we are monitoring a big backup on the bay bridge. jobina is tracking what you should do if you're trying to get into san francisco. reggie: financial crises keeping the markets on edge following bank failures. the effect is having on the global market. kumasi: a hiring freeze in oakland. why the pauses necessary. >> we are working through the aftermath of the 13th storm event in the last 75 days. reggie: widespread power outages impacting parts of the bay area. pg&e saying the service interruption was so extensive it marked yesterday as the single worst day for bay area outages in 28 years. kumasi: good morning. reggie: we are going to get to the weather, but first, jobina, there is a traffic alert on the bay bridge. jobina: this is the worst commute i have ever had coming into work.

something that would normally take 15 minutes to get across the bridge into san francisco took 45 minutes this morning. lift picture right now if you are coming from oakland into san francisco. you can see all of those vehicles and brake lights leading up to this. it is going to take about 30 minutes to get across the bridge right now. this is the view from the caltrans camera into the tunnels. we also have a the average speeds. they are tracking around six miles per hour. when i drove past not long ago they had one lane blocked. we can take you to video from the scene earlier. there are a series of incidents that led to this problem. it started with police activity around 10:00 last night. then we saw a crash around or so, and then 15 minutes later

a second crash. unately, two peoe were killed. also, there are first responders e anlane blocked but it is begig to fill in. if you are commuting from the east bay, it tt you are aroundn leandro and decided take the san mateo bridge to come down and around, it will take you about the same time if you sat in the backup. if you are taking the richmond-san rafael bridge, everything is on time. drew: i will take that. awful situation trying to get into the city. it is chilly with mainly clear skies away from the coast. we do have some cold temperatures in the 30's written out in the north bay. a lot of us waking up to mid 40's but we do have a frost

advisory in effect for the valleys of the north bay and santa cruz mountains. unfortunately in the mountains, this is an area a lot of people still do not have power. temperatures starting out in the 30's but we warm up into the afternoon. live look from the exploratorium. fog over the city and patchy fog around the bayshore. starting with that first thing but enjoy a sunny day. we will see clear skies later on and temperatures in the 50's and 60's. a few changes to the upcoming weekend which people will like. we will preview that, coming up. reggie: bay area communities still dealing with lingering effects of the last storm that rolled through on tuesday. the main issue power outages. kumasi: tens of thousands of families and businesses without power. here is the pg&e outage map. most of the outages in the south bay and the

peninsula. the latest update shows about 68,000 still in the dark. >> this has been the most impactful storm we have seen in terms of customers out in a single day since 1995. kumasi: oof. back that is going to be hard. lena howland is live where it might be days until people get power again. lena: that's right. folks in los altos are waking up in the dark for a second morning in a row. you can see all around us the storefronts are completely in the dark along main street. something you do not see every day. unfortunately for this area, according to the last update from that pg&e outage map, power is not expected to come back on until at least 10:00 tonight.

that means another day of lost business. it has gone to the point where some restaurant owners are renting their own refrigeration trucks in order to keep food from spoiling after first losing power tuesday morning. a lot of the business owners we talked to said this was the longest outage they ever experienced with most topping 24 hours. some were able to get generators to get business is going but many, like this cafe, said they will have to throw out half of their food and are projecting a total loss of business and food combined to cost around $34,000. >> 35 years, never happened. the most was 24 hours. >> we temperature checked everything and got it in and started asking neighbors if they needed to store anything too. lena: a group of restaurants in the area and the chamber of

commerce are planning to have a community cookout this afternoon to help provide shifts for staff and food for emergency and storm crews. this event is free today from 3:00 to 6:00 this afternoon in the chamber's parking lot off university avenue. they will also be collecting donations for flood victims in monterey county. lena howland, abc 7 news. kumasi: governor newsom is pledging state support for the monterey county community after touring the devastation caused by the flood. emergency repairs were first made to the levee tuesday night. but a long-term fix is still years away. >> the challenge is it cannot go like that overnight and fix this. that is why it was stated we are looking at a five to seven year

process. don't get me wrong. i am not satisfied anymore than you are with five to seven years. kumasi: the state approved nearly $140 million in funding to repair the levee last year. there have been five major breaches since it was constructed in 1949. reggie: dramatic moments as first responders rescue a man trapped in fast-moving waters in the los angeles river. the 51-year-old was holding onto the wall, barely keeping him from being swept away. crews lowered a firefighter down from a helicopter to hoist him back to the chopper. he was taken to the hospital where he is being treated for hypothermia. he was in the water for at least 30 minutes before authorities spotted him. kumasi: fears of the banking crisis is keeping banks on edge. the impacts are being felt in the u.s. jobina is breaking down what this means for your money. jobina: many analysts are

reassuring people your money is safe with the fed guaranteeing all deposits. but the fallout continues after the fail of silicon valley bank and signature bank. credit suisse dropped 24% yesterday. first republic stock went down 21% after the credit rating was downgraded into junk territory. the head of wall street's biggest investment firm says this is, "a slow rolling crisis with more shutdowns coming." but analysts say no matter what happens your bank account is secure. >> if you have your money in first republic, it is safe. there is a guarantee by the fed over the weekend that said depositors are going to get their money back. jobina: despite all of this the economy remains strong. data shows retail sales fell only moderately last month and wholesale prices posted an unexpected decline, which is good news for inflation.

the fed meets next week with another hike expected before the failures. now some believe the fed may hold off. reggie: oakland mayor sheng is closing a $350 million budget deficit. oakland wants to avoid future labs. the freeze will include hiring within the mayor's on department and oakland's violent crime prevention union. it will not affect the police, fire, planning and building, housing or transportation departments. it is unclear how much this will save over the next two years. drew: we are expecting a beautiful day later on today. live doppler quiet after that atmospheric river rolled through earlier this week. behind that we have high-pressure bringing sunny skies later on today. no issues with low visibility

but we do have fog along the coast and around the bay shoreline. winds not an issue this morning or later on this afternoon. we are starting out chilly with frost advisories until 9:00. i have at least three layers on right now. 30's and 40's by 8:00 a.m. closer to lunchtime climbing into the 50's. later on today we are getting into the upper 50's and mid 60's. quite comfortable for the middle of march. bright sunshine, enjoy it. 61 oakland, 65 san jose, 65 santa rosa, 66 fairfield. if you did not get the chance to get outside yesterday, today is another chance to do so. we have fog and sunshine today. showers, we took them out of the forecast tomorrow. but on saturday we do have the chance of light showers, even into sunday, but we are keeping an eye on early next week for a stronger storm.

we will show you the seven-day, coming up. let's check in with traffic. jobina: good morning. we do have an update although my graphic is going to show you it takes 30 minutes. we just got a new update and that is going to be 40 minutes to get across the bridge into san francisco. we are keeping an eye out to see if the metering lights are flipped on this morning, but you can certainly tell it is going to be a rough start. if you are just joining us and traveling from the east bay into san francisco, if you live almost equal distance from the bay bridge versus the san mateo bridge or richmond-san rafael bridge, highly encourage you to take those bridges toward the peninsula. what started last night around 10:00 p.m. was some police activity which led to one crash and a second crash. unfortunately, those were deadly. the chp is still on the scene this morning and as we bring in

it will take you 40 minutes to get across from the toll plaza into san francisco. the started last night around 10:00 and we have video of the scene to show you. it began with police activity and then escalated shortly after 11:00 p.m. with one crash, and followed shortly after with a second crash that were both deadly. the chp is on the scene right now. we have one lane blocked. but this backup is significant. please give yourself extra time this morning and when we see extra time, we mean about 40 extra minutes to get into san francisco. reggie: thank you. you soon will not be able to find gas furnaces and water heaters in the bay area. local air quality officials voted to phase out the sale of these appliances starting in 2027. the goal is to lower pollution caused by hydrogen medical doctors were among those

money. the study finds higher wages allow teens to work less and study more. researchers say there is little negative impact to consumers. get ready for some good food because oakland restaurant week kicks off today. more than 100 restaurants will have special lunch and dinner menus. it runs for 10 days, through the 26th. abc 7 spoke with the ceo of visit oakland who said there would be something for everybody. >> what is unique about our restaurant week this year is that all of the neighborhoods are represented. from east oakland to rockbridge to fruitvale, you will be able to find some restaurant participating and getting us back and helping out the local economy. kumasi: he says that there is something for everybody with a wide variety of restaurants participating. hotels will also offer special

dan: they are hopeful, that their son's conviction will be overturned. the attorney expected the court to grant a new trial because there were too many flaws in the reconstruction of the events. for seven hours the defense teams argued, a key witness lied the police identify themselves in shown badges. were thugs sent by a drug dealer that had taken their money. one officer ground. he took out this knife and killed 35-year-old mario. he had just returned to work from his honeymoon. both men received life in prison but the sentence for elder was lowered. now the high court ordered a new trial.

his father told me it comes as a huge relief. >> i am relieved and elated that the supreme court ruled the way they did. dan: we will not know the timing for the new trial until the written ruling. families want to know if their sons will be released from prison while they prepare for a new trial. reggie: in gma first officials are warning homeowners to clear snow from gas meters after holmes caught fire across several states -- homes caught fire across several states. reporter: an urgent warning about gas meters and snow. >> the snow is piled up 15, 20 feet deep tight against the houses and it is not letting the regulators for the gas meters work properly. reporter: in san bernardino county, at least a dozen homes going up in flames from the storms earlier this month. >> we are looking at heavy amounts of snow and ice from

pointing the finger at san francisco, blaming the city for issues. reggie: more storms are on the way. there is very little time to clean up from the last round. kumasi: lots of work needs to be done concerning power outages, especially in the south bay and peninsula. they do not expect power to be back for at least the next few days. go to morning. it is thursday, march 16. reggie: we are going to start with jobina because there is something you need to know about the bay bridge. jobina: good morning. this has gotten much worse since we started following the issue on the bay bridge. it is going to take you 52 minute to get across the bridge into san francisco. this is a live picture showing you the backup from the emeryville camera. it happened last night around 10:00 p.m. as police activity. this is a live picture entering the tunnel. that police activity followed by

a crash shortly after 11:00 p.m. and another crash after that. that resulted in two people being killed. a very bad commute. it normally takes you about 20 minutes or so to get into san francisco from oakland. you are looking at an hour for your drive. would you have video from the scene last night i want to bring up for you so you can see the severity of the situation. chp currently has one lane blocked on the bridge but the backup started last night and it is so extensive that we do not have an eta as to when it will clear. metering lights were flipped on early so prepare for delays. drew: awful start to thursday morning commute. it is going to be a very nice day later on today. live doppler 7 this morning showing you we are totally clear for rain but we do have fog along the coast and the bay shoreline. temperature is right now 30's

the latest update from pg&e shows 68,000 customers are still in the dark. lena howland is live in los altos where a lot of people do not have power. lena: that's right. going on more than two full days in the dark. downtown los altos has turned into a ghost town. not even a single streetlight on or storefront is on along main street. it is definitely something you do not get to see every day. it is a situation where some business owners are taking drastic measures to protect their livelihood. some even renting their own refrigeration trucks in order to keep food from spoiling as they wait for power to come back on. this community is where people lost power before 11:00 on tuesday morning during our last atmospheric river. but now according to the pg&e outage map, power is not

expected to come back on here until after 10:00 tonight, meaning another day of lost business. that is why this restaurant, along with a few others and the chamber of commerce, are planning to have a free community cookout this afternoon. >> either we throw it out or we use it for a good cause. that is where we are headed now. lena: this free event will provide shifts for her staff and food for emergency and storm crews. it is happening today from 3:00 to 6:00 this afternoon in the chamber parking lot off university avenue. they will also be collecting donations for flood victims in monterey county. lena howland, abc 7 news. reggie: thank you. the storm i give you trouble depending on where you are driving. highway 9 in the santa cruz mountains is shut down due to this landslide blocking the road. this is near holiday lane.

one house was seen feet away from getting swept out. it does not get closer than that. this area has been closed since january because of a different slide. crews made major progress but this could take a while to repair. in woodside, highway 84 is closed due to this. a massive sinkhole in the roadway. caltrans says lanes in both direction are shut down indefinitely. tuesday's storm put cracks in the road making it impossible to drive in the area. kumasi: it is expected to take days to replace these high-rise windows that are blowing out by the wind. repair crews are waiting for the gusts to die down before they start work. shards of glass fell from two windows on the 43rd floor of 555 california street, which is unoccupied. students in the kandel union has good district are waiting to see

if they will have class today. the recent storm knocked out the power. they are still in the dark this morning. this is video from westmont high school. you can see a large tree fell down outfront, feet from the building. one student gave live updates during the storm. >> the wind is insane, trees are falling down, another tree fell down. another tree fell down. [laughter] kumasi: the school posted messages on their website saying pg&e should have power restored tomorrow but they are hopeful it might happen sooner. parents can expect an update by 7:00 this morning. reggie: major delays on tuesday because of the wind but last night safety was the focus. bart's board president saying the city is to blame for issues on trains. gloria rodriguez has more. gloria:

dealing with trees on the tracks but one rider says this is happening more frequently. video shows pack trains at the embarcadero station on tuesday. in the east bay shoulder to shoulder crowds at the pleasant hill bart station as riders try to get home. bart board director janice spoke last night. she did not address that but talked about what she called lack of investment in the system, saying they are trying to do more with less. riders often say security is a major concern. they tell abc 7 they have seen the crisis intervention teams recently but the issues plaguing san francisco are bleeding onto bart. >> hour effectiveness of these programs is really limited by the city and county of san francisco's inability to have real solutions and real exits for homelessness and deal with the crisis we have. gloria: regular riders tell us

on has individuals are often taking up a full row of seeds and even taking drugs on board. one rider tells us weather issues happen but now she is dealing with bart delays and cancellations regularly. in a tweet this week those with bart say starting next week, police will be increasing presence on trains. they say an additional eight to 18 officers will join the 10 currently patrolling at any time. kumasi: thank you. what do you think about this? a floating swimming pool in san francisco. we talk about the proposal for two piers on the embarcadero. reggie: tictac on the brink of being banned -- tiktok on the brink of being banned. we will talk more about that, next. drew: we got the latest drought monitor in 90 seconds ago.

this is last week. you can see we are underneath a big portion that has drought conditions but watch what happens. we have almost wiped out not only the drought but the dry conditions. the state -- i am looking at the latest drought monitor. they are saying 45% of the state is now out of the drought or dry conditions. this is the first time in more than three years. we went underneath his drought in early 2020. we wiped away most of the drought. we still have dry conditions in sonoma but the bay area has improved. that is great news. what you will find is that we have fog right now. as we head toward the afternoon we are seeing sunshine.

group claims the fda exceeded its regulatory authority when it approved the medicine two decades ago. >> the fda has failed its responsibility to protect women and girls and it is time to remove these drugs from the market, or at minimum, to putback safeguards on their use. kumasi: the fda is standing by its approval saying the claims are without merit. other advocates say the drug is safe. >> if a person has been -- if it has been approved 23 years, it is safer than penicillin. kumasi: the medication has been increasingly prescribed since the overturning of roe v. wade. a ruling to suspend the approval of the drug would temporarily take it off the market while the fda goes through the authorization process again. the judge said he would rule as soon as possible. reggie: one of the most popular apps in the world has been banned in some schools and local governments. but now tiktok could be facing a nationwide ban.

jobina has more on what the biden administration is saying. jobina: the biden administration calling for tiktok's chinese owners to sell their stake in the company or face having the app banned in the u.s. this as the white house is hoping to resolve national security concerns about the app. many are worried the chinese company could force tiktok to over american user data. the director of the fbi said they are concerned. many agreeing and wanting an outright ban of tiktok. tiktok said, "the best way to address concerns about national security is with the transparent u.s.-based protection of u.s. user data and systems with robust third-party monitoring and verification, which we are already implementing." the ban on tiktok could face a legal battle. the company could argue it violates the first amendment. kumasi: this morning we are
