announcer: building a better bay area -- moving forward, finding solutions. this is abc7news. >> i would say stay don't go out unless you have to and wait until the storm is passed. it can get slick. liz: now at nine, rain, ice snow across california. where in the bay area we will see the most rain come down today and the concerns as road conditions become more dangerous for drivers. good morning, it's sunday, march fifth. i'm liz kreutz. let's get straight to the weather center where lisa argen is tracking this rain. lisa: good morning. we had a strong cold front go

through while you were sleeping at about 1:00, 2:00 in the morning. we are behind that system, but it dropped anywhere from one third to half an inch of rain with about 100 lightning strikes throughout much of the bay area. in the north bay, there is snow. snow on top of mount tam in the east bay. piedmont, highway 13, and a mix of snow and rain from mount hamilton down to san martin. but as we look at the winter weather advisory, all the locations above 2000 feet from tampa to mount diablo is looking at snow through about 4:00. it is breezy, snowy and slick out there even though you are seeing some sunshine. a level 1 system with snow levels dipping below 2000 feet, a slight chance of a thunderstorm. those humorless clouds show you an unstable atmosphere. 46 downtown and a look from our exploratorium camera where it is in the mid 40's in santa rosa.

cooler behind the system, a little breezy, and san jose, partly sunny skies. some scattered showers throughout the day, a level 1 system. coming down -- a risky drive in some area. this is new video from highway 24 taken overnight. you can see the ice hitting the window really hard covering the road and making it a slick drive out. take a look at thi struck in san francisco as people drove through the rain. this is from highway 101 where we saw some flooding overnight. more rain is expected today, so just be prepared if you are planning to hit the road. we are seeing more snow from that level 1 storm.

the snow came down again in napa county on highway 239 at robert louis stevenson partner calistoga. a lot of snow falling. >> i've never really seen anything like it. i've heard of snow like this happening appear before, but that's way up at the peak. i've never seen snow this low in elevation. liz: caltrans has several snowplows ready to go and began clearing the highway. a stretch had to close for several days. in this sierra, the roads are a mess because of the snow. interstate 80 is shut down again. westbound at the state line and eastbound at colfax. it has been an epic season for the mountains with more to come as anser hassan tells us, it might be great for skiers and snowboarders, but there are a

lot of hazards. >> there has been so much snow coming down in the sierra nevada that caltrans says it is struggling to keep the roads clear. >> these past few storms has taken a toll on the roads. currently, i-80 is still closed. >> just influences that meteorologist with the national weather service in reno. he says the sierra nevada is expecting to get pounded by snow. the heaviest snowfall is yet to come. mostly overnight. >> multiple feet in the sierra, about 36 to 48 inches near blue canyon. a foot to a foot and a half in truckee. >> according to the central sierra snow lab, accumulated snowfall is over 500 inches compared to the median average of 360 inches over the past 30 years. more storms in march could keep the snowpack on pace to break the records set in the winter of 1982 and 1983.

>> in the central sierra, it 196% of normal for this day, so very unusual snow depths and snow amounts for this year the season. >> temperatures appear to be colder than usual, which keeps the snow from melting, often to the delight of skiers and snowboarders. but it has created white out conditions which means low visibility. it has already caused multiple crashes and spinouts. collins recommends this weekend may not be a good time to travel. >> stay home. don't travel unless you have to. wait until the storm has passed and the roads get cleared out because it can get slick. >> another reason to stay home is the threat of avalanches which have been posted for parts of the sierra from now until monday. liz: in southern california, people are being told not to had to big bear ski resorts even

though they are open. most roads to the town are still closed following recent historic snowfall. many residents are still digging themselves out. the snow has made big bear lake hard to reach in many grocery store shelves are empty and gas stations are out of fuel. this has left of residents wondering if the community could support tourists looking to hit the slopes. >> we don't even have the supplies for locals, let alone the people coming up here for vacation. liz: there is no clear timetable as to when roads and highways will reopen for business. you can keep track of weather conditions as the storms move through the bay area and access the same live doppler 7 our weather team uses. that is available on demand on the abc 7 bay area news app. a man was killed after a car hit him while he was riding his bike on the freeway in san jose. the crash happened last night on northbound 101. as authorities arrived on the scene, they did close two lanes

for a couple of hours. those lanes have since reopened. oakland families of homicide victims and antiviolence groups are calling for former oakland police chief to be rehired. the groups conference yesterday. last month, oakland's new mayor fired him, saying she was no longer confident in him. armstrong was put on paid administrative leave when a federal monitor question his handling of misconduct charges against one of his subjects. organizers are pushing to hold a town hall with the mayor. >> we are asking the mayor to be accountable for the things she said she was going to do. you were going to take care of the community -- here we are. >> we need somebody in there who knows what he is doing. liz: armstrong released a statement saying i thank them of their support of me and my policies. we will not give up the fight.

armstrong's legal team has filed an official appeal to dispute the firing. in the south bay, officers are still going back and forth to the home of a san jose man accused of blowing up at least two pg nd transformers. inside the home, authorities found explosive materials and and in active drug lab use to make methamphetamines. the suspect is in jail and nine different charges. he made his first court appearance on friday. officers say they will be at his home for a few more days as the investigation continues. students at montgomery high school in santa rosa are planning a walkout tomorrow. this comes as we learn police will be at the school as students return for the first time since that deadly stabbing. the police chief picked three officers to welcome students and staff back tomorrow. last week, a 16-year-old was killed in a stabbing at the school. officers arrested two students. chief john cragin says he will

liz: former president trump headlined the conservative political conference last night. earlier in the day, each straw poll showed him as the clear choice for president. he received nearly 62% compared to the next closest competitor, former -- excuse me, governor ron desantis from florida. desantis got when he percent. the top pick for vice president is kari lake, who ran for arizona governor.

desantis finished second in the straw poll. president biden will mark the 50th anniversary of bloody sunday in selma. in 1965, protesters were marching across the edmund pettus bridge when they were violently attacked by alabama state troopers. hasn't biden will join thousands for the annual commemoration of the seminal moment in the civil rights movement. this led to the passage of landmark voting rights legislation nearly six years ago. abc 7 news is committed to building a better bay area. part of that is discussing the issue of reparations for african americans in california. the california department of justice all day second public hearing on saturday in an effort to study and develop reparations proposals for a bill enacted in september of 2020. people across the state shared public comments on historic treatment of african americans in the u.s.. that included generational impacts from slavery, equity and other civil rights issues. one bay area woman presented some ideas.

>> california is supposed to be a sanctuary state and has never been one for us. we should be receiving land, cash, economic rick watt -- economic quality resources, we need restoration of hope in our community's. liz: the reparations task those -- task force said they will hold periodic public meetings. the display that has lit up the bay bridge for the past decade or so is going dark tonight. a massive campaign is leading the way to bring it back. the group plans to take the lights down and replace them with better ones. organizers say it will cost $11 million to bring the lights back on that have been on for the past decade. the goal is to get 10 individuals to give a million dollars each. the last million would come from a crowdfunding campaign. >> the bay bridge is a environment for electronics and this set is failing faster than we can keep up with.

liz: more tha been raised. the new configuration will have twice as many leds and is expected to be visible across the bay area. new video shows grovel falling down, covering roads and trees. this is near claremont avenue and a grisly. you can see the roads look icy. authorities have been warning drivers to be careful and avoid potential spinouts as it moves through the bay area. people traveling back from lake tahoe are having trouble getting out of the area because of numerous closures and backed up traffic. the national weather service issued a winter storm warning for the greater lake tahoe area. 10 to 14 inches of snow are expected with heavy winds going up to 95 miles an hour. some drivers are trying to beat the worst of the storm and get out of the area. >> i considered not even coming at all, but i deftly wanted to

get on the road. liz: people who live in the area are bracing for more snow. some arson plea avoiding leaving their homes for fear of getting stuck. lisa, you are tracking all of this and our colleagues have been sending in videos, saying there's hail coming down, already a very active day. lisa: we are looking at a bit of sun now, so you are saying it doesn't look bad. there will be more shower activity today but also into your monday and tuesday. several level 1 system's on the way as the low in the pacific northwest hangs on and just keeps sending bits and bits of energy our way. it results in a wintry mix, low snow levels and scattered showers. there it is. off the pacific northwest coast. we are in this wintry weather regime with cold air in place and one wave after another. thought -- talk about

liz: tesla is recalling close to 3500 model wise because of issues with some seats. loose bolts in some second row seats could cause seatbelts to not work right in a crash. this does impacts 2022 and 2000 when he three model wise. -- model ys. owners will be notified by mail. tesla will tighten the bolts to fix the issue. in the south bay, san jose city leaders are taking action to improve street safety after the deadliest year on city streets ever. >> it must be a priority. we cannot have 63 people die on our streets and not care. liz: the city council approved a project on totally road, one of the most deadly streets in san jose. the grant to fund improvements will cover a three mile stretch. the department of transportation says it will allow for safer
