year. so let's go to abc seven news meteorologist handy patel for those details. real reason to feel optimistic here. absolutely especially after three dry years and a drought that it just got worse and worse . take a look at october. 1st and anoma. this is the start of the water year. all of the state was in a drought and the worst category for the extreme and exceptional was covering a good portion of california today. i'm happy to report 64% of the state is drought free. and all those storms paying off as you both just mentioned 99% of the bay area is out of the drought still in the dry category for parts of the north bay parts of napa county lake county, as you will notice there now this spring flood outlook from the climate prediction center is showing minor risk of flooding for much of the state, but moderate risk for the sierra the foothills in the central valley. i do want to tell you. i want to update you on what's happening. so you know this was a la nina winter. we

didn't follow the typical path of a la nina winter. the storms are paying off. we're now in a neutral phase minor to moderate spring flooding expected around the state possibility of an el nino this fall. stay tuned on that, and it's always a good idea to conserve because you never know we've gone from feast to famine here. reliability of rainfall isn't always there, but we do have an active pacific on live doppler. been some more rain coming our way. the first opportunity will be sunday. you will notice in the morning some light to moderate showers and there are other storms brewing in the pacific. i'll be back with a look at the next storm that's coming as well. plus those timelines coming right up , man, sandy, thanks very much. today, officials in santa rosa officially called an end to their ongoing drought emergency, abc seven news reporter cornell bernard explains what that really means. back to back winter storms have been more than a drop in the bucket for santa rosa. it's been a game changer when it comes to our drought for santa rosa. we no

longer need to implement our water shortage plan and we don't need to have a water shortage emergency in place. those are words water department director jennifer burke never thought she'd say. but this week after 33 inches of rainfall since october, 1st the city canceled its drought emergency plan, which asked the community to reduce its water use by 20% we now have about four years of water supply in place. so great news. rosa gets most of its water from lake sonoma reservoir last fall water levels here were the lowest in history. today the reservoir is essentially full. the lake has not been this high in my memory, since i think june of 2019 chris cooley from the u . s. army corps of engineers says there's so much water releases have begun on the dam spillway to make room for more rainfall expected next week. we've seen an incredible pendulum swinging from the lowest low to not when we are highest, but certainly we've gone up 70 plus feet and then

power back. here's a look at current p jenny power outages pg and e says about 32,000 customers are without power right now. but check out the progress that's been made on tuesday, the day the big storm hit more than a quarter million bay area customers lost power yesterday that number dropped below 100,000. and today just 32,000 areas in santa clara county were hit the hardest by outages has a total of 140,000 customers were left in the dark during this week's storm. the company admits it faced tough weather conditions, areas that we couldn't access because of safety issues and at one point because we did see when cas that exceeded 90 mph crews had to stand down because it wasn't safe for them to get work done the work falling trees brought down power lines. on top of that mud slides and flooding damaged underground facilities. crews continue to work around the clock to restore power. pg and e says it's working with engineers and local government to invest in better infrastructure. today

well, tonight, you can see and hear how busy crews are here. working to remove these fallen eucalyptus trees. neighbors tell me they never want to see the damage that's happened here happened again and today we also saw an arborist out. tagging unsafe trees. we are absolut elated right now, after nearly losing her home in burlingame to down trees, stephanie infantino has learned some promising news from caltrans arborist has been out along state route 82 communal real looking at eucalyptus trees, marking the ones that need to be removed. one of those tank trees is directly in front of infantino is home. there is a sense of urgency. they understand that the storms are coming the atmospheric river so much damage has already happened on the corner of el camino edgehill drive during tuesday's violent windstorm, infantino says four eucalyptus trees came down on that corner, crushing a truck and suv and a tesla and it smashed into infantino is home. michael vanderlei says the

eucalyptus trees along el camino real have been a hazard for a long time. it's a preventable accident. i think you know the lack of care and maintenance of extremely tall. you know? sales effectively by caltrans is, you know. had they done what they should have done for years and years and years. this might not have happened for sure they are problematic trees, especially when they get to be extremely large as they have the mayor. burlingame says plans have been in the worst with caltrans for the past five years to replace the eucalyptus trees and improve the stretch of el camino real. the project will be north of $100 million. the city will contribute to bringing the electric utilities underground. it will be a complete renewal of the roadway, including drainage and sidewalks. infantino she says. she's just grateful for other changes that could be happening really soon to remove

gr csou in berkeley can be pricey. it's ridiculously expensive. lola crane, a sophomore, told us she pays $1700 a month for housing she shares with other people for people. or people? yeah. and yeah, they're super tiny rooms, but it works out for like what's available of ucs campuses are facing a housing crisis. this even though in the last 10 years , the uc system has added 34,000 beds. but getting more housing online has been a challenge. take uc berkeley's project to build housing for 1100 students and some for the homeless at people's park. last august. protesters were successful at halting the start of construction and a judge sided with opponents of the plan for environmental reasons. the california environmental quality act has really been one of the most significant challenges for the u. c campuses. it's called

sequa and it basically allows anyone in this case berkeley neighbors to stop the project. last month, governor gavin newsom tweeted that a few wealthy berkeley homeowners should not be able to block desperately needed student housing for years and even decades. newsom who believes seek what needs to change added i am committed to working with lawmakers this year to make more changes, so our state can build the housing we desperately need. yet despite that commitment, governor newsom is not consistent. here's how the governor contradicts himself. we know that budget cuts are likely given the state's financial deficit. so the governor is now saying he's thinking about delaying the grant money that would go towards college housing proposal is to defer and delay some of the next round of funding. we certainly hope that the state can find the fans for funding the student grant program. meanwhile people's park

will remain for the time being a village of tents in berkeley, leanne melendez, abc seven news governor newsom focused on the housing crisis today, not just for students. he says california will invest more than $15. billion to get people housed. abc seven news reporter dustin dorsey explains how the city of san jose will benefit from this announcement. i get it. you want to see progress and you want to see it now? you want to see progress in terms of the camp mints? you want to see progress in terms of people off the streets, and, as the mayor said, you want to see our values represented in that progress. governor gavin newsom announced a step toward that progress today, 1200 small homes will be paid for by the state and built across california as part of a more than $15 billion investment to help solve the housing crisis . 200 of the units will be built here in san jose. in my march budget message, i've challenged city hall to move 1000 people in san jose. encampments into safe and managed environments this calendar year. this kind of

solution from the governor's office enables us to do that. the units will be similar in style to existing tiny homes partially funded by the state that are already operating in san jose. like the community on mayberry street governor newsom visited california's first of its kind community in 2020 that offers a safe place for people to live, inspected weekly so residents can maintain a sense of dignity. home first manages this site, three other locations in san jose. they've had success in helping people make. housing sites actually moved to permanent housing. approximately anywhere between six and 13% of the people in congregate shelters go to permanent housing , so that's a huge difference. ceo andrea arden says they need more units quickly to help more people may or may. hanna agrees and says the governor's plan is a step in the right direction. san jose is ready to solve homelessness, and we know that the way to do it. is to scale up. cost effective but still safe and dignified shelter and
