announcer: building a better bay area, moving forward, finding solutions. this is abc 7 news. >> rain and snow battering part of california. here is a live look out over zephyr cove showing snow covering the dock where you can expect more rain and even some snow in the bay area today. plus. >> stronger than the enemy thought. >> a sign of solidarity. the bay area marks the beginning of the russian invasion of ukraine. good morning, everybody. thanks for joining us here and good morning to you, lisa. we are tracking another wet day on the way today. lisa: maybe two to

hours of rainfall. we got some spotty showers, a look at live doppler 7 right now. closer to the north bay, east of santa rosa, highway 128, a few showers. further to the south, the santa cruz mountains looking a little bit wet with some snow on top of mount hamilton. the snow in pleasanton, a few light showers. snow level of 3000 feet and a warmer system, light to moderate rain. anywhere to a half inch of rain that sweeps through from the north bay to the east and the south bay throughout the day today, so we will be looking at these mid-40's to upper 40's for the morning hours. then, we are going to be looking at the cold front rapidly pushing through the bay area, even giving us some sunlight in the day. liz: this morning, mount diablo is still covered in snow. many people have been going there to check out the beauty of this, but keep in mind if you hoped to play in the snow,

entrance gates to the mountain are closed. the conditions come from the rare snowfall that hit the area on friday. as lisa mentioned, the rain is another concern on top of the already dangerous conditions. and a stretch of highway 29 remains closed this morning because of those conditions. the closure is in napa county all the way up to the lake county line. conditions quickly worsened last week after the mix of strong wind and snow leadi multiple car accidents. chains are required on interstate 80 and highway 50. crews have been working round-the-clock to clear the roads as drivers are coming in and out of the sierra. >> we will make it and then we will eat sierra as soon as we can. liz: there was a lot of fresh powder for skiers and snowboarders on top of ski resorts. at mount rose, snow was piling

up after 8-10 inches fell friday night into saturday. more is expected later today. at alpine meadows, skiers enjoyed these pristine conditions. tahoe officials say they received more than four feet of snow last week. and the snow is expected in those resort towns. not so much, though, in this area. take a look at is video from los angeles county. crews were out plowing through the snow-covered roads this weekend. power crews are still working hard after a week of wild weather brought down trees and power lines. this pg&e customers are still without electricity in the bay area, an improvement from the 8000 we saw yesterday morning. this comes during very chilly temperatures as well as more rain on the way. and it is not only the bay area

with power outages across the state. at least one under 20,000 people have no electricity. center to help contra costa residents impacted by the storms. workers will offer disaster recovery resources. the center will be there daily from 8:00 a.m. to 6:00 p.m. through wednesday and after that, it will move to pittsburgh starting thursday and to danville later in march. you can keep track of the weather conditions and access the same live doppler 7 that our weather team uses anytime you want on demand on the abc 7 bay area app. download wherever you stream. some developing news, democrat marian williamson is set to announce another run for president. in an email to donors, she said she will make her official announcement on march 4 in washington, d.c.. this makes her the first democrat to announce a run against president biden who is also widely expected to run for reelection.

williams is an author, spiritual leader and political activist. she unsuccessfully ran for president in 2020. she details her desire for a new beginning based in values over "endless corporate profit." in the east bay, uc berkeley and state leaders planned on taking a housing battle to the california supreme court. this, after an appeals court ruled the college could not move forward with plans to build student housing on people's park until it addresses issues within the project environmental impact. we talk about what is next in this fight. >> last summer, protesters took on police in an attempt to stop construction in berkeley. a new appeals court ruling friday goes even further. according to the ruling, uc berkeley can't move forward with plans to build student housing on people's park because it failed to assess potential noise impacts from loud student

parties to residential neighborhoods near the campus, a long-standing problem. >> the courts are micromanaging. it is not the court's business where uc berkeley decides to build housing on its land. >> california state senator scott weiner says the ruling is not in my backyard. he says the court is arguing that the california environmental quality act requires looking at what kind of people are going to move-in. >> you can imagine the stereotyping of low income people and people of color. that is not how we do things in california. >> in a statement abc 7 news, uc berkeley says they will appeal the decision to the california supreme court and that the new decision bestows new privileges and power to the privilege and powerful while arming neighbors with additional weapons to obstruct the development of all new urban housing. >> basically, if anyone who has the money to hire a lawyer can

use this to try to kill anything they don't like, even if it is super pro-environmental. >> the new ruling overturns a july 2022 ruling that allowed construction for housing for 1100 students and 120 five lower income and on house residence. >> it appealed to me as kind of positive. >> from your tees is glad the court brought the project. ortiz set the student housing sort -- shortage isn't just accessibility, but affordability. >> there is a housing shortage and that is usually because it is unavailable to people of a certain income. even if it is low income housing. >> the lawyer and plaintiffs in this case were not available for comment. liz: governor newsom put out a statement addressing the issue saying "our process is clearly broken when a few wealthy

homeowners can block desperate behavior needed student housing for years and even decades." he is vowing to change laws. hundreds of ukrainian americans and their allies continue to stand in solidarity with ukraine as the war with russia surpasses one year. a large group took to the streets of san francisco for a rally this weekend. many ukrainians are hopeful the fighting will end. >> ukrainians and standing shoulder to shoulder near san francisco's link to mark the beginning of a war which many never believed would still be raging one year later. >> 355 days of ukrainian resilience. as we turned out to be much stronger than the enemy thought. 355 days of wrath and anger. >> in our neighborhoods, maybe five houses destroyed. >> she escaped her hometown of kyiv after the russian invasion and says her father is fighting

in the ukrainian army. >> of course i'm scared, i'm worried. but i know that god gives you strength and power to fight and he is fighting for us, he is protecting us and our country. >> we never expected that we would last a year against such people. people that does nothing but commit genocide. >> it is estimated millions of left ukraine since the war began. thousands have come to the bay area and the west coast seeking asylum. >> i would say about 30,000, probably. but we have many, many more ukrainians here. >> we are here to protest putin's war against ukraine. >> many are thankful for american support including president biden's visit this week. but some do not want a protracted conflict. later, hundreds marched in a show of solidarity, many praying for victory and peace in their homeland.

liz: here is a live look from the friends of big bear valley's bald eagle nest camera. you can see that bald eagle, so gorgeous. valley. everyone is waiting to watch this moment when the bald eagle is going to hatchets eggs -- hatched its eggs. tomorrow, the ousd school board is going to host a zoom town hall to address what the district can and cannot afford. for the past four months, oakland teachers have been working without a contract. negotiations continue, but ousd 's warning about the expected budget deficit. teachers are demanding raises of nearly 23%. the teachers unions at the school district was expected to make an offer last thursday but then delayed it until this wednesday on march 1.

the afternoon. it is going to be lighting behind throughout the south bay. you can see the spotty showers here right in the north bay. not a big deal yeah and we are looking at precipitation over the east bay, so it has been one of those mornings where we are seeing showers ahead of the system. noticing that the systems offshore will be working their way into the bay area for the first couple days of the work week. 48 san francisco and oakland with 46 in santa clara. temperatures in the upper 40's, and from santa cruz, the santa fe camera, colder storm for tomorrow. chance of thunderstorms and tuesday, another area of moisture. snow levels even lower and there was a discussion talking about perhaps another snow advisory as we get into monday and tuesday. here we are midday and you can see the moderate rain along the coast into the east bay just

beginning to push into the south. then he pushes through the bay area with some clearing overnight. by 9:00 on monday, the stronger front, the breezy wind. could see wind advisory as well accompanied with the colder air. could see some thunderstorms late in the day in the north bay. by tuesday, here we go again. tuesday morning, heavier downpour. that cold, unstable air with us on tuesday and rainfall totals today will be on the light side. 2/10, maybe one third of one inch. your tuesday night totals, we are over one inch, maybe an inch and three quarters in san francisco. a very strong system moving in here, maybe three inches per hour. we are talking about a winter storm warning today for the west slopes. tomorrow for the sierra nevada, no travel is advised. this is going to be a big snow maker for the northern sierra.
