>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> way. >> i am expecting the dirt to shift a little bit. hopefully it won't get too much worse. >> we are not hoping for it, but mother nature has her own mind. dan: she does, indeed. expected to deliver a level 2 storm to the bay area mark tomorrow. people in the hardest hit areas and on the front lines of the repair work are getting ready. ama: coverage tonight with cornell who went to one neighborhood that has been dealing with mudslides. dan: all of that coming up.

when the rain will arrive. sandhya: during the morning commute, that is concerning, it will make a mass -- mess of the commute. let's look at live doppler 7. a moderate strength storm that is developing in the pacific. let's get right to the timeline. tomorrow, the rainfall will spread. it is widespread during the morning commute, turning more showering for the afternoon hours create a wind advisory has been issued for most of the bay area with the exception of the north bay. tomorrow morning at 7:00 until 9:00 p.m.. wind gusts up to 50 miles per hour. potential is there for some problems. level 2, rain will be heavy at times. here are the biggest concerns. minor roadway flooding, trees down, and a few outages. stream and creek flooding high, shallow mud lines or landslides, moderate possibility.

danger prompted city officials to red tagged two homes last week. more rain is the last thing nervous neighbors want. >> we are not hoping for it, but mother nature has her own mind. >> i think there is another storm, i am expecting a little more dirt to shift. cornell: slowly inching toward this house, it has already destroyed the new fence. she hopes crews can help avert disaster. >> i feel hopeful, they are working on fixing the issue. hopefully, it is only positive from here. cornell: a porti was closed over the weekend after this landslide in napa county. officials expect more scenes like this during the next round of storms because the earth is a supersaturated. in mil tide created a deep water channel on sunday, some drivers got stuck.

not even sunshine and blue skies means a break for storm cleanup crews. no days off. >> it is definitely the time we have to catch up. we covered the whole county. everybody that came in here were disaster service workers, we respond to floods. some folks run away, we run towards it. reporter: there has been plenty to go towards for the 32 maintenance workers at valley water. they put in plenty of hour >> earlier, we were going 24/7 in january. 212 hour shifts just responding to anything that was coming in through the emergency office. it has definitely been a challenge after all the drought to get into this heavy, heavy rain. reporter: rain leads to flooded roads and storm drains. the department of transportation's responsibility. mark fraser was responding to a broker tree limb.

>> it has been a lot this year. we got a lot of rainstorms , we certainly needed it. it kept us very busy. reporter: frazier has been putting in 16 hour days at times, but he does it for his community. we want to be that resource to make sure the community is safe and we are addressing all issues properly. reporter: a similar feeling for this man, working his last year at valley water. he takes pride in his work and says he will miss it. >> i enjoy doing it. i have been working here for 40 years. i love helping the community out and being there for the community. e for that job well done. i am dustin dorsey. ama: residents

floodwaters took out haven waters mobile home park. there are evacuation orders in some places from the storm. snowmelt runoff because the san joaquin river to overflow. officials contacted residents directly to self evacuate as waters venting access. dangerous water levels are blocking roadways in the area. you can access the same live doppler 7 that our team uses. on-demand on the abc 7 bay area news app. dan: along 580 in livermore. a mudslide has caused it to collapse. this is near northland road. the slide may not be the worst of it. caltrans has because the right lane after a crack appeared. the worry is that it since it is next to that mudslide. more rain is coming. drivers are urged to take alternate routes to avoid

delays. ama: the police agency announced it is doubling the number of officers amid safety concerns on trains. we explain what these changes could mean. i changes are coming keep riders safe. the board of directors announced that more officers will be on board trains and at stations to help down on crime. >> this new strategy will maximize the visible presence of the police department in our system. it is about to be very likely that you will see a member of the bart police department the next time you board a train. reporter: data released shows electronic thefts are rising. writers continue to express concerns over safety on trains. >> a better security presence may be making sure they have security, especially at night. reporter: there was also this incident, two writers got into a fight on a train heading toward a market arrow station.

one pulled out a gun and pistol up the other rider the gun went off. >> we are removing seven of our traditional vehicle patrols per shift and redeploying those officers inside trains, which also includes our k-9 unit. reporter: this is not just about making the system safer but also more efficient. crime often leads to more train cancellations and delays, making the system not as reliable. >> sometimes you just come up to a station and someone is making a ruckus on a train or at the station. they will hold it until they figure it evidently a delay here and there. reporter: they put out several alerts about service temporarily stopping in downtown oakland due to police activity. officials hoped this move brings more people back on board. >> if bart doesn't get writers back up, the system could go bankrupt and shut down. reporter: they want to see a train system they know they can

board and get to their destination safely. >> i love h exactly what they need. dan: u.s. postal asking for the public's help after seeing a sharp rise in crimes against letter carriers. earlier, oaklands postmaster send letters to residents of oakland and emeryville warning them of the increase in robberies, assaults, and break-ins against also workers. -- postal workers. >> people coming up whether they are in their vehicle or coming back, it is very scary. >> they are looking for male, financial information, wada -- products, infrastructure. dan: the u.s. postal inspection service is offering a $50,000 award leading to conviction in the area. ama: the couple behind the

a judge sentenced her to 13 years and four months in prison. the maximum allowed under her plea deal. she admitted to masterminding the plot to kidnap the baby. the kidnapping still traumatizes babies family. >> the sister of b stop crying anytime he is not with her. she is crying, worried he is going to make kidnap and they are worried for his safety. dan: rose accomplice hos sentenced to five years in prison. he took the baby while ramirez distracted the mother. ama: one of oakland's most popular restaurants is rebounding after a break in. the everett and jones location in jack london square. it happened at about 3:00 in the morning. one of the owners believes it was a targeted attack. but it didn't shut down business. >> we will stay open and we will not allow them to rob us of our joy. they tried to do that and we opened up today even though we

had some challenges. we will continue to be open because we are for the people. ama: surveillance captured video of a suspect inside the restaurant. they got away with an undisclosed amount of cash. dan: a plan to build a five-story apartment building in marin county is being met with heavy opposition. white people living in the area say the existing infrastructure can support more residents.

dan: 830 billion dollars cash infusion from some of the nation's biggest banks has not been enough to calm investors in first republic bank. its shares plunged over 47% today. trading in its shares on the new york stock exchange were stopped several times today. shares of first republic have been in freefall. last week, they lost about 70% of its market value. ama: we are wilting to build a better bay area. part of that is housing. in marin county, many community members they they plan to show up at the county board of supervisors meeting this week to protest a new housing development. abc7news liz spoke with committee activists about their concerns. >> i just feel like it is really bad. liz: the thought of putting a large apartment building across from her home is a big and no. that is exactly what is that

happen. marin county approved a plan to turn this property into ary 74 t mple me mos >> there are already 143 housing units in the two block area. liz: the project, congestion. there is just one way in and out. a community already has the highest density of housing in the county. >> the only additional units where we have infrastructure problems along with one entrance, it is a disaster. liz: point out the apartment complex is slated to have just 23 parking spots. likely leaving many residents looking for street parking in an already overcrowded and narrow neighborhood. i am on the street where this complex will be. i see just one open spot, otherwise, no street parking. a spokesperson told abc 7 that

the project was approved under sb 35, it removes discretionary authority from cities and counties for land-use decisions involving housing developing projects meeting specified criteria they are saying it is out of their hands. it is part of the state law streamlining housing construction. community members feel their voices are being ignored, something they say happens too often in marin city's. >> a historically disregard for marin city. what happens here. liz: eight petitio circulating to stop the development. so you are saying, why does it always have to be here, why not other parts of the county? >> exactly. it will create a nightmare situation for the area. dan: we will kee situation. let's turn our attention to the weather. what a lovely springlike day. sandhya: spring ha

afternoon. we will carry on with the theme of winter. behind me, bright skies, a little breezy. let me show you a live picture from zephyr cove, where they got anywhere from a few inches of snow to a foot of snow. the statewide snowpack stands at 225% of average. this is from the central sierra snow lab this season. 2022 and 2023 is the second snowiest on record. the first was 1952. it surpassed the 1982 -- 1983 season. it has been pretty darn good. the current season, 56.4 feet of snow. we will be getting worse now. there is a storm developing in the pacific. it will bring in not only wet weather but windy weather as well. locally, it is client right now. that changes tomorrow morning.
