solutions, this is abc 7 news. kumasi: up, snow was falling across parts of the bay area this morning. we have video showing the roads blanketed in fresh snow. reggie: if you go to glenallen, snow showers and wine country. trash cans covered, slick roads, an unusual sight for many. kumasi: cold temperatures are bringing snow down there, as well. spencer is tracking the timeline of the day's storm. spencer: it is looking like denver here, isn't it? oh my gosh. it is going to be with us a little longer. let's show you what is going on. in addition to the snow, that is happening right now in the bay area. we have rain, as well. moderate to heavy. the region is experiencing this

wet, stormy winter storm. it ranks level two on the exclusive storm impact scale. expect more periods of rain that will be heavy at times, low elevation snow, gusty wind, all part of the storm. here is the forecast animation at 7:00 a.m., a until 4:00 p.m., when the storm winds down and then more of it will rumbled through the bay area overnight before we get a break tomorrow. wind advisories in effect until 4:00 p.m. this afternoon. wind will gust 35 to 40 miles-per-hour and it is chilly, not even above 40 degrees in most places. reggie: winter blast pummeling the bay area overnight, some waking up to snow on the ground. no matter where you are, expect wet and slick roads. kumasi: power is an issue. thousands do not have power this morning, and everybody is feeling the cold chill in the air. reggie: ryan curry is live in cloverdale, where people are seeing steady snowfall at low

elevations of the napa valley floor. ryan: good morning. this is a pretty wild seem to think about what we are witnessing here in cloverdale. we are minutes away from downtown but look at the snow coming down. this has intensified the last hour or so. i last television report was in green bay, wisconsin, -- my last television reporting was in green bay, wisconsin, and this is what it is like over there. heavy snowflakes, and the roads are covered in snow. we have seen so many cars take it slow and easy as this is a slick, wet surface. we want to show you video out of downtown cloverdale, five minutes from where we are now. look at the snow covering the entire downtown region of cloverdale. the street signs, the roads, buildings, the trees, the lights. you name it.

all of it covered in snow. that was taken several hours ago, and it is still coming down. it has intensified. i can only imagine what the area looks like now. where we are at is an incredible scene with so much snow coming down. there is one road closure to be aware about, highway 29 into napa valley. that goes up a long and winding road. with the amount of snow, it had to temporarily close that off. not a good stretch to be driving in the area. not a good idea to be driving on the roads now. very slick, very damp. if you have to be driving, it is best to take it nice and easy. we don't see snow like this at this level of the bay area. it is good to see but take it easy when you are driving. ryan curry, abc 7 news. kumasi: thank you. napa county is seen some snow, too. we want to show you what it looks like last night. snow coming down pretty thick.

england is thousands of feet level but the snow fell below that altitude. we spoke with the resident taking in the beauty of it all. >> just watching the snow living here for five to six years, but this is the first time it snowed. kumasi: our team saw a number of drivers along deer park road who pulled over to take pictures and make snow angels, but chp was not having it because they told him to get back in the car and keep going because even though it is nice to look at, these are hazardous conditions. the snow was dense enough to cause road closures on highway 29. this is new video from highway 17 in the santa cruz mountains, and we have heard it over and over, a careful if you are driving this morning, and this is why. we are seeing snow and ice on the roadway and other roadways. highway 17 has been closed in both directions. one man said he was on his way

chp has been stopping traffic on 80 in all directions because of dangerous driving and spinouts. motions of highway 50, placerville and myers are back open after the chp closed it because of multiple spinouts. traffic is going very slow and you need chains if you don't have people in the santa cruz mountains are on a winter storm warning is more snow comes down. since january, the mountains have experienced heavy rain, powerful winds, and now snow. yesterday, people were stocking up on canned food and firewood. one woman says she is preparing in case he loses power. >> my older boy is an invalid. we have a generator to all of his life-support equipment. my younger boy is autistic, and life without the internet is difficult with him. reggie: residents are keeping a close eye on trees near their homes since heavy snow can cause tree limbs to snap.

>> i live in the redwoods. big, big trees, and i saw around the peninsula there were massive trees down, it took down houses and cars. i watched the redwoods sway a little bit. reggie: last time it snowed and the santa cruz mountains was february 2019. kumasi: weather driven power outages are impacting people across the bay, specifically the peninsula. here's a live look at the pg&e power outage map. over 21,000 bay area homes and businesses are without power. as you can see from the map, most is concentrated in the peninsula. yesterday, highway 101 had to be shut down temporarily in both directions during rush hour because of a damaged power pole. they were able to open every thing back up before 5:00 p.m., but there are still people in east palo alto who have been without power since tuesday. happening just about everywhere,

outside for a look at cloverdale. the snow continues to fall. it has been like this for hours and sonoma county. ryan curry is there, and spencer will have more on what to expect as you start your day. today marks one year since russia's invasion of ukraine. thousands of lives have been lost and millions displaced as the battle continues. president biden is pledging more aid while adding new sanctions to russia. jobina is at the live desk with that. jobina: somber ceremonies this morning to mark one year since russia began the invasion of ukraine in kyiv. ukrainian president attended a memorial ceremony commemorating the lives lost over the past year. he vowed to win the war in 2023. there is new help on the way. president biden announced another $2 million in funding and new sanctions. it comes as there are increasing concerns that china may provide new military aid to russia,

we have team coverage. jobina is keeping an eye on the roads. kumasi: ryan curry and lena howland are breeding conditions this morning, but we start with spencer christian, tracking the snow and rain. spencer: we have got rain, snow, gusty wind and this is how it looks on live doppler 7, and we will not get much of a break of the snow today. all the way afternoon, expect periods of rain that could be heavier tonight with low elevation snow, thunder, gusty wind and hail. highs range from 48 to 50 degrees. it will be a chilly winter like day and the seven-day forecast, slight break night or tomorrow as we get some sunshine peeking through but another rainy pattern start sunday into early next week. kumasi: north bay at are working up with their homes, cars and roads covered in snow and commuters are being warned about

dangerous driving conditions and made several closures. reggie: people are on standby in case they lose electricity. ryan curry's live in cloverdale, where everyone is feeling the cold and seeing the snow. ryan: it is hard to miss. it is coming down ada study fashion. this is something we have not seen too much in the bay area, like you are living in the midwest or mountains. so much snow falling, and that is creating concerns going on the roadways. morning commute getting underway, and you can see it is slushy roads. not the most ideal if you are driving in it. it is definitely something to drive in, but if you have to drive in it, it is best to take it slow. it is never easy driving when it is snowy and slushy. we want to show your video overnight, showing cars parked on the side of the road, and just an entire area blanketed and covered in snow, and

astonishing scene. the biggest road closure we need to notice highway 29 leading from sonoma county to napa valley. that is a winding road going up and down the mountain. that is not something you want to see if you are driving to that area. that is why it is dangerous road conditions. if you are driving closer to san francisco, slick, mostly rain. in this area of the north bay, it is snowing. snowing pretty steadily. and astonishing scene. the message, as we have said over and over again, if you are driving on the roads, ticket easy, nice and smooth, because this is not something we are used to seeing. those of us driving in this, it is possible you could spin out and if you are not as vigilant, ticket easley, nice and steady on the social conditions, but it is also good if you're looking

against the city and result in the recommendation to uphold his firing or not. we asked the mayor about her decision to fire armstrong yesterday on abc 7 news at 4:00. >> i have great respect for chief armstrong but, unfortunately, i no longer have confidence he can do what is needed to reform the police department. we have a lot of work on our hands, and i am focused on doing network, and that is reforming the internal investigation so this situation doesn't happen again, and incorporating a civilian component, as well. kumasi: we asked the mayor about the ransomware attack, infecting city operations and what is being done about it. the mayor says the city is working around the clock to resolve the current issues and get the systems back up and running. the man accused of attacking nancy pelosi's husband is set for april, and the court hearing yesterday, the prosecution and defense say there is a lot of evidence to go through before the trial, which could start the

report on the cause of that highly toxic trained roman in ohio -- per luminary report on the cause of that highly toxic train derailment in ohio. jobina: this came out as p judi dench -- pete toward walking through piles of railcars and debris. according to the new report, a wheel bearing that overheated lead to the disaster. surveillance video shows the moments before the train went off the tracks. official see the wheel site was over 250 degrees and alarm started blaring inside the train , and the automatic breaks kicked in. apparently, the crew on board also slow down the train before it derailed and are not at fault for the disaster. secretary buttigieg received criticism for not visiting the destruction site sooner. >> in terms of the timing of the visit, i am trying to strike the right balance, allowing ntsb to play its role, but making sure we are here. jobina: secretary buttigieg stresses residents will not be
