model prison for rehabilitation and restorative justice. liz: governor newsom laid out the plan. cornell barnard has the details. >> we want to be preeminent prison is getting a new name and a new mission. >> it is not just about rehabilitation, it is about homecoming. cornell: it was once home to death row and now will be called san quentin rehabilitation center where less dangerous prisoners will get education, training, and rehabilitation under a new plan model after a scandinavian model focusing people returning to society. >> we want to reduce cost and incarceration by keeping our community safe and make sure that people when they come out, as fully engaged and committed

members of community and society and are contributing and not likely to reenter into the system. >> have created a place where second chances and true hope are a reality. liz: while some are praising the plan, others are set at turning it into a rehabilitation center. when says the plant will not work for violent offenders. >> i think it is a bunch of garbage and dangerous to the good people of california. liz: class's real daughter was kidnapped and murdered by richard allen davis. he says davis was released from a rehabilitation center and killed his daughter a few months later. we have insight into what it would be for political concerns. >> the people who are released, if they recommit in a horrendous nature, as we have seen, that is a big political blow.

it only takes one or two for the whole program to have questioned -- questions raised about it. liz: crime victim advocates saving the governor never reached out about this and his plan is best for low crime offenders. we want to show you the history of san quentin, the oldest prison in california. construction began in 1852. prisoners worked on building it and slept on a nearby ship until it was completed in 1854. both male and female prisoners were incarcerated there until 1933. it housed the state's only gas chamber and death row in 1938. the last execution there was in 2006. the gas chamber has not been used for decades. governor newsom announced a moratorium on executions in 2019. last year, he began transferring inmates sentenced to death to other prisons. the death chamber is being dismantled. it is a well-known prison. it has housed a number of infamous prisoners, including

charles manson, richard ramirez, sirhan sirhan, and scott peterson. two famously rehabbed former inmates are merle haggard and actor danny trejo. we sent out this alert and it made you easy to watch the governor's announcement live. you can download the app and watch this news as it happens. a student from a san francisco middle school is in custody after stabbing another student in the back on campus. the incident happened in the library of francisco middle school on friday afternoon. officials quickly secured the perimeter. sources and students have confirmed the incident started over a videogame. the victim was taken to a hospital with non-life-threatening injuries. school district said support systems are now available for students. in oakley, a commemoration was held for a woman whose murder has been making headlines for more than a year. a bench and a plaque will be dedicated to alexis game on what would have that alexis gabe on

store yesterday around 3:00. this was in the city center in san ramon. witnesses say it was four armed suspects who took off in a white jeep cherokee and an orange dodge charger. in a move to protect lgbtq+ foster children, lawmakers and advocates are getting behind a bill to bolster the vetting process before placing them in homes. as tara campbell explains, there are already protective laws in the books but some feel there is more that needs to be done. >> of all children that need to be most protected, this is one of the most vulnerable groups. tara: a plea for more protection for lgbtq+ foster children. jill jacobs is helping place children in care. jill we have had children that : have gone into foster homes, with foster parents who have not been supportive, have been

abusive verbally, emotionally, sometimes physically. children have literally been kicked out of the house. tara: lgbtq+ children are overrepresented in the foster system and are at far greater risk for suicide. while california does have laws to ensure they are placed in supportive homes, some day it falls short. >> we think it is necessary to spell out, crystal-clear, that in homes that are hostile to them. tara: state senator scott wiener is introducing sb 407. it includes stating anti-lgbtq+ views and conduct are a valid reason to deny a family from fostering. >> the idea that we would put an lgbtq kid in a home where the parents are hostile, that is not going to work. that will cause problems. it will lead to worse outcomes

ally, you can 7.com/takeaction. elizabeth holmes made another attempt to stay out of prison court appearance yesterday. in her court appearance yesterday. -- friday. she asked the judge to delay her sentence while she appeals her conviction. her defense says he needs more time with her young children. prosecutors argued homes could be a flight risk after she booked a one ticket to mexico following her infection. she said the ticket was purchased before her guilty verdict and she expected a different decision. >> the government is growing tired of these delays. they are saying that ms. holmes should be in a federal prison, not residing in a mansion. liz: elizabeth scheduled to start her sentence on april 27. the judge is expected to roll in early april. we want to show you the video that some of you were calling our newsroom about overnight.

check out this fireball in the sky. people reported seeing this as far north as sacramento. abc7news spoke with jonathan mcdowell, an astronomer with the smithsonian, who tells us this was a piece of a satellite antenna from the international space station. he says you could call it space junk. it has been orbiting the earth's atmosphere for several years and experts knew it would reenter sometime today but they did not exactly know when or where. mcdowell says there is no danger to anyone who is seeing it. it will break into very small bits before it hits the ground. based on the trajectory, he expects the pieces will probably landed near yosemite. really cool to see this. thanks to all of you who shared the video with us. dublin st. patrick's day celebration is happening all weekend long. yesterday, they had the parade and shamrock gala. the main event is today with the fire fighters pancake breakfast with green pancakes from 7:00 being 10:00 a.m. tomorrow, the city will host the 5k run and walk.

bills rose 32% from november to march. in a statement, pg&e refuted concerns they profited from high prices saying, we don't control market prices for gas and electricity and do not mark up the cause of gas and electricity that we purchase on behalf of our customers. >> it went up increase. >> he says west coast prices rose within five times the national average. >> pg&e will say they are not making money off of selling us gas. the state depends on imports for 90% of natural gas and he says several factors reduced supplies. among them, pipelines serving the west closed for maintenance and the pipeline explosion two years ago had reduced supplies and unusually cold weather drove

were negatively influencing young people. republican senator josh hawley introduced a bill to block children under 16 from social media. now, the san mateo county office of education is filing a lawsuit in federal court because of the impact the school district is seeing. >> the social media platforms can be used to harm each other or create havoc or causing destruction or to shame students for various identities or the way they look or sound. >> we are talking about children's. their brains are developing and what happens to them while they are children carries through for their whole life. >> according to the lawsuit, the school district is spending large sums of money addressing and reversing the harm done by social media platforms like youtube, snapchat and tiktok. they want these companies to help pay for that.

>> when we were with young people to help educate them about making responsible choices, all of that takes resources. it takes time, money and time away from learning. >> that is not to mention the damage to property created by viral challenges, which are executed by students. social media companies say they have put in place protections for young people and screen time reminders on their devices, but the lawsuit says that is not enough. the strategy now is to go after big tech the way big tobacco was targeted. once upon a time, cigarette ads were associated with good times and good flavor. >> i am not sure we will convince young people not to use social media or fully educate them on the harms. that is why as parents and as a community and schools we need to also be taking steps.
