what you can expect today, temperatures not quite as cold as yesterday morning but it is still pretty chilly out there. inland numbers still dropping into the 30's around the bay and the coast and the low to mid 40's. . highs will be comfortable and mild. inland areas in the upper 50's. some hitting 60 again. around the bay, mid-50's and at the beaches, low 50's. it will be cloudy and breezy tonight and that is ahead of an incoming storm that will bring us some cold weather and rain and snow this weekend. i will let you know how much you can expect so enjoy the dry day. the one last dry day before a weather forecast on its way. reggie: we can expect another report on the snowpack levels. the california department of water resources will conduct the third sierra snow survey of the season. snowpack is outpacing the

state's highest snow season which was in 1982. you can see the latest map from the u.s. drought monitor on the left. it shows more than 15% of california is entirely out of the drought. a visible difference from last ek a bweig change from this time last year. reporter lena howland is live with more on the drought monitor. lena: good morning. the key thing to know is that despite the amount of rain and snow combined that our state has been getting, local and state water experts tell us that we still have a long way to go to get back and rebuild our depleted water supply and officially get out of the drought entirely. ought monitor says the drought is over now and more than half of california also includes the bay area. if you take a closer look at the

drought picture and compared to the 16 months ago, the colors on the map show drought intensity ranging from abnormally dry in yellow to exceptional drought in dark red. sounds -- signs of extreme drought are now gone. >> in terms of reservoir storage, it takes longer to recharge groundwater basins and some of them have been severely depleted over multiple years of drought for more than a decade so that is where we have a yailability and just this onel year's hydrology. lena: the state department of water resources which focuses on water supply. she says we are in the vicinity of precipitation rate

association posted about his death yesterday. it appears there are several trees in the roundabout where this incident happened. reggie: in case you were thinking about going to the sierra this weekend, there are some clear roads. highway 50 and interstate 80 r and without restrictions. 80 was shut down from applegate to nevada border for several days because of white out conditions. please be careful because more snow is on the way. liz: the snow has not just been creating a danger in the sierra. san bernardino county is seeing all sorts of problems particularly in the mountains. the national guard has arrived to clear some of the roads after the governor declared a state of emergency. residents are running low on supplies after as much as eight feet of snow fell over the past week. gas stations are also starting to run out of fuel and those looking for food are scrambling. there is so much snow, the roof collapsed at the only grocery store in the town of crestline.

liz: disbarred attorney alex murdaugh will be in court after he was found guilty in the shooting death of his wife and son. it took the jury for less than three hours to convict him on three counts of murder and two

commute as we bring in this live camera from the richmond-san rafael bridge. no advisors to report from the chp. liz: new expressways debut along one in san mateo county. the new express lanes stretch 16 miles between interstate 380 and south san francisco and redwood city. they connect with existing express lanes t fro north until the avenue in sunnyvale and price is very depending on traffic. reggie: we are seeing gas prices rise faster than any other state and the bay area is outpacing the state. san francisco averages five dollars per gallon according to aaa. it has gone up $.14 in the past week. san jose drivers pay $4.87 and oakland drivers $4.85. statewide california prices are up eight cents in the past week. the national average is down by two cents. liz: southwest airlines is

testing multiple concepts to speed up the boarding process. the airline is experimenting with changes like information at the gate to guide passengers and music to keep them moving. southwest is trying out a pre-boarding area to reduce crowding. the goal is to cut 5 minutes off the process so the airline can squeeze in more flights. on average it takes 40 to 50 minutes to board. reggie: they bay area lawmaker is reintroducing an effort to ditch paper receipts. he believes it will help the environment. amanda del castillo details what will change and how it could affect you. amanda: paper receipts only upon request. legislation reintroduced thursday to encourage waste reduction and limit potential health exposure said to come from the pieces of paper. the move gaining support from late-night host jimmy kimmel who called out a company known for handing out long receipts. >> that is right, cvs, i'm

yesterday's look at the federal drought monitor told us that half the state including parts of the bay area like right here in santa clara are now out of drought conditions, something we have been waiting to hear for quite some time now. take a look at california's more promising drought picture this week and compare that to the one six months ago with the colors on the map showing drought intensity ranging from abnormally dry in yellow to exceptional drought in dark red with signs of exceptional and extreme drought now gone. valley water in santa clara county says they are making sure they have water infrastructure to store the water and put it to use and they are looking at other water supply projects in the meantime. >> we cannot rely on mother nature. mother nature with climate change will be boom and bust. during those bust years, we need to have a local reliable water

supply and that is why we are looking at recycled wastewater and recycled water and purified water programs. lena: water experts say all of the rain we have had this season is great but it will not wipe out the main -- the mega drought we face all at once. scientists predict the mega drought will continue for years to come and they say we will need to continue with water conservation and we also need several more wet winters, not just this one, to get back to the reservoir levels we saw before this mega drought. live in santa clara, lena howland, abc7 news. reggie: thank you. police are cracking down after a lot of atm armed robberies. they warn people to be careful in making a transaction. opd will increase patrol in areas where the robberies are happening. there were multiple reports of last -- reports last months of people being robbed while making

a transaction. three of the armed robberies were on fruitville avenue. another one was lake park avenue where the victim was pistol whipped and their keys were stolen. police say they should scan the area and put cash away right after a transaction. liz: people are also being warned about the tap to pay feature and the risk of not logging off after making a transaction with an atm. multiple people tell 7 on your side they got scammed after using a chase atm on mission street in san francisco. when they were about to use the atm, the card reader was not working but a man behind them adjusted using cap to pay instead. it worked and they went on with their day but then hundreds of dollars were taken from their accounts, transactions they did not make. >> i think that guy scammed me last night at the atm machine. >> i did not think anything of it. i thought he was using the atm. liz: bank managers say the suspect put glue in the card reader. when you tap to pay, the account remains open unless the customer selects no when asked if they

would like to do something else. if they don't, the person behind them can continue making transactions under their account. reggie: wow. that was a very clever scam. yikes. liz: very sophisticated. reggie: san jose place have made an arrest on yesterday's attack on a blue vendor. -- food vendor a. the 33-year-old faces felony attack charges. police say the incident took place after the suspect demanded a free hotdogs on the vendor. liz: alameda county district attorney pamela price is adopting new rules that will reduce prison time for some criminals. according to our media partners at the eastbound times, price is blocking prosecutors from adding any sentencing enhancements in most cases. those enhancements would be for things like gun use and gang affiliation. they often add years onto an offenders sentence. price is ordering prosecutors to

offer proration when negotiating a plea deal. these changes are a key part of her campaign promises of justice reform. today express lanes along san mateo county, a project that has been under construction for three years and has gone through a year of delays. the new express lanes stretch 16 miles along highway 101 between interstate 380 in south san francisco and whipple avenue in redwood city. they connect with existing express lanes which run to north matilda avenue in sunnyvale. there are express lanes on the northbound and southbound sides. sky 7 flew over 10 or you can see the signs and lane markings. use these lanes for free if you are a car pool with three or more people and have a fast-tracked attack. you can use a regular fast-track attack if you are a solo driver 8:00 a.m. to 8:00

liz: this morning a happy update on a pet adoption groups van that was stolen with cats inside. the good news those cats have been found. gloria rodriguez joins us in the newsroom with the latest. gloria: good morning. we have an update from the rescue and all of the cats are doing well. they are safe and they have food and water now. >> thank you, thank you. gloria: the team at whiskers, tales and ferals are thanking everyone who helped find the cats. they were stolen along with the van they were in last week. the president of the pet adoption group says someone
