thank you for joining us. >> this is a quick timeline of the new developments that oakland is still struggling to resolve. the hack was confirmed that week. the nonemergency systems including phone lines within the city of oakland were impacted or off-line. the city said 91 one service as well as fire and emergency resources and financial data were not impacted. >> the following week, oakland declared a local state of emergency, allowing the city to speed up the process of getting equipment and materials, and activating emergency workers if needed. on march 3, hackers leaked dat of city employees. >> stephanie sierra has been closi closely following the attack. she has an update on the information compromised and efforts to get back control of that effort. >> we have known about this hack for nearly a month. tonight, we are getting new

insight into how bad the implications may be. the personal and financial information of thousands of city workers and small business owners compromised. for some, their information has been linked onto the dark web. >> a ransomware attack crippling oakland city systems for nearly the past month has gone from bad to worse. >> the concern is that ransomware may have access to the social security numbers. >> credit card numbers, whatever. >> any business owners? >> that information i'm not quite clear, but my understanding is that information of the business or someone who went to do business with the city may be in jeopardy. >> the group play ransomware, also known as clay crypt, claimed responsibility for the group, and is known for attacking governmental organizations and hotel chains. for weeks, the outage has

impacted his ability to do his job. >> my computer still is not working. i cannot use zoom. people are texting me, i tried to reach you but i can't reach you. we are not answering phones. >> he says the city has not paid the $9 million ransom, and the hackers reportedly leaked its first batch of stolen data because of that, potentially compromising ids, passports, and other documents. >> i checked these daily now. >> hours after, he received notice his social security, credit card, and bank account information could be compromised, and he should regularly check for fraud alerts for the next 12 to 24 months. the mayor's office was unavailable for an interview but said in a statement, we are unaware -- we are aware that an unauthorized party has acquired information from our network. we take this seriously and are doing an in-depth review with the assistance of a specialized third party data mining firm. >> we believe some of the information that has been taken

over as related to not only the employees but the businesses. >> it really is affecting our lives, our livelihood. >> crystal is the owner of a restaurant, ogled in the fruitvale mart station. she is one of thousands of small business owners who tried to pay her taxes on the city's website but couldn't. for weeks, she and her daughter saw this. >> it had that big red warning sign saying that the city is down right now and i couldn't do anything. it is putting our business bills on hold. >> but now they're worrying has shifted from bills to their bank account information potentially leaked on the dark web. >> what went through my mind was how they were not protected. >> the key question raised. i asked the councilmember if the city did not have the proper antivirus protections in place, and he told me it appears that

is what happened here. the mayor's office says the city is actively notifying people whose personal information was involved in today's leak. the mayor told us in a statement tonight, moving forward they will focus on strengthening the security of their information technology systems. plenty of unanswered questions we have yet to be answered. we will stay on it. >> what a mess it is. let's move now to the weather and a live look at the conditions outside. we are getting on and off showers today, and a new atmospheric river taking dead aim toward the bay area. spencer christian is tracking it all for us. >> you are right about that atmospheric river. let's take a look at what is happening because the current storm is still with us even though it is weakening. we have only pockets of's showers -- pockets of on the storm impact scale, this storm ranks level 1. tonight, we expect more pockets of scattered showers, isolated hail, some snow possible as snow

levels coming down to about 1500 feet. once we get to the evening hours and just after midnight, the storm sort of falls apart. you can see on this this plume of intense moisture flowing toward the central case. this will tap into that moisture and produce a storm with very heavy rainfall coming our way at times. this is what we expect at the end of the week. heavy rain, warmer air. along with that warmer air, melting snow, especially in the sierra, saturating the ground with heavier rain. there is a good possibility of localized flooding. >> damage system of storms is starting to add up. it comes some people are dealing with issues from january's

weather. ryan curry has a look at an available resource for storm assistance in the east bay. >> this road has residents worried they could be trapped. the storms in early january damaged part of the road, making it difficult for them to leave their homes. >> our road suffered a landslide, and we have about a dozen neighbors who use this road for access. >> brian campbell or says the road is private and they are responsible for paying to fix it. he came out to the disaster relief center in danville on monday to see if fema can cover the cost. >> we are asking fema for help because it will be a six-figure amount of money we have to put up to have the road repaired. >> contra costa county and fema opened the center in february to give residents who experienced damage a place to go for disaster relief funding. county officials advised anyone who experienced damage to go to the center. >> it is an opportunity for residents to get plugged in, to get potential resources for any losses they might have

experienced, or damage to their private property or business. >> residents say this road has been deemed possible for cars to go through, however you can clearly see the extent of the damage. residents say they want this road fixed soon or else they fear the rainstorms ahead will damage it even further. >> our canyon has not seen rain like this before in our living history. how are the canyons going to handle it? we are watching. >> the center is only available for people who have experienced damage from new year's eve to january 31. however, officials at the center say fema can expand that window if the upcoming storm causes more damage. governor newsom did request a state emergency. that may change some of the aspects of the current declaration, or it may be a new declaration in and of itself. >> with more storms on the way, they say anyone who did suffer damage and are worried that more can come should seek help.

in the east bay, ryan curry, abc7news. >> continues today. this is hail coming down as some cities in the bay area sun. you can access the same doppler our weather team uses. it is available on the bay area app. >> people in south san jose were finally able to return home this weekend after being forced to evacuate as police cleared a nearby home of explosive material. as dustin dorsey explains, the people living there are shocked to find out what is going on. >> finally, a sense of peace and quiet for neighbors on potomac court in san jose. settling back into their lives after the street was shut down after huge amounts of explosive materials were found in this home. >> for four days, it was wondering what was going on. it was like living in a war zone.

it was like terrorism but not having the bomb go off. >> this man week. investigators claim he is responsible for two separate explosions at power transformers a few miles away from his south san jose home. zillow showed the home was sold in march 2021. he said he lived in the home with three children and his wife. according to court documents, his wife said he liked chaos and made comments about attacking infrastructure. neighbors described him as an odd man out. >> i knew him kind of quiet, kept to himself. i think we need to figure out who they are. you have to meet your neighbors. >> the investigation detailed how they were able to link this neighbor to two separate transformer explosions. investigators were able to use geo-fencing technology to follow his path from an explosion on december 8 and a separate incident on january 5 back to his home. his wife told police her husband

texted her the morning of the snell explosion, saying he was going to dispose of an unsafe box. she said her husband would often do experiments. neighbors said he could be seen doing work. >> he was always doing some project in his runway. you never knew what. . >> the house has been condemned after police cleared a meth lab in the garage. for now, the neighborhood can breathe a sigh of relief. >> i think we all feel grateful that it was discovered because who knows what the outcome would have been if it wouldn't have been done right? >> the police say they will have an update on this investigation later this week. in san jose, dustin dorsey, abc 7 news. >> students at santa rosa's montgomery high school return to class for the first time since two classmates were stabbed, one of them fatally. the students walked off campus in protest because of safety concerns. some parents joined as well. they accuse school

>> snow-covered roads proved treacherous over the weekend. you can see that jeep sliding and spinning out of control. this video was taken on ski run boulevard in south lake tahoe. stretches of 80 are closed because of spinouts and blizzard conditions, while chains are required on highway 50. yosemite national park remains closed and inaccessible after more weekend snow fell. leslie brinkley connected with a store owner and wawona for perspective on how treacherous the conditions are, and what they are worried about next. >> there's no where to put the snow anymore. that is one of the problems. there he goes. >> a blazing blue what those stuck inside yosemite national park needed. the park has been closed since

iconic places in the park with the now raging waterfalls. this time of year, tourists usually flocked to yosemite for a glimpse of the fire fall at el capitan. but no visitors allowed until park officials can clear roads and rooftops. one company that rents cabins in yosemite said they are hearing that the park might reopen later this week. they are hoping to open their rentals by the weekend, but there is more trouble brewing. >> i am hearing up to six inches of rain between thursday, friday, saturday. and then all this snow, especially at this elevation at 4000 feet here, it is going to be a warmer rain. and all this snow is going to end up in the river real quick. >> in fire ravaged areas, runoff is a looming possibility. >> just incredibl

what a winter we have had. >> i am not sure we really thought we would come this far. >> we have come a long way in terms of the drought. spencer christian is here. another pretty significant amount of rain. >> that is true. the current storm is weakening. have a storm coming in at the end of the week, a level two storm, that may produce widespread localized flooding and lots of rain. here is what we have on the doppler. scattered showers, although up in the north bay, parts of napa county have been getting a good drenching the last couple hours. most areas are quiet in terms of their rainfall. this storm is a we expect more periods of scattered showers, isolated hail. snow level down to 1500 feet. notice we will see the wave of moisture pushing on shore at that our. a new wave of moisture comes on

night, especially inland where temperatures will drop to the 30's, near 40 elsewhere. mostly cloudy skies, pockets of shower. satellite and radar. you can see it is still snowing in the sierra. it is building up and up. to no one's surprise, the winte storm warning remains in effect until 4:00 p.m. tomorrow. more heavy snow is likely. only about one or two inches expected down low at the 1500 foot elevation. the winds will be gusty. here is the accuweather 7-day forecast. a few showers tomorrow. morning showers thursday, then partial clearing. thursday, we start the day with bright skies, but the storm that is approaching begins to produce some rainfall late thursday. that would be level one activity. friday and saturday, we are

>> we have about more rain and snow coming our way, and spencer has the forecast in just a few minutes. but we want to take a closer look at what all the stormy weather means for the sierra snowpack. it is now at its highest level of this century. drew tuma has a concerns in the upcoming atmospheric river. >> we saw some incredible images coming out of tahoe for the past weekend, with heavy snow. here is a look at where we stand with the snowpack. we saw a very healthy snowpack, statewide average at 192%. we saw some issues with the heavy snow over the weekend. now, we are looking at issues with another storm headed our way later this week into the upcoming weekend. we are tracking what looks like an atmospheric river. confidence is increasing that we will see that thin ribbon of intense moisture aimed at california. but with this next storm coming

late in the week, it will tap into some warm air, meaning that snow level will be a lot higher, meaning less areas will see snow and more areas will potentially see heavy rain. we are watching significant sierra snow melt. it is very. possible late this week we saw lots of heavy snow, but now with warmer air about to move in later on this week it has the potential to melt a lot of that snow. combine that with heavy rain in the foothills, there is the potential now to see flooding on the larger rivers, and also streams and creeks. we will take you to the snow forecast first. this is a warm storm, so we will not see as much snow as we saw over the past weekend. still, one to two feet as possible in areas from incline village to kirkwood. the bigger story will be a heavy rain around the foothills. this is a rainfall estimate from friday to saturday. in a two day window, areas

shaded in yellow, orange, even red, could see three to six inches of rain or more than that. combine the heavy rain with that significant snow melt, the potential is there that we could see a rapid rise on those streams, and a rise on area rivers. this is something we will watch closely and fine-tune as we get closer to the event. >> that was drew tuma. stranded and stuck under feet of snow. residents are. pleading for help tonight people living in communities in the san bernardino mountains say enough is not being done to clear the snow. reporter rob mcmillan spoke with neighbors in the neighbor hood of crestline. >> it was one of the strongest storms to hit crestline in decades. a week and a half later, they are still digging out. just down the hill, highway 18 into town is still closed. it has now been 11 days since the storm hit. >> we need more help. gavin newsom, your listening. we need more help. >> entire rooftops

the rain has been light, but falling steadily for the last hour or so. this storm on the impact scale is a level one. we expect more scattered showers, isolated hail, snow levels down to 1500 feet. here is the forecast animation. some periods of active weather until 9:00 p.m., then between 9:00 and midnight it tapers off with quiet overnight conditions. but more pockets of scattered showers will form tomorrow. overnight low temperatures, we dropped to the mid to upper 30's in locations. temperatures will be about 50 degrees up the coast, 52 to 54 everywhere else. earlier, drew tuma told you about that atmospheric river. it is aiming directly for the central coast. there is a storm dropping out of the north that will tap into that moisture and bring us some serious rainfall totals at the end of the week. we're looking at heavy rain, warmer air. that is on top of melting snow
