see on the far right. we have team coverage with a mix of perspectives. >> let's go to sandhya patel. >> let's take a look at our drought monitor and we will talk about what has happened. last week 84 .6% of california was in a drought. in one week you will notice that number has shrunk 49% is now in drought so it is nearly half of the reduction here. there are parts of th california i will point out the coastline from santa cruz heading down south out of the drought. parts of the sierra and obviously parts of the snow we have received. the rain we have received is making a difference. the end results locally. most of the bay area is in the yellow category which is the dry category. you will notice there are parts to the north still in the moderate category.

considering how bad it was months ago we were in the worst category is extreme and exceptional. we are doing better. i want to let you know the d zero through four, the dry category, moderate category and severe category all three categories have seen a reduction from last week so we are heading in the right direction. with more rain coming our storm impact scale on there. it is a level one. saturday through tuesday and on thursday we have better opportunity to continue to see improvement in the drought. i will be back with a closer look at the timeline which will include part of your weekend. >> drought is usually what we talk about during the summer so will this wet winter be enough to tide us over? suzanne phan is in the newsroom. >> we have gotten so much rain and season that is great for the bowdoin state but experts say we still have a long way to go to

rebuild every seriously depleted water supply. >> it is outstanding to see that historical snowpack we have. blanketed the cr and so much rain has drenched much of our state. that is bound to be good news for our water supply and/or reservoirs. here is a look at the lexington reservoir. it is one of the largest in santa clara county. reservoir a huge difference from what you sow in september. it is beautiful to see the water rise up on the banks. >> the federal drought monitor says drought conditions are gone in more than half of california. that includes the bay area. take a closer look at california's drought monitor the suit compared to six months ago. the colors show drought intensity ranging from abnormally dry and yellow to exceptionally dark red. >> clearly we have had a wet winter. >> we asked the california department of water resources what they think about the

assessment. >> we are at somewhere and if the vicinity of 130% of average statewide precipitation right now. certainly some areas are recovering rapidly from drought in terms of reservoir storage. it takes longer to recharge groundwater basins. some of our groundwater basins have been severely depleted over multiple years of drought for more than a decade. that is where we have the disconnect between water supply availability and just this one years hydrology >>. dwr focuses on water supply. the agency says california has made major progress but still a long way to go. >> we need to see how some areas catch up in terms of groundwater capability. valley water in santa clara county says they are making sure they have infrastructure to store water and to put it to use. they're looking at other water supply projects. >> we can't rely on mother

nature. other nature with climate change is going to be boom and bust. in those bust years we have to have a local reliable water supply and that is why we are looking at recycled wastewater and recycled water in purified water programs. what are >> experts say all the rain we have had is great but it will not wipe out the make a drought we are in. scientists predict it will continue for years to come. they say we need to continue with conservation and we need several more wet winters to bring reservoirs back to the level we saw before the mega drought. >> thank goodness we have had this progress. you can track the drought as we head into the spring and summer months. check out our drought tracker available on our website. >> now to developing news. a parent of one of the students involved in yesterday's fatal stabbing at a santa rosa high school says the tragedy was preventable. the mother of a 15-year-old stabbed in the hand says

montgomery high officials of a previous altercation between the three boys involved in yesterday's incident. maria cervantes said she tried to get officials to resolve the issues. weeks ago you pulled me in for a meeting to let me know my son was assaulted through weeks ago by the same individual. >> her son showed up at the memorial erected on campus. his hand heavily bandaged. police say he and 16-year-old walked into a classroom and confronted a 15-year-old freshman. a fight broke out where the road allegedly stabbed the two. -- 15-year-old allegedly stabbed the two. a man is under arrest after police raided a home in san jose and say they found explosives. the fbi has been called in to help sort through the two story house a block away from gunderson high school. zach fuentes drawings is live from san jose with what he has learned about the investigation.

>> will move to an update from the i team should police chiefs and mayors are criticizing a new law limiting their ability to crackdown on human trafficking. a new effort to repeal the level is underway after a civil rights organization so our story exposing the problem in east oakland. stephanie sierra has the latest. >> the abc7news i team revealed trafficking operations and alleged sex workers appeared to be soliciting outside a great school in east oakland one month ago. now a group of mayors and police chiefs based in southern california are joining an effort to repeal a law they say makes it harder to crackdown on these crimes. gr have reached out across the state because they went to support the efforts to repeal

this law. >> we are concerned children's lives are at stake and i have noted 60% of victims of human trafficking are foster youth. >> shane harris is the president of a california-based civil-rights organization. he sent this letter to governor newsom urging for the repeal of senate bill 357. a law that went into effect in january which prohibits police from citing people suspected of soliciting sex purely based on appearance. state senator scott wiener representing and cisco authored the legislation. >> i have spoken with the governor directly. the governor shared with me he is very concerned about this and especially since the operation down here in san diego. >> san diego district attorney says a recent sting operation in the city that led to 48 arrests highlighted the need for the law to change. do you know that the traffickers and the buyers were boasting on social media that because of the

fraud. >> michael finney says watch out if you use the tap function. >> we really have to pay attention because this is going to take off. i'm convinced of this. the tap feature uses radio waves to access your account. you need to insert your card. some chase bank companies say thieves used the tap feature plus some ordinary glue to steal their money. >> i was using the atm machine on the right hand. >> she shows how she got scammed at this atm. >> i went up to use the machine on the right. i inserted my card. it did not work. >> a man in line offered advice. >> the fellow on the sidewalk came up and said if you have the chip in your card you can tap it. >> pamela tapped her card. this time it worked. she got her cash, thanked the man and walked off. >> the next morning i looked at

my bank account. >> to her shock she saw three more accounts -- three more withdrawals from her account. nine at your $40 was gone. >> i said that guy scammed me at the atm machine. >> i did not think anything of it. i thought he was using the atm. >> the same thing happened to rob bell at the same atm. when the card reader did not work a man leaned in. >> the person said there there -- that there is a problem with the slot function. you have to use the tap function. >> he tapped his card, took his cash and walked off. later he found two accounts had been trained. $565 going to >> >> my initial reaction was i did not withdraw that much money. i have no need for a thousand dollars cash. >> justin tapped his apple watch at the atm and withdrew $40. later he found five more draws in row. 900 tuesday dollars was going. >> i think someone walked to the atm right after i used it and

withdrew money from the account again. >> victims complained to the bank manager. >> she said i have reported this to the police. it is happening up and down mission street. >> the manager told pamela how the scam works. it starts with glue. >> they put glue in the card reader of the atm machines so you cannot use your card. >> customers tap their card instead. here the trick. when you tap the account remains open for more transactions and less the customer proactively logs out. some customers don't know this. but skimmers do. they wait for the victim to leave then walk up and continue making withdrawals on their account. all three victims filed a fraud claim with chase bank. all three were denied. the bank said the customers authorized those withdrawals. >> that is definitely not true. >> this is ridiculous. why would i do four separate transactions in a row?

>> they should have a picture of who actually did. >> victims said chase would not review surveillance video because the amounts were below $5,000. so pamela filed her claim again and again and again. chase finally replaced her money. after our inquiries the bank refunded justin and rob. telling us when using an atm vigil and in protecting your pin number and making sure you have logged out of your account. >> i will never use that tap function again on an atm machine. >> chase did not say why multiple withdrawals did not trigger a refund alert. and why the bank not review surveillance video. each transaction requires entering a pin number at which the thieves had apparently captured so always cover the keypad when you are logging in. make sure a camera cannot see it because they were somehow gathering that information. >> so much to think about.

>> of eccentric people in colorful characters who make the city unique and special. this week the city lost one unfortunately. larry hunt was known to many as the bucket man. before you saw him you most certainly heard him. leanne melendez has the story. >> if i stop playing, i will die. >> larry hunt wanted to play his makeshift drums forever as long as he had an audience and that he did. taurus would stop to listen to the bucket man as he was affectionately known. in 2009 he confronted those businesses year -- near union square who called him and a few other street performance or cash a few other street part -- a few other street performers a public nuisance. he died yesterday. the medical examiner has yet to term and the cause of death. abc news poked his partner of 12 years. >> he laid down and he did not get up.
