ama: a deadly ride down the mountain tonight. those remembering the man from new york who died at heavenly in lake tahoe. good evening. dan: this cut -- lake tahoe is seeing and -- i historic amount of snow. ama: j.r. stone has been speaking with those who that man and other heavenly skiers. reporter: i talked with the victim's friends who expressed their sadness and grief over what happen. their front was someone who worked closely with the deaf community, translating for them and helping them with job applications and so much more. sad news from south lake tahoe. a 46-year-old new yorker heavenly mountain resort on wednesday. the resort confirms the incident happened on an expert trail near an area known as roundabout. saying he was pronounced dead at

the california lodge base area and transferred to the el dorado county corner. he was a strong voice and translator for those in the deaf community. the u.s. deaf ski and snowboard association posting about his passing on thursday along with many of his friends and those individuals he represented in the community. the coo issued a statement saying, heavenly mountain resort , heavenly ski patrol, in the entire resort's family extend our deepest sympathy and support to our guests family and friends . south lake tahoe has been hit hard by snow in recent weeks. heavenly posting wednesday that they had received 24 inches of snow in 24 hours. i talked with those just back from the sierra who say it's been extremely busy there. >> there's too many people in tahoe now. you can't even snowboard anymore. >> we have to be

the national guard has arrived to clear roads after governor newsom declared a state of emergency yesterday. residents are running low on supplies after eight feet of snow fell over the past week. gas stations are starting to run out of fuel and those looking for food are scrambling. there is so much snow, the roof collapsed at the only grocery store in the town of crestline. the storeowners tried to clear the snow off of the roof but say they couldn't keep up. they raced to salvage whatever food they could. no one was hurt. dan: tomorrow, it's expected to be another major report on the states snowpack levels. the california department of water resources will conduct the third snow survey of the season. the snowpack is outpacing the state's highest snow season in 1982 winter. you can see it for yourself. today's map from the u.s. drought monitor shows more than 15% of california is entirely out of the drought. really a visible difference from

just last week and a drastic change from last year. all that rain and snow is helping to replenish reservoirs. this is a considerable improvement for the state. water experts say we still have some catching up to do. >> we are at 130% of average statewide precipitation right now. and certainly some areas recovering rapidly from drought in terms of things like repertoire -- reservoir storage. it takes longer to refill groundwater basins. some have been severely depleted over multiple years of drought, more than a decade. dan: we still need several more wet winters in order to snap out of the drought entirely. ama: while we are still in a drought, this rainy season has been crucial in improving our water supply. sandhya patel is here with a perspective on where we are. sandhya: a better place than we were just a week ago. i want to show you the drought

go to abc7news.com. dan: developing news in the stabbing of a santa rosa highschooler. there has been debate over how the whole thing could've been prevented. a 16-year-old was a student killed during a fight at montgomery high school yesterday. another student was stabbed in the hand, he's ok. that boy's mother says her son was assaulted by the suspect three weeks earlier. the mother claims she met with the school but says the lack of action failed her son. >> the school and the school district failed my son. they failed to jaden and failed the rest of the students that attended the school. dan: the santa rosa police department looked into these claims but found no cases filed by the school. the 15 euros freshman accused of stabbing the other students is in custody, facing felony homicide charges. no comment from the school district. ama: in the east bay, the alameda county district attorney is reportedly adopting new rules that will reduce prison and jail time for some criminals.

price is blocking from adding any sentencing enhancements in most cases. those enhancements would be for things like gun use and gang affiliation. they often adheres onto a sentence. price is ordering prosecutors to offer probation when negotiating a plea deal. these changes are a key part of our campaign provinces of justice reform. dan: paper receipts could soon be going away. bay area lawmaker phil ting reintroduced his effort to ditch those extra long paper receipts. he believes it will help environment. what would change and how it might affect you. reporter: paper receipts, only upon request. legislation reintroduced thursday to encourage waste reduction and limit potential health exposure, such to come from the chemically coded pieces of paper. the move gaining support from late-night host jimmy kimmel who

called out a company known for handing out wildly long receipts. >> that's right, cvs. i'm talking to you. i believe a receipt for a pack of gum should not be tall enough to ride space mountain. finally, someone is doing something about it. reporter: phil ting is behind the effort, bringing back skip the slip. once a quintessential part of any transaction, he says receipts use up valuable natural resources and risk the health of consumers and retail workers who are exposed to the toxins that coat them. to demonstrate how wasteful they are, he had a staffer dress up a life-size receipt. >> 3 million pounds of waste on the backside. they are not getting recycled. they are not getting reuse. there is no circular economy around that. reporter: placed, several tickets are immediately printed, alerting the kitchen and bar.

ama: severe weather outbreak through texas and louisiana. the sirens went off in the dallas area this evening. there were multiple reports of tornadoes including a funnel cloud spotted moving through shreveport. one man recounted a close call once the wind started to pick up. >> the lady said, my babies are in the car. she wanted me to help her and i said, let's go. all of a sudden, the wind got so bad. i said, don't go out. that's her car underneath the sign. if we had gone out there, we would have been hit by the sign. ama: we've seen pictures of trees and homes damage. there are several reports of injuries but no deaths. dan: new development involving tyree nichols. a skate park is going to be named in his honor. the city council voted unanimously in favor of this proposal. a plaque will go up at regency

park and a concrete pad as well. he frequently visited the park growing up and was active in sacramento's skateboarding community. his family think the city tonight. >> thank you all for your consideration to extend this park as a part of my brothers legacy. it was a part of his life. he loved that park. pretty much every picture of him skating is at that park. my family and i just want to thank you all. dan: sacramento is planning to have a dedication ceremony around his birthday in june that his family can attend. ama: police have arrested the man they say attacked a food bender. the video might be hard for you to watch. the 33-year-old of hayward now faces felony assault charges. the attack outside of sap center left -- last month left to the vendor with loose teas. the incident took place after the suspect demanded a free hot dog from the vendor.

a separate san jose street vendor was seen being attacked two days later. dan: california is extending the deadline to file and pay taxes because of our winter storms. you have until october 16 to file state taxes. that matches the extended diet -- deadline for federal taxes. it applies to taxpayers and all bay area counties. you can claim a deduction for disaster loss on your taxes. ama: unimportant note for commuters on the peninsula tomorrow. fasttrack express lanes will begin tolling on 101 through san mateo county. it will run in both directions. the latest -- lane is free for carpools with three or more people. people can play -- pay full price monday through friday. southwest airlines is looking to speed up the boarding process and is testing out multiple concepts. it's a spear minting with changes like information at the gate to guide passengers and music to keep them moving.

behind-the-scenes changes with technology. southwest is trying out a pre-boarding area to reduce crowding. the goal is to cut five minutes off the process so the airline can squeeze in more flights. on average, it takes 40 to 50 minutes. dan: in the east bay, we caught onlookers today at the core echo park golf course. this pair of bald really getting a lot of attention. they are probably -- there haven't been bald eagles nesting in alameda in 100 years. it's a perfect spot with a lot of food around for them. >> we are starting to get anxious that they should be laying eggs. we will know. there's always one bird on the nest. that's how you know that they are incubating. they won't leave it alone. it needs to be a high temperature and they maintain that. dan: experts have known this female eagle. it's a three-year-old who was nicknamed big junior back when they didn't know what sex she

was. they aren't sure where the four-year-old male is from but they are just thrilled they are both there. you see birds and eagles on golf courses but not real eagles. ama: i will say, i like that type of eagle much better. [laughter] dan: let's talk about our weather. ama: sandhya patel is here with the latest. sandhya: gorgeous site. the weather was beautiful as well. we will bring back some much-needed rain. let's talk about our rainy season. the asterisk next to sfo oakland and san francisco indicates that these areas from october 1 through tonight have exceeded their entire annual average. san francisco for example gets 22.89 inches of rain for the entire season. you've already gotten over 25 inches. oakland, over 24 inches. your average season is 18.5 inches.

you get where i'm going here. many cities in california have exceeded their annual rainfall so far. here's how our reservoirs are doing. they've all gone up. like orville, 73% of average. don pedro, 77. there is still storage capacity. trinity lake. we do have more rain and snow coming which will certainly help out. winter storm warning in effect until 4:00. saturday to monday in the morning. we are expecting one to five feet of snow above 3000 feet. four to 18 inches can down to 2000 and gust -- gusts of 55 miles per hour. a snowy view from mount rose. it will be sunny and gusty over the ridge tops tomorrow. this is your best data travel because after that, heavy snow, windy conditions saturday and sunday. colder as well. snow showers continue on monday. live doppler 7. cold system dropping southward
