ama: a powerful storm is brewing pointing right at northern california with all the damage that has been delivered in the last three months, the bay area holding its collective breath for what tomorrow and the next few days will bring. dan: thanks for joining us. this time around people are taking no chances at all with the potential effects of the atmospheric river. this storm will flow in with intense windses and the potential for more flooding and we are going to give you everything you need tonight to be prepared. ama: first we want to get you to sandy pattal. sandhya: this is going to be a dangerous and potentially damaging storm that we are watching. take a look at our atmospheric river. it is moving in our direction. it will be hitting as the afternoon-evening commute begins. this is a strong level three storm on our exclusive abc storm

impact scale. we are tracking the makings of this atmospheric river bringing the thunderstorm threat for not just tomorrow but friday morning as well. we have a flood watch from 1:00 tomorrow afternoon until 10:00 a.m. sunday for the entire area. flooding is possible caused by excessive rain, wind advisory tomorrow afternoon from 1:00 p.m. until 4:00 p.m. friday. southerly winds gusting 50-60 miles per hour with the potential to down tre limbs and cause power outages. as we start tomorrow morning, a few light showers ahead of this storm develop at 7:00 a.m. the main event is not coming in until the afternoon. as you will notice, 4:00 p.m. downpours coming through the bay area at nighttime. we will be seeing heavier rain and this trend will continue. flood threat the next two days is in the moderate category, not just here in the bay area but parts of the sierra and as we

check out our level three storm excluesive to abc7 news it is tomorrow morning through friday morning that we expect moderate to heavy rain at times, strong to potentially damaging winds. that is not the only atmospheric river on the way. i'll back with a closer look and including your weekend as well. ama: just in tonight, governor newsom is extending the state of emergency to cover 21 additional local counties now to a total of 34 including napa, san francisco, santa clara and santa cruz counties. one of the local areas we're seeing take extra precaution tonight is in residential danville. some of their streets became creeks with the amount of plug theing with january's mega atmospheric river. j.r. stone went back to hear how people are feeling before the big storm. >> ominous clouds lurking over danville wednesday night as the

atmospheric river approaches. neighbors moving vehicles to higher ground with memories of this flowing street a couple of month ago. >> there was so much water coming down the street, there was actually an suv floating down street. reporter: this danville neighborhood was hit especially hard during that atmospheric river. now another one is on the way. >> what happened on new year's eve that was the first time and now we're hearing it again it is supposed to start tomorrow. i think there is a lot of tension in the neighborhood. >> i think everybody feels probably the worst is over but now it looks like it may start all over again. reporter: john hughes just finished redoing his front yard that was destroyed from all of the mud from that storm and may have to again. bote of the cars you see here in their driveway were eventually totaled. >> we have been here since 75. nothing close to it. reporter: this is the san ramon

creek. i can hear it flowing now. this area where i'm standing was completely flooded out. >> it was a quite big, muddy mess. very thick. reporter: as to how those in the neighborhood preparing now, sandbags can be seen at two different houses, streets are now clear and homes are working. >> well, i fixed my roof. thank goodness. tried to get out as much of the mud as was there from before. had my sump pumps checked. they are sill working fine. reporter: in danville, j.r. stone, abc7 news. ama: the last time we saw one come through the area, homes and an entire stretch of 101 had to be shut down. employees filled up more than 4,000 sandbags who were dropped off and quickly distributed in morgan hill too today. if you're looking to get sobbed

up on sandbags where you live visit your county's websites. dan: those living and working atop mount hamilton are bracing for the weather. they have dealt with power out annals and constant snow trouble and more. reporter: the snow covered summit of mount hamilton is home to about 30 resident staffers of the observatory. >> right now we're still overwhelmed with snow. the official snow tally as of yesterday since february 22 is 53 inches of snow on mount hamilton. >> resident astronomer says thursday's incoming storm is creating additional concern, especially with strong winds and intense rain expect. >> we still have snow and ice in the way. where is that water going to go?

it is going to flood through our plowed drives, wingback ways. going underneath shingles. reporter: she points to the possibly of ice and snow sliding from the observatory's domes, movement that could be dangerous for anything or anyone below. there is some welcome news. warmer temperatures and better timing. >> not in the immediate aftermath of the 2020 complex fire which left a lot of burn scars, at least we had a season for the growfned to recover and some of the vegetation to regrow that will hopefully minimize those slippages, rock slides and mudslides. reporter: currently the road the observatory have been closed for weeks. manned by law enforcement. one passable lane has allowed emergency and maintenance vehicles to go up and down the mountain. caltrans crews have been working

around the clock to clear the road way. . >> the next two days, the road could be treacherous, not necessarily from the snow but flooding and mud slides and downed trees. >> to lose power for many days again. our generator with a full diesel tank, we can go for about a week. reporter: caltrans officials say they are monitoring conditions working to clear ditches to prevent flooding and looking out for slides. >> we have been looking at monitoring the weather forecast and with all of the cleaning that we have been doing, we're looking forward to opening friday. ama: happening now. let's take a live look from interstate 80 in the sierra where it is smooth sailing. you see one car making its way through there. tonight no chain controls now. the same for 50. but considering what is headed our way, it will be a much different story tomorrow night. conditions are expected to be treacherous and people are now

canceling trips to the snow. a reminder, it is going to be a long snow season. >> we don't want to say don't come to tahoe. we want to say if you do, do so responsibly. our resorts are likely to be open later into the season than usual so there will be time for people to get here and have their ski weekends. ama: officials are worried about snow and rain mixing to cause roof collapses and snow cover drains would lead to street flooding. dan: pg &eis going to be very busy again dealing with power outages. >> have things like flashlights are fresh batteries on hand instead of candles. charging electronics now, things like your phones, tablets and electric vehicles. we are anticipating out annals and we want to make sure people plan ahead. dan: another good tip is to have

senator mcconnell is 81 years old and fractured his shoulder from a fall in 2019. he has been the republican -- leader since 2007 and is the longest serving republican leader in history of the senate. ama: three los angeles police officers are recovering from gunshot injuries suffered during a confrontation in the lincoln heights area. the gunman from that that incident has died. police were called. at one point the suspect got out of the vehicle and fired at the officers. at least one officer returned fire. all three officers are expected to survive their injuries. dan: now developments tonight with the deadly stabbing at monterrey high school in santa rosa. there was another big turnout. people were allowed to voice concerns in person or over zoom. one high school student who

helped organize a walkout let the board know they were living in fear. >> we hate fire drills more than lockdowns because we're terrified of being in crowds because it is a perfect time to get shot. do the adults in the room understand how that is how we the students think therapy this time there was a gun. a student has been in possession of a people to on school grounds and there could have been a shooting. we don't feel safe. i don't feel safe. students i know stopped to school because you don't protect us. dan: students are demanding change. new tonight a student at a separate santa rosa high school was arrested yesterday for bringing this to school. the student is a 15-year-old freshman at amorosa arazzmy. they found the gun in one of his school binders. the students' backpacks are

checked every day. the student was booked on a weapons charge. ama: the city of oakland may be in a deeper hole with its stolen at the. it is all part of the -- data. it is all part of the recent ransomware that has stolen information and placed it on the dark web. reporter: days after the ransomware leaked its first batch of stolen data, with information on thousands of city employees and business owners, there is concern another leak may be looming. >> with only a portion of the data leaked they are hoping the city sees a real threat and they are attempting to go through and get that ransom to be paid now. >> for the past seven years is, jake as studied ransomware attacks. he said the group was first identified in june last year and gained notoriety after attacking

argentina's judiciary and a german hotel chain. >> they don't necessarily have one target industry or geographical location. they really just go after whoever they can gain access into their system with. reporter: how did these hackers get into oakland's network? >> could have been done through official e-mail somebody clicked on and gave up their credentials. could have been done through vulnerabilities. if there was a snrubility the system that may not have been patched or wasn't released yet. >> this is more serious now. reporter: it is still unclear how they accessed their network but it appears the city did not have the proper protections in place. >> what happens to this data after it is liked? >> so after it gets posted on the website, it becomes publicly available. anybody can gain access. reporter: the data play allegedly stole from the city's network and leaked to the dark web has a list of every victim

exposed and if you click on a name, a download link will be provided to access their information. >> once it is posted, it cannot be unposted. there are already more than 1,500 views. there is concern the information be sold to other hacker groups. >> they will probably start their attacks there trying to use e-mail addresses, social security numbers or driver's license numbers or passport information to commit tax fraud or identity theft. >> a slew of tax problems that may continue plaguing oakland for years. >> we have to make sure our technology is in operation and also the safety features necessary will be implemented. reporter: for the i-team, abc7 news. ama: the city of oakland is already bracing for a nearly $200 million budget deficit next

year. the mayor was unavailable for comment but we are told they are taking it seriously. dan: let's turn now to this atmospheric river bearing down quickly in the bay area. ama: the timing of it all very important. sandhya: this is a storm you will want to take seriously. if you can stay off the roads and stay home between tomorrow afternoon and early friday, that will be best. as we take a look at live doppler 7, it is a long strong level three storm tapping into a deep source of subtropical moisture known as an atmospheric river or pineapple express. it is going to link off that low from british colombia. flood stage is 16 1/2 feet. it is really low now, 5.8 feet but friday at 6:00 a.m. expecting it to actually rise above 23 feet which is major flood stage so keep an eye on

those rivers and also keep an eye on any streams and creeks near you. there are storms concerning the n.e.c. two days. trees downed and out annals high likelihood. especially in the santa cruz mountains and river flooding will be moderate except for that one i just mentioned. live doppler 7 show you clouds gathering ahead of this system as we check out temperatures in the 30's and the 40's. this is sort to have calm before the storm arrives from our exploratory camera, you can see the clouds in the city. a potent system arrives tomorrow. heaviest rains and strongest winds. another coming in early next week that is weaker. downpours, strong winds, ponding and flooding on the road ways. wipers and lights on and give yourself extra time if you have to be on the road. on our exclusive abc storm impact scale, this is a strong

level three. tomorrow afternoon, moderates to heavy rain at times. potential for strong, damaging winds, flooding and thunder as well. hour by hour, afternoon winds out of the south. 4:00 over 50 miles an hour as we head towards 7:00 p.m. they ramp up close to of miles per hour. this is why there is concern about potential winds causing tree limbs to go down and perhaps some outages in your area. 8:00 in the morning you'll see some light showers. snow showers up to the norther. the warmer moist air comes in. snow levels really rise. as we head to 3:00 p.m. in the afternoon, moderate to heavy rain across the region. downpours at 8:00 p.m. widespread rain. the intensity continues at 2:00 a.m. friday. when you get that kind of rain, you know there are going to be problems. friday morning, light-to-moderate showers. in the evening as well. the worst of it goes through between tomorrow afternoon and

friday morning. as we look at our rainfall projections through sunday night, most of you in that two to four inch category, seven inches in the santa cruz mountains now. winter storm warning in the sierra nevada. heavy snow two to six feet. the snow levels will be 7,000 to 8,000 feet. below that rain. the flooding threat is going to be there. morning temperatures, 30's, 40's. tomorrow afternoon, looking at a stormy afternoon. 40's and 50's. a look at the seven-day toirk, if a level three tomorrow. and friday. heaviest in the morning. saturday's scattered showers. light showers on oscar sunday. don't forget you spring forward sunday morning. daylight saving time begins. an weaker atmospheric river as to. then one on wednesday but this is a storm that could be is a storm that could be dangerous and we used to struggle with greasy messes.
