another system moving in this morning with rain and strong winds later today. live doppler 7 this morning. rain moving in from the south, heavy at times. raining in the santa cruz mountains. light rain has started in the city and we will find wet conditions as the morning rolls on. not only rain but wind is also a threat especially along the coastline. high wind warnings are in effect. the orange on your screen, winds could get up to 70 miles per hour and that will bring trees down and cause power outages. level 3 storm with scattered showers and downpours. we will look at that, coming up. jobina: good morning. we are going to start with the commute and metering lights are on at the bay bridge toll plaza. we are already seeing a credit start the morning commute. that is going to be critical.

pay attention to these extra vehicles on the roadways and if we bring in the video of san jose showing you the southbay, you can see the water coming up from the tires along the roadway. the rain has arrived in this area. thankfully, no major spinouts. but i want to bring in video from sky 7 showing a sig alert right now in livermore. this is still in place. this is right at north flynn road on 580 in the eastbound direction. a portion of the roadway has crumbled. at least one lane in the eastbound direction is shut down right now. caltrans is asking drivers to take an alternate route to avoid the backup that will arrive this morning. reggie: thank you. we start storm coverage in the southbay. the commute could be slippery for drivers. amanda del castillo is checking that out. amanda: good morning. the rain is coming down, the

wind is picking up, and traffic is delayed along 101. good news for early commuters, especially as they head out. but this morning's storm could bring heavy rains at times and with that the possibility of thunder. of course, gusty winds which will be the strongest over the hills. in the last few months we have learned that rain paired with powerful winds can cause tree limbs and power outages. these are all conditions that have kept crews busy since the start of the year. valley water tells us in 2023 alone there has been plenty to do for the 32 maintenance workers. >> earlier in january we were going 24/7, two 12 hour anything coming into the office. it has been a challenge after all the drought to get into this

flames broke out around 8:45 last night on union city boulevard. crews saw the fire coming from the roof of the building when they arrived. it is part of ready mix. the crews did have to call pg&e as well to make her everything was safe. no one was hurt. kumasi: a woman has been sentenced to prison for admitting to planning the kidnapping of a baby in san jose. yesterday yesenia ramirez was sentenced to 13 years and four months. she cried for about 40 minutes in court, apologizing for kidnaping baby brandon. she was the mastermind and got her accomplice, jose portillo, to carry out. he was sentenced to five years in prison. reggie: workers of the second largest school district in the nation are on strike. classes are canceled across los angeles unified for the next three days and tens of thousands of employees are protesting what they say are unfair labor practices.

the superintendent believes the strike could have been avoided. jobina: right now, 30,000 employees are on the picket lines across the district. the three day strike started at 4:30 this morning. esiu are protesting union unfair labor practices. they are asking for better wages for the workers. they only make about $25,000 a year. they also want more full-time work and increased staffing. there was a brief glimmer of ho yesrd aon but the union says lausd leaked information about a process so they had to walk away. >> i believe this strike could have been avoided. but it cannot be avoided without parties at the table. it cannot be avoided without individuals actually speaking to one another. whether it is directly or indirectly and today we had a golden opportunity to do that,

but that did not happen. jobina: lawmakers are reacting to the strike on social media. representative adam schiff posting this saying, "from bus drivers to teachers aides to custodians, we owe a great deal to those that keep our kids safe, secure, nourished and educated in school. i back esiu in their pursuit of better wages and safe working conditions." he is expected to be on the picket line this morning along with members of the teachers union. meanwhile, the superintendent says the district will provide some student supervision today for parents who cannot take work off. kumasi: thank you. opleeet severciesincling san fe ay area. drew: i'm drew tuma. live doppler 7 showing you rain moving in from the south.

firefighters were responding to a call in this happened. this near miss brings home the importance of road safety for drivers and pedestrians. yikes. happening today, san francisco's board of supervisors will work on how to help the homeless population. the supervisor will hold a news conference before the board meeting to push his plan. this is calling for 2000 new shelter beds over the next three years along with other supportive housing. today's meeting will also discuss mayor london breed's request for police overtime pay and the city's pandemic moratorium on rental evictions. kumasi: oakland is poised to pump tens of millions into affordable housing at today's city council meeting. more than $60 million in combined funding is expected to be allocated. this is happening as the state is requiring oakland to create 10,000 units of affordable housing by 2030. some of the funding can include new construction and acquisition

and conversion of existing buildings. >> for every single dollar that oakland invests in affordable housing 1, 2, 3 more are leveraged by the state and other resources. this will have a multiplying effect. kumasi: it is likely that some units will be built near west thereould also be those focused on the unhouse population. we are learning details of a protest outside the indian consulate. embassy workers were on sunday but the extent of injuries is unclear. they were responding to the indian government's crackdown in their homeland of punjab. dozens of sick activists have been detained. reggie: thousands of visitors are waking up in san francisco for this year's game developers conference and we are happy to see them. 24,000 people are expected to attend.

the event saw 1700 people last year. business owners say it is a welcome sign as the city continues to struggle to recover from the pandemic. >> we are not at pre-pandemic for regular business, but i feel like convention business is getting stronger and stronger as we go. each convention seems like they are coming back to their pre-pandemic numbers or close. reggie: it was 17,000 last year. it has gone up a few thousand. attendees from out of town tell abc 7 they were excited to see with the city has to offer. we were out and about yesterday downtown and it was so great to see the streets crowded. i was happy to see these businesses full of people at happy hour. kumasi: it was a time. reggie: they looked like they were having fun. kumasi: it was a beautiful day. reggie: welcome with all your games and things you are doing. kumasi: let's talk about this. it is cutting-edge science of a good old pint of beer.

live dopplerghno southbay and the peninsula as that rain fills in. across the city we are seeing downpours pick up across the bayshore and even the mission. it is not only the rain but the wind that will be an issue. upper 40's and lower 50's right now. take your umbrella with you. the winds are picking up. they are between five and 15 miles per hour but as the morning continues the winds will increase. it is the afternoon that the winds will be strongest. i want to emphasize this wind event will not be like last tuesday where it was widespread and we had gusts close to 90 miles per hour. today the worst winds will be felt along the coast where they will exceed 60 miles per hour. around the bay shoreline they will be gusting between 30 and 40 miles per hour.

are facing a lawsuit that claims airplanes fly too low and too loudly over for parks. they are all in the golden gate national recreation area. a court filing is urging officials to show how the flights would decrease the impact on visitor experience and wildlife. advocacy groups say more than 2500 flights a year disrupt natural soundscape's. park officials have not commented. happening today, gwyneth paltrow will stand trial in the lawsuit over a ski crash in utah. the man suing her his claim he got severely injured when she slammed into him during a ski run in 2016 and says she kept going after the crash. he is seeking $300,000 in damages. she is cap pursuing, claiming the man is overstating his injuries to exploit her wealth. today president biden will award national humanities metals and the metal of the arts. the honorees include gladys

but we know the wind is expected to ramp up later today. over the last hour we have seen this light rain so now the roads are covered in a thin layer of water. anyone traveling this morning hitting the commute want to make sure you take it slow. even though it is light rain it can be slick. while many may feel a sense of familiarity with these conditions we know there is a level of unpredictability that comes with this weather. this is morning alone we will likely see heavy rain, slight possibility of thunder, gusty winds expected, the strongest over the hills. rain paired with powerful winds can do some damage. we could see more tree limbs and trees down and power outages. the bay has had front row seats to major flooding, widespread potholes and more. in the south bay we caught up with maintenance crews who say

they have been busy since the start of the year with no off days. >> the time we got to catch up. we covered the whole county. everybody that came in were disaster service workers. we respond to floods. some folks run away. we go toward it. amanda: because of back to back storms these crews have been cleaning up damage nearly every day of the new year. valley water tells us in 2023 alone there has been plenty to do for the 32 maintenance workers. san jose d.o.t. workers have been working around the clock, putting in 16 hour days throughout the storms. back out here live in san jose 101 is just behind me. the traffic has been light all morning which has been good news, especially since early commuters saw dry conditions, and as i mentioned, this light rain falling. the wind picked up in the last

bracing for unrest. police are preparing for former president trump's possible indictment. the manhattan district attorney has been investigating trump for the alleged hush money payments made to adult film actress stormy daniels before the 2016 election. trump's former lawyer, michael cohen, already pleaded guilty to campaign violations and helped arrange the payments at trump's discussion. but trump ally robert castella said trump committed no crime. political analyst jackie speier says trump's presidential campaign could benefit from a possible indictment. >> the maga republicans represent 30%. i do not think he can do anything to disturb that support that he has. he will continue to support and that is what

republicans are looking at. ron desantis is walking a fine line. he does not want to alienate the maga republicans. i do not think that is really going to impact his bid for the presidency among republicans. gloria: she says the case the prosecutors are building against trump is too weak to lead to conviction and things it could hurt democrats. she believes the claim that trump tried tampering with 2020 election results in georgia is a stronger case. so far, a trump spokesperson says he has not been notified about an arrest and no comment from the manhattan district attorney. reggie: thank you. the i-team has learned the fbi is in negotiations with a ransomware group that hacked into the city of oakland's network. city employees are at risk of being impacted. that does not include the thousands of former employees also at risk which dates back to 2010.

mayor sheng thao answered questions from stephanie sierra. stephanie: how long do you anticipate it will take to be resolved? some said years. >> the systems will be online again hopefully in the next few weeks. it is just about the manpower to really get all the systems back up. stephanie: has your system been compromised? >> i have also been included. i have been here for years. reggie: the city council allocated more than $3.3 million to fund additional positions and support in the last budget cycle. stephanie sierra is working to find out how that money was spent. kumasi: governor newsom has reached a deal with state lawmakers in his push to cut prices at the pump. his plan is to create an independent watchdog group to monitor gas prices and issue fines on refineries who overcharge. but that could be a difficult task. oil groups say production is harder in california than any other state. >> california is isolated when

it comes to the energy market. we do not have pipelines from other states. we do not have products coming from other states. what we do not produce we shipped from overseas. kumasi: relief at the pump is not coming anytime soon. researchers say it could take even years before potential investigations into refineries and gas prices could happen. reggie: those driverless taxis around san francisco may soon be expanding. the autonomous vehicle division of general motors asked california's dmv for permission to operate in all of california. right now, it is only in san francisco, where the company is headquartered. there have been issues. in december we covered a car that stopped at a green light, blocking traffic, until he technician arrived. >> people were honking and going around and they were realizing one after the other there is no one in the car. there is no one to honk at. reggie: in san francisco they

are driverless and people can get in. but if approved, crews only test drive the vehicles with their own employees inside and only up to 55 miles per hour statewide. kumasi: in san jose, 10 months after a safeway worker's death, one family feeling lost again. you might remember last summer 24-year-old manny was shot during an early money robbery. coworkers started a memorial outside the workplace which became a sacred gathering place or his family. but after receiving a complaint the department of transportation removed the memorial last tuesday. >> i totally understand. it is the city's place. i respect that but you left it for almost 10 months. the year is two months away. >> it is sad to hear that 70 complaint. i live across the street and it has never bothered me. kumasi: the city says when they investigated the complaint they

kumasi: russian president vladimir putin welcomed the chinese president xi jinping to the kremlin yesterday to discuss china's proposal for resolving the war in ukraine. jobina: china's president called this a journey of peace and it comes as the u.s. announced another $350 million in security assistance for ukraine. this is president xi jinping's

first trip to russia since the invasion of ukraine. the state visit will last three days. last month, the chinese foreign ministry put out a paper on the war, calling for peace talks to resume and stressed b opposition to the use of nuclear weapons. president xi jinping is also expressing support for putin's reelection next year. >> russia's development has significantly improved under european leadership. >> i would not be surprised if there were trade agreements, some sales that are announced where china commits to buying more oil and gas from russia, providing income to the russian government to continue the war against ukraine. jobina: many western leaders are skeptical about beijing's potential role as a peacemaker. the u.s. has encouraged president xi jinping to reach out to the ukrainian president to get his perspective on the war. so far, no talks between the two have been confirmed.

we get some burgers and get back to working on the machine. reggie: what are you singing? [laughter] i like it. a few hours later he says he was able to get the machine fixed with the help of two regular customers. >> the willingness for them to jump in and help was phenomenal. definitely saved the day, saved my week. it allowed me to serve other customers that week. reggie: that happened months ago but he decided to share this last week as a thank you. both men also received a gift certificate to the ice cream shop. becoming a parent at 90-years-old is unusual. kumasi: especially for a tortoise at the houston zoo. mr. pickles -- reggie: what a name. kumasi: he is the oldest at the zoo and he and his mate have been at the zoo since 1996. they only ever had one hatchling the following year.

this is too cute. tortoises do not often reproduce so the zookeepers were surprised when they found three eggs. the hatchlings were born last week. they named them dill, gerkin, and jalapeno. is estimating rain is falling close to two inches per hour around boulder creek. that is very intense rainfall. jobina has been talking about accidents on highway 17 near scotts valley. it is a mess. heavier rain filling in from sunnyvale to san mateo and even into the east bay. level 3 strong storm. we upgraded it not only because of the rain but a high wind threat. that really maximizes later this afternoon. we will look at the high wind warning in effect along the coastline and a wind advisory in effect for the east bay and southbay. underneath the high wind warning the orange areas have wind up to 70 miles per hour. that can bring down trees and cause ou outages. later this afternoon the winds are going to ramp up. i want to emphasize this wind event is not like last tuesday's where the winds were up to 90

miles per hour. this is weaker but it will cause issues along the coastline where we have a high wind warning in effect. winds are strengthening in my umbrella is moving. you can see this morning we are tracking this downpours living through and on and off showers continue throughout the afternoon and evening. the rainfall totals, where we see those downpours closer the coastline, they will add up. we will see cities get over an inch of rain with the storm. today it is a level 3. several layers with you today. low to mid 50's and take the envelope with you. tonight we lose the wind but we keep the showers and temperatures in the 40's. here is the accuweather 7-day forecast. windy day today and they maximize in the afternoon. we keep scattered showers in the for customer and we dry out into the weekend. looks like we will stay dry saturday and sunday before the next storm arrives early next week. kumasi: thank you.
