>> we are currently working through the aftermath of the 13th storm event in the past 75 days. dan: the bay area taking body blows from the weather. with more storms coming, little time to clean up from the last round. there is resilience everywhere you look. good evening. thank you for joining us. ama: the big story remains the tens of thousands of families and businesses that are without power across the bay area. dan: about 68,000 customers in the dark. most in the south bay and peninsula. tuesday's storm is historic in this sense. >> this has been the most impactful storm that we've seen in terms of customers out in a single day in the bay area since 1995. dan: when it comes to getting the power back, that will be difficult for some people. ama: lauren martinez is in downtown los altos where we hear it may be days. reporter: it

here in downtown los altos. almost every storefront have these paper signs that say, closed due to power outage. to give you perspective of how dark it is, i will have my photographer pan down main street and shut his light off. then you will be able to see, it is completely dark here. pg&e is projecting power will return at different times. some alerts are saying tomorrow night, others are saying friday. some are even saying saturday. in order to keep food from spoiling, restaurant owners in downtown los altos are renting their own refrigeration trucks. residents and businesses have been dealing with outages since tuesday's stormy weather. >> we temperature checked everything. we got it in and started asking our neighbors if they needed to store anything. reporter: with help from friends, she was able to get a generator. the owner was not.

>> the walk-in where we keep all the food. reporter: he rented a refrigeration truck as well. power could be off for two or more days. >> 35 years. never happened. the most, 24 hours. reporter: half of the food, he will have to throw away. he projects a loss of business and food will cost him $34,000. >> it doesn't help to just save the food. reporter: the owners are faced with a loss of income, rescheduling clients, and work for their stylists. >> i have single moms. it's hard for them. now they have to reschedule sunday or monday or stay later. reporter: restaurants are planning to have a community cookout on thursday. the event will provide shifts for staff and food for emergency and storm crews.

>> either we throw it out or we use it for a good cause. that's where we are headed now. reporter: the los altos chamber of commerce will also be hosting this community cookout. it will be from 3:00 to see axel -- 6:00 tomorrow afternoon. it's free and it will be held at the chamber's parking lot. they will be collecting donations for flood victims of monterey county. lauren martinez, abc7news. ama: the storm may still give you trouble depending on where you are driving tomorrow. highway nine is shut down due to this large landslide blocking the road. this is near holiday lane in ben lomond. one home was seen at the edge of the slide, just feet away from being swept down. caltrans says crews are working to clear the debris but it could take a while to repair. dan: in woodside, highway 84 is closed. caltrans says lanes in both are shut down indefinitely.

yesterday storm put large cracks in the road, making it simply impossible to drive in that area. the other clear sign of disaster was the countless number of trees that came toppling down. ama: one of the most stunning instances was this tree falling on part of a church in pleasanton. look at that. tonight, the church held a sermon. the problem with these trees continues to stir debate around the city. anser hassan has more. >> oh my god. the tree. oh my god. reporter: the day after a massive tree crush the side of this church, the congregation was back wednesday night giving thanks. ♪ rihanna shot the video as the tree came down. she says these mass heritage trees can be an issue in some parts of the city. td spoke tus o it ises

ll hseste. po the church's tree landed on jeff myers roof. he says this isn't the first time he's dealt with a heritage tree. >> same thing happens during the summer but a large branch fell between the church and our house. no one got hurt. my kids were literally sitting inside of the family room, five feet away from where the tree branch fell. reporter: residents have been frustrated with these massive heritage trees which by law limit their prop -- what property owners can do. each can cost thousands of dollars to maintain and a fine of up to $5,000 for removing them without the proper protocol. >> we want to keep our heritage trees. they are beautiful and necessary for our environment. reporter: president of the pleasanton heritage association says proper upkeep can help keep the trees healthy and that residents can petition the city to get the trees removed.

>> go to the city and get an application to have your trees reviewed. if they feel they are hazardous or unhealthy or present some kind of a threat to the property. reporter: thece can be much more complicated. this tree fell on keith south tuesday. he understands both sides of the argument but adds, this tree fell even though his yard was inspected a few weeks ago. >> we just had an arborist come through and assess all of our trees. we actually had one pruned. honestly, the wind was crazy. this is devastating. i love this tree. reporter: anser hassan, abc7news. ama: it suspected to take days to replace those windows that were blown out by the wind in downtown san francisco yesterday. crews are waiting for strong gusts to die down before starting to work. glass fell from two windows on the 43rd floor of 555 california

street, currently unoccupied. dan: we have sandia protected up there on the roof above us. ama: maybe getting a little cold up there? sandhya: you know what, i have layers on. i'm perfectly fine. the good news is, the flags are not blowing behind me. it's actually calm her. that's the exact reason why it's going to be a very cold night. let's take a look at those temperatures right now. 40's and 50's. 41 degrees in half moon bay. forget about the effect of the water. it's going to get chilly. north bay valleys going under that frost advisory from midnight until 9:00. mid to upper 30's. frost will form and kill sensitive crops. hour-by-hour, you will notice 30's showing up inland. bring your pets inside. it will be a frosty cold morning. check on others about power perhaps.

there's an 80 to 90% chance of above average precipitation. i will be back with a closer look at the timeline, coming up. dan: this is our favorite video of the day. the suitcase rolling runway at sfo. rolling and rolling away. a lot of delays across all public transit systems, even a ground stop. there was a ground stop at sfo because of the wind that you see here pushing that suitcase right along. ama: bart was slammed with serious delays. the president was at an event in san francisco speaking to other issues that plagued the system and blaming the city of san francisco for issues on board. j.r. stone has tonight's look at the state of bart, one of our key focuses and building a better bay area. reporter: packed bart trains on

tuesday at the embarcadero station, then in the east bay shoulder to shoulder crowds at the pleasant hill bart station as writers tried to get home. many of these delays due to downed trees on tracks. >> it was insane. the platforms were crowded. it took me over an hour to get home. reporter: nicole was traveling from san francisco to hayward on tuesday and says while she understands that the weather issues happen, she is now dealing with bart's delays and cancellations on the regular. bart board director jan nissley spoke at a community space in san francisco wednesday night but didn't address either issue. she did talk quite a bit about what she calls a lack of investment in the system. >> that lack of investment has built up over time to appoint where it is so expensive to run our systems, to maintain our systems and we are trying to do more with less. reporter: security is a major concern. writers have seen crisis intervention teams of late but

lee says that the issues plaguing san francisco are bleeding onto bart. >> our effectiveness of these programs is really limited by the city and county of san francisco's inability to have real solutions and real answers for homelessness and dealing with addiction crisis that we have here. reporter: three people who reached out to us wednesday say on housed individuals are often taking up a full road of -- row of seats during heavy commute hours. sometimes doing drugs while on board. >> you pray that you don't get sick or you don't die because you don't know what they are using or what they are smoking on the train. whether it's crack, meth, heroin. you just don't know. reporter: those with bart say starting next week, bart police will be increasing presence on trains. they say an additional eight to

18 officers per shift will join the 10 officers currently patrolling at any time. j.r. stone, abc7news. dan: the oakland mayor is implementing a hiring freeze in certain departments in an effort to close a $350 million budget deficit. oakland is looking to avoid future layoffs. the chronicle reports the freeze will include hiring within the mayor's own department as well as oakland's violent crime prevention unit. it will not affect the police, fire, planning, building housing, or transportation apartments. it's unclear how much money is expected to save over the next two years. ama: san jose's new mayor is bowing to get back to financial basics. his budget proposal calls for investments in community safety, cleaning up neighborhoods, and finding housing for the unsheltered population. >> amid tech layoffs, the failure of an important local bank, and inflation that eats away at our buying power, this

is the moment for focus. ama: police officers, build emergency housing, money for trash cleanup as well as extra city planning needs. the nation's 10th largest city san jose is looking at a projected $30 million surplus in the next fiscal year. dan: let's turn to your voice and your vote. u.s. congresswoman barbara lee of the east bay held a campaign event in walnut creek today. she spoke to the democratic club and met with members of the community there. this was her second campaign event for u.s. senate since announcing her bid for current senator dianne feinstein's seat. she's not running for reelection. lee told abc7news that her campaign focuses on the climate crisis and public safety. if she wins, she will be the only black woman to serve in the senate. ama: a retrial in the murder of a police officer. the key that is giving bay area men another chance. dan: a swimming pool in san

dan: police have made to arrest

in a hit-and-run accident that killed the student in pittsburgh. she was struck and killed outside golden gate community school. into custody. she's charged with destroying and concealing evidence. a major development for two bay area men serving prison sentences. ama: italy's highest court decided the two men convicted for killing a police officer in 2019 should receive a new trial. dan: we've been covering this case from the very beginning. reporter: lee and ethan elder filed into italy's highest court in rome today. nervous but hopeful that their sons conviction would be overturned. >> [inaudible] reporter: he expected the court to grant a new trial because there are too many flaws in the reconstruction of the nights

events. for seven hours, the defense teams argued, a key witness lied that police in plainclothes had identified themselves and shown badges. elder and gabriel testified that early morning july 2019, they thought the men were thugs sent by a drug dealer who had taken their money. while they grappled with one officer and ran away, the other officer pinned elder to the ground. he took out this military style knife and killed mario rager. the officer had just returned to work from his honeymoon. both men received life in prison but an appeals court lowered the sentence to 24 years. now the high court ordered a new trial. his father told me the ruling comes as a huge relief. >> i am relieved that th supreme court ruled the way it did. clearly he is innocent. reporter: we won't know the timing until the ruling comes

out. the families want to know if their sons will be released from prison while they prepare for a new trial. dan noyes, abc7news. ama: the fbi is helping search for the person who tried to steal a helicopter from the sacramento executive airport. this was the end result. the person crashed it soon after, operating some of the controls and hitting other aircraft. they got reports of helicopters being broken into earlier this morning. when officers arrived, no one was there. developing news. there are rising concerns over flightsafety. dan: there's been a series of close calls in air traffic at the federal aviation administration. there was a safety summit today in virginia. officials and agencies are reviewing the recent spike in flight incidents. one event happened last week at washington national airport. two planes were directed to use the same runway and almost collided before a controller intervened. pilots and flight attendants attributed the slip-ups to stress and long work hours.

jennifer, the chair of ntsb, urged for more safety efforts. >> recent incidents must serve as a wake-up call before something more catastrophic occurs. ama: so far, there have been seven labeled close call incidents this year. dan: the city of from san francisco is closer to having an outdoor pool on the embarcadero. ama: the proposal would transform peers 30 and 32, underneath the bay bridge. dan: scott weiner introduced a bill this morning to get e project cleared through a required state committee. there are ideas of private offices, public rooftop space, a food hall, and an olympic sized swimming pool. ama: the space has been empty since a fire in 1984. this new proposal would need to pass an executive and extensive city approval process. dan: we don't have a pool on the roof for sandia. but we do have cold

temperatures. ama: or do we have a pool up there? [laughter] sandhya: i'm looking. i don't see any pools up here. that would be a cool idea though. i can see that. especially when it's warm in september and october here along the embarcadero. right now, let me show you what it looks like from our tower cameras. there is definitely a chill in the air across the bay area. beautiful views from all of our tower cameras. skies are clear. here's what's taking over. high pressure. that means it's going to be dry and sunny tomorrow. enjoy that break again. we need a chance to just clean up after the stormy conditions. it is quiet on live doppler 7 locally. we do have flood concerns. flood warning remains until noon tomorrow near river mile. the flood warning is in effect until saturday afternoon. we are still looking at issues down there. as we take a look at the

rainfall and percent of average, this is encouraging to see. we've been seeing storm after storm and atmospheric rivers. everybody is above average. san francisco, 152%. 179 in oakland. many of the cities picking up their entire years worth of rain. santa rosa at 130% of average. reservoirs have been seeing their rising levels but they still have capacity as you will notice. major reservoirs. don pedro at 86%. like shasta has room. 68 at numa lummis. the sierra snowpack is at a 223% of average. they have seen so much snow. emeryville camera sho glorious view toward san francisco. chilly morning inland. patchy fog at the coast. occasional light showers this weekend. a stronger storm is coming in next week. temperatures right now in the

40's and 50's. by tomorrow morning, a little bit of frost on your windshield. you will need to give yourself extra time and make sure you have your jacket or coat with you. it will be cold. temperatures in the mid 30's to upper 30's for the coldest spots. visibility will be low along parts of the coast. dew point and temperature are a degree apart so we will see some fog there. hour-by-hour forecast. 5:00. fog near the coast. over the bay at 8:00. it pulls away. most areas will enjoy the sun. high temperatures tomorrow, mid-50's to mid 60's. temperatures coming up. don't get used to this idea. occasional showers sunday. wet weather, light stuff. a stronger system, atmospheric river continuing into wednesday. rainfall estimates through the weekend, not much. a few tenths of an inch. when you add on through the middle of next week, one to two inches or more.

in the mountains, they will be picking up another one to two feet of snow by the time all is said and done. accuweather 7-day forecast. morning chill, milder afternoon. a nice one friday but cloudier. a slight chance of showers between saturday night. monday is the first day of spring and we have a level two coming. a wet, gusty one for tuesday. a stronger system early next week.
