early at 4:49 and it will take you one hour and 11 minutes to get just from the toll plaza into san francisco. let's bring in some video to our newsroom of the issue that started this. 10:00 last night, there was police activity on the bridge. following that, it crash shortly after 11:00 p.m. a few minutes later, a second crash. those are deadly incidents. two people were killed in those crashes and the chp is on the scene this morning. for best alternate if you are coming from berkeley or oakland or san leandro is going to be part. bart is running on time. if you leave -- live equal distance from the san mateo bridge, i suggest taking those this morning and set of the bay bridge because one hour and 11 minutes to get across into san francisco. not a great situation and chp is not getting an estimated time till all lanes reopen. drew: also can be on this

most of the outages on the south bay and the peninsula. the latest update shows 68,000 customers in the dark. >> this has been the most impactful storm we have seen in terms of customers out in a single day in the bay area since 1995. kumasi: when it comes to getting the power back on, that will be difficult for some people. lena howland is live where it may be days until people get power again. lena: we folks are waking up in the dark for a second morning in a row. in the downtown area, you can see all around us the lights and all of the storefronts in streetlights are completely out for a second day in a row. i just checked the pg&e outage map and power is not expected to come back on in this area until 10:00 tonight which means another day of lost business. it has gotten it to a point

where some restaurant owners are now renting their own refrigeration trucks in order to keep food from spoiling after first losing power tuesday morning. and lots of the business owners we talked to said this is the longest they have ever experienced not having power. at most, they have only ever top 24 hours. while some are able to get generators to keep business going, many like this café did not. the owner said they will have to throughout half of their food and are projecting a total loss of business and food combined to cost around $34,000. >> 35 years, never happened. the most is 24 hours. does not help too much to just save the food. >> we temperature checked everything and got it in and started asking our neighbors if they needed to store anything too. lena: a group of restaurants this area and the chamber of

commerce are planning to have a community cookout this afternoon to help provide shifts for staff and food for emergency and from others. the event is free, happening from 3:00-6:00 this afternoon in the chamber parking lot off university avenue. they will be collecting donations for flood victims of monterey county. live in los altos, lena howland, abc 7 news. kumasi: governor newsom is pledging state support for the county of pajaro. crews computed the boat -- crews completed the first stage of support. a long-term fix for the levy is years away. >> they challenge is go overnight and fix this. that is why it was stated that we are the -- we are looking at a five to seven year process. not get me wrong. i am not satisfied with five to seven years.

kumasi: the state approved nearly $140 million in funding to approve the levy last year and the fix is long overdue. there has been five major bridges -- breaches since the levy was constructed. reggie: you can see a 51-year-old holding onto a wall, barely able to keep from being swept away. that is when they sent on a firefighter from a helicopter. he grabbed the man and hoisted him back into the chopper. he was taken to the hospital where he was -- is being treated for hypothermia. he was in the water for at least a half hour before they saw him. kumasi: today is the deadline to apply for fema assistance after the storms late last year. that is for central housing, medical assistance, transportation and childcare. if you live in alameda, contra costa, or san mateo county's, you can apply for this. go to disaster assistance.gov.
