form of drought. good evening. i'm on the dates. ashley. thanks for joining us all very encouraging. in the north bay. santa rosa officials say they've received so much rain since october. they're officially calling an end to their ongoing drought emergency, abc seven news reporter cornell bernard explains what it means for that community. back to back winter storms have been more than a drop in the bucket for santa rosa. it's been a game changer when it comes to our drought for santa rosa. we no longer need to implement our water shortage plan and we don't need to have a water shortage emergency in place. those are words water department director jennifer burke never thought she'd say. but this week after 33 inches of rainfall since october, 1st the city canceled its drought emergency plan, which asked the community to reduce its water use by 20% we now have about four years of water supply in place. so great news. rosa gets most of its water from lake sonoma reservoir last fall water levels here were the lowest in history. today the reservoir is

category, which is yellow. they're dry. i do want to show you the spring five flood outlook with a historic and record setting snow pack of 223% of average. the spring outlook, moderate risk of flooding in the sierra in the central valley minor risk for much of the rest of the state. here is what i do want to tell you, la nina is over. the storms are paying off. we're now in a neutral phase. minor to moderate spring flooding expected possibility of el nino this fall, and it's always a good idea to conserve sorry about the typo there always a good idea to conserve water because you know it could be feast or famine here in the bay area. alright, sandia. thank you so much. we'll check back with you a little bit later. well it has been days since thousands of people in the bay area have had power. they lost it during the latest atmospheric river event tuesday. santa clara county is one of the areas hit hardest by the outages. that's where abc seven news reporter zack fuentes is live now, with more on how soon restoration is going exactly. yes we're in

cupertino right now. jeannie service here. this yard in particular is where an incident team is coordinating emergency operations to get power back to those hardest hit areas. but in the meantime, the businesses and homeowners we've spoken with, say, and now days long power outages, something they're still struggling to cope with, and they're ready for their power to be restored. this storm has cleared but the damage remains for a huge portion of the south bend peninsula at the height of the storm pg and he says santa clara county had 140,000 customers without power. days later, many are still in the dark, the outages, virtually shutting down places like downtown los altos bad for business, but you know, there's nothing we can do so residents in the saratoga neighborhood like judy mooring or dealing with the impacts as best they can, but even with the home well equipped with lanterns and other provisions, mooring says the steps she has taken can only go so far. the hard part is losing your all your food in your refrigerator. because at this point, i have to throw away a lot, even with keeping a lot of

ice in there, he says. it's been working consistently to restore power to everyone as fast as possible. we gotta look inside. one of its service centers were an incident management team coordinates crews and other resources utility company, though admitting that the storms have had them facing tough conditions. there were some errors that we couldn't access because of safety issues and at one point because we did see wind gusts exceeded 90 mph. our crews had to stand down because it wasn't safe for them to get work done, as the work continues to fix the short term issues back to back storms have brought attention to the long term problems with wind being the main culprit. in the more recent outages, we asked me jeannie about the possibility of investing more into underground power lines. no, no clear timeline or plans were given, utility says not even underground lines have been safe from these stores. forms not only has vegetation broken our power poles and power lines that are above ground, but, uh, flooding and landslides have caused damage to underground facilities as well. he says. it's working with engineers, local governments and other agencies to better invest in

involved in the rescue includes san francisco based wells fargo, bank of america, jpmorgan chase and goldman sachs. the university of california has approved a plan to add 8000 beds at five of its campuses. this is part of a much bigger goal of adding 22,000 beds across all of the nine campuses by 2028 as abc seven news, senior education reporter liam melendez tells us some say. it's not realistic. only 23% of undergraduate students at uc berkeley are offered college housing, the lowest in the entire uc system to get on campus. housing is super challenging and then off campus housing. also a lot of times like landlords are not the greatest campus housing in berkeley can be pricey. it's ridiculously expensive. lola crane of sophomore told us. she pays $1700 a month for housing she shares with other people for people. yeah. for people? yes. and yeah, they're super tiny rooms, but it works out for like

what's available of ucs campuses are facing a housing crisis. this even though in the last 10 years, the uc system has added 34,000 beds. but getting more housing online has been a challenge. take uc berkeley's project to build housing for 1100 students and some for the homeless at people's park. last august. protesters were successful at halting the start of construction and a judge sided with opponents of the plan for environmental reasons. the california environmental quality act has really been one of the most significant challenges for the uc campuses. it's called sequa, and it basically allows anyone in this case berkeley neighbors to stop the project. last month, governor gavin newsom tweeted that a few wealthy berkeley homeowners should not be able to block desperately needed student housing for years and even decades. newsom who believes seek what needs to change added

i am committed to working with lawmakers this year to make more changes, so our state can build the housing we desperately need. yet despite that commitment, governor newsom is not consistent. here's how the governor contradicts himself. we know that budget cuts are likely given the state's financial deficit, so the governor is now saying he's thinking about delaying the grant money that would go towards college housing proposal is to defer and delay some of the next round of funding. we certainly hope that the state can find the fans for funding the student grant program. meanwhile people's park will remain for the time being a village of tents in berkeley, leanne melendez, abc seven news and governor newsom announced a plan today to create 1200 tiny homes all around the state. he made the announcement today in sacramento as part of his week long tour of the state to announce policy goals. he's doing this instead of a

traditional state of the state address, san jose will get 200 of those 1200 tiny homes and the rest will be distributed in los angeles, sacramento and san diego. we need to focus with more. energy and precision on addressing and cabinets. there's no humanity in that. the governor expects the tiny homes will be up and running. by this fall. there are currently at least 160,000 people in california. tomorrow the governor's tour of the state will take him to san quentin prison to talk about his criminal justice plans. his press office says. governor newsom will provide details on plans to shift san quentin from a maximum security facility. to a center for education and training within the prison system. san quentin was once home to the nation's largest death row. but four years ago, the state dismantled san quentin's execution chamber on governor newsom's orders. after the break concern and frustration from salmon fishers who say this is the second hit

. and in many ways we have never recovered from from that closure . the state department of fish and wildlife says the drought limited the sammons ability to breed. they say the fish need time to replenish their population. but that could take some time. fish markets and restaurants are taking the hit here and the cost could be passed on to you. meanwhile it places like comas and fisherman's warf distributors say the fishing industry will once again faced financial difficulties. we just keep waiting for things to get better, and they seemed just be getting worse and it's getting worse. um. in a fishery that iconic for san francisco. we already saw a delayed dungeness crab season being a financial burden for a lot of these fisheries. and now, with salmon season being closed. a lot of these fisheries say they have to find a whole new source of income, something else. rock car link cod halibut, all the stuff that i kind of started off commercial fishing for. go back to my roots. and that wanna says salmon season makes up most of

david gonzalez from our sister station in los angeles, has the latest on the efforts to shore up the cliff in orange county. fences are going up around the san clemente apartment buildings deemed unsafe after a landslide took out a portion of the hillside they sit on on wednesday morning. these four buildings are going to be red tagged for at least a few weeks. people living or vacationing in the 20 affected homes were forced out with little to no notice. i'm afraid we don't know is everything's up in the air got to his home thursday, but he says this may be the last time he is able to go inside until the issue is addressed. i'm thinking i'm going to lose all my tools and then i'm really you know out, so i'm thinking i'm going to grab all my tools so i could continue to make money. chris duncan says the decision to red tagged the buildings as necessary because the landscape continues to shift more than 24. hours after the initial landslide were fearful of is there is a crack. there is a void that goes under these
