this is far-fetched and dangerous. and fox spoke with people who are outraged by the plan. >> from san quentin state prison to san quentin rehabilitation center our class strongly opposes a plan. >> i think it is wrong and backwards and it majorly endangers people in california. >> is -- davis was on death in quentin state prison. he is emphasizing that rehabilitation does not work for violent offenders like davis. >> if davis was released from quentin in 1993. he was given a job that paid him $60 in 1990 -- $60.50 and he was trained in a rehab program and three months later my daughter was dead. >> the president of crime victims united says the governor never reached out to crime victims advocates.

she says rehabilitation works better with less serious offenders and low-level facilities like county jails. >> rehabilitation has to be thoughtful. we have seen what the criminal justice policies have done to california and we have more violent crime than we have ever had, theft is on the rise, and we do not need to give them couches and nice kitchens when we have struggling families. i think his priorities are mixed up. >> he says that more resources could go to those victimized by crime. he shutters at the thought thinking other victims need to be rehabilitated. >> the idea that they can move this guy someplace safer or rehabilitate this guy or the other 600 or 700 odd killers death row is absolutely ludicrous. >> in san francisco, suzanne,

abc7news. >> the state prison still hold some of the most notorious killers among the current inmates karen stain or. she was convicted of killing four women in 1999. the weight -- victims included three tourists at yosemite institute employee. and convicted killer scott peterson was held there last year -- until last year. he was found murdering his pregnant wife in modesto. that was in 2002. peterson was sentenced to death, but the conviction was changed to life in prison without parole and he was transferred to ewell creek prison. >> san quentin is the oldest prison. in california. this new project will take getting used to. >> joining us to talk about it is abc7news insider. why change this prison? it is a key prison in the state. >> that is it is known worldwide.

it is something that they can point to an same we went from death row to a classroom. we went from a maximum security lockup that you see here from a minimum -- to a minimum security rehabilitation center. it is a way to make a symbolic point. it will grab a lot of attention. is also a logistical and practical reason it is located in the bay area surrounded by universities and volunteering nonprofit groups that can assist in the overhaul. to be sure, some people say this does not go far enough. what we see is window dressing. the fact is there are 30 four other prisons in california and they are not going to be rehabbed right away including pelican bay where it is maximum lockup. what we are having here is a pilot program that is to be shown to the world and we will see if it works. >> let's talk about who they were. a lot of people were thinking this may not go as planned so how do we even judge the success of this and how long do we wait

to judge it? >> he wants to start in 20 to five you got to give him a couple years because about 30,000 of them go in and out of california prisons. unfortunately you have a 50-50 chance of winding up back after reoffending. if it was 10-20% that w considered statistically a success. so this success is how you define it. right now, as they say and the governor's office, those details have yet to be worked out but the public will be watching. >> this is a tricky political road to navigate. what impact could this have on the governor's future political aspirations? you hear about him being interested in running for president. >> d has already suspended the death penalty in sick -- the -- he has already suspended the death penalty in that state. he is not advocating the toughening of california laws

multiple resources and students i spoke with. over a big -- videogame. parents picked up their children early but many of them finished out the lunch and afternoon classes. along with students i talked to a parent that plans to transfer her daughter to another school after multiple safety concerns. [indiscernible] >> i was very scared and concerned for my friends and classmates. >> the kids are not getting the resources they need or the support they need it is out of control. it is bad right now and nobody is paying attention to what is happening in schools. >> i spoke to unified school district spokesperson who said all protocols were taken after the stabbing. she said there is no active threat to the school at this time. i asked her what other measures are in place to keep kids safe. >> we have many wellness support available for our students. we know coming out of the pandemic this is a difficult time for students.

schools are working on rebuilding their communities. >> the juvenile suspect has been detained and the investigation is ongoing. abc7news. >> on wednesday, a 15-year-o student at sunrise middle school in san jose was stabbed. the injuries were nonlife threatening and another student was taken into custody. more than two weeks ago at montgomery high school in santa rosa 16-year-old was that been killed in a classroom in a fight. we reported this at the time. the second student was also stabbed. the 15-year-old student has been charged with voluntary manslaughter and the death of his classmate. and two other montgomery high school students were arrested for bringing weapons to school. they saw a knife and metal knuckles found on the students. police believe students may have been involved in a fight off of campus. for other students have been arrested in the past week for bringing knives to santa rosa school. >> rain and strong wind knocked

about 250,000 lost power on tuesday. the south bay has been the hardest hit area from power outages. about 4000 customers still do not have power. dustin dorsey was there as crews continue to work to get the power back on. >> five cruz, 20 plus pd workers multiple trucks, and to 200 foot cranes. a response as thousands have been without power for days. >> in this area alone we have dozens of contractors and mutual aid support that came from california and outside the state. it is all hands on deck to get the power restored. the hardest hit area in this it territory. >> with no light or neighbors have not been able to go home. >> we came by to make a decision to stay another day in the hotel. because we cannot depend on the power being on until late today. >> they are staying in sunnyvale
