unusual euro. the end of california's covid-19 state of emergency. wecounties are also lifting ther county level public health emergencies as of today. what does that actually mean and are we ready? we are looking at those qusontim ro fwe looked at but let's start with liz. what does it mean in terms of an end to the emergency? reporter: in some ways that this is a symbolic moment, there are real changes. those changes are county high county. one group in san francisco has been calling for more answers about what the end of the emergency means specifically when it comes to things like food benefits, eviction protections and a sick pay. we asked of the city and got some answers. it's hard to forget march of 2020. >> we direct a statewide order

declaration from the mayor, that one has not yet expired. that means policies the healthdingie, butotd policies e eviction protection ordinance, are not. >> t in place, remain in place regardless of public health emergencies. reporter: what is coming to an end? one is masking, the new order says members of the general public will no longer have to mask inside hospitals, health care facilities in homeless shelters, unless the facility chooses to keep that rule. the state is still requiring masking at health care settings, the city must still comply. another change is sick pay. prop g required public -- committees with 100 employees or more for additional sick pay. that is no ending. also food stamps, due to changes in the federal budget passed by congress, people who rely on cal fresh. receiving the extra allotment next month. >>

the san francisco health order, that does impact every recipient in the state. other changes include the closure of mass vaccination and testing sites, and insurance companies will no longer be required to front the cost of covid-19 tests. a lot of different changes, they do care -- a very county to county. ama: as we take the steps move away, can be treated as endemic. can be treated like the flu. that is the question we put two hour contributor dr. patel. >> influenza does not have the ability to affect our organs the way covid-19 can. it can cause thousands of people to have long covid beard there are unpredictable things that covid-19 does. a lot of people are suffering, we have to remind people that just because you don't die from covid-19, does not mean you

who love the bay area for another state increased by 33%. it is no secret that much of the bay areas covering will rely on the rebirth of downtown san francisco. first strategy, make it clean and safe and they will come. second strategy, diversify. >> resilient economies diverse. this is an opportunity to retain tech, and invite new industries and businesses. reporter: there are a proposals for tax incentives. the third strategy is new uses for old office spaces that should include housing. economists are optimistic that the worst is behind us, and that the bay area is still the best investment with tech still leading the way in our recovery. the economists at the today's meeting pointed out that business device to be as great, tech is what is going to move the needle towards the bay areas

economic recovery. in order to measure the recovery, this data will be updated every three months. let's continue our conversation. dan: what is your diagnosis or prognosis? >> the city and the bay area, are suffering from economic long covid. we have gotten over the initial, but we still have lingering symptomsha tt n' are going away. remote work is changing the landscape, not just in san francisco but across the bay area. take a look at barked, any transit, the roadways, the emptiness. people aren't moving the way they used to move. arch is only at 40% of its previous occupancy pre-covid. they aren't going to have the money to keep the system running.

big hit. hospitals, initially got a lot of boost, but people have come back and are overtaxed. seeking $1.5 billion in relief. some hospitals might have to close. this is a domino effect. everywhere you turn in the bay area, you see lingering effects that are going to call for changes in how we operate. ama: what can we do to change it, is there anything that can help? getting people back into restaurants on their lunch breaks? >> they've got to be here. we've lost about $3000 per person per year by workers not coming in. i can't give you prognosis. the mayor has said excited -- incentives.

covered roads with low visibility to take in what many are calling a historic storm. >> i was surprised. reporter:rain at lower levels cd potholes and they damaged numerous cars. >> i hit a pothole, i was the second person. i pulled over with a flat an hour ago. cars keep coming in. reporter: public works official says the rainfall has kept crews busy. as the storm continues, more potholes are showing up. they say they don't fix them until the weather layers. >> we are trying to take advantage of the clear whether when we have it, in order to address when we have the potholes so we can maintain safe roads. reporter: they advise drivers to be cautious on the roads. they say if you see a pothole, reported. >> they notice an issue, we

encourage them to reach out to us as soon as possible to let us know. then we can take care about it right away. reporter: there is the good and the bad. it has been very pristine to go up to the mountains to see fresh snow, given how much fell over the past few days. you also have the bad, a tough break for those individuals on the one road. there is not much worse than having a pothole in this wet weather. dan: potholes. ama: you don't even see it, the water is on the road. sandhy potholes. we have snow coming down. this is nice to see. this is from cal nevada lodge. we are seeing heavy snow falling right now as we take a look at live doppler seven. it is still dumping in the mountains.

ama: the ceos of san francisco bay's gap clothing company brooklyn circle us rain the bell and honor of black history month. they are collaborating on a collection beard stocks closed down, the dow dropped 232 points. gap's appearance didn't help stocks, they dropped 1%. dan: dozens of people turned out in oakland supporting the mayor. it was hosted by the oakland progressive alliance. its members and chinatown leaders say they support the mayor's decision to fire oakland police chief armstrong.

over 40 years, and i haven't been anything quite like this. reporter: a walk in this vineyard in the hills of livermore wine country is eye-opening. snow on the mountains, mud on the ground, still dormant vines, and not much work to be done right now in this cycle of rain, frost, wind, and repeat. >> the underground refilled, which is critical for us long term. in a weird kind of way, it is very inconvenient, we can't get in the vineyards or do any work. it is too muddy, the tractors are getting stuck. reporter: the rain runs off the hillside vineyards. this is more worried about vineyards in flatter areas. deep puddles that's sit for too long can cause root rot. 2023 is turning into a real wild card a wine year.

that we have been following closely. the possibility of a red light district in san francisco for sex work would be legal. the proposal is set for a key vote any minute now. supervisors are expected to vote on a resolution urging the governor and lawmakers to make restitution in the state legal. if that happens, it paves the way for san francisco to legalize it. the idea gained momentum as people tried to deal with sex workers in the mission district. they have passed nearly $300 million in funds to renovate one of the hotels which was has two homeless. -- house the homeless. reporter: as san francisco ends its covid state of emergency, the hotel industry is bracing to welcome back tourism and gas. -- guests. occupancy went from a pre-pandemic high of 80% to a low of 8%.

2022 ended just shy of 60% occupancy. on tuesday, the san francisco board of supervisors passed a $2.9 million settlement. it comes after a lawsuit by the hotel's parent company, alleging property damage caused by shelter-in-place guest during the pandemic. i spoke to a former employee of the hotel, and says the homeless guests created a mess, destroying the walls, flooring, and tv's. in 2022, phil hotels. >> it is a great place. reporter: who enjoy their housing. when we stopped over there learn more about how the funds will be used, it was closed. calls to the pr company were also unanswered.

dan: air frying has become incredibly popular. ama: there is a major recall of one of these appliances. michael: the appliances had burst into flames more than 200 times. the manufacturer is voluntarily recalling 21 of them. in this video from the consumer product safety commission, you can see what the recall looks like. the commission says the brand's parent company has received more than 200 words of the air fryers catching on fire. burning, melting, overheating, and smoking, including reports of minor injuries and minor property damage. >> i don't have that exact model, i originally had that model, it is at my daughters. michael: that is kathy. if you have looked for air

frying advice videos, you have probably seen one of hers. her youtube account has more than 100 videos on air frying. when the recall was first announced, she heard a lot about it. >> a lot of people were initially freaking out. what we found is that it is a lot of the first-generation models are the ones that were recalled. there is a defective part in there. michael: the countertop appliances were sold by best buy and amazon, and many other stores from june 2018 through last december. prices range from 70 to $130. >> i have had some viewers say they're going to take their chances. you don't need to. they are replacing it, it is free. you just have to go through that process which is pretty easy. michael: actually extremely easy.

ama: this is what people in the sierra are dealing with. the snowblower got a workout. a quick drive through this neighborhood, you can see the snowbanks and neighbors trying to air a path. if you are thinking of heading up to tahoe, you might want to think again. interstate 80 is closed from applegate all the way to the state line and won't open until tomorrow. highway 50 is open, but chains are required. highway 89 is closed from emerald bay state park to bliss state park.

dan: avalanche concerns closed ski resorts throughout the lake tahoe area. nearly three feet of snow was expected to fall there today. >> this is a monumental snowfall. we have had 500 inches of snow this season. we are looking at extending our season to memorial day, but possibly further after that. we will make an announcement a little later this month. dan: that that is receives on average throughout the entire season. ama: how much more to come? sandhya: several more feet of that snow to come. that is just with the current storm. let's take a look at the freeze warning and frost advisory.

it covers most of the bay area. you will be in to freezing category, so protect plants, pets, and pipes. morning temperature, mid-20's. the rest of the region, low 30's to upper 30's, definitely chilly. this is the last round for a few days of the showers and snow, up around mao zedong lena, seeing that wintry mix. mount hamilton, it is snowing right now. right around allen street-level radar, benton street, some moderate pockets of showers. in the east bay, 84 heading towards livermore. if you are traveling across 580, give yourself extra time because it will take you longer it is a light level 1 storm. the snow continues to pile up in the sierra. anywhere from three to 38 inches

the 49ers weight brock surgeries -- wait for rock purdy's surgery. purdy is expected to be out for six months as a result of this play that would put him in line for training camp. surgery was delayed by the team doctor because the young quarterback still had swelling and stiffness in his elbow. that could leave the 49ers with just trey lance who is also recovering from his own injury. hoping that purdy will be ready for surgery next week. >> you want every waking minute that you have, but he is 22 years old. we want the best outcome. that is why the doctor made a really tough decision. he has done thousands of the surgeries. when you have all the swelling out and stiffness, is when he has had the best success. we are very thankful and hopeful that when they meet down in
