it was a nice break while we had it. lisa: perhaps most of you slept through it, which is good news because it was coming down good for a time. this is a level 1 system. it has been rainy and breezy as we go in closer. you will notice it is widespread, the rainfall from the north bay as we take you into san francisco you can see the bayview, the sunset it breaks up on the peninsula and south bay. towards the east bay, we picked out -- up about half an inch of rain. as we go in closer, you will notice visibility anywhere from a mile to half mile on the coast. this is going to stay with us throughout the day. the light rain shower today. it will be crazy right now, gusting to 29 miles an hour right now. in oakland, you can see the coast. upper elevations, it is gusty or. if you are thinking about going out and about the later half of

venting repetitive criminal behavior. as we told you friday, newsom announced plans to change san quentin from a maximum security prison into a billet patient center. one woman whose daughter's killer is ■atsam clinton supports that plan. she spoke to abc 7 news reporter about why she thinks this can work. >> jill harrison's daughter, sierra, was murdered in southern california in 2019 by a man she had only known for a month. her body was found 11 days later. >> he had been up for days on drugs. they were fighting. he said, i pulled the gun and shot her. >> per daughter's killer is at san quinn. wilson says she supports the chance for convicts like him to be rehabilitated under governor gavin newsom's new proposal. >> do he -- do we want them rehabilitated, or do we want them to reoffend and go back to prison? >> newsom's plan is to transform san quentin to a maximum security prison to one focused

on rehabilitation and education, which he believes will improve public safety and reduce recidivism. >> we want to reduce incarceration by keeping our community safe. when people come out, come out as fully engaged, committed members of our community. >> according to a report by the california department of corrections andrea pillen tatian, the states recidivism rate is stubbornly high, averaging around 50% the last decade. it admits to poor administrative practices that inmates are not prioritized and the current programs are not consistent or effective. harrison hopes new incentives will provide better results. >> if they do not have better resources to learn and grow and heal forward, what else are they going to do? nobody ever got rehabilitated by playing cards all day. >> harrison says she is not blind to the fact that some may be trying to do good to make

parole. she makes an important decision -- distinction. her daughter's killer is looking for -- to life. >> he needs to be in there. i am happy you are working on things. however, my daughter is still not here. i can forgive you, but that does not mean i think you are ready to be released. liz: governor newsom announced a plan to cut insulin costs by 90%. he says california is going to start manufacturing its own naloxone. that drug is used to reverse opioid overdoses. he says the state and nonprofit drug maker cal rx will team up to make that insulin, which he says will in turn lower the price. a 10 milliliters vial of insulin will cost three dollars and be available to california residents and the entire country if approved by the fda. >> there is no state in america, not one, that comes close to

doing what the state of california has done on health care. we have a lot more work to do. liz: the move is a part of newsom's effort to lower health care costs. as part of that tour, governor newsom will be in san diego today to discuss mental health care reform. his office says he will announce a massive angina california's behavioral health system and more mental health housing. this is part of the governors statewide state of the state to her. in the east bay, family and friends demanding justice after a 27-year-old man shot and killed last weekend. oakland lgbtq community center held a memorial for devonte a davis yesterday. he went by the name tape. davis was found with gunshot wounds at a homeless and cam it near the oakland coliseum. friends and family remembered him as a man of love and compassion. >> my brother was a beautiful spirit. he was always here for a good time. spreading love, giving care to

anyone. when he met someone, he made that person feel loved. liz: oakland police say the investigation is ongoing and no arrests have been made. san jose sharks celebrated pride night at the -- center. they wore jerseys except for one player who refused to wear the jersey. his decision has sparked a big debate. tara campbell tells us why he sat out the warm up and how gay-rights responders -- supporters are responding. >> the san jose sharks taking to the eye saturday night. there warm-up jerseys supporting the lgbtq+ community. goalie james reimer refusing to take part in the warm-up because of the jersey. the sharks posting the players statement online. reimer also speaking out, citing his christian beliefs as his reason to refuse. >> when this specific instance, i am personally choosing not to

endorse something, sexual identity, orientation that is countered to my beliefs in the bible, which i consider the highest authority of my life. reporter: the nhl veteran says it was not an easy decision. >> i know the initial reaction of putting a statement like this or not wearing the jersey can come across offensive or a slap in the face. >> of what he believes has harmed our community throughout history and harms us now. committee that san jose sharks jersey by itself ought to mean inclusion, it is in the bay area and people in the bay area support the san jose sharks. reporter: in a statement, the team saying, we acknowledge and accept the rights of individuals to express themselves. as an organization, we will not waiver in support of the lgbtqia plus immunity. also weighing in, including san jose councilmember omar torres

news. liz: covid relief money could soon go to those impacted by the atmospheric river in palmer rope. the money would cover some damage left from the levee breach. other local nonprofits like the community foundation are helping out with finances. that group gave nearly $500 cash cards. while the help is much appreciated, some residents say the checks are not enough to cover the damage. >> $600 is like a drop in the bucket. especially if they have families , renting, that does not work. liz: right now, thousands are still waiting to return home. the monterey county sheriffs office says there is still a safety threat in the area and are unsure when people will be able to go home for good. a mass service will be held for the evacuees at the santa cruz county fairgrounds later today. south san francisco police department helped out with the storm aftermath in paul herro

along with the monterey county sheriff's office. first responders from the department help clean up debris left behind from the storm. they shared these pictures. last saturday's atmospheric river breached the levy which left the whole town underwater. lisa, we have had a system move through this morning and more rain on the horizon. lisa: as you look at the raindrops out there, we have seen about a half-inch in the north bay, maybe a third in the east bay. perhaps better than a tent in the south bay. it is going to become more showery in nature throughout the second half of the day. we are not going to shut it off until overnight. looks drive -- dry the first day of spring. liz: underpaid and undervalued. we hear from educators who say school districts need to do more as they rally for higher pay. micro-plastics caught in the snow. where scientists say those fragments could have come from and the impact it may be having on the state's water supply.

liz: a man in jail after he says he stabbed a pregnant woman and children after 3:00 p.m. yesterday on wilbur avenue in antioch. the victims are a 35-year-old pregnant woman, an 11-year-old girl and a 14-year-old boy. two of those victims are in critical condition. authorities have not clarified who is in critical condition. police tell abc 7 news the suspect tried to get away but the officers caught up and arrested him in for delia. san francisco police asking for help as they try to find a one-year-old child they say was abducted by his mother. who does not have any custody rights over the child. that child's name is caspian tamulevich. police say chelsea tamulevich left near hayes street friday afternoon. you are asked to call police if you know anything about this. on the peninsula, a father and son are saved after falling 30 feet off a cliff in pacifica friday afternoon. a hat highway -- highway patrol

the current school year. the union is negotiating a multiyear contract with the district. >> our district needs to make our educators whole reporter:. across california, teachers struggling, some choosing a different career path. >> only 40% of our members said they would tell family or friends to become an educator. that is in san francisco, cornell bernard, abc 7 news. liz: more rain this morning, water is being released at lake orville. take a look at this video in that beautiful rainbow. water is flowing from the orville dam into the feather river peered the department of water resources shared this video, they are monitoring the lakes inflow levels. the recent rains have replenished many of the states most critical reservoirs. orville is now at 83% capacity or 123% of the historical average for this month. that is some good news, although

of the day. 10:00, still rainy. level 1 system fading away eventually towards the 3:00 time frame. by tonight, dry skies. monday, the first day of spr we've got sunshine. by tuesday morning, it is a difficult commute. rainy, windy. this pushes through quickly, but there's more showers through the afternoon. could see ponding on the roadways. those levels in the creeks and streams again as we pick up an additional inch of rain with that system. today, a couple hundreds to about 2/10 left over from today. the winds will be a factor, 20 to 30 miles an hour. it is going to be breezy. throughout the afternoon, the winds will lighten up. as we look at the sierra nevada, temperatures right around freezing. it is snowing. we will have another one to two feet. wind gusts 50 miles an hour

th a look at the resorts where kirkwood could pick up 22 inches. this is the atmospheric river we are forecasting a solid inch of rain, maybe two inches the further south you go because the focus will be from santa cruz to big sur. it does not matter. we are getting another inch of rain. gusting winds trying to come into focus is how wendy it will be. do not think it will be as windy as last tuesday where we saw winds of 74 miles an hour at sfo. today, scattered, light showers in the upper 50's. we will be dry for sunday night into the first day of spring. that is good news. temperatures in the 40's. let's take a look at the back you ever -- accuweather 7-day forecast. rain giving way to showers this afternoon. first day of spring, sunshine, high clouds. level two system tuesday. this is the atmospheric river. one to two inches of rain. you can bet on problems.

season to help republish the fish population after years of drought. people who depend on salmon to make a living say they are feeling financial pain. reporter: boats stacked up in the harbor at fisherman's wharf. fishermen will operate them with hopes of catching salmon will not be able to do so this year. >> we have crew depending on us, families two feet. i am not sure what i am going to do this summer. it makes me nervous. reporter: sarah bates has been fishing for salmon for 15 years. this is the second time she has seen the season the first time, -- >> recovered from that closure. reporter: the state department of fish and wildlife said the drought limited the salmon's ability to breathe. they say the fish need time to replenish their population but that could take time.

words. new this morning for the first time, russian president putin visited mariupol. the ukrainian territory was annexed illegally in september by moscow. putin arrived late saturday speaking to residents after a visit to crimea, where he toured an art school and children's center. this comes two days after the international port issued a warrant for his arrest for war crimes. putin has not commented on the international criminal ports warrant. or a third night in a row, police in paris are clashing with thousands of demonstrators protesting potential changes to france's requirement of retirement age. many there are outraged over president macron's plans to raise the country's retirement age from 60 to to 64 without a vote by lawmakers. authorities tried to ban rallies in certain areas after dozens of arrests, but protest are not stopping and many are calling for micron to resign.

by 2028. northbound lanes of i-680 in pleasanton between sonoma boulevard and bernal avenue are closed all we can. caltrans cruiser placing entire sections of the roadway and say that work is on schedule. southbound 680 is not affected by the closure. caltrans posted this video of crews working away on these updates. they say it will help keep pavement from caving in. the roads will reopen at 5:00 a.m. tomorrow. happening now, more than 7000 runners getting their workout and for the oakland marathon. this is what it looks like near the course at the start of the course earlier this morning. our very own news producer kate ev is running today. the marathon and 10k started at 7:00 a.m., the 5k started at 7:30, the half marathon just started a little bit ago at 9:00. everybody running right now and doing so in the inalameda plansa

rain, not a lot as we get into the evening. temperatures in the mid to upper 40's with cloud cover. a look at the accuweather 7-day forecast. level 1 system today. rain turning to more showers, spotty through the afternoon. we see a break, partly to mostly cloudy for the first day of spring on monday. level two system, the atmospheric river, one to two inches of rain, gusty winds. could see flooding, those areas that have been problematic from salinas through the south bay and parts of the north where those rivers and creeks and streams, not so much rivers, the creeks and streams are at bank full. could see issues into wednesday. by the second half of the workweek, we are not sold on whether or not it is going to be totally dry. it does not look like a big deal if we see a few more raindrops come back into the forecast. today is going to be messy, but not a total washout. if you want to get out and walk the dog this afternoon or go for a run. liz: scientists made a discovery

in the sierra nevada. micro plastic found in the snowpack. the chronicle reports those fragments originate from clothing, food packaging and tires. it is unclear what the effects on human health and the ecosystem are because of this, but it's a sign micro plastic could make it into the states want to supply. yosemite national park open with limited access and ours. the park has been closed because of heavy snowfall about 15 feet in the last month or so. yosemite officials say they have seen 22 rock slides, debris flows and other slope failures along park roads. most have been cleared. repairs are underway. the parts should expand to 24 hour operations tomorrow. there is limited overnight lodging. a reminder, you can catch our newscasts live and on-demand through the abc 7 bay area connected tv app. download it f
