saturation. streets are flooded across the bay area. des slippin a another atmospheric river is headed towards us as we speak. good evening and thank you for joining us. i am dion lim. we have storm coverage for you tonight starting with francis on the roof and with the timing of when this rain is going to finally let up. francis: right now on the there is some drizzle and we can expect spotty showers overnight into tomorrow morning. live doppler 7 satellite shows lots of cloud cover, we can expect that to taper off tomorrow. check out the rain totals. one of her highest rainfall amounts was in kentfield, 1.2 inches. then you see the rain shadow effect in the south bay and the lower part of the peninsula where palo alto only got eight hundredths of an inch and san jose got 500s of an inch. san francisco, .92 inches.

landslide. yes, more rain is on the way. highway were a3 floodwater. several drivers got stuck. caroline was turning around to avoid stalling out her car. >> i have to come back, so i don't want to go that way and ruin my car. >> it looks a little too deep. >> yes, definitely. >> steady rain it made north roadways slick and hazardous. we saw this on northbound 101 in santa rosa. a car facing the wrong direction in the center divide. >> scary, i wake up at night when it rains really hard. >> catherine is watching the weather and the unstable hillside behind her home on cooper drive in santa rosa where two neighboring homes were red tagged last week.

in the sierra. this morning the uc berkeley central sierra snow map tweeted that they added more than an inch and a half from the storm on donner summit with much more on the way. they are one inch away from the season being their second snowiest on record. this season they have picked up nearly 56 feet of snow. the number one spot by the way is held by the 1952 and 53 winter with an astonishing 67 feet of the white stuff. moving to san francisco where the weather is to blame for a large tree falling on top of a car and a pickup truck in the pacific neighborhood this afternoon. the tree brought down cables at sacramento and buchanan street. the one california line had to be rerouted around the area. crews worked to fix the cables and remove the tree. do not forget, you can keep track of changing conditions and access the same live doppler 7 that are weather team uses. it's available on demand on the

abc 7 bay area news app, download it where you happen to stream. governor newsom is asking lawmakers and voters to approve a 2024 pallet measure that would expand housing and treatment for people suffering from mental illness and addiction. the proposal to address the homelessness crisis would cost $1 billion every year. the governor says it would bring thousands of modern community treatments centers to house people struggling with mental illness or substance abuse. >> it is unacceptable what we are dealing with at scale now in the state of california. not only in terms of the streets and sidewalks, but those who are suffering alone, those who are unseen in mobile home parks, the streets obviously as well in isolation. we have to address and comeogril health in this state and our nation. dion: the new proposal includes funding to house more than 10,000 homeless veterans. crews are working to write a

freight train that went off the rails in sonoma county on thursday night shortly after the smart freight train left shoko. the eighth car train was carrying grain to petaluma when cars derailed. there were no injuries in the cause is under investigation. a large crane has been brought in to get those cars back on the tracks. the train transports grain from the midwest every thursday night after that commuter service is done. it runs freight and other services in the north bay on old southern pacific tracks. smart freight is hoping service will be back to normal by thursday. just ahead, we are getting a first-hand perspective on a flight that gets -- a body camera on a firefighter captures the gripping moments. we will take a look at what it takes to get control force of nature. update on the roadwork that shut down i-680 in alameda county. new information from caltrans

storage facility. the fire was reported at 1:30 this morning at smart stops self storage. firefighters used chainsaws to cut through the building's entrance gate and get closer to the fire. fire departments say crews save multiple units potentially affecting hundreds of thousands of dollars in damage. here is a look at the aftermath. you can see a pile of burnt debris still at the storage facility. the most severe damage appears to be isolated to just one unit. new details now. caltrans has one lane to fully open the freeway by tomorrow morning. crews have been working to replace entire sections of the roadway. between us and the low will of arden burnell avenue. southbound is not affected by the closure. this morning caltrans tweeted this photo of crews placing concrete on the roadway. they say the reconstruction project will make for a smoother

half moon bay 52. receiving rain drops on the sfo camera. temperatures in the mid-50's. santa rosa, nevada, napa, fairfield, bid 50's. livermore, 57 degrees. here is what it looks like right now. we will be doing with spotty showers overnight into tomorrow morning but most of tomorrow will be dry. that's a great time to prepare because there is the atmospheric river. i drew an arrow headed our way which arrives tuesday morning and that is going to be a bit of a mess. on our storm impact scale it is a level two out of five right now because it is starting to slide more toward southern california. we could bump it up if it heads toward the bay area but we will still be dealing with downpours, gusting wind, rain far right now less than half an inch for most areas, but the concerns are local flooding and shallow landslides. with the gusting wind we could see downed trees and power lines

again. so you notice tomorrow mostly dry then there is heavy rain moving in early tuesday morning for the commute. that is going to be quite hazardous and then it starts to turn into showers for tuesday evening into wednesday but the wind will pick up. it's going to be a difficult drive home on tuesday. the wind will be gusting anywhere from 30 to 50 miles per hour, especially at the coast, so that is going to be very hazardous. be careful there. and along the bridges, you want both hands on the wheel. lowes tonight will be in the upper 40's. lower 40's through parts of the north bay and we could see patchy spots bringing rain showers popping up overnight. tomorrow, still on the cool side. temperatures mainly in the mid to upper 50's. san francisco only 54, well below average right now. san jose, 59 degrees. there is a winter storm warning in effect for the sierra until 11:00 tonight but after that will be a good time to commute

between to and from the sierra, because after that, i w wierrm srra from tuesday morning all the way until wednesday where they can get up to an additional two feet of snow. snow levels will be dropping down tuesday night down to 3000 or 4000 feet and that will make travel difficult to impossible once again. here's a look at the accuweather 7-day forecast. for the first day of spring, looking good. there's a chance of showers popping up for the most part, dry. then the atmospheric river arrives on tuesday and it will be cooler again, so well below normal. it will turn into a level storm by wednesday. the showers will taper off and then finally a nice stretch of dry days thursday and friday. even warming up with some sunshine for next weekend, although we will be below average for this time of year. >> now abc 7 sports with chris alvarez.
