appearance in court today. they suspected him of being behind explosions up to pg&e transformers. reporter: this massive response formed around this home, it is selective. agencies continued to come through the home san jose say had explosive material. >> we were expecting to be out at the scene for a few more days. reporter: police said this is the man who had that explosive material at his home. 36-year-old peter karasev. called to a block on snell avenue of reports of a damaged transformer.

a connection was made to a similar incident that happened in december on thornwood drive. both explosions left thousands without power. >> detectives contacted employees and spoke with another pg&e employer, proving there had been a similar explosion. during the course of the investigation, the suspect was identified. reporter: peter karasev arrested on wednesday. he also had a meth lab on his home. investigators also say he told them he had been having a difficult time due to the war between russia and ukraine since he has family in both countries. he made his first court appearance on friday where he was denied bail. >> he is charged with two counts of exploding a destructive a device.

materials with the intent to produce an explosive device. reporter: he is a softwar engineer at a company that develops self-driving cars and and is a married father of children. he could face more charges and is expected back in court april 26. dan: students at santa rosa high school staged a rally and march today demanding more be done to keep them safe. students at maria carrillo high school walked out today, calling for change. it comes to days after a 16-year-old student at a nearby high school was stabbed to death in class. a 15-year-old freshman is in custody. >>

the focus was supporting locally owned businesses with a focus on asian american communities. vice president kamala harris spent part of her time in san francisco at the library in chinatown. she held a roundtable with the mayor and other elected leaders and a number of asian owned small businesses. small businesses make up 50% of the country's workforce we spoke one-on-one about the hurdles to success. >> they talk about the challenges of receiving appropriate funding and investment. so many of our small businesses, in particular asian small businesses, do not necessarily have access to capital. what we are doing as an administration is to strengthen community banks as a way to strengthening the financial support and investment. reporter: during this international women's month, i

asked for her perspective at the first female vice president and a woman of color. can you reflect on the past two years of being in office? >> my mother had lots of advice for me. one piece of advice was that you may be the first to do many things, but make sure you are not the last. i think it is incumbent to do what we can to make sure the doors open and stay open. and that the path is wider. it is a responsibility to make sure i do what i can to create opportunity for others. reporter: as we look ahead to the next presidential election, president biden sat down with david muir one week ago and said he had every intention to run. when i asked harris if we would see a biden-harris ticket.

coyotes. that is what the city of belvidere is considering, using snipers from the federal government to kill all the coyotes. some say the coyote population

is exploding. dan has been looking into this issue enjoins us tonight. reporter: it is an old rancher's adage, kill a coyote and to show up to his funeral. the experts said there is truth to that. still, boko group of belvidere residents wants the killing to start as soon as possible. belvidere has some of the best views of san francisco bay, some of the most expensive homes and a coyote problem. the resident said the provider population is exploding and as a result dear rick who men squirrels have disappeared. and so are the pets. >> this was and went out, never to be seen again. reporter: her mouth from the pound kept her company during the pandemic but just two weeks ago a coyotes to next him. >> i have not gotten over it at all. reporter: a neighbor saw the

coyote running down the street with the dog in its mouth. >> the dog ran gone. i never dog scream, nothing. >> i did not hear anything at all. reporter: her dog disappeared i and a few days later, her 14-year-old daughter found his paw and his head. >> she is devastated and she is also scared when she is on her bike that she will confront a coyote. >> we are not sure we can stay here. reporter: they tell me their lives change when night in january when their dog woke them up in. >> i turned on the light and there was mr. coyote. reporter: they have no windows

on the first floor and now they have to keep the sliding doors shut tight for fear of a coyote attack. belvidere police report a dramatic increase in the number of coyote sightings and pet attacks. 71 since october. the city council held an emergency meeting two weeks ago urging residents not to leave pet food outside. >> i have seen them jumping into trees, grabbing the fruit. reporter: experts said to coyote proof their guards. >> feasible brophy animal back up the fence so they cannot get over. -- these will roll the animal back over the fence so they cannot get over. >> i am going to go over it quickly again.

>> order here? reporter: many of the residents were not open to the basic message that coyotes are here to stay. >> it is illegal to trap an animal and move it elsewhere. reporter: public comment was filled with people calling bob snipers to kill every coyote in belvidere. coyote in belvidere. >> we need to get rid of the current aggressive coyotes. >> i am the biggest fanatic but they have to be eradicated. >> if we eliminate them now they are not coming back. reporter: even a tv personality called in to claim he had a

close encounter. >> a kid a coyote in the head three nights ago. it ran for our dog come i kicked it. he stood there and looked at me. reporter: the arguments appeared to have an impact on the city council. >> we may have to use lethal control at this point. it may be our only option. reporter: after the meeting, belvidere officials contacted the wildlife service, whose snipers kill more than 60,000 coyotes per year. >> when people learn there is consideration of bringing in an agency here, about the history are rather shocked. reporter: project coyote is working with belvidere and peaceful solutions. >> i animal. reporter: even residents who

the approaching storm is a level one this weekend. we can expect periods of rain and gusty winds, snow over the highest peaks tomorrow. a slight chance of thunder. 6:00 tomorrow morning, by 8 the first wave to the north bay. about noon we will see quite a bit of rain. by 1:00, the fresh wave will be out of the bay area. late tomorrow evening, we will see more rain. overnight tomorrow night into sunday morning. for most of the day we will see pockets of showers that will be followed by another wave of more continuous rain going into early monday morning. rainfall totals, we estimate by 11:00 sunday night about half an inch to 1 inch.

moving forward, finding solutions. this is abc 7 news. >> they are it is like the barriers are not there. dan: the city of oakland put barricades blocking intersections near a grade school in oakland along our story exposing the sex workers in that area. neighbors are calling for a better solution as parents have spotted a legend pimps and john's move those barricades off the streets. reporter: tell us the area around saint anthony school was quiet for the first time in months after these barricades were brought in, boo that only lasted three days. the city has committed to take further action. >> she sent me to the area where it was moved from.

reporter: this is rosenberg us. we introduced you to her a month ago as she dropped off her daughter at school in oakland, an area where sex workers were seen loitering outside the school. the city installed barricades following our coverage. she says the pimps are now moving some of the barricades off of the streets. >> then she sent me this one. reporter: parents sent her these photographs come up putting out where they were moved, some with graffiti on them. she says neighbors told her tim st. john's that frequent the area responded doing it. >> they started seeing the girls in the corners again. reporter: the city met with

community advocates and city council members to create a response team dedicated to human trafficking concerns. the barricades are now main focus. >> if you live on the street you can easily navigate to your driveway but if you are trying to cruise up and down the street makes it difficult. the idea is to make it more difficult for the john's and customers. reporter: now that word has spread the barricades are being moved, he says the city may consider making the barriers permanent. >> if you look at a well designed traffic island to come often incorporate a planter box reporter: the city has committed more enforcement from opd. how long will the barricades be

attack. oakland says it is working to figure out what information was breached and says they will let people know if the personal information was affected. the investigation into the ransomware attack continues. experts believe a fish and email could have compromised the data. dan: a week after san francisco radio host jeffrey vandergrift was last seen, we are learning new details from his last broadcast. he talked openly about battlement a severe case of lyme disease and gave listeners a health update last thursday. >> the stuff i have been going through in my brain, and the body and the pain and all best stuff, i can handle. what it is doing my brain i cannot describe. dan: hours after those comments, he went missing from his home. there has been no sign of him since. this week, his wife released a

statement that says she he will not be coming back. ama: leaders are in new york city today to get a look at the country's first sanctions safe consumption site. tara campbell traveled with them. reporter: there are two safe consumption sites in new york city, one of them is right here behind me. both of them are operated by a nonprofit called on point. >> we are putting in a nasal airway. reporter: the pace is fast and the purpose is clear. save lives and connect drug users to services they need. from treatment to medical care, a shower and laundry. on point is home to the first sanctioned safe consumption sites in the united states.

one location in harlem and one in washington heights. they provide a place for people to use their drugs under the supervision of a medically trained professional. they are there to reverse an overdose if necessary. city supervisors and departments are taking note. the most is the amount of care and compassion here and the amount of services that are offered that guest really need. that the people really need. it is amazingly impressive and i am -- i cannot wait to bring the services to san francisco. >> as one of the nonprofits hoping to operate one of these sites, what is your biggest take

away from the operation here? >> how intentionally is done. this is not a fly-by-night operation. it is very intentional, it is very skilled and the people here know what they are doing. reporter: since opening a year and a half ago, on point staff has overseen 55,000 drug injections or inhalations and has reverse more than 700 overdoses. it has also connected 2200 people to treatment. another point of interest for this group from san francisco is what is happening on the street outside of the safe consumption sites. how is the impact in the local neighborhoods? in new york city, tara campbell. ama:

paying off, especially in the east bay. reservoirs are so full and they ended their surcharge. we are on track to break statewide records when it comes to snowfall this year. our reporter explains how this will affect the drought. reporter: this month could be another miracle march in the sierra mountains. >> after almost a month long dry spell, this last week brought a significant amount of rain and snow statewide. reporter: today inches of snow.

california in september before the storms. this is the latest photograph taken on 3/3/2023. the largest snowpack on record statewide was in 1982. >> we could actually surpass that. reporter: the next measurement will be on april 3. on everybody's mind are the states drought levels. >> it has helped our snowpack, but are groundwater basins are a lot slower to recover. reporter: it will take more than a year to replenish those basins. there is some concern that warm temperatures would produce snowmelt resulting in record flooding in some areas. we saw this between december 19 96 january 1997 when several

rivers flooded surrounding areas, forcing thousands to evacuate. as of early february, the second largest reservoir in the state is that 65% capacity so there was little concern there. >> some of the other reservoirs are really hugging that conservation land where there walking the fine line. reporter: this year has been outstanding one for the local economy. >> we are looking to extend in our season to memorial day. reporter: some think the season could even extend to july. dan: skiing on independence day. ama: we are going t own pluralists. -- umbrellas. spencer: yes, we are. another winter storm warning in effect this week and for the sierra.

lecture, saying things need to change. they walked out of class at santa rosa to take to the streets to protest, angry and afraid after a 16-year-old student was stabbed to death at montgomery high school two days ago. another student was injured and the one who use the knife is facing charges. the students protesting today are demanding best school administrators face the facts. making schools safer and keeping them better informed with the same information their parents are given. one student claims administrators do not care. of course they do. they care very much. that is why they do what they do. when it comes to protecting and raising children, the adults are in charge and they should be. but what really matters is that young people have a voice in what happens to them. i would love to hear from you. let me know what you think.
