lena howland, abc7news. kumasi: thank. the coast-to-coast storm created trouble for travelers. already today there have been 850 fight across the country including half a dozen at sfo. yesterday, more than 1000 were canceled and 3200 delayed. >> it is very frustrating. it has been a long time since i had to sleep in an airport. i could be doing a lot of other things. kumasi: several airlines,

including delta and southwest, have started to issue flight waivers for people trying to get to specific areas. reggie: this morning, we are hearing from a family living in the santa cruz mountains. they say they are so grateful their two-year-old son is alive and recovering after he was nearly crushed by a tree. the 100 foot tall tree pinned little milo when it came crashing into the family's home tuesday. his legs and pelvis were broken in the incident and had to be rushed to the hospital. >> he is the luckiest, unlucky kid in the whole world. the chances of him to be struck by a tree like that, but to be in that particular position in the way it was, yeah a miracle. , reggie: the toddler is in intensive care and has a long road to recovery. milo's parents are thankful for the community and their support. a gofundme has already raised more than $13,000.

kumasi: after the break, a view of the storm from the air. we are looking at what sky 7 captured as the snow started to fall. reggie: first, the latest on the federal response in ohio after a highly toxic train derailment. what an initial investigation is revealing. spencer: let's take a look live doppler 7, the storm quite widespread though not so intense in the north bay but we have lots of rain, heavy at some points and snow in higher and lower elevations. our storm is level two on the exclusive storm impact scale, and for most of the remainder of the day we can expect more period's of heavy rain at times or low elevation snow. notice by mid afternoon, we see the storm weakening and areas of precipitation becoming more widespread and less intense. that's good news but some elements of the storm will be with us into the late night and overnight hours. right now we are looking at gusty winds in places like oakland and hayward at 25 to 35

kumasi: welcome back. taking you live outside, looking at the golden gate bridge. you can see people making their way on the wet roadways. we are on storm watch so we are looking at different parts of the bay area to get a look at what you need to expect if you need to get out and about. take it slow because we have wet roadways. reggie: it wasn't the crew but instead a burning wheel bearing. that is the national transportation board's preliminary report as the cause of that toxic train derailment in ohio. jobina at the live desk. jobina: this report came out yesterday as transportation secretary pete buttigieg toured the contaminated town. he walked through piles of burned out southern railcars and debris, according to the new report, a wheel bearing that overheated lead to the disaster. surveillance video showed moments before the train went off of the tracks, officials say the wheel set was over 250 degrees and alarms started blaring inside of the train and

reggie: abc7news is celebrating black history month, highlighting people working to build a better bay area. kumasi: in the east bay, one woman has been doing it for decades and at the age of 80 has no intention of stopping. i got a chance to speak with her about how she is building homes and a legacy. ♪ thank you. about to get wild. kumasi: on seven thing campbell, it is all about building. not just this apartment

building, but legacy, unity, and wealth. >> i feel like i put one more footstep in the sand of time. >> this is the woman behind it, elaine brown, and she named the building going up the black panther. kumasi: do you feel like this is a continuation of that legacy? >> i absolutely do. >> abc7news it's now or -- >> ♪ it's now or never. reggie: she served as the chair of black panther, dedicated to fighting for housing, health care, food, implement, and education for the black community. now she says the work will continue in this building. kumasi: what makes you proudest when you stand here? >> to know that this community that is predominately black and abandoned has been destroyed in its beauty from 7th street to slim jenkins

resurrect the spirit of people having community wealth. kumasi: seventh street in west oakland competed with the fillmore district for the title of harlem of the west, its bustling music scene and black-owned businesses, but several urban renewal projects uprooted the black community. for more than 30 years, it stayed vacant until the nonprofit brown founded got a license from the city of oakland to develop it. brown said her sights were set on a building with affordable housing. the biggest challenge, the $80,000 price tag. >> nobody knows how i did it. i don't even know how i did it but i forced my way into the system to get enough money to do this. kumasi: mcame from-- more than o build this came from the state.n says the commercial floor -- the

ground floor will be a commercial space with four businesses owned by people who were formerly incarcerated or marginalized. >> to understand we own this. kumasi: brown made it a priority to hire black contractors to build the black panther. antoine long is a project manager and said it is something you do not see a lot. >> it is significant. it means a lot. when people see that, they kind of get a different sense of -- i can do that, i can be there, it can be possible. kumasi: the building is not set to be finished until 2024 by oakland and the world is working with prospective residents. misty cross into lunney king, activists who occupied a vacant home for two months to highlight the bay area housing crisis, are part of the team engaging with them every week. >> it gives them an opportunity to be part of oakland's development as we see these nice buildings going up, they are unaffordable for us so to see a nice project being affordable

for black people to live in is a great opportunity. can you believe this? kumasi: at 80 years old, brown said she would never imagine she would be doing this. >> i didn't think out be alive pass 30. we all thought we were going to die but we did not. so if you did not die, i had a duty -- excuse me -- to remember why did i start the work of the black panther party? i have to hold onto it and do what i can as an individual. kumasi: continuing the legacy while building a new one. in oakland, kumasi aaron, abc7news. kumasi: the black panther building is said to be completed in early 2024. nature you celebrate community and culture with abc 7. you can watch the black parade live from oakland sunday at 12:30 wherever you stream abc7news. it was such an honor first of all to share the story and to meet elaine brown because she has always been a force and still is at 80.
