slightly warmer, today is the coolest day. live doppler 7 showing you all of the rain in southern california, we have a frost advisory in freeze warning. it is cold with temperatures in the low 20's, mount diablo. elsewhere in the mid-30's out toward livermore, 36. temperatures closer to the bay come upper 30's to 40's. certainly chili with the breezy winds -- chilly with the breezy winds. 30 mile an hour wind gusts, novato is over 20 miles an hour. at about 7:00, widespread 30's, clear sky. 9:00 upper 30's and mid 40's. by the afternoon, low 50's with breezy wind. jobina: the brief break in the weather is a relief for some neighbors dealing with damage to their homes from downed trees. lena howland is live in santa rosa with people dealing with

the aftermath of the storm. lena: good morning. we are coming to you live from a santa rosa fire station, only a few minutes up the road from here we saw one neighborhood that saw quite a bit of damage from the heavy winds and rains we experienced over the past couple of days. it caused big trees to fall on not only cars, but also homes. some homes have been red tagged because of it. some of the conditions we saw here in the north yesterday, take a look. this tree fell onto a house in santa rosa, this came down on a home in the forestville area. they were inside the home when a tree came crashing down on them. no one was hurt, but they had to hook up a generator just to call 911. >> very scary. one of the branches came through the living room -- through the

ceiling. it lena: the damage does not end there. in santa rosa, this tree came through the roof. fortunately, no one was home in the pet dog inside was ok. there are concerns of other trees potentially falling in the neighborhood as neighbors work to contact their insurance companies and, for some, they are working on finding an alternate place to stay. live in santa rosa, lena howland , abc 7 news. reggie: storm after storm has subbed the santa cruz mountains since the beginning of the year, many say they are ready for the break. there are a few people that are enjoying it. >> a pretty good winter. >> getting back to solid winter routes, it has been light. >> pretty hectic power outages,

soil under the pavement. keep track of the weather conditions and access live doppler 7 anytime you want on demand on the abc 7 bay area news app, it is on apple tv, google tv, amazon fire and roku. reggie: san francisco supervisors delayed votes on key issues facing the city, including a resolution calling for a sanctioned red light district. the resolution would urge the governor and state lawmakers to legalize sex work in california. discussion has been delayed though any action by supervisors would have little impact, at least in the short term. the deadline to introduce new state legislation passed more than a week ago. san francisco would meet the state to legalize sex work before a sanctioned red light district could be formed. the idea has gained momentum as leaders try to deal with sex workers on capp street in the mission district. action on an exemption, the san francisco sanctuary ordinance was also pushed back.

the will prevents the city from assisting in the enforcement of federal immigration law. the department of homeland security asked for an exemption for two fugitives charged with murder and child rape. the da and the mayor support exemption, the supervisor is against it. she is worried the exemption could set up a legal precedent that could be used against sanctuary policies. supervisors agreed unanimously to delay a vote on a proposed end to virtual public, at weekly meetings. virtual comment started because of covid-19. if the changes approved, you would have to show up to the meeting in person to speak on this you get an exemption due to a disability. jobina: today, san francisco district attorney brooke jenkins is expected to officially drop manslaughter charges against a former police officer accused of murdering a carjacking suspect and 2017. the case is the first time an on-duty officer had been charged with a killing. jenkins said last month, she

reggie: san francisco has agreed to pay nearly $3 million for damage caused to a local hotel during the mh shelter-in-place orders. the owners sued the city over damage they say was the result of unhoused people put in the hotel under a city program. a former employee told abc7news the guests created a mess, destroying walls, flooring and more. the money is expected to be used for renovations. mcdonald's for the offset and cardi b meal. some mcdonald's owners say the lyrics and lifestyles are not aligned with the company's brand and values. some are not promoting the meal in their restaurants. mcdonald's say the meal is meant to focus on love and celebrity special moments. cardi b and offset have not responded to the feedback.

rain over the past couple of days. that is where we saw multiple trees that fell on some cars and a few different homes, some of which have already been red tagged because of the severe damage. i want to show you a look at some of the damage we saw yesterday in santa rosa, this tree came right through the roof. fortunately, no one was home in the pet dog inside was ok. the neighbors are the ones who realized something was not right. they heard a loud bang hissing noise coming from outside of the house. the santa rosa fire department was funded and save the tree broke a gas line, but were able to shut the gas off. me is now in very bad shape and will require quite a bit of work. >> i heard a loud bang and a russell. it is definitely -- rustle. it is concerning. we are concerned of one comes down it will hit another and

another, may be further up the hill, but might eventually come down on one of our houses as well. lena: a family was inside of their home when a tree came crashing down, luckily no one was hurt in that incident. but the family did have to hook up a generator just to call 911. these neighborhoods still have a long road to recovery ahead as they work to contact their insurance companies and patch up the homes. some of them work to find alternate housing as some of the homes have been red tagged. lena howland, abc 7 news. jobina: interstate 80 is closed from applegate all the way to the state line because of the bad weather. caltrans says it will likely not open up until sometime later today. highway 50 is open, but chains are required from east of placerville all the way up to myers. stretches of 88 to 89 are closed due to the snow.

all of the snow is making for a treacherous drive to the sierra, chp shared video of officers responding to stranded drivers at donner summit. the roadway is a shutdown and will not reopen until sometime today. give resorts are getting hit hard by all of this, the threat of avalanches. >> monumenta had 500 inches of snow this season. we are looking at extending the season to memorial day, possibly even further. jobina: that man is a trooper. reggie: we like patrick. jobina: we will send him some goggles. uc berkeley essential sierra snow lab reported three feet of snow in a 24 hour period, six more feet will mark 48 total feet this winter. it has not snowed that much since 2016. reggie: the rainy weather brought concerns to local vineyards. one grower says he is worried about the upcoming grape season

we have video of the meeting that continued after midnight. the resolution to reduce classified staff included laying off 98 positions. court documents say it was being considered because of a lack of funds and factors such as decline in enrollment, increasing costs and other classified areas should be increased, meaning raising salaries for teachers and other district staff. embers of the community weighing in during public comment. -- members of the community weighing in during public comment. >> there is not support rightly in the community and certainly not the black organizing project for cutting these kinds of classified positions. these positions which are the foundation of the school district, they are the positions that are required to make sure schools are safe. they are the positions that build the most nurturing deep relationships with students with

families, so we are not in support. gloria: one board member calling it very disappointing the resolution to reduce classified staff failed. march 15 is the deadline for layoff notices. the board will have to come back with new proposals for cuts if they want to move forward with salary raises, the next meeting is scheduled for march 8. there are talks about school mergers, that was controversial last year. reggie: developing news now, the death toll is rising after a commuter train carrying hundreds of people collided with a free training grace. more than 35 people were killed, 85 are hurt after train cars fell over and some landed on top of each other, trapping people inside. the person in charge of the railroad station is in police custody. many of the passengers were college students and we do not know the cause of the crash. jobina: russia's last standing nuclear arms treaty with the u.s. is no more.

vladimir putin signed a bill today ending the agreement. he says he can no longer allow the u.s. to inspect russia's nuclear sites to keep tabs on the number of warheads and missiles. this comes as washington and nato allies made it clear they want russia defeated in ukraine. reggie: a house committee would vote on a bill that will give president biden the power to ban tiktok in the u.s. a congressional committee dedicated to investigate and potential threats from china held its first hearing yesterday. one witness in the hearing was an expert on china who served in the trump administration and says tiktok poses a serious national security risk. >> it gives the chinese communist party the ability to manipulate our social discourse, the news reggie:. reggie:the hearing came hours after the fbi director spoke about china's role in the origin of the covid-19 pandemic, he says covid most likely originated from a potential lab

incident. he accused beijing of interfering with the global investigation. jobina: we are learning more about a recent attack in san francisco's mission district. you may remember a couple was left with bruises and fractures and the wife with a severely damaged i-- eye. the couple was out for a walk. video shows the couple in red on the left walking down the sidewalk, then you see one of the suspects, a teenage girl on an electric scooter. she had the couple with the scooter then began attacking them. another team joins in the attack. both teenage girls are in custody facing a number of felony charges. reggie: new details about an apparent gang-related shooting at an oakland gas station that killed a person. a 21-year-old is facing nine felony counts, including murder charges.

reggie: insulin prices are going down for some people later this year. eli lilly will cut prices of the most commonly prescribed insulins up to 70%, it will cap out-of-pocket costs for privately insured consumers at $35 a month. the price change goes into effect as soon as october. it comes after pressure from lawmakers to make life-saving medication more affordable. jobina: recent college graduates are not emotionally or mentally prepared to join the workforce.
