>> building a better bay area. moving forward. finding solutions. this is abc 7 news. >> bay again today as some of our higher elevations have scattered rain and help falling across most of the area. more wet weather is in the forecast and we are tracking it tonight. >> thank you for joining us. the sun began peeking out late this afternoon for some areas, but that does not mean we are done with the rain just yet. >> we have team coverage with dustin and leslie sneaking out the snow -- seeking out the snow. >> but we service and yeah. >> we have the widespread active weather across the bay area today. now it has turned very scattered

in nature. let's get you the live doppler 7 and tell you what is happening right now. we are seeing a mix of showers and snow right around the hills above jan bill, anglin. silverado trail, st. helena. we are still seeing some snow showers right around livermore, patterson, south of tesla road. and certainly over mount hamilton, it has been snowing. we have seen lightning strikes with thunderstorms and hail. the low pressure system to the north will send another front through the bay area as we head towards tomorrow morning, which means we will see more widespread activity. tonight, it is scattered in nature, just showers, isolated thunderstorms not out of the question. tomorrow morning during the commute, it will become more widespread. on our storm impact scale, tonight and tomorrow is a 1. scattered showers, gusty winds, snow over the higher peaks with thunder and hail.

tomorrow morning as the system gets going, it may need to get bumped to a 2 briefly. for the time being, we are going with a 1. winds over the higher terrain, 35 mile an hour gusts over spring valley. i will ble you k whou will finally be able to put the umbrellas away and get a break before more rain moves in. >> thanks a lot. we will touch base in a moment. in the south bay, snow continued to be the story as the elevation was dropped to lower than usual levels. dustin dorsey is life after getting to see some of the snow himself today. how was it? >> it was pretty crazy to dan. i worked in high school just up the road here, the mountain winery, so i have been up and down this path many times in my life. everyone is saying it, i can't believe that i saw snow today, especially this much. take a look. >> no, this is not

is not even the santa cruz mountains. saul snow covering the saratoga hills 15 minutes from town. >> living re my life. i have not seen this much snow. >> what did you think? >> amazing. it looks so beautiful. it looks like tahoe. winter wonderland in san jose. >> words i don't think any san jose resident ha as temperatures dropped into the mid to lower 30's and the falling precipitation quickly turned from rain to snow. video circulated on social media, snow on mount hamilton and along skyline boulevard. but no one expected to see this much, this quickly along this road. >> i thought i would see a few flakes. then i turn around and i went up about another half mile and it is way worse than this. >> as a result, we watched many

cars without snow capabilities like four-wheel-drive quickly learn that driving here was a mistake. this tesla's wheels were spinning as it was trying to turn around.as beautiful as it was, many had to make the call to return back to safety. >> i went to turn around and then i got a little stuck so i rolled backwards and got back on the road. got lucky. >> it is a little tricky getting up here. a lot of people getting stuck. anyone coming up here should turn back. it would be sav safer. >> caltrans has a similar message. they understand many people have not seen snow before. having it this close makes it seem like it is worth the trip. but the reality is, if your car is not equipped for serious weather, you should stay away. >> not everyone will be as well-prepared as you are, have the right vehicle, windshield wipers, light. there defroster is not working. we ask for the usual attention from drivers heading out to get these views. >> we turned

quickly when we were going up highway nine earlier today when we saw the snow and felt it underneath our tires. the chp has closed highway nine due to storm maintenance. maybe a lot of cars getting stuck up in that snow. there is no indicated time when it will reopen as of now. live in saratoga, dustin dorsey, abc 7 news. >> the wet weather has also made a mess on the roads. two people were injured this afternoon when a driver lost control and crashed into a chp car. it happened just after 1:00 on 280 when the officer was responding to another crash. the officer and person involved in the first crash were waiting for a tow truck in the patrol car when a ford focus slammed into the car. both the officer and passenger were taken to the hospital with complaints of pain. >> in the east bay, there was snow on mount diablo shutting down portions of roads. leslie brinkley was up there, as well as in walnut creek generally, where there was plenty of rainfall. she joins us live.

>> exactly, dan. quite a day here. let me share with you a little glimpse behind my shoulder here of mount diablo. unfortunately, it is shrouded a bit in cloud cover right now. 15 minutes ago, it was absolutely gorgeous with the sun shining on it. when we went up the mountain today, we encountered much more snow than we thought we would after we hit the 2000 foot elevation. >> [laughter] no. >> the snow. >> [laughter] give me some snow. >> around noon, the snow fell fast and furiously. last week's snowmen melted as new family members crystallized in the snowy landscape for those who made it up here. >> trying to make a snowman. >> it just so happened that we never made a trip to see snow, and we were planning to do it this weekend. we were going to yosemite.

then the road closed. so we decided to stay home and see if we couldn't find some snow here today, and we are in luck. >> treacherous conditions up here on diablo with the snow coming down. i was told a van had slid off the road. they are trying to block things off to traffic to make it safe. >> we went up to the top, they told us the snow was getting too sticky, so we came down a bit. the kids made snow angels, made a snowman, snowball fight, and it was a fun day. it was a really cool experience for the kids to have. >> this family made a last-minute decision to grab their snow gear and make some memories. >> we haven't gone up to the snow in a long time, so this was a really fun day today. and i am excited that i didn't have to go to school. >> farther down the mountain, a slide from earlier in the winter along the north gate road into the park got worse with today's rain, with more of the roadway's surface collapsing. the oakland zoo closed down

again today and for tomorrow as continued bad weather is wreaking havoc on roads, morale, and finances. >> since we have the sinkhole and it opened back again, we have been closed five days, five nights in february. we are not out of it yet. this has been hard on all of us. >> oakland me they lose 50 thousand dollars to $75,000 each day they have to be closed, so it is tough for them. tough driving up on mount diablo. crazy weather conditions down here with for osha's hailstorms -- with ferocious hailstorms followed by buckets of rain. more to come from what i understand. live in the east bay, i'm leslie brinkley, abc 7 news. >> it has been so wild. let's take a look at pg&e's power outage map. there are 13,000 or so customers

without electricity right now. the utility tells us the majority of those outages are in the north bay. nearly 10,000 customers there without power. more than 3000 customers are without electricity in the south bay. >> you can keep track of the current conditions and access the same live doppler 7 hour weather team uses anytime you want on demand on the abc 7 bay area news app. . download it wherever you stream >> san francisco police are looking for suspects in a shooting this afternoon south of market neighborhood. a witness tells us he saw a number of people inside a white mercedes open fire on another car at ninth and howard streets. this was at about 2:00. he said both cars sped away. we spotted shell casings on the ground in bullet holes in nearby buildings. police are not yet releasing any information about exactly what happened. >> san francisco police are investigating a homicide that happened this morning near the ferry building. they said that the shooting was

reported this morning near pier 5. a man died at the scene. so far, no arrests have been made. >> it has been a violent 72 hours in oakland. five people have been killed in separate shootings since friday night. this map shows you where those homicides happened. three of those deadly shootings in east oakland happened in a span of less than three hours friday evening. investigators say they do not believe the shootings are connected in any way. this outbreak of violence happened despite extra officers out on the streets. >> over the weekend, we had increased our patrol measures, our violent crime operations team came in to give extra coverage to the area captain. and we continued to use our cease fire strategy. >> oakland home of -- oakland homicide total -- five other people were also wounded in separate shootings this weekend. arrests were made and some of

moratorium laws in place to protect renters during the pandemic. in alameda county, a group of property owners claim they have been victimized by tenants who are using the law to cheat them out of rent. we have more. >> i am tired of this binary. it is not landlords versus tenants. landlords being homeless isn't good and tenants being homeless isn't good. nobody should be homeless. >> her house may go into foreclosure because she cannot evict the woman who was living there with hannah and her kids, so hannah and her kids moved out and are renting a new place. >> i can't pay for both the mortgage and the rent, so i have to pick one. i would rather be able to live in a stable environment. >> do you fear for your goods? >> 100%. >> for legal reasons, she cannot say much about her tenant or house in oakland. but like many property owners, she claims the tenant is using the pandemic eviction moratorium to live rent free. >> if you destroy the property, you can't be evicted. if you bring in pets, you can't be evicted. if you need repairs made

in the home and you don't what to let your landlord in, you can still also your landlord for not making repairs. >> she said she has tried mediation. can even offered the tenant a buyout. she said she spoke to six lawyers, all who tell hannah she is stuck. >> alameda county impose an addiction moratorium that allowed nearly -- an eviction moratorium that allowed nearly any tenant to not pay rent for any reason. >> joshua howard works with a nonprofit advocacy organization. he was joined by several property owners calling for an end to the eviction moratorium at tuesday's board of supervisors meeting . they conducted a survey of how much money property owners are owed. >> about 205 owners in alameda county responded, noting that collectively they are owed over $68 million in unpaid rent just here in alameda county. >> tenant advocates argue the moratorium was meant to keep people housed during the pandemic. but they point out the

states eviction moratorium expired last year. celine wong says they understand both sides. she shared this message. >> for some tenants, they have lived in fear of being forced out with literally no place to go. this is not an us versus them >> an effort is underway it easier for santa clara county residents to expose of unwanted firearms. tomorrow, the board of supervisors consider a measure that calls for more funding for annual gun buyback events and improved messaging and incentives in a program that allows people to turn in guns 24-7 at the county sheriff's office. >> the numbers are clear. our annual cost of gun violence is one in $1 billion, with $72

million of that in public health costs. it leaves many of our neighbors paralyzed in disabled. >> the gun buyback programs pay people $100 to $200 in cash to turn in firearms, no questions asked. last year, more than 700 firearms, including 27 assault style weapons, and seven ghost guns were turned in, an events. >> the man accused of molesting the child of former makes martial arts champion cain velasquez will go to trial. judge ruled there is enough evidence for the case against the man to move forward. velasquez is facing attempted murder charges for shooting at him last march, but hit somebody else instead. velasquez has been out on bail while waiting for trial. >> police in the north bay are looking out for a stolen band

that belonged to a napa pet adoption group. inside that van are 17 feral cats sitting inside covered cages. here is a picture of the stolen 2017 white ford transit van. the president of the group whiskers, tails, and ferals said somebody biked up to the van and broke into it. four minutes later, it was gone. the incident was caught on surveillance cameras. she said she wants the cats return safely as soon as possible. >> still ahead, we are tracking the weather. here is a live look at san francisco where the rain hasn't stopped. but do not be fooled. more rain is on unresolved symptoms? heart failure and seemingly unrelated symptoms like carpal tunnel syndrome... ...shortness of breath... ...irregular heartbeat... ...and lower back pain could mean something more serious called attr-cm a rare, underdiagnosed disease that worsens over time, so it's important to recognize the signs.

street-level radar. let's talk about what is happening. we have light to moderate showers around woodacre's, sir francis drake boulevard, lucas valley. if you could staff the roads, probably a good idea, but if you can't, watch out. san bruno across 82, scattered showers. it is certainly turning into snow out towards mount hamilton. when be road in the south bay seeing the rain. check out the view from our zephyr cove camera. there is snow on the ground and chain controls leading up to tahoe right now. it has been dumping in the mountains. at this hour, we do have a blizzard warning until 4:00 a.m. wednesday. blowing snow at lower elevations. four to seven feet at higher elevations. it is definitely dangerous to drive up there. they have already experienced road closures and that will continue. 40's on those temperatures.

if you are seeing the sun from san jose or the golden gate, or even from former cam, you are going, what storm? we are not done yet. a lot of clouds still overhead. a scattered mix a thunder chance as well. widespread rain for the morning commute and we keep the unstable air going, which means the possibility of thunderstorms. try to mild late in the workweek. on our storm impact scale tonight and tomorrow, we have a level 1. a light storm with scattered showers, gusty winds, snow over the higher peaks. if you get caught under one of these showers, you could experience a brief downpour so be aware of that. winds gusting close to 40 miles an hour along the coast this evening. tomorrow morning, picking up again, 25 to 30 miles an hour in the afternoon. as we check out the hour-by-hour timeline, 6:00 tonight, snow to the north, snow over mount hamilton. scattered showers across the legion at 10:00 tonight.

the biggest difference between the current system and the one that went through last week is the snow levels are higher. as we look at 7:00 and, you're looking at the widespread activity through the region. her morning commute will be dicey. -- youthis carries over into scd activity through tomorrow evening, late tomorrow night. we are starting to see snow showers mixing in, perhaps a little bit lower. then it is all done early wednesday morning. additional rainfall, about a third of an inch to an inch in the santa cruz mountains. as we take a look, we have the winter weather advisory for the north bay hills, along with the eastern santa clara hills until 4:00 p.m. tomorrow. five to 10 inches of snow about 3000 feet. over a foot possible above 4000 feet. gusting winds, blowing snow, and that wintry mix. we have already seen it at lower elevations. we will continue with that around 2000 to 2500 feet. temperatures in the 20's to 40's

tomorrow morning. it will be chilly with the scattered showers around. keep the umbrella sandy. 40's and 50's for highs. the the possibility of thunder again. it is a light level 1. wednesday through friday, you get a break. then a level 1 storm coming in saturday afternoon through monday. we will have the wet weather and colder conditions. tomorrow morning, briefly as we see widespread activity, this level 1 storm may get bumped to a level 2.stay tuned to the morning crew . >> thanks. >> absolute wide-out today on interstatea 80n. this is how it looked this afternoon. the freeway is closed between applegate all the way to the nevada state line. that is 80 miles. highway 50 into south lake tahoe is open but chains are required on all vehicles except four-wheel-drive, with snow tires. stay with us.
