the emphasis will be on rehabilitation. >> we want to be the preeminent restorative justice facility in the world. that is the goal. >> gavin newsom announcing california's most notorious prism is getting a new name. and a new mission. >> we have to be in the home coming business. it is not just about rehabilitation, it's about homecoming. >> once home to california's death row will now be called san quentin rehabilitation center. less dangerous prisoners will get education, training and rehabilitation under a new plan modeled after scandinavian concepts of prison life which focus on preparing people to return to society. >> we want to reduce costs, reduce incarceration by keeping our community safe and make sure that people when they come out, come out as fully engaged, committed members of our community and society and are contributing and not likely to reenter into the system. >> we have created a place where

second chances and true hope are a reality. >> it is all the beauty the site of the nation's most innovative inmate programs. >> i spent the first 15 years with no hope of going home. >> former inmate phil melendez says the prisms overhaul will keep some of the same programs which helped him and others. >> it is a starting off point for prisms where people can have access like i did to job training, college degrees, anger management, restorative justice classes, and victims awareness classes. >> the department of corrections estimates two thirds of those incarcerated returned to prison in three years. the state spending $100,000 each year to house one inmate. >> the truth is, in our most people released from prison are likely to end up back behind bars.

today i am proud to join our governor and my legislative colleagues to say that this will no longer be california's reality. >> this prison will be transferred to a lower security status going forward. the governor is asking the legislature for $20 million to make the changes he is requesting. the whole thing could take several years. ama: his oldest prison, construction began in 1852. prisoners worked on building it and slept on a nearby prism ship until it was completed in 1854. both male and female prisoners were incarcerated there until 1933. it is housed the states only gas chamber and death row since 1938, although the last execution was in 2006. newsom announced a moratorium on executions and 2019 and he began transferring inmates sentenced

to death to other prisms. the death chamber is being dismantled. it is a well-known prison housing a number of infamous prisoners including charles manson and others. to have rehabbed former inmates are moral haggard. ama: -- dan: a 12 euros student is recovering after being stabbed by another student. reporter: for the day, there was a brief lockdown after a 12-year-old boy was stabbed in the back in the school's library. all of this according to multiple sources and students i spoke with was over an altercation over a video game. we saw a number of parents pick up their children early but many finished out the remainder of lunch and afternoon classes. along with students, i talked with a parent who is fed up and plans to transfer her daughter to another school after claims of other safety concerns. >>

concerned for my friend and classmates. >> the kids are out of control, they are not getting the resources that they need, they are not getting the support they need. it is bad right now and nobody is paying attention to what actually needs to happen at the school. reporter: i spoke to a unified school strict supposed person who said all proper verticals were taken. she said there is no active threat to the school at this time i asked her what other measures were in place to keep kids safe. >> all over middle schools have many wellness of support available for students. we know that coming out of the pandemic, this has been a difficult time for students. schools are working on rebuilding their communities. reporter: the juvenile suspect hudson -- has been attained. -- has been detained. ama: the case involving elizabeth holmes. she is asking a judge to delay her prison sentence while her case is in appeal.

a disturbance before argument get underway. reporter: taking the same route she has made, elizabeth holmes made her way back to the federal courthouse in san jose. at the same location where her trial took place. she was convicted on four counts of defrauding investors. sentenced to 11 years in prison, she is now asking the judge to delay her sentence while she appeals the conviction paired a woman tried to serve her papers, she let him -- let them fall to the sidewalk. homes nor her attorney spoke to cameras outside of court. inside things got active before court began. everyone waited for judge to walk in, a man walked through the gallery and passed a pick -- partition.

as federal agents out, he tried to escape. agents held him back and took him out of the building. once court began, attorneys again arguing about whether she should pay restitution to investors and what amount. a decision the judge says he will likely make the first week in april. the hearing turned to that request to delay her sentence while she appeals. attorneys for her says the sender should be delayed because she is the mother of two small children. attorneys say she has plenty of family support in the u.s.. he spoke with a legal analyst about those points. >> she is saying i want time to bond with those kids. i don't want to make them be punished for something i have done. there is no harm in allowing this delay to occur. but the government is saying, we gave you that time. and time is up. reporter: prosecutors say she is a flight risk after booking a one-way ticket to mexico following her conviction. they spent much of the time

arguing about whether the ticket purchase went to her being a flight risk. her defense attorneys say she booked it ahead of her conviction, hoping she would be acquitted and outed -- added she may have driven back home. homes remains out on bail while the judge makes his decision. resigned today. reporter ryan curry spoke with her aunt bart directors about these allegations. >> and her last day in office, inspector general claims embarked has massive issues. she says she is stepping down because of them. >> you reach a point you say enough is enough. reporter: and reports, she claimed bart awarded work contracts to former employees, creating conflict of interest. her report also says it bart played a full salary and benefits to an employee who is

not working the reported schedule. >> i hope that laying the groundwork will sets the tone for the future and that bart will look at the office a bit differently than they have in the past. reporter: the director says the agency does not to find fault with her reports. he calls them beneficial, saying there is a lot that they can learn. in addressing the conflict of interest claim, he says the work contracts were done to her liking. >> the recommendations was we should pursue requiring this company to pay us back for the work that they have done. the work was completed. the work was more than satisfactory. and i couldn't vote for that recommendation. i feel it is bad karma. reporter: people state crime continues to be a issue on bart. richardson says 80% of crimes committed are done by writers jumping the gates. bart says two people got into a fight on a train headed for

dan: workers with the bulldozers are shoring up a hillside in santa rosa that is threatening to crush several homes. two properties have been red tagged as amount of mud has moved downhill and destroyed several fences. crews are hoping to remove as much as -- as much mud as possible. workers had placed plastic tarps over the hill to keep the soil from soaking up more rain. ama: to the east, people are struggling to deal with the aftermath of devastating

landslides. dan: our reporter shows you the damage and talked with residents who are stranded. >> i feel it i'm going to cry. >> she is fighting back tears after a landslide rammed into her house this week. she and her husband passed by the broken asphalt to check out to the damage. cellphone video shows that the ground and the trees broke through the retaining wall and pushed into the side of the home. >> the wall, from the window underneath the bells -- beds came out. >> the building has been yellow tagged and she has been in touch with insurance. >> this is of the home that we love and planned on spending the rest of our grandpa and grandma days. >> video shows her neighbor's home sustained more damage due to the landslide. >> it is about 2-3 feet deep, a number of trees in and amongst of the mud. >> i spoke with resident who
