short. good luck to you this morning. 29. a dry day today. live doppler 7 showing lingering showers pushing south. it is cold out there. we have a few flakes of snow over mount hamilton at 27 degrees. there is a look at our frost advisory and freeze warning until 8:00. you can see highlighted areas from the interior valley of the north and east bay where it is freezing in santa rosa. it is 35 in livermore, 40 in oakland. these numbers with wind are being kept up. today is to-three degrees colder this morning then yesterday. 26 mile-per-hour wind at moon bay. we will be looking at a sunny day today. it will be cool with

temperatures coming up through the 30's and into the upper 40's by noon time. low to mid 50's today. jobina: the break in the weather is a release for some neighbors dealing with damage to their homes from downed trees. lena howland joins us live this morning, on her way to santa rosa where some homeowners are dealing with the storm aftermath . lena: good morning. we are live on the 101 north, heading up to santa rosa to take a look at damage in one specific neighborhood where multiple trees fell on cars and home. unfortunately, some of the damage has red tagged some of the homes in the neighborhood. i want to show video of what the conditions look like there yesterday. we saw several trees which fell on or near homes in the north they. this tree fell onto a house in santa rosa. this one came down on a home in

the fours bill area. nathan was inside of this home with his wife when a tree came crashing down on the. nobody was hurt but he had to hook the generator just to call 91. >> very scary. one of the branches came through our living room ceiling. one was laying over the hood of my car. lena: the damage unfort does not end there. in santa rosa, this tree came right through the roof. fortunately no one was home at the time and the pet dog inside was ok. there was still more concerns about other trees potentially falling across this area as full worked to contact their insurance companies. for some of the homes that have been red tagged, these folks are working on finding an alternate place to stay in the meantime.

reporting live, northboun one, abc 7 news. reggie: store after storm has soaked the santa cruz mountains. some residents in the area are ready for a break. we did hear from some who said this is a return to the good old days. >> put a good winter. definitely getting back to solid winter routes. been light the last few years. >> thankfully i have a generator at home. but with all the closures and trying to figure out where i am going to stay if i cannot stay here or get here. reggie: liking this weather is a choice. this year is definitely one for the record books. more than a foot of snow has fallen there in the last week. kumasi: potholes have been appearing across the bay area during the recent storms. the oakland mayor says the city will start its annual pothole blitz once the streets are dry from all of the rain.

for that, i am thankful. in martinez, make sure you are careful if you are driving along interstate 80. multiple drivers did not see the potholes and ended up with damage. >> i hit a pothole. i was a second person. i pulled over with a flat tire about an hour ago and cars just keep coming in with flats. kumasi: more holes are expected in the area as more rain comes in, creating loose soil underneath the pain bent. you can keep track at weather conditions. with the same live doppler 7 that our weather team uses anytime you want. you can find that on apple tv, google tv, and was on fire and roku. reggie: oakland unified school district will hold a recruitment event for anyone looking to join the staff for the 2023-2024 school year. multiple positions are available including classroom support staff and substitutes.

the event will be held inside oakland high school multipurpose room from 4:30-5:30. layoffs, illuminating unfilled positions, and possibly more school mergers are on the table at oakland unified. it is facing funding cuts due dwindling enrollment. this school discussed possibilities. the board school member mike hutchinson said they continue to look to the state for help. >> one of the things we need to remember is even with us doing this tonight, we are still at the mercy of the state. we all need to continue to push for more resources from both the state and federal government. reggie: the board is expected to discuss more budget proposals. march 15 is the deadline for layoff notices. jobina: supervisors have delayed notice for some -- including calling for a sanctioned red

light district. the resolution would urge state lawmakers to legalize sex work in california. discussion was delayed to next week to any supervisors have little impact in the short term. the deadline to introduce new legislation this year already past more than a week ago. san francisco would be the state to legalize sex work before a sanctioned red light district could be formed. this idea has gained legislators try to deal with this in the district. sa ordinance has pushed back. this prevents the city from assisting in the enforcement of immigration law. they have asked for an exemption for two fugitives charged with murder and child rape. supervis against it, wearing the exemption could set a legal precedent that could be used against sanctuary policies.

supervisors unanimously agreed to delay a vote on a proposal to and virtual comment at weekly meetings. virtual comments again because of covid-19. if the change is approved, you have to show up to the meeting in person to speak unless you get an exemption due to disability. reggie: the san francisco da jenkins is expected to drop charges against a former police officer accused of murdering a carjacking suspect. off-tyged wiilng.e jenkin last month she believes the charges were politically motivated. a group of activists plan to protest this this morning and say that jenkins refuses to hold officers accountable. supporters of mayor zhang tao is standing -- are standing by her decision to part ways with tree -- chief armstrong. >> we know that accountability is central to working together

jobina: the conservative justices on the supreme court appear skeptical to president biden's plan to forgive billions of dollars in federal student loan. lawyers on both sides are laying out arguments in two legal challenges, trying to block the plan. faith: the fate of president biden's popular student loan forgiveness plan now squarely in the hands of the supreme court. for more than three hours tuesday, conservative justices casting doubt on whether president biden has legal authority to wipe nearly half $1 trillion in federal student loans with just a stroke of his pen. >> i think most casual observers would say that if you are going to give up that much amounts of money and affect the obligations

the harm is very great. faith: protesters gathered outside the courts as the conservative majority appears poised to crush the loan forgiveness plan. white house sources tell abc news they are confident they can win this case. a decision is expected by the end of june and right now, the white house insists there is no plan b if they lose the case. reggie: twitter is rolling out a new policy for violent speech on its platform. the new zero-tolerance policy prohibits violent threats, which of harm or incitement of any violence. a post from the twitter safety page says any violence will have their account suspended. for less severe violations, twitter will require the user to delete the tweet before getting their account back. jobina: dictionary.com has added 300 new words. some new words are "h

afternoon. he has dementia and will not be able to find his way home. reggie: delay discussion on a sanctioned red light district that is supposed to be now next week. the government's urging state lawmakers to legalize sex work in california. jobina: tickets for this year's outside music fest will go on sale today at 10:00 a.m. but the lineup has not been released. reggie: alameda county residents who stopped paying rent in -- last year have until april to start paying again. the city of san francisco approved nearly $3 million in funds to renovate one of the hotels use for people who were house list during the pandemic. here is abc seven news anchor dion lim. reporter: as san francisco exits its covid state of emergency tuesday, it is braced to welcome back tours and guests.

according to the city hotel council, occupancy went from a pre-pandemic high of 80% to a low of 8%. the 20 ended just shy of 6% occupancy. the san francisco board of supervisors passed a $9 million settlement for the hotel that comes after a lawsuit by the hotel parent company. alleging property damage caused during the pandemic. i spoke to a former employee of the hotel who did not want to go on camera but says homeless gas a mess, destroying walls, flooring and televisions. in 2022, abc 7 hotels used to house about 4000 on house. >> it is great. anything off the streets is great. reporter: we stopped by the tilden hotel which advertises itself as the best hotel in san francisco to learn more about how funds will be used in their

i want to show you what conditions looked like yesterday in santa rosa. this tree came right through the roof. fortunately, no one was home it the time and the pet dog was ok. the neighbors realized something was not ok here and heard a hissing noise coming from right outside their house. the santa rosa fire department responded and save the tree broke a gas line but they were able to shut the gas off and secure the line. unfortunately, the home is now in bad shape and will require quite a bit of work. >> a heard a loud bang it is definitely concerning. we are also worried that if one comes down, it will hit another and hit another. it may be further up the hill but may come down on one of our houses as well. lena: a family was their home in for spill when a tree came crashing down on them.

clearly there are multiple neighborhoods in the santa rosa area that have a long road of recovery ahead, many of which are working on contacting their insurance companies and some folks are still working on finding an alternate place to stay as some homes have been red tagged. we are going to show a lift look at this neighborhood in the next half hour. reporting live, lena howland, abc 7 news. jobina: there are any developments in oakland unified's efforts to reduce costs and raise salaries for workers. rodriguez is live in the newsroom. gloria: the board regulations -- resolutions. one would make reductions to the budget. the other would reduce

classified staff. oath of the resolutions failing. we have video of the meeting that continued after midnight. the resolution to reduce classified staff include laying off 98 positions. this was being considered because of a lack of funds or work because of factors that just declining enrollment and increasing costs. other classified areas should be increased. this would mean raising salaries for teachers and other district staff. members of the community weighed in during public comment and some say this has not been supported. one board member called it disappointing that the resolution to reduce classified staff failed. march 15 is the deadline for the layoff notices and the board will have to come back with new proposals for cuts if they want to move forward with salary raises. the next meeting is scheduled march 8. reggie: the death toll is rising after a commuter train carrying

hundreds of people collided with a freight train in greece. more than 35 people were killed in the crash. 85 are heard after train cars fell over and some landed on each other, trapping people inside. the person in charge of the railroad station there is in police custody. many of the passengers were college students and the cause of the collision is not known. jobina: russia's last standing nuclear arms treaty with the u.s. is no more. vladimir putin signed a treaty today ending the agreement and says he can no longer allow the u.s. to inspect russia's nuclear sites to keep tabs on their number of warheads and missiles. this comes as washington and its nato allies have made it clear they want russia defeated. this morning, tensions remain strained between the u.s. and china not just over the surveillance balloons were the war in ukraine but also the origin of the pandemic.

a congressional committee met to discuss the issue. reporter: a newly formed house committee dedicated to investigating potential threats from china held its highly anticipated first hearing last night. >> this is an existential struggle over what life will look like in the 21st century. reporter: poni h.e.r. and h.r. mcmaster served during the trump administration. when asked if he believed china would invade taiwan in the next two years, mcmaster warned of a dangerous period ahead. >> in 2024, it will not be good. reporter: the hearing after the fbi director christopher wray spoke about the origin of the covid-19 pandemic, saying covid most likely originated from a potential lab incident. he accused with the incident. >> they had analysts, virologists, microbiologists,

etc. who focused specifically on the dangers of biological threats which include things like novel viruses like covid. the concerns that in the wrong hands some bad guys like a hostile nation or terrorist or criminals, so here you are talking about a potential leak from a chinese-government controlled lab that killed millions of americans. i will make the observation that the chinese government seems to have been doing its best to try to thwart and a few skate the work -- obfus reporter: the hearing also addressed the chinese owned tiktok app. >> it gives the chinese communist party the ability to manipulate our social discourse and news. reporter: a separate house committee will vote today on a bill that will give president biden the power to ban tiktok from the u.s..

reggie: new video says snow-covered mountains in san bernardino. hundreds of roads throughout the area are so close as a state of emergency has been declared. the storms dumped several feet of snow over the past few days and more is expected today. many residents are snowed in and running low on supplies. >> -- medication and they not have it. >> a lot of people are needing milk and more bread. all of the little stuff people want. first, more dog food, more cat food. anything we can get is great. reggie: county officials and the red cross have opened an emergency shelter and resource center. jobina: this morning, interstate 80 is close from obligated to the state line because of bad weather. caltrans says it will not open until later today. i went 50 is open but trains are

jobina: kobe bryant's widow vanessa has settled with los angeles county for almost $29 million. bryant sued the county after claimed -- sent violent photos of the helicopter crash site and its victims. reggie: alec baldwin is facing another lawsuit related to the death of cinematographer halyna hutchins on the set of the film rest. three crew members say they were
