drought are gone clearly. we've had a wet winter we ask the california department of water resources what they think about the federal drop monitors assessment. we're at more in 130% of average statewide precipitation right now and certainly some areas are recovering rapidly from drought in terms of things like reservoir storage. it takes longer to recharge groundwater basins and some of our groundwater basins have been severely depleted over multiple years of drought for more than a decade. so that's where we have a disconnect between water supply availability and just this one year's hydrology.

update from the abc 7 news i-team police chiefs and mayors across the state are criticizing a new law limiting their ability to crack down on human trafficking operations. and i also what happened there in oakland in front of the school these young women likes are being ruined. and as a public safety in a public servant we have to do something because this just is not right.
4:16 pm
new effort to repeal the law is underway after a civil rights organization. saw our story on abc 7 exposing the problem in east oakland. i team reporter stephanie sierra has the latest the abc 7 news i-team revealed trafficking operations and alleged sex workers appear to be soliciting outside a grade school in east oakland one month ago now a group of mayors and police chiefs faced in southern california are joining an effort to repeal a law. they say makes it harder to crack down on these crimes democrats and republicans have reached out across the state because they want to support the efforts to repeal this law. we are very concerned that children's lives are at the stake and specifically i have noted 60% of victims of human trafficking our foster youth shane harris is the president of a california based civil rights organization. he sent this letter to governor gavin newsom urging for the repeal of senate bill 357 a law that went into effect in january, which prohibits police from citing people suspected of

soliciting sex purely based on appearance state senator scott weiner representing samford cisco authored the legislation. i have spoken with the governor. quickly the governor shared with me that he is very concerned about this now and and especially since the operation down here in san diego san diego district attorney. summer. stefan says a recent sting operation in the city that led to 48 arrests highlighted the need for the law to change. do you know that the traffickers? and the buyers were boasting on social media. that because of the decriminalization new law that they can just openly sell human beings for sex on our streets. i'm sure people say a lot of things whatever jokes they were telling whatever they were saying, they just got arrested without that repealed loitering law on the books. senator wiener introduced sv 357

after he found the prior law to be disproportionately targeting transgender women who may not have been sex workers, but the letter criticizes that goal saying it was missed and has caused great confusion to the efforts of addressing human trafficking we need to repeal it oakland city councilman noel gallo is joining the mayors of three southern california cities and five police chiefs that water repeal the law including national city police chief jose tejas and san diego police chief david nizlite. my biggest concern is coming true is we're seeing young women being trafficked against their will a lot of them being juvenile just now we're having traffickers who are emboldened by this law. i think the common layperson believes that prostitution is now legal these police chiefs say the new law is making it more challenging to crack down on trafficking operations both pointed out before the law passed a recent two months sting operation that involved local state. will law enforcement could have

been accomplished faster with fewer resources before the bill actually took place. this could be accomplished by one officer. that could actually see that there was solicitation for prostitution taking place attorney general. rob botta also expressed concern about the law's implications. we all hope people accountable now the i'm not in the legislature the legislature will have to determine what they want to make of any unintended consequences senator wiener stands by the law and has no plans to amend it. he says any attempt to repeal it will be met with credible opposition as the legislation is backed by cast one of the state's largest anti-trafficking non-profits. why would we have a criminal law allowing a police officer to arrest you basically exclusively on how you look not on what you do that's wrong. we shouldn't have that kind of law on the books and the police have plenty of tools to deal with traffic and they should be doing more work to address human trafficking and less complaining the police chiefs in mayors will be going to sacramento in a

estimates about half a million americans get lyme disease every single year and you're right. the majority of it is in the northeast, but even here we do have cases. so the early symptoms of lyme disease there. is that kind of telltale rash that almost looks like a bullseye not everyone gets this but then other people can get things like fever headaches fatigue and then you have later symptoms that can happen if you don't get treated i'm talking weeks to months after contracting lyme disease that can include more severe cold than flu symptoms a stiff neck some nerve pain nerve issues heart disease and worse, including those neuropsychiatric or mental health symptoms. so, how do you treat those mental health symptoms. is it similar to other treatments or is lyme disease kind of a category onto itself? you know, it's simply put when we talk about that post treatment lyme disease. so this is lyme disease that is presumably untreated and then symptoms kind of linger on for months if not years after there doesn't seem to be a consensus for how to treat that specific condition. it's based on the individual, you know, someone may be able to see a primary care doctor or a

psychiatric specialist. but larry the most important thing people can do is number one prevent getting lyme disease in the first place and if you do suspect that you may have lyme disease seeing a healthcare professional because the majority of lyme disease cases can be cured with a simple course of antibiotics interesting. so i'm assuming that this is related to in most cases ticks that people either don't realize or realize too late. so is it important to catch this early? it absolutely is important to catch this early. so like an example of what you're seeing on the screen right now those black legged ticks. there's a different type on the west coast and east coast are the main culprit that transmit lyme disease and you know, this is gonna be something that people can run into potentially if you're out in the wilderness tall shrubs of glass what these little suckers do is they
