here is live doppler 7, we are finding the rain, the bright yellows and oranges, indicating downpours in the east bay and south bay. a level one storm through 10:00 a.m., after it is dramatically different. the sunshine will pop back out. showers early on, after 10:00 we are bright and dry in the afternoon. it is perfect to prepare for heavy rain and strong winds tomorrow, we will talk about the atmosphere of river in a few minutes. reggie: santa cruz county is preparing for more power outages, especially mountain communities like boulder creek. crews are working around the clock to fix damage from storms in december and january. they knocked out power for thousands and forced businesses to close. this time, people say they are better prepared. >> we have generators, solar panels on the roof, lots of freezers. reggie: another storm could

topple more trees and snap power lines. the county is loading up on resources like replenishing sandbag locations. jobina: caltrans is getting closer to opening another section of highway one damaged by a january storm. they tweeted this photo of the progress. they say highway 1 will reopen on march 30, repairs will continue for several months elsewhere. reggie: if you are planning a trip to yosemite this week or next week, that is not happening. the park will not reopen until march 13 at the earliest. they are expecting a big impact from the atmospheric river that moves in tomorrow. they are plowing mounds of snow that fell during recent storms and are setting out sandbags to brace for the next incoming storm. park officials say there is snow as high as six feet and some parking lots. a spokesperson says workers are trying to widen lanes so cars can get through. >> there is nowhere for visitors

to park right now. it was crazy, there is no report. reggie: heavy rain at elevations of up to 8000 feet could prompt a large snow melt and cause widespread flooding. the last time that happened was 1997. jobina: in lake tahoe, residents are bracing for more snow which is increasing the threat of a flooding disaster. we are in south lake tahoe with more. reporter: snow continues to pile up with even more snow, heavy rain and intense winds expected in the coming days. folks in the lake tahoe area telling me this is the worst onslaught of snow they have seen in more than 30 years. just this year so far, the sierra nevada mountains have been pounded with more than 48 feet of snow, that is the most in a decade, causing dangerous conditions. a woman was rescued after being trapped in her car in the snow

for three days. authorities say she had little food and no cell phone signal. in tahoe, there have been incidents of roof collapsing. crews are working to clear the roots of home-- roofs of and businesses. heavy rain is expected later this week. if that is not enough, californians bracing themselves for the potential of flash flooding this weekend. jobina: you can keep track of the weather conditions and access live doppler 7 anytime you want on demand on the abc 7 bay area news app. download it wherever you stream. reggie: san jose police are expected to release more information about a man accused of lowering up two pg&e transformers. the 36-year-old was arrested last week after authorities found a large amount of explosive material inside his home. investigators claim he is

responsible for two transformer explosions miles from his home in december and january. according to court documents, his wife told investigators he liked chaos and made comments about attacking infrastructure. jobina: parents from a charter school slated to close in sunnyvale are planning to protest the decision by the school board as the district deals with financial issues. lena howland joins us live with more. lena: a group of parents and local officials that are pushing back against the district's decision to close both the high school and middle school right here behind me this june. this comes after the school board voted earlier this year to close both campuses of the public charter school by june 2020 three because of financial issues. the group speaking out today says this is harming around 650 students and their families,

citing a pattern of mismanagement and a lack of transparency in the district. parents say they were not given the respect and grace of a one year notice to find another school. in an interview back in january, one parent told us they do not understand why they are just now being informed of the financial troubles. >> it has become extremely clear to us parents, who evaluated the finances, that something is off. there is a mismatch between what they are telling us and what we see in black-and-white and numbers. they need to get transparent. lena: in a note to parents on january 12, they said it's been operating at a deficit for its entire tenure since opening and there is no sustainable financial path forward. note also explained a loss of state funding is largely to blame. today's press conference at the high school is expected to start at 9:00 and we will let you know

what happens. lena howland, abc 7 news. reggie: encouraging news this morning, senator feinstein is out of the hospital after being treated for shingles. the sender made the announcement in a tweet, saying she will continue treatment from home. the 89-year-old added she was looking forward to returning to the senate. jobina: kayaking not just for the water, some in the sierra are finding other ways to have fun. reggie: wow. second smatter. a woman narrowly misses being crushed by part of a subway ceiling panel. drew: some light showers out there this morning, heavy rain and strong winds will arrive tomorrow, atmospheric river. a flood watch goes into effect tomorrow afternoon for the entire region for the threat of flooding, we will take a closer look after the break

reggie: a kayaker rode down a huge amount of snow from the roof of his home in south lake tahoe. it is piling up. residents are trying to clear it out before more comes this week. he saw in the video people trying to get their roofs clear. drew: they have to get the snow off not only for more snow in some areas, but areas will see rain that will create issues that put weight on houses. a live look from walnut creek, it is wet. sunshine later today. live doppler 7, we have downpours moving through danville, san ramon, oakland, alameda. downpours through palo alto, fremont falling at half an inch per hour, which could create

reggie: the two americans who survived a kidnapping in mexico are back in the u.s., the attack was caught on camera. two other people were killed. there were distract the victims to a small home not far from where the attack happened. the wife of one of the survivors said her husband was shot three times in the leg and is being treated at a texas hospital. >> i did not want to imagine what he was going through, where any of them were going through. reggie: they arrested one person in the case at the home where the victims were rescued. more arrests could be coming. the state department issued a level four travel advisory for six mexican states, including the one where the kidnapping happened. that means americans should not travel to those specific states. a liquid medicine commonly used to treat people with asthma is in short supply, in that problem is expected to get worse.

it has been on the fda shortage list since october and could get even worse after the shutdown of a major supplier to hospitals across the country. doctors say if you cannot find the medicine in liquid form, you can use the inhaler instead. the inhalers are not impacted right now. jobina: eviction protection could be extended another two months for san francisco residents. supervisor introduced the new sixty-day proposal. landlords were not be allowed to evict tenants who cannot pay rent because of covid hardships. an eviction ban order by the mayor is in place, but it is not clear what it will be allowed to expire. reggie: a proposed state bill could extend protections for laid-off workers. an assembly member wants to update the worker adjustment and retraining notification extend coverage to contract workers, expand required notice from 60 to 90 days and ban companies from forcing

terminated workers to sign nondisclosure agreements as a condition of receiving benefits. reggie: a san francisco assembly member -- jobina: a san francisco assembly member will give more information about his proposal on law enforcement's use of facial recognition technology. it would require agencies to use systems that have been evaluated by the government and have accuracy of at least 98%. it would also require a written policy about who can view the data. the previous facial recognition legislation created a three-year moratorium on facial recognition technology. it expired at the beginning of the year. the san francisco mayor is urging the city to increase the police budget by $27 million. the mayor says the extra money is needed to pay for police overtime and avoid a hiring freeze. the budget was already increased by nearly $57 million this year. additional funds would pay for

private security patrols in areas such as the tenderloin. >> people have been stabbed, shot, attacked. they still show up every single day as an alternative to policing. jobina: san francisco police logged 380,000 hours of overtime this fiscal year. supervisors who opposed increase say they want greater accountability on how the police department is spending the money. we all heard people getting married in unusual places. reggie: a san francisco couple may have topped them all. the couple met at the taco bell in pacifica, then got married in one. according to our news partners, they beat out 300 other couples to get hitched in the virtual taco bell metaverse. jobina: san francisco supervisor catherine stefani appears to be setting up a run for state assembly next year. she has formed a committee. she filed paperwork to run for california legislature on tuesday and has formed a

campaign committee. stephanie did not specify which seat she is running for, but lives in district 19 and the current district 19 assembly man will term out in december 2024. she is considered a moderate democrat and has served on the board of supervisors since early 2018. a close call for a commuter in massachusetts in the subway station, check this video. you see people walking up the stairs when the ceiling comes down. there it is. we are told no one was hurt, the woman who was nearly hit says she was in a state of shock and did not know what was happening. transportation officials say the panel was installed in the late 70's and think it collapsed because of corrosion. inspectors are assessing other panels to make sure riders are safe. a 15-year-old from mississippi is about to a bark on a challenge many adults cannot fathom. -- embark on a challenge many

reporter: students and educators packed into santa rosa's friedman event center tuesday night. the focus was safety in the classroom admits numerous recent -- amidst incidents. those include a stabbing last wednesday in numerous lockdowns. >> in the last 14 days, daughter had two full school evacuations, four shelters in place, one of those being a lockdown where the kids have to assemble their desks and barricade the doors, put paper in the windows and hide behind desks. reporter: parents not happy and students, dozens of whom spoke to the crowd, are not satisfied with the current resource available, highlighting the need for social workers, therapists and other roles to support

students and teachers. >> counselors, yes. i think starting from the root, mental health, that is the key. >> i want to know i am able to go to school safe and i want to know my friends and peers are going to be safe. reporter: the meeting was not about getting instant changes, rather starting the conversation of what could be done going forward when it comes to school safety. >> the solutions are not just what happened, but what is happening or what might happen. reporter: even the district admitting more needs to be done. >> we acknowledge we can and need to do better, so thank you for being here. reporter: adults seem to be split on the idea of bringing back student resource officers, many students who spoke were against the idea. >> i feel like having a police officer on campus would make it feel -- it would only amplify my anxiety, because it saddens me to know we have gotten to that point. >> i want to feel safe at

school. i do not feel safe at school, my teachers do not feel safe at school. i do not know a single student who feel safe at school, that needs to change. reggie: today, parents from a charter school slated to close in sunnyvale are planning to protest the decision by the school board that comes as the district is dealing with financial issues. lena howland joins us live. lena: a group of parents desperate to keep the schools open, along with a number of local officials, are calling on the district to reconsider their plan to close two of the school campuses, including the middle school behind me and the high school down the road. that can january, par learned this school is set to close in just six months after only being open for a decade, all because of financial issues. parents say this is harming around 650 students and their

families. they cite a pattern of mismanagement and a lack of transparency in the district. they told us in interviews earlier this year they were not given the respect and grace of a one year notice to find another school. >> there is no other school like it, it supports every learner, every child in every way that they need. >> it is a gem to lose in our community. if we could write a check, we would. lena: public school officials and it's a statement that said in part a specific series of financial issues when taken together put the school and an unfortunate situation. it is a wonderful school and while we do not want to close it, we do not see a viable path forward to remain open. later this morning at the high school, we will be hearing from a group of parents and local officials in a press conference at 9:00. we will let you know what happens. reggie: new this morning, pg&e

crews are working to restore power to 4000 customers in marin county. a car crashed right into a power pole near highway 1, just before 4:30 this morning. the crush temporarily closed all lanes of the highway. they have since reopened. we do not of the condition of the driver and it is unclear when the power will be restored. jobina: we are learning more about the tough conditions people are facing in mendocino county, some have been stuck for days after snow and ice made roads impassable. one woman spent three nights in her car after becoming stuck while trying to reach her elderly mother's home. thankfully, she had food and water in her car. it was not until monday she was rescued. still, she was cold and showed signs of dehydration. >> definitely nearing the end of that sustainability, had we not been able to get to her with

coordinated efforts. jobina: authorities say the incident is one of many scary situations happening in the county. the concern now is the potentially warm rain on the way could melt the snow and lead to flooding. reggie: new information in the death of a 23-month-old, the boy killed after he was struck by a stray bullet while writing in his mom's car. interstate 80 in oakland. three suspects are under arrest, but the da made changes to sentencing guidelines. an internal memo obtained by abc7news shows the da will no longer allow prosecutors to file sentencing enhancements. the memo says it is to bring balance back to sentencing and reduce recidivism. a criminal defense attorney explains what handsome it's can mean. -- enhancements can mean. >> if i rob someone, that

carries a certain penalty. if i rob someone with a gun, it adds an additional 10, 20 years to the experience. reggie: what that means in this case is the people responsible could receive lower sentences if they are convicted. as for the family, they tell abc7news they are struggling with grief and trauma. they are considering a permanent move out of california. governor newsom is skipping out his annual state of the state speech and is planning a statewide tour where he will highlight policy goals, including housing, homelessness, affordability and mental health. the governor says he finds preparing for long speeches frustrating because of his dyslexia. this gives him a chance to share goals the more informal approach. jobina: taking a live look at the iconic golden gate bridge. year-round, it attracts tourists from around the world. it is among people's favorite

jobina: a house panel will hold its first hearing about the origins of the coronavirus. the fbi is among the agencies who believe and emerge from a lab leak rather than natural human exposure. the chinese government disputes this. other u.s. agencies disagree, saying it is impossible to know because china has not cooperated in the investigation. none of the agencies believe the virus was leaked intentionally. reggie: memphis police will release 20 more hours of video in the tyre nichol another officer was fired. his death sparked protesters around the country. five officers directly involved in his death face second-degree murder charges, all have pleaded not guilty. two others were fired but do not face criminal charges. jobina: a gardening safety warning went out to residents living near the martinez refinery.

the contra costa health department advises residents in the area to not eat any of the produce grown in the soil. officials say the soil could have been exposed to heavy metals from the refinery flareup last thanksgiving. they produce an ash like substance consisting of aluminum, lead, copper and zinc area --zinc. reggie: from issues with food delivery to flight delays, looks like a lot of people are not happy with customer service these days. the wall street journal did a story on a so-called and customer rage survey, about 74% of people surveyed experienced a product or service problem in the past year. it has gotten so bad some say they are seeking revenge on companies. that includes pestering or public shaming in person or online. the mentality is if a company does not care, they will take it to the streets. jobina: there is so much to say

about that. reggie: they asked twitter to turn over internal communications as the agency looks into the company and how it has conducted business since elon musk took over in october. the ftc is asking for information on the mass layoffs. it says it is concerned twitter staff cuts could compromise consumer privacy. jerome powell says we should expect more interest rate hikes more frequently in the coming months. he testified about his efforts yesterday on capitol hill, saying rate hikes are the best way to get inflation under control, even if there is fallout and other areas of the economy. senator elizabeth warren says there are other ways to fight inflation, including addressing supply chain issues and cracking down on price gouging. there are concerns that continuing to raise interest rates could trigger a recession. a live look at the new york stock exchange, i see flags.
