>> area, moving forward, finding solutions. this is abc7news. >> we are preparing for the worst. >> if you are prone to flooding in the past, we want you to get those sandbags before there is a need. dan: storm preps underway as the bay area braces ford atmospheric river that is coming in again. residents and local officials doing everything they can to limit the damage from this incoming storm. thank you for joining us. ama: we have team coverage. ryan curry spoke to officials in the east bay about how they are getting ready. dan: leon melendez instructing the conditions in the sierra but let's start with sandhya for details on when the storm will arrive. sandhya: it will be here as early as tomorrow morning but

the worst of it is going to be tomorrow afternoon and evening. it is a level three strong storm on the impact scale. the atmospheric river area of low pressure off the british columbia coast coming together and they will make for a very nasty 24 to 48 hours. let's talk about the flood watch. the entire bay area is under that. flooding is possible, caused by excessive rain. you add heavy rain on top of that and that will lead to flooding issues. we have a wind advisory that begins tomorrow afternoon at 1:00 until friday at 4:00 p.m. gusty winds have the possibility of causing damage because we are talking about tree limbs going down, potential for power outages. tomorrow at 5:00 a.m., commute begins. a few showers developed during the morning hours due to a warm front but the main event is tomorrow afternoon, 3:00,

moderate to heavy rain. you will7:00 p.m., even the posy of thunder. the flood threat for excessive rainfall is in the moderate category for the bay area and much of the sierra, foothills as well. very high likelihood of stream creek flooding, roadway flooding, outages and debris flows. a high likelihood in the santa cruz mountains and river flooding is a moderate risk. these are just some of the hazards over the next few days. i will be back with outlook that will include more wet and windy weather, and another atmospheric river. ama: the last time we saw an atmospheric river come through the south bay, neighborhoods were flooded and parts of highway 101 were shut down. this storm is not expected to be that intense but people are still getting ready. dustin dorsey has the story. >> take a nice look at the blue skies overhead, you will not be seeing them again for a few

days. with an atmospheric river towards the bay area again, valley water is gearing up in hopes to avoid a repeat. >> we hope it will not be as bad but in january, that one was not forecasted to be bad and it stalled over us. we are taking the same precautions in case. there's always the possibility that mother nature changes her mind. dustin: when it comes to santa clara county, the southern part is excited to get the most. places like gilroy who saw serious flooding at the start of the year. this is what the creek looks like in january and this is today. valley water spreading out to keep these waters flowing. >> making sure there are no blockages in the creeks that could cause a backup, and we are just asking people if you see blockages, report them to us. dustin: valley water hard at work filling up sandbag locations across the south bay as well. 4200 bags were dropped off and quickly loaded up in morgan hill. >> we will try to get as ready

as possible. that is all you can do. weatheru just don't know when it is going to be bad or worse. dustin: areas are forecasted to get more than two inches of rain, leaving creek and stream flooding risks high. 2023 remind you the community of storms from years past. >> 2017, we lost our septic, our pool, fridge, everything. dustin: got to be ready. for others in town, the work has already been done. familiar with the risks that heavy rainfall can create, it is a constant state of preparation. they say when you see rain in the forecast, you don't get ready, you stay ready. sometimes stuff gets wet. >> a little bit of damage here or there. you just roll with the punches. dustin: dustin dorsey, abc7news. dan: flooding is also a concern in the east bay. ryan curry's talked to officials

in san ramon about the storm preparations there and joins us live. ryan: good evening. this is a recently restocked sandbag station in san ramon where officials are telling residents concerned about flooding in the neighborhoods to come out here, fill up a sandbag, and add it to your home before the storm hits later this week. water from this week's light rain rushing into storm drains in san ramon. city officials fear it could signal larger issues later this week. >> we have seen problems already this winter so we are out preparing for the worst. ryan: the january storms caused major flooding in this part of the east bay. when it arrives thursday, this creek could overflow again, causing the neighborhood to flood. he says his public works teams have them constantly cleaning drains in the neighborhood and the city. with the amount of rain we have seen this winter, they see the flooding threat has only increased.

>> we are inspecting the streets, the drainages to make sure we have done everything we could do to make sure we could handle this upcoming event. ryan: they are advising residents worried about flooding to come by their sandbag locations and grab some before the storm. the county public works department shares that message. >> we really encourage you to be proactive and get those sandbags before there is a need. ryan: contra costa public works are on high alert for any flooding possibilities. >> we have all hands on deck. everyone knows the protocol when it comes to storms. everyone is at the ready. ryan: both them and the city of san ramon say if you live in a flood prone neighborhood, take precautions. >> hopefully at this point, people are prepared, but people may think they have seen the worst of it and sometimes, debris accumulates from previous events and the need to be cleared again. ryan: three different locations

in san ramon where you can get sandbags. they are available, as well as zip ties. we have seen a few people utilize that earlier this evening. you do need to bring your own shovel so keep that in mind. if you can't make it to san ramon or need to go elsewhere in contra costa county, there are plenty of ones available throughout the different cities in the county. ryan curry, abc7news. ama: thank you. traveling to the tahoe area can be difficult, if not impossible which could result in dangerous conditions. take a look at this video of white out conditions. for now, there are no chain controls on 80 over the summit. leanne melendez is in the newsroom with more. >> you know how it is. regardless of what we tell them, some people will travel to tahoe despite the bad weather conditions. the people who live there are used to this and know what to do but it is not only snow again, it is also rain that has both visitors and locals concerned. lake tahoe rental prices on

airbnb have been slashed following cancellations. with more snow and rain in the forecast, road conditions are expected to be dangerous. corrinne peterson and her friends did not want to chance it. >> every day, there was more going on. more sleet, snow, rain. we were just concerned it would be dangerous and there would be a power outages. leanne: city officials in south lake tahoe are reminding visitors this season is far from over. >> we don't want to say don't come to tahoe. we do want to say if you do, do so responsibly. our resorts are likely to be later open, so there will be time for people to get here and have their skiing weekends. leanne: for those determined to go to the mountains no matter what, remember that timing is everything. caltrans map gives you lifetime road conditions, closures and shows you where chains are

required and the location of snowplows so you can navigate your way in and out of tahoe. today, some wrote a lot of the california/nevada border were closed. the only vehicle in sight was the snowplows. this couple visiting a relative in homewood made it out in time before the next storm. for this driver, it was a struggle. the jeep was spinning and sliding down the road in south lake tahoe. the national weather service is warning of rapidly deteriorating road conditions. one of the main concerns is the upcoming rain falling on the already heavy snow, which could force roofs to collapse. >> it is really important that people start getting that snow off of their roofs and making sure they are prepared for the rain. leanne: peterson says she will go back when the time is right. >> it sounds like the season will be open pretty late this year. even though we didn't get to go this time, we are excited to go back up at some point.

leanne: locals are also being asked to watch for possible flooding. this typically happens at lower elevations. and because of all that snow, there is limited drainage. it's covering it. if that water does not have anywhere to go, they could see rivers and creeks overflowing. leanne melendez, abc7news. ama: thank you. as the next round of storms moves through, you can keep track of the train -- changing conditions and access the same live doppler 7 are weather team uses on the abc 7 bay area app. dan: it is slow going this evening for drivers using the bay bridge to get to the east bay. sky 7 captured some sort of incident on the lower deck just before 4:00 p.m. the chp report it enclosed three lanes because a man was walking on the bridge. we did see police detain someone and that person was put into an ambulance. all lanes of traffic opened about an hour ago, but as you can imagine traffic has backed

dan: the alameda county sheriff's office the still not commenting on a massive jury award to a nevada family. the accused sheriff's deputies of violating their constitutional rights because of the color of their skin. a federal jury awarded a mother and her two daughters, who are black, $8.2 million for the incident which took place in a starbucks parking lot in castro valley back in 2018. the jury found the deputies violated the women's rights by handcuffing entertaining them without citing them for a crime. ama: the i team has learned the

city of oakland may be facing another leak of stolen data. dan: it is part of the looming threat from the ransomware group called play that has claimed responsibility for the attack. >> get that ransom to be paid now and if it is not, they will post the rest of the data. >> i have been employed for many years. this has be one of the greatest challenges we've had. ama: stephanie sierra has been tracking this story and joins us live with the latest developments. >> as you can imagine, there's a lot of concern about what may happen next. as this ransomware group is reportedly carrying out negotiations with federal investigators. just a few minutes ago, the first batch of sensitive data leaked and it has more than 1500 views on the dark web. we are learning the implications of another leak are not only likely at this point, but could pose even greater risk to these victims. days after the ransomware gang leaked its first batch of stolen

data exposing sensitive information of potentially thousands of current and former city employees and business owners, there is now concern another leak may be looming. >> with only a portion of the data leaked, they are hoping the city sees the real threat and they are attempting to go through and get that ransom to be paid now. stephanie: for the past seven years, jake has studied ransomware attack's, including previous hacks by play. he says the group was first identified in june of last year and gained notoriety after attacking argentina's judiciary of cordova. >> they don't necessarily seem to have one specific target industry or geographical location. they've really just go after who they can gain access into their system with. stephanie: how did these hackers get into oakland's network? >> it could have been done through a fishing email somebody clicked on and gave up their credentials. it could have been done through vulnerabilities.

if there was a vulnerability in a system that was not patched. >> this is even more serious now. stephanie: oakland city council members say it is unclear how play access to the network, but it appears the city did not have the proper protections in place. what happens to this data after it is leaked? >> so after it gets posted in the website, it becomes publicly available. anyone can gain access. stephanie: according to cyber analysts, the data play allegedly stole and leaked to the dark web has a list of every victim exposed. if you click on a name, a download link will be provided to access their information. >> once it is posted, it cannot be un-posted. stephanie: the dark web url already has more than 1500 views, adding there is heightened concern the information could be sold to other hacker groups. >> they are trying to identify any big names or high-profile people within it. they will probably start their attacks there.

use the mail, social security numbers, or driver license numbers to commit tax fraud, identity theft. stephanie: problems that may continue clicking oakland for years. >> we will have to make some budget adjustments to make sure that our technology is in operation but also the safety features necessary will be implemented. stephanie: gallos says these investments will be tough as the city braces for nearly $200 million budget deficit next year. the mayor was unavailable again for comment on this situation today, but we are told they are taking it seriously. the city has provided a number people can call to get resources to assess whether or not your information was leaked. that number is 866-869-1861. we have that posted on our website. dan: taking it seriously, i should hope so. stephanie: a lot more to cover.

dan: federal authorities suspect they tesla was operating on an automated driving system when it crashed into a fire truck on i-68 last month. the crash killed the driver and critically injured a passenger. four contra costa firefighters were also injured. the national highway traffic safety administration has sent a special team to look into this collision. it is part of a larger investigation into a number of incidents of tesla's on autopilot crashing into parked emergency vehicles. ama: let's get to the weather because the storm is coming. dan: it could be intense at times. sandhya patel is tracking it for you. sandhya: the next 48 hours are going to be rough.

let's take a look at live pictures right now. savor this, the sunshine out there. some beautiful views from the tower camera's. all the way out to zephyr cove and the sierra nevada. there are concerns about flooding concerns. rain falls on top of a healthy snowpack. flood watches are up for much of the state, including the bay area. it is a strong level 3 storm we are tracking with live doppler 7. this area of low pressure will come together with a richer source of moisture coming in from the subtropics. the atmospheric river slams into the bay area tomorrow afternoon and evening, going into friday. so be prepared. 40's and 50's on your temperatures right now. look at this beautiful view from the emeryville camera. a potent level 3 storm arrives tomorrow. downpours, gusty winds, thunder chance with the unsubtle pattern this weekend and into early next week. on the impact scale, this is a level three. tomorrow afternoon and evening

into friday morning, moderate to heavy rain at times. strong, damaging winds. flooding on roadways and streams and rivers will need to be watched especially in the north bay where the napa river could see rapid rises. wind will be gusting 4:00 tomorrow afternoon over 50 miles per hour at half moon bay, close to 60 miles per hour at 9:00 p.m. strong winds will likely cause issues with downed tree limbs and power outages. be ready for the potential of that. tomorrow morning is just showers, really like stuff ahead of the storm. when the warm front comes in, we get the light showers. intensity of the rainfall picks up tomorrow. winds will pick up nsu get that wind and rain, it will make for a stormy afternoon going into friday morning. even the possibility of thunderstorms. your friday morning commute will be dicey, especially in the east bay. scattered showers will continue friday night, going into saturday. the sierra will pick up quite a

bit of snow at the higher elevations. i will take you the projections into sunday night. over half a foot of rain. many of you will be in the two to 4.5 inches of rain category by sunday night. when the ground is already saturated and you dump that much rain, you know there will be issues. winter storm warning from 10:00 tomorrow until 10 a.m. sunday two to six feet. the snow levels will be rising. 7000 to 8000 feet. difficult to impossible travel. you want to go to the mountains, wait until the storms are done or try to get up there either tonight or early tomorrow morning. your morning temperatures, 30's and 40's. winds pick up. a stormy thursday afternoon. mostly 50's. 40's to the north around lakeport. level 3 atmospheric river for thursday, friday. we are talking about downpours, strong gusty winds.
