>> building a better bay area, moving forward, finding solutions. this is abc7 news. >> arrested and charged. what we are learning about the man accused of multiple explosions in the south bay is authorities describe his home as an inactivemore rain expected te through the bay area through the weekend. it is saturday, march 4. that is what we are tracking today. dry, but rain on the way. >> felt nice to have the 40's overnight. we are looking at the colder air moving in. rain associated with the system to the north. looking at marin county, a few areas of drizzle.

the atmosphere moistening up as we get the cold front pushing through. there is the cloudy exploratory them, a shaky camera. south winds ahead of the system allowing for the breeze. all day long, quite breezy. a couple degrees warmer right now. as we go through the next several hours, the rain picking up, it will get breezy. isolated showers and low snow levels. could see them below 2000 feet. that is what we have a winter storm advisory up in the north bay. we will talk about the snowy peaks, the timing of the rain, and the amounts through the weekend. >> you can keep track of the weather conditions as the storm moves through the bay area and access the same live doppler seven hour weather team uses. it is available on demand. new development out of san jose. the man accused of having

explosive materials in his home being tied to two separate pg&e transformer blas. the first explosion damage the transformer on thornwood drive not far from oakridge mall. the second nearly a month later in santa teresa boulevard. the suspect made his first appearance in court, where he was denied bail. amanda del castille io has the details. come of the man accused of having explosives in his family home on potomac court, making his first court appearance friday. police linking him to explosions at pg&e transformers. not far from where he lived. this criminal complaint bringing to light a december 8 blast that damaged a transformer on thornwood drive outside of oakridge mall. the second happened on january 5 where detectives noted damage to a nearby building, including multiple broken windows. at least 1000 customers went without power.

>> we are learning information day by day and we will continue to learn more as the case comes together. >> detectives credit cell phone dated and surveillance tying them to the scenes and leading to his home. >> we know we are going forward with fbi partners to have a broader scope of this type of investigation. as of right now, we believe it is the only individual associated to these incidents and they are the only ones we know of. >> a search of his home turned up a large amount of explosive materials. what they described as an inactive meth lab with finished product. he admitted to using methamphetamine as a replacement for adderall during the adderall shortage. the complaint detailed his interest in model rockets and setting some off outside of his home. he also admitted to having a difficult time with the war between russia and ukraine, since his family in both countries. a motive is still not known. >> these are the current facts

we have. >> cameras were not allowed in court, but abc7 was there is a public defender reveal details about his life, attempting to get him out on supervised release. they say he's a software engineer at a company that develops self driving cars. he's also a married father of three. his children also living at the home in question. >> we are very thing for he's in custody and off of the streets. >> among the felony counts he's facing, igniting a destructive device, arson, child endangerment, and possessing bomb making materials. after the massive response, the scene remains active with both federal and local agencies on site. police say there's so much material inside the home that they expect to be unseen for at least five more days. in san jose, amanda del castille. >> students rallying for more

safety on campus after wednesday's deadly stabbing inside of a classroom. students in santa rosa walked out of their classrooms yesterday. the walkout came two days after jaden pimento was stabbed by another student on montgomery high school 10 minutes away. police believed it happened during a confrontation between multiple students. another demanding action from the school to prevent similar incidents. >> administration and staff members need to care. they don't care. that is why my best friend got stabbed in the classroom. a place where we are supposed to feel safe. >> the 15-year-old freshman accused of stabbing jaden and another student have been arrested. new development in the ransomware attack in oakland last month. the hacker group play is taking responsibility for the breach on city services data. play plans to release private document obtained during the hack. the public. the files include passports,

ids, documents, and personal information. officials are working with authorities to validate claims. back to the storm coverage. the weather expected will dump even more snow in the sierra mountains. the already above average snow levels can break the existing records set 40 years ago. california department of waiters -- water resources carrying out the third survey near lake tahoe. managers found the snow debt was over 116 inches. the water content was 41 .5 inches. putting the snowpack level at 177% of average. >> the snowpack rivals 1980 through -- 1982, the largest snowpack on record. the southern sierra is out using 1983. >> last week's rain and snow boosted numbers after a month long dry spell in february. the next survey will be in

>> let's get a check of the forecast. more rain on the way. sounding like a broken record. >> march can do that. we are looking at the chilly weather. a chance of thunderstorms. rainfall amounts not that impressive. it will be much more intermittent as we get into monday and tuesday. a look at live doppler seven. the spackling of the clouds offshore is a speculation of the cold air. hail to the north of us. so far, it has been filling in the radar. we are looking at the atmosphere allowing for the moisture to get closer to the ground. covered in green and getting a few light showers.

as we go offshore, you notice more rain here. and we are looking at a weather advisory until 4:00 for areas around mount st. helena and up to the north. winter storm warning. the cold air filling in. 49 in san francisco, 50 in oakland. and half moon bay. san francisco, breezy camera. 47 thunderosa. 48 in napa. 50 in concord. winds are really gusty, 26 miles an hour. concord at 24. livermore at 23. as the cold front moves through, we have the wind shift. winds not as strong, but still breezy and cool. this is when the cold air settles in. we will look for a mix of clouds and sunshine. another shot of cold air coming in tonight. here's a look at san jose, shark tank, wet and windy.

the next several days, looking at the unsettled weather pattern to continue into tuesday. there is a look at the cold front. pushing through sonoma, into the east bay by about seven -- 11:00. the south bay by about 1:00. you can see the second wave coming in early tomorrow morning . as we get into sunday, a mix of sunshine and clouds. temperatures cold, snow levels lowering. they could lower below 1000 feet. not a lot of moisture left over monday and tuesday. the area of low pressure parked offshore. that will rotate precipitation our way through tuesday. rainfall amounts highest in the north bay. the hills over one inch. maybe three quarters of an inch through tuesday into the east bay. the santa cruz mountains, you can bet on snow. the winter storm warning going

said he had a stroke last night causing a brain aneurysm and he was in a coma. he starred in such movies as saving private ryan and black hawk down. as part of san francisco's effort to battle the drug overdose crisis, more than one dozen local leaders in new york city to look at the first sanctioned safe consumption site. san francisco hoping to open three sites by the end of the year. the city attorney pumping the brakes, citing legal concerns. tara campbell has the details from new york. >> on tuesdays consumption sites, one of them is right here behind me. both of them are operated by a nonprofit call on point. >> we are putting it in oral or nasal airway. make sure it gets to the right place. >> the pace fast and the purpose clear. save lives and connect drug users to services they need. from treatment to medical care, a shower, and laundry.

en pointe is home to the first sanctioned safe consumption site in the u.s. one location in harlem, the other in washington heights. they provide a place for people to use their drugs under the supervision of a medically trained professional. ready to reverse an overdose. more than one dozen of san francisco's local leaders are taking note. from city supervisors to the san francisco fire department, public health, and the nonprofit hoping to operate safe consumption sites in san francisco. lydia cranston is the executive director. >> the thing that hit me the most is the amount of care and compassion and the amount of services offered that guests really need, that the people really need. it is amazingly impressive. i cannot wait to bring services

like this to san francisco. >> is one of the nonprofits hoping to operate one of these sites, what is your biggest take away from the operation? >> i think the biggest take away is how intentionally everything is done. this is not a flyby night operation, it is very intentional, it is very skilled. the people here really know what they are doing and are very intentional about how they are doing it. >> since opening, en pointe staff has overseen more than 55,000 drug injections or installations. and they have reversed more than 700 overdoses. it is also connected more than 2200 people to treatment. another point of interest for this group from san francisco is what is happening on the streets outside of the safe consumption sites. how it is impacting the local neighborhoods.

in new york city, tara campbell. >> the lights on the bay bridge are coming down tomorrow. hopefully it will not be forever. illuminate, the group behind the lights is trying to raise money to replace the lights, they hope to turn them back over with twice as many lights that would be visible on both sides of the bridge. in nearly one month, california's masking rules are changing. that is according to new information. starting april 3, they will no longer be required in indoor high risk and health care settings. the areas include health care, long-term care, and correctional facilities, and homeless, emergency, and cooling centers. wearing a mask will still be recommended. also changing, the state will no longer require health care workers to be vaccinated against covid. in 10 days, the state shortening isolation time. if you test positive, you will have to isolate for five days, as long as you don't have a

getting rain in the north bay. through the rest of the bay area and looking at a chilly night and another wave of showers moving in tonight. as for your weekend plans l bundle up. >> today in oakland, the families of murder victims will address the homicides that have plagued the city. the department investigating 17 homicides so far this year. the families holding a press conference alongside some violence prevention organizations. they also expected to address the firing of former oakland police chief laurent armstrong. armstrong has filed an appeal for his firing by the mayor. the reparations task force will meet in sacramento to continue their discussions on how the state can address the lingering impacts of slavery and discrimination. at a hearing in december, members of the group talked
