bring widespread rain tomorrow morning during the commute, but what is left of the current system is still very scattered in nature and we are seeing it on live doppler 7. we will talk about where you are seeing snow showers. right around mount saint helena, you notice highway 29 is covered in some snow. light to moderate showers around send p.r. -- san pablo. we are seeing the snow accumulate. this is a level 1 storm. we have seen thunderstorms, hail. this will remain in the forecast. this area of low pressure is to the north, and the morning commute will be dicey. you see as we head towards tomorrow mornings commute, it is going to

be light to moderate rain with snow in the mountains, but we are talking about a quick moving front. at this point, it is still a level 1, could get bumped to a 2 tomorrow. as we take a look at zephyr cam, the snow has been dumping in the mountains. we do have a blizzard warning. we will take a closer look at that coming up. >> the north bay saw its share of wet weather today. liz kreutz spent the day on rain watch and joins us from santa rosa creek. >> earlier, we were at santa rosa creek, but we have been chasing the rain and pg&e crews, and we have just made our way to marin county. across the north bay, it has been a similar story, on and off rain. heavy rain this morning, even hail, then breaks in the rain.

we saw a beautiful rainbow this afternoon. we are told this pattern is not over yet. more rain is on the way. north of the golden gate bridge, commuters monday morning faced a wet and rainy drive. in sonoma county, this video from santa rosa fire shows the roads in the city's oakmont neighborhood covered in hail. >> we have seen pretty substantial amounts of hail. it presents not only something that is fun to look at, but also safety concerns for us. >> file marshall paul lowenthal says those concerns include downed trees and power lines. firefighters responded to a tree branch that fell onto a power line, causing the branch to become electrified. >> we have seen power lines, cable lines, different lines come down because of the winds and dusty conditions. -- and gusty conditions. >> rafael and his dog lucas took a break when the rain started to pour. >> i think this weather is

snow people have ever seen. >> i have been living here all my life. i am 22 years old and i have not seen this much snow. only at the observatory is where i have seen this much snow. >> what did you think? >> amazing. it looks so beautiful. it looks like tahoe. winter wonderland in san jose. >> words i don't think any san jose resident has said before, as temperatures dropped into the mid to lower 30's and the falling precipitation quickly turned from rain to snow. video circulated on social media of snow on mount hamilton and along skyline boulevard. but no one expected to see this much, this quickly along this road. >> i thought i would see a few flakes. then i turn around and i went up about another half mile and it is way worse than this. >> as a result, we watched many cars without snow capabilities like four-wheel-drive quickly learn driving here was a mistake. this tesla's wheels were spinning as it tried to turn around, not exactly snow ready. as beautiful as it was, many had

to make the call to return back to safety. >> i went to turn around and then i got a little stuck so i rolled backwards and got back on the road. got lucky. >> it is a little tricky getting up here. a lot of people g stuck. anyone coming up here should turn back. it would be safer. >> caltrans has a similar message for drivers. they understand many people have never seen snow before, and having it this close makes it seem like it is worth the trip. but the reality is, if your car is not equipped for serious weather, you should stay away. >> not everyone will be as well-prepared as you are, have the right vehicle, windshield wipers, lights. their defroster is not working. we ask for the usual attention from drivers heading out to get these glorious views over the next couple of days. >> my photographer and i are already seeing the dicey conditions. we turn around almost as soon as we got up there. phc closed parts of skyline

boulevard. as the rain starts to fall again , and the cold in the area, i can't imagine that will reopen anytime soon. we have not had any indications as to when those roads will reopen. for now, live in saratoga, dustin dorsey, abc 7 news. >> no doubt this wet weather is having a measurable impact on the state drought, but is it enough? we wanted to find out exactly how much all of the rain is alleviating the drought situation. zach fuentes tracked down some experts and got some answers. >> it was a raining morning in santa cruz county. the rain adding to the strong reservoir levels seen not just here but in other main reservoirs throughout the state. >> california statewide is at 131% of average precipitation. but that means is a lot of our reservoirs have had the opportunity to improve significantly compared to last year or the year before. most of our reservoirs are fairly close to fall.

-- fairly close to full. >> the january atmospheric rivers that helped boost at reservoir levels allowed to department of resources to allocate more in santa clara county. this month, they got 35% more, compared to 5% last year. >> we were thankful to for that water we got in our local reservoirs and state reservoirs as well, but we were really hoping that that rain would continue all the way through spring. >> until we know how things pan out, not just this spring but in the years to come, we cannot safely say we are anywhere close to being out of the drought. >> one wet year will not come anywhere near refilling all that groundwater storage that has been lost. it is a similar situation for the big reservoirs in the colorado river system, which is very important for southern california. lake mead and lake powell, those reservoirs are so large that one very wet weather will not fill them up. it takes multiple wet years to regain some of what we lost in the past decade or two decades. >> for now, water agencies say the conservation efforts have to stay in place, including the drought surcharges that many

>> we are told these new barricades are just the first step. saint anthony's schools as other long-term options are being discussed currently, but for now they will be around the school for the foreseeable future. the barricades are blocking all intersections near the school entrance at east 15th and 16th streets and east 15th and 18th streets. this is where alleged sex workers and trafficking operations appear to be crowding outside the school and parish. here is what they look like. they are filled with water, but a councilman says first responders will be able to quickly move them aside in the event of an emergency. a similar design has been ordered to be put up along cap street in san francisco's mission district. over the weekend, oakland's mayor met with the san antonio neighborhood coalition to discuss a plan to deter activity in this area. police say the women have since moved away from the school near east 12th street.

the judge added new restrictions to price's release on home detention. investigators say price was running a hash oil lab out of the home which caused the explosion that killed price's wife and severely burned her caregiver. >> another treacherous day of driving in the sierra. this is video from our caltrans camera's earlier. conditions were so bad you couldn't see anything from two of them. interstate 80 is still closed between obligate to the nevada state line due to white out conditions. it has been that way for hours. highway 50 into south lake tahoe is open but chains are required on all vehicles except four-wheel-drive vehicles with snow tires. those are the conditions up in tahoe. but we have seen similar conditions around the bay area. >> and more thunder and lightning today. a lot going on. >> it has been a very active day. i want to take you to zephyr

cove. it is heavy snow, blowing snow. truckee reporting going snow. tahoe has heavy snow at this hour. this is why you want to hold off on travel. some roads are closed, and chains are required on the sections that are still open. the snow is piling up. we have a blizzard warning for not only tahoe but the west slopes of the sierra until 4:00 a.m. wednesday. heavy snow with gusty winds. one to two feet at lower elevations. four to seven feet at higher elevations. this will be a big snow maker for the mountains. as we check out the doppler, we are tracking this isolated thunderstorm that is up to our north. it is headed towards the hoglund area, so watch out. not only gusty winds, but hail and definitely downpours. seeing the wintry mix to the north, and parts of the santa cruz mountains. saratoga, los gatos, it is light rain. east bay, light to moderate

showers from lafayette towards pleasantville. temperatures reflecting the wintry nature of the storm. it is in the 30's and 40's. the highs today only in the 40's and 50's, well below average by a good 10 to 15 degrees. as you look at a live view from our emeryville camera, you can see the dark sky. a thunder chance remains. widespread rain for the morning commute. dry and milder for late in the workweek. it is a light exclusive storm impact scale for tonight and tomorrow. scattered showers, gusty winds, snow over the higher peaks, and under and hail. tonight at 7:00, still breezy to gusty. the winds pick up tomorrow afternoon briefly behind the system. as we look at the 7:00 hour, scattered in nature. the snow continuing over the peaks. this is when the most widespread activity occurs at 7:00 a.m. 9:00 a.m., still going.

nearly any tenant to not pay rent for any reason. >> joshua howard works with a the california nonprofit advocacy organization. he was joined by several property owners calling for an end to the eviction moratorium at tuesday's board of supervisors meeting. they conducted a survey of how much money property owners are owed. >> about 205 owners in alameda county responded, noting that collectively they are owed over $68 million in unpaid rent just here in alameda county. >> tenant advocates argue the moratorium was needed to keep people housed during the pandemic. but howard points out the state's eviction moratorium expired last year. celine wong says they understand both sides. she shared this message. >> for some tenants, they have lived in fear of being forced out with literally no place to go. this is not an us versus them issue so let's figure it out.

>> empty office space could be fast tracked into homes under a new bill. san francisco assembly member matt haney announced the office to housing conversion act. it requires cities across the state to fast-track office to housing conversions. his office says the measure is in response to the need for housing and the growing crisis of california's rapidly emptying downtowns. one big reason for the office space they can see is the increase of people working from home. >> progress is being made to restore power to pg customers at in the dark right now. just over 53 hundred customers are impacted around the bay area. the majority of those are in the south bay. 3200 customers. in the north bay,customers are without service. >> a consumer watchdog group just finished a study showing a big spike in recalled products

last year. hundreds of items you may have in your home right now. >> michael finney says dozens of them caused injuries, even debts. he joins us. >> the california public interest research group found some incidents were reported to the government long before items were pulled from store shelves. often consumers are unaware of the danger that may be in their own homes. >> if i had known about the dangers of the fisher-price sleeper even moments before she was placed in it, i would still have my daughter today. >> i told you about erica richter, whose baby died months before the bed was recalled and linked just 30 deaths. today, they renewed the recall, saying babies died even after the product was called off -- was pulled off the market. >> there are examples of people using products and continuing to get hurt because they didn't know about the recall. >> a new study

startling finding that recalls of everyday consumer products suddenly spiked last year. >> there were 33% more recalls in this last year. >> the study found 292 products were pulled from store shelves last year compared to 216 the year before. >> the product was recalled every 30 hours on average last year. >> jen says it is unclear whether products are less safe or oversight is more aggressive. >> often times, it took months or even years for a dangerous product to be recalled. >> some involved ordinary household products consumers might never worry about. >> of course i would have never thought that my cleaning product would have bacteria in it. >> but it happened. 37 million bottles of the popular pine-sol brand cleaner were pulled from shelves because of bacteria. other seemingly harmless items also proved risky, like this birdbath, which can cause a

fire. when sunlight hit the acrylic, it burned wood siding in two homes. this children's squirt gun had a lithium battery that erupted in 30 cases. other cases involve serious injuries and death. the handles of this power generator can crush fingers, and it caused 24 finger amputations. this weighted blanket caused the deaths of two young girls who got caught in the covering. children can get trapped in the gap between the inner and outer doors. four children have been killed. they say it is up to consumers to be aware of danger. >> if you see the recall, you need to get rid of your product. we don't have people who come take your products from you. >> you can sign up for consumer product safety commission to receive recall alerts. i have posted the list of everything that was recalled last year. it is interesting to see if you

a master sommelier, a person who specializes in all aspect of wine service and it wine and food pairing. he passed the exam on the first try and also met the woman who would become his wife. >> we met when we were waiting for results at the advanced exam. which at the time was being held at disneyland. >> the two ended up getting married and becoming parents, all while trying to become master sommeliers. rebecca passed the exam in three tries, but chris kept coming up short. >> it was really difficult. she did most of the work and i am truly grateful for it. but she also motivated me. she said, you know you can do this. >> i think what i said is you have to do this. >> the master sommelier diploma has four stages that culminate in a three-part exam that covers theory, service, and testing. >> you have to taste six wines

mix. in the sierra, we not only have the blizzard warning, we have an avalanche warning until 7:00 a.m. that is for the backcountry of the central sierra. because of the intensity of the snow, they are expecting with the gusty winds widespread avalanche activity.that is something that is obviously dangerous. it is a level 1 storm. thunderstorms have been firing up. we will keep that in the forecast along with hail. very scattered in nature tonight. the most widespread activity will be between 7:00 and 9:00 am, which includes your morning commute. snow over the mountains, and as we head to tomorrow afternoon, it becomes scattered like today. like to moderate showers across the region with the snow showers over the higher peaks. afternoon highs tomorrow remaining below average. it will be in the 40's and 50's. windy conditions expected especially near the coast and over the higher terrain. the forecast is a level 1
