>> building a better bay area, moving forward, finding solutions, this is abc 7 news. reggie: are the words of the day. a atmosphere of rivers sweeping across the bay area overnight. -- an atmospheric river sweeping across the bay area overnight. the storm left behind a mess as it pummeled the region, a large tree leaning against a home overnight and another tree crashing down sending an occupant to a hospital. jobina: it will be a wet commute, keeping an eye on the roadway and highways. sue is tracking a number of issues. reggie: there was a huge tree

limb in my way this morning, woke up real quick. sue: the wind is a big factor. jobina: let us get right into it, what are we looking at? drew: this morning until 9:00, heavy rain, strong gusty wind. here is live doppler 7. atmospheric river is aimed right at us, brought us soaking rain. here is a closer view, another downpour is about to move in over the next hour. for most of us, it is light rain. flood advisories in effect, another one in santa cruz. standing water on roadways. watching a flood warning in effect for the san lorenzo river , folks have been evacuated because of this. the san lorenzo river is rising as we speak, 90.3 feet and expected to crest at 6:00 at 20.6 feet. that can cause moderate flooding

in the region. on t impact scale, level 3 strongtils in downprs standi wernoaays is the biggest issue, along with tree limbs. we are watching smaller streams and creeks for flooding. we will go hour-by-hour in a few minutes. but his check in with sue. -- let us check in with sue. sue: a lot of standing water, several freeway full closures. first eastbound 80, fully closed. san pablo dam road, they are diverting traffic because of an accident. weather related. sig alert, this is eastbound. completely shut down. over the 580, both directions are shut down your 30, sig alert issued. this is for flooding and standing water, it's been going on since about 11:30 last night.

they are trying to get caltrans out there to clear the trains, but for now use 880. both directions of 580 shut in oakland and we have flooding as usual on 101 near lucky drive. reggie: more than half of bay area counties are under a state of emergency. this was done preemptively. they are highlighted in red on the map. napa, san francisco, san mateo, santa cruz and sonoma. the declaration helps mobilize emergency staff. the california national guard has been activated. in the santa cruz mountains, people were forced to evacuate because of flooding. lena howland joins us live along highway 17 with more. lena: good morning. we are coming to you live along highway 17, near the summit of the santa cruz mountains. the rain is absolutely coming down on us this morning.

it was an incredibly slick and slow-moving up the highway earlier today. further down the road from where we are, the flooding was so intense in the felton grove community that deputies were going door-to-door doing evacuations for any folks that were still home. this video was taken along river road. for background, this runs parallel to the san lorenzo river. this is the same neighborhood we show to that floated in the beginning of the year because of rising water that came up to six feet on people's homes. spoke with a neighbor who did not want to show his face on camera who told us this his fourth time being evacuated. he was told by deputies to leave around midnight or he would be at risk. >> i mean, it is i'm getting evacuated this year because of the floods. it sucks, constantly getting displaced. it is one of the only affordable

areas to live in santa cruz county. it is hard to live here now. lena: we already showing signs of flooding due to heavy rainfall on circle drive as well and we saw heavy downstream waters coming into graham hill road from the felton shopping center. santa cruz county has been up and tweeting about the incident throughout the night. in addition to felton grove, paradise park has been evacuat and folks living in those areas have been asked to move to higher ground. a list of emergency shelters can be found right now on their website. reporting live o 17, lena howland, abc 7 news. jobina: today, the following schools are closed within santa cruise county -- santa cruz

county. watson renaissance high school, watsonville infant center. we have this information scrolling at the bottom of your screen. a spokesperson says the closures are because of evacuations and accessibility issues related to the storm. this is a live look at the pg&e outage map for the bay area, green means less than 50 customers, yellows up to 500, oranges up to 5000. read is over 5000 customers. -- red is over 5000 customers. pg&e says nearly 7500 customers are without electricity right now. reggie: we are seeing damage on the peninsula from the storm, this tree landed on a car, nearly crushing to people inside. it happened last night on skyline boulevard.

chp says one of the people inside the car did suffer a leg injury and was taken to the hospital. jobina: a large tree came crashing down on a home on a hillside -- on hillside avenue last night. there appears to be damage to the roof, we do not know if anyone was home when the tree fell. the stretch of highway 12 in santa rosa is closed in both directions because of major flooding. gloria rodríguez tells us another concern is the saturated soil. good morning. gloria: good morning. we are on highway 12 in santa rosa, they have reopened the eastbound lanes. westbound lanes are still closed right now. we have footage we want to show you from last night here in this area on highway 12 in santa rosa. this is near stony point road. the highway was closed in both directions last night because of major flooding.

caltrans was directing traffic to exit the highway. we have footage we want to show you in forest rail, two cars got stuck and passengers had to be rescued. the good thing is nobody was injured. the santa rosa fire division chief says there were not many downed trees or powerlines last night, but there were a number of flooded streets. the potential for bigger issues is always a concern. >> we were initially pretty concerned with the rainfall intensities that were projected as well as the wind. with how saturated the soils are, we are more concerned locally with what damage could potentially be done. gloria: the chief community to survey your property today when the rain stops. he says it is important to clear out your storm drains. back here on highway 12 in santa rosa, westbound lanes are still closed this morning.

eastbound lanes are back open. this area could reopen about 6:00 this morning. not much rain right now, that is good news. we will be out here all morning and bring you the latest. gloria rodríguez, abc 7 news. reggie: there have been no reports of serious flooding or damage in san francisco this morning. this today, people were taking no chances. we saw these residents stocking up on sandbags. one woman tells us her home flooded new year's eve. >> it got into our place, about eight inches. we had to replace all of our furniture and appliances. reggie: in the mission district, there was flooding in january. the owner tells us he had 67 inches of water and about -- six to 7 inches of water. >> what we had was not rainwater, it was sewage water.

reggie: that hurts. the city of san francisco has put up temporary flood barriers along folsom street. officials say crews are working around-the-clock to manage storm drains and try to prevent flooding. drew: we've seen a lot of localized red wave flooding, we have impressive rainfall from over the past 24 hours. we have issues along the san lorenzo river right now because it is rising. oakland exceeded two inches of rain over the past 24 hours, san francisco more than an inch. santa rosa four inches, nearly that in richmond and palo alto closing in on one inch. live doppler 7, i want to track this downpour that will move on shore. it is slowly pushing north and east at about 20 miles per hour. the northern edge of san francisco around 5:26, vallejo around 6:24 expected downpour. into the sierra, look how much

rain is falling. rain is falling in southlake and blue canyon, the snow elevations are high. back at home, it is muggy. dew points were in the 50's and a lot of spots, it feels tropical because of the atmospheric river. temperatures are elevated, upper 50's to near 60 in the warmest thoughts. a flood watch in effect until 10:00 a.m. sunday. we will keep showers in the forecast through 9:00 a.m., get a brief break midday. more rain is on the way later tonight in the upcoming weekend, we will talk about that. sue: we have road closures and we have high winds on the san mateo bridge, golden gate, bay bridge all reporting high winds and standing water is the big issue. chp reporting 36 different incidents at 4:11 on a friday morning, it is busy. we have full freeway closures.

doppler seven, it is lit up. this is a level 3 storm on the exclusive abc 7 storm impact scale and will remain a level three until 9:00 a.m. today. drew is tracking the storm and we will have a look at the forecast in a few minutes. reggie: today, the teenager accused of a deadly stabbing at montgomery high school in santa rosa is expected to be in work. the stabbing happened last week during a fight in the classroom. a 16-year-old student was killed. the 15-year-old suspect was arrested and has been charged with voluntary manslaughter. the attack prompted a number of student walkouts and demands for improved safety at schools. jobina: if you plan on heading out to the sierra, reconsider. conditions deteriorated overnight. interstate 80 and highway 50 had changing restrictions from chain requirements to full closures. reggie: this is what it looked like yesterday in the sierra, uc berkeley snow lab posted this video and said at the time,

quote coming down hard out there. the snow might be the least of the problems for people in the tahoe area. stephanie sierra is in south lake tahoe where there are concerns about flooding. stephanie: south lake tahoe is on high alert as the atmospheric river is bringing the base a double threat. flooding atop near record snowfall. >> this is historic, remarkable. stephanie: the south lake tahoe fire marshal says her crews are worried heavy rain could collapse roofs and threatened structures. >> some of these neighborhoods have 8, 10 feet in the city and county areas more so. with the snow load in amount of weight on the roofs, we have significant concern with roof snow load with the rain. stephanie: she is living through it, packing up sandbags and bracing for the worst. >> i've been wanting to get out of town for a while, it is scary. we had a long winter as it was. [laughter]

look. it is a thin ribbon of where the snow is falling, likely above 7000 feet area it is the highest peaks of the sierra, it is a mess traveling today and tomorrow because of heavy rain right now. rain in southlake, blue canyo in a lot of spots. back at home, we are tracking the heavier cell about to move into marin county. for a lot of us, like showers. we had heavy rain last night, look at the storm reports. heavy rain, flooded roads, trees down. overt because of the rough.hat isovg onrmmptlel song n the tail end, about four and a half more hours until 9:00 a.m., we have standing water on the roadways. be careful if you are driving. we are tracking stream and creek flooding in the north bay and sonoma county and river flooding in the santa cruz mountains.

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. reggie: a powerful storm slams the bay area, bringing more flooding. we hear from people living in felton, forced to evacuate overnight. jobina: powerful winds brought down a tree onto a car, nearly crushing to two people inside. in the north bay, tree is resting on someone's home. a look at the damage left behind by the storm. reggie: a lot yellow showing precipitation for the bay and beyond. jobina: commuters can expect slick roads, we will time it out. thanks for waking up with us for a special edition of abc seven mornings, we are on early. reggie: we have team coverage of the storm and its impact, we are starting with a check on the weather from drew tuma. drew: we are finding areas of heavy are not done with

the atmospheric river. we pressed on into marin county, parts of the city. sausalito, seeing very heavy rain. parts of the city, the marina starting to see heavier showers, even heavier showers in the financial district. for a lot of us, it is light rain. flood advisories in effect for marin, parts of santa cruz county. a lot of standing water on the area roads, be aware of that. a flood warning is in effect for the san lorenzo river. felton has been evacuated because of this issue. san lorenzo way river is at 19.3 feet and is rising, expected to crest in about 90 minutes at 20.6 feet. that will bring moderate flooding to the region. level 3 strong storm u this morning, more showers, scatter downpours, standing water. smaller streams and creeks are

having issues, we have river flooding. we keep showers in the forecast through 9:00, midday we get a break before more rain arrives this weekend. let us check in with sue on the roads. sue: it is rough out there. it is very wet at the toll plaza, high winds will be effecting the drive this morning. no metering lights yet, it is only 4:32. light traffic, expect standing water. we have a couple full freeway closures, eastbound 80 is fully closed. they're diverting traffic back on at hilltop drive to get around the closure. an accident involving four to seven vehicles. both directions of 580 near 35th, this is due to flooding in lanes. chp issued a sig alert and you can use 880 until they get it open. reggie: the situation in the

santa cruz mountains is concerning. overnight, some people in felton were told to evacuate because of a risk of flooding. lena howland is live along highway 17. lena: good morning. we are live along highway 17 near the summit of the santa cruz mountains, the rating is absolutely coming down on us. it was a slick commute, making our way up the mountain to get to this point. further down the road, we saw the community of felton taking the brunt of the storm. take a look at this video taken a few hours ago. the flooding was so intense in the felton grove community that deputies were going door-to-door, doing evacuations for any folks that were still home around midnight. this video was taken along river road. it runs parallel to the san lorenzo river and this was the same neighborhood we showed you

that flooded out in the beginning of the year because of rising water that came up to six feet on people's homes. we spoke with a neighbor in the phone grove area overnight who did not want to show his face on camera. he told us this was his fourth time being evacuated and was told by deputies to leave around midnight, or he would be at risk , despite many homes being raised up along theiver, he se tneighat are t they will go completely underwater. lena: we saw already showing signs of flooding due to heavy rainfall on circle drive and we saw heavy downstream waters coming into graham hill road from the felton shopping center. if you list of those for santa cruz

storm drains that are backed up. that includes trees or branches that may fall during the storm. >> we have cruise monitoring calls from residents in their free time they are clearing leaves and other debris. reggie: valley water crews cleared creek beds before the storm arrived to help prevent flooding. they are watching local highways in case there is flooding like we saw in january. jobina: highway 12 just fully reopened after flooding overnight. lori rodriguez is live -- glori2 ri nown santa rosa, just in the last few minutes they we w live look as we drive on highway 12. traffic is starting to flow again this morning. when we got here, they had the westbound lanes shut down. they have reopened both lanes. we have not seen too much rain,

lost power off and on in the area a lot. we are ready for that every time. reggie: public works has been working to clear storm drains and assess the roads and buildings that could fall. strong winds and heavy radar expected. officials say to be ready to evacuate if you live on the hillside. they also say to constantly check your home foundation to make sure they are intact. he remember a home on cedar lane and marinda fell off of its foundation in january and the damage is still there. jobina: here is like of the impact the storm is having on the bay area. the oakland zoo decided in advance not to reopen today and the observatory on mount hamilton is still shut down because of a record amount of snow. this morning, we are learning yosemite national park will remain closed through at least the 16th of this month. it could extend beyond that as large snow melts and runoff

could create flooding conditions. crews are working to move away from drainage areas to prevent water from building up in damaging park infrastructure. reggie: and 81-year-old man is home safe after spending nearly a week stuck in his car, trapped by heavy snow. he was rescued when a helicopter spotted his car sitting in a snow bank. he says he became stranded while trying to beat an approaching storm. he managed to keep himself warm with just a windbreaker, quilt and towel. he survived on snacks he kept in the car. that meant candy, croissants and biscotti. jobina: so glad he is all right. the 2024 presidential race continues to take shape. the next candidate expected to join the growing field of republicans looking to challenge president biden. reggie: a visit from robin roberts, the reason she was in the bay area.

first, check on the weather. drew: we have to figure out how quick we can turn the promo around. here is the radar over the past 24 hours, look at the sierra. watch as the warm air erodes away the snow level, it is high this morning, above 7000 feet. even southlake is all rain, blue canyon is all rain. all rain in the bay area. look at oakland, more than two inches of rain with the storm, more than an inch in the city. close to five inches in the santa cruz mountains. gloria rodríguez has that. palo alto coming in with one inch of rain, here's live doppler 7. a downpour is working through parts of the bay area, heavier rain working over the city. even parts of rain. east bay from richmond to hercules, heavy rain is

approaching walnut creek. we have numerous storm reports from the atmospheric river, which means flooding on the roadways, trees coming down. it is also humid. you step outside, dew points measure how much moisture is in the atmosphere. most of us in the 50's. you can feel the tropical air mass. 40's to upper 50's. the flood watch is in effect until 10:00 a.m. sunday, more rain coming our way. this morning, level three until 9:00. after 9:00, things quiet down. the afternoon, perhaps an isolated shower. most of us turned drive for the second half of the day. the weekend has more rain, we will talk about that in nine minutes. sue: happy friday. if there is such a thing. at least heading into the weekend. we have light traffic conditions, but dangerous. gusty wind on the golden gate bridge, it is raining heavily.
