security at the mall, and there will be more vigilant on wednesday. that is when public schools in san francisco have that shorter day of the week. the supervisor who represents that district believes that social media has everything to do with these fights. this is one of several social media posts showing several youths fighting inside stonestown galleria last thursday and again friday after school. what triggered the brawl is unknown but the motivation seems clear. >> instagram live just post things but seek out, you know, action, and then when they post it and a goes viral, they get more likes and more volunteer -- more lyanne: as we witnessed today, stonestown is frequented by

several nearby high schools and the college, but the fighting has been a more recent development. >> it is a business, a sad. lyanne: kevin luna works in the mall. >> customers and other retailers, it is not appealing to come into the mall, so it has been bad lately. lyanne: we reached out to brookfield properties, but they never returned our call. it is obvious that security inside the mall has been bolstered with san francisco police monitoring the premises. san francisco unified will not confirm if any of their students were involved, citing privacy issues. it may be a byproduct of isolation during covid. >> it was a year that they should have been learning how to talk to each other, how to do conflict resolution, you know, and all of those things that

they were not adults to support them other than their parents. lyanne: she has now called for a hearing asking that the mayor's office, the superintendent of schools, the district attorney, and chief of police present a plan to address the recent acts of violence that have surfaced at the mall and recently as some of the public schools. just recently, the san mateo county board of education filed a lawsuit in federal court against a number of social media companies, claiming that they are harming the mental health of children. president biden, in the state of the union address, also said that these companies should be held accountable for collecting data from children and then advertising to them. in the newsroom, leanne melendez, abc 7 news. dan: lyanne, thank you. at abc 7, we are committed to building a better bay area, and part of that work involves keeping you aware of the challenges and solutions for b.a.r.t. today, the agency announced it

is doubling the amount of officers because of safety concerns on the trains. abc 7 news reporter ryan curry explains what those changes could mean. ryan: changes are coming to b.a.r.t. to help keep riders safe. the board of directors announced monday more will be of war trains to help cut down crime in the system. >> this new deployment system will maximize the presence of the b.a.r.t. police department in our system. it is likely you will see members of the b.a.r.t. police department the next time you bourdais b.a.r.t. train. dashboard a b.a.r.t. train. >> making sure that they have security, especially at night. ryan: there was also this incident, less than one week ago, two riders got into a fight on a train heading to embarcadero station. one of the riders pulled out a

gun and pist whippednother, inju rider >> we are moving seven vehicle patrols for shift and reappoint those officers inside trains, which also includes our k-9 unit. ryan: this move from b.a.r.t. is not just about making the system safer but also more efficient. crime on b.a.r.t. often leads to more train cancellations and delays, making the system not as reliable. >> sometimes you come up to the station and somebody is making a ruckus on the train or at the station, so they have got to hold in until they can figure it out, so it is definitely a delay here and there. ryan: just this past saturday, b.a.r.t. put out several alerts about service stopping in downtown oakland due to police activity. officials hope this move brings more people back on board. >> if b.a.r.t. does not get ridership up, the system could go bankrupt and shut down. ryan: riders say they want a system bacon board and get to

their destination safely. >> i love hearing that. that is exactly what they need. ryan: ryan curry, abc 7 news ama: all right, abc 7 news' is here. let's start with stonestown. are there enough officers to do this? phil: that is the question. san francisco and other agencies are down police officers, and the stretch for where to put them is increasing. in san francisco, you have demands people want them in the union square shopping distant -- district, and this latest one, stonestown, which has been on the quiet side of town, is looking for more police. one thing that is interesting is some of the same politicians who were a couple of years ago saying let's defund the police or not use police so much in situations like this are the same once saying, where is the police plan. what are you going to do about it? ama: same for the people who live in the neighborhood.

a lot of people wanted fewer officers, but now everybody wants them at their door because of the crime. phil: exactly. because when the crime gets to the door, that is when you want somebody there to help out. ama: nobody wants to travel on b.a.r.t. if you don't feel safe. let's talk about b.a.r.t. any potential drawback of adding more officers? phil: it depends on what the officers do. let's be honest about this. we are talking mostly low quality of life crimes here, maybe somebody doing drugs, maybe somebody acting out, something smoking, something like that that just makes you feel unsafe when you get on that train. now, a couple of years ago, b.a.r.t. went and was in force and quality-of-life crimes, but they found that while african-americans only made of about 14% of the writer, they were getting half of the same patience -- ridership, they were getting half of the citations, and that led to whether b.a.r.t. police were being fair. it was a social justice issue. they could see a replay of this

again, and it is something they will have to deal with. police have to focus on just getting people off the trains if they have a problem, not necessarily citing them. they want you to feel safe, especially in the corner from oakland to san francisco, because they feel if they can contain that and keep that safe, then the further out areas will not be a problem. we will see if it works. ama: what happens to the call for making b.a.r.t. entrance is harder to jump? we know it has been a big problem here is that being addressed? phil: no. as a matter of fact, it has been about four years. at the time, it was costing b.a.r.t. about $25 million in fares. 80% of the crimes on b.a.r.t. are by fair jumpers. so far, after four years, they have yet to award a contract to change the gates and make them harder to get through. they are still working through the b.a.r.t. process. they are expecting to have a hearing this week or next week and possibly put out a contract next year. talk to me when it happens.

frazier was resorting to a broken tree limb over a sidewalk. it is never a slow day. mark: it has been a lot this year. we got a lot of rainstorms which , you know, we certainly for the drought. it kept us very busy. dustin: frazier has been putting in 16-hour days at times, but he does it for his community. mark: we want to be that resource to make sure the community is safe and we are addressing all issues properly. dustin: a similar feeling for senior maintenance worker blaze, working his last year at valley water. still grinding it out, despite already being at retirement age. he takes pride in his work and says he will miss it. >> i enjoy doing it. i have been working for the water district for 40 years. i love helping the community out and being there for the community. they look to us to get the waterways clear, and that is what we do. it is part of my job. dustin: and we are thankful for that job well done.

[laughter] ama: never. sandhya: i'm just teasing. dan and ama, it is first day of spring, but we have a spring storm heading our weighted we check out live doppler 7. it is a moderate strength storm that has all the right dynamics for the cold, unstable air with an area of low pressure to the subtropical moisture. while the heaviest is a northern baja, we will get our share of rain and it begins during the morning commute. we are going to notice at 5:00 it is widespread rain. the intensity will pick up during the commute. at noon tomorrow, we are going to see scattered showers, but the winds are going to get stronger, wind advisory 7:00 until 9:00, gusts at 50 miles an

dan: federal and local authorities in new york city are on alert after former president donald trump called for his supporters to take to the street if he is indicted. trump claimed on his social media platform that he will be arrested tomorrow for alleged hush money paid to adult film actress stormy daniels before the 2016 election. now, abc news has not verified that claim, but has obtained a copy of an intelligence bulletin from homeland security about an immediate increase in violent rhetoric online after trump's post. joining us live to talk more about this is abc 7 political analyst jackie speier. jackie, president a reminder of his supporters going to the capital february's -- january 6 paid it is unprecedented if he is arrested

and charged, but what do you make of this circus he is creating again? jackie: it is classic trump, dan. it is how he raises his money. what he is doing right now is trying to fuel the campaign fund for his presidency, that is pretty anemic. dan: let's talk about his campaign for a moment. how does this help or hurt his political power? obviously, whether he is arrested or not, just the threat of it will fire up many of his supporters, but does this damage him going into the campaign, or does this actually help him? jackie: you know, it would damage most candidates running for president. i don't know if it does damage donald trump, because he has got this 30% of the republican party that is with him, no matter what he does. so i don't think this, in and of itself, will actually be what breaks him, and, frankly, it could, in fact, have more damage for the democrats. dan: i'd like to ask you about

that, jackie. it is also very early in the campaign. he has plenty of time to recover from this, if there is any damage, or to capitalize on it. jackie: if you just look at how much money donald trump raised between the election day, when he lost, in november of 2020, and march 6 -- excuse me, january 6, it was over $250 million. so this is going to be an opportunity for him to say once again that this is the weaponization of so much of the judiciary, and the democrats are behind it and george soros is behind it. he will use it for his benefit. so this is not the best case for the democrats, and i'm hopeful that, in fact, we are not going to see this case move forward, because it is such a weak case. dan: let's talk a little bit more about that, jackie, because a lot of legal experts have talked about this case as maybe not being the right one, if you

are going to prosecute him on anything, that this is not a particularly strong case that may not have legs. do you think that is true? jackie: well, i think it really will come down to whether or not they can prove beyond a reasonable doubt that he knew that michael cohen made that actual 100 $30,000 hush money payment to stormy daniels -- 130,000 dollars hush money payment to them stormy daniels, and then subsequently he may be payment to michael:. i think the stronger cases that he attended too many believe the election results by calling on the secretary of state in georgia to "just give me 11,780 votes. just find those votes for me." that is more criminal conduct, i believe. dan: abc 7 political analyst jackie speier, thank you, jackie. ama: take a look at what people in living near the san joaquin

river are dealing with. sky 7 was over manteca in san joaquin county today. you can see there flooding. parts are under evacuation orders, because the river continues to rise. dan: here we go again. abc 7 meteorologist sandhya patel is tracking the timeline. ama: when will we see rain? sandhya: we will see it as early as tomorrow morning's commute. right now, we are cooling off, and we are in a break, but don't get too used to this idea. during the commute, it is going to get nasty. let's take a look at the storms coming our way. minor roadway flooding, downed trees, outages, a very high likelihood streams and creeks will see flooding. it is a high likelihood smaller streams, shallow landslides. moderate and river flooding, low likelihood. take a look at live doppler 7. this system is going to move and while the commute begins, and it is going to continue to impact us through wednesday.

as we look locally, nothing on live doppler 7, but we did have rain earlier this morning. . we do have clouds overhead right now and a blue sky from our south beach camera. hope you had a chance to get out and enjoy. low 50's mobley to san francisco, 54 in san jose, 50 degrees in half moon bay. we are looking toward mount tam, where a few clouds are passing through. low to mid 50's from santa rosa to napa. it is 56 in concord and 55 in livermore. here is a few for my exploratorium camera, and we are seeing plenty of sun and san francisco. a spring storm arrives tomorrow at as you know, spring is here. wet, windy exclusive abc 7 news storm impact scale, this is a level 2. rain will be heavy at times tomorrow, gusty winds. strongest over the higher terrain, and there is a slight possibility of thunder. here we go, for :00 in the morning, you will notice the rainfall is -- 4:00 in the

morning, you will notice the rainfall is covering the entire bay area. it gets heavier toward 7:00 a.m. watch for downpours around 9:00 a.m. we could see snow showers mixing in around mount hamilton. as we look at tuesday evening, going into wednesday, still though showers continuing to pass through our region. now we are going to take a look at not just the rainfall timeline but the rainfall totals. we are talking about anywhere from half an inch in brentwood to over one inch in half moon bay. the mountains will be picking up one inch to three inches, and with the ground being saturated, that wind advisory cannot be emphasized enough. that is going to be enough to topple trees. keep that in mind. the wind advisory is for most of the bay area -- the north bay. we are looking at gusts 50 or stronger. 11:00, southeast at 40 miles an hour, those windss will increase close

to 60 tomorrow night, so the evening commute will be nasty. you see that area of low pressure that is spinning off the coast, and ending on that goes, the winds could be worse, so keep that in mind. 40's for most of you, 39 at lakeport, a wet and windy morning tomorrow. 50's for most of you except around lakeport. the accuweather 7-day forecast is a level 2 tomorrow, it is a 1 for wednesday then we get a chance to dry out. another storm is coming our way, and that is going to be a level 1.

it took down many systems and compromised credit card information. in fact, as we have been reporting, the leaked data has been viewed tens of thousands of times on the dark web, and now the abc 7 news i team has learned the fbi is still in it negotiations network. ama: steph is here with the latest. stephanie: at least 4300 current oakland employees are at risk of being hacked but now we are learning thousands of former employees dating back to 2010 may be, too. we have been trying to speak with the mayor for weeks about this, but we have been told over and over she is too busy. she did have a press conference about housing today, so we showed up to get answers to our questions. we have been hearing about people who've had their credit cards compromise, in some cases their identities stolen. they want to hear from you about how you are working to resolve this. can you provide an update? mayor thao: the update is this

is an ongoing investigation. we are working closely with the fbi and with opd here as well. we have an amazing staff of i.t. folks in the city of oakland. stephanie: how long do you anticipate it will take this to resolve? some have said years. mayor thao: the systems will be online again hopefully in the next few weeks or so. it is just about the manpower to really get all of the systems backup. but we are optimistic that we can get there in the next few weeks or maybe the next month. stephanie: are the phones working? this is brittany garza, a special assistant to oakland city council member neil gile. >> i cannot check my and when i pick up, nobody can hear me, and i can hear anyone. stephanie: she makes up a small fraction of employees, dating back to 2010. how many of those have been notified already that they have been compromised?

are you almost done with that process? >> that is going to be an ongoing process to we have notified the current employees but we are notifying employees that have left the city, so it will be an ongoing process in regards to making sure that we are thorough. stephanie: that process is happening right now? >> that process is happening. this is a huge investment in regards to our previous administration in our i.t. system. this is something we have imperative. stephanie: has your information and compromise? >> absolutely paired i have been here for 10 years. that includes me as well. housing questions? stephanie: it is a ransomware question. i've asked already three. thank you so much. as you can see, we were only allowed three questions. the city's i.t. department currently has been teen beckons these. i wanted to -- 17 vacancies. i want to ask if this was staffing related.

oakland allocated additional funds to fund i.t. positions, so we will be looking into how exactly that money was spent. certainly many more questions to follow here. ama: stephanie, thank you so much. oakland is poised to pump tens of billions of dollars into affordable housing at tomorrow's city council meeting. abc 7 news reporter leslie brinkley got a preview of what will be built. leslie: residents often struggle to find affordable housing. for the first time, oakland will take $50 million from measure you housing bonds and combine it with another $13 million to jumpstart affordable housing in the city. >> are putting that money to work. leslie: oakland's mayor made the big announcement, flanked by councilmembers. >> i am so grateful that this item is coming to the city council tomorrow. it will give us the opportunity to put our money where our mouth is. >> the state of california is

requiring oakland to create 10,000 additional units of affordable housing by 2030, so this is the beginning of the building of that pipeline. leslie: that state funding requires that shovels will be in the ground so that construction will start in six months. according to oakland housing and community development, the measure u funds will include new construction as well as the acquisition and conversion of existing buildings. transit-centric units are likely to be built near west oakland b.a.r.t. and lake merritt. >> for every single dollar that oakland invest in affordable housing, one dollar, three dollars more are leveraged by the state and other resources, so this will have a multiplying effect. leslie: housing for the homeless is part of the plan. >> a lot of the projects that will be creating additional units will address that population that is currently living on the street. leslie: in oakland, i am leslie

ama: stocks were up-to-date, avoiding the recent bank fiasco. investors lost worry after the swiss government's effort to smooth the banking crisis, silicon valley bank being a front runner in bank failures. the dow led, nasdaq was up 45 points, and the s&p jumped nearly 40 points. more on silicon valley bank's failure last week. the federal reserve now faces scrutiny. officials knew for over a year about svb's governance and liquid to before its collapse. global banks took action today, that includes a signature bank becoming flagstar bank after a $38 billion deal.

also, ubs took overbank rival ubs -- credit suisse took over ubs. the biden administration says it is closely watching efforts to prevent consumer fallout. dan: new at 6:00 tonight, california is joining other states coming on kia and hyundai to take immediate action to remedy the car theft crisis. a coalition of 23 attorneys general wrote "your company's decisions not to install antitheft the mobilizer's has caused ongoing consumer harm and undermined public safety across the country." ps and hyundai's between 2018 and 2019 do not have those immobilizer's that prevented from starting without a physical key present. that's skyrocketed with social media users posted videos on how to steal those models. kia has an upgrade for some models, but it will not be available till june. ama: a north bay project at the

dan: at abc 7 news, we are work housing. in marin county, they say they plan to show up at the county board of supervisors meeting this week to protest a proposal for marin city. liz kreutz spoke with activist about their concerns with this project. >> i just feel like it is really bad. liz: for marin city resident janine, putting it across her home is a big n.o. >> absolutely not. liz: but that is exactly what will happen, a proposal for a five-story complex for low income housing. >> there's already in a two block area. lesli community activist

their problems with the project, congestion good there's one way in and out of marin city, and community that already has the highest density of housing in the county. >> building this where we have infrastructure problems along with one injury, it is a disaster. liz: they also point out the apartment complex, which is across from the popular park, is slated to have just 23 parking spots, likely leaving many residents looking for street parking in an already overcrowded and narrow neighborhood. i'm on the street where the street with accomplice will be. i see just one open spot right now, otherwise no street parking. a spokesperson for marin county told abc 7 the project was approved under a state law that removes discretionary authority from cities and counties for land-use decisions involving housing development projects meeting specified criteria. in other words, they are saying it is out of their hands, as
