we have? >> two to three hours. i just saw a tweet from my colleague saying classic eyewall as the winds over him completely stopped. san francisco and oakland, 60 and 74 miles an hour. as the mid-latitude cyclone eyes moves ashore, we get the calm winds with very heavy rain. this slowly slide out of the bay area. look at the wind on top of the rain. that is a classic area of low pressure that has consolidated. it has become stronger and it continues to whip and lash the peninsula, the bay area, thunderstorms on the backside of it. snow in southern california. a nevada. there is the dry area. you can call it an eyewall where it has been calm.

a plan unanimously passed by the board of supervisors to end unsheltered homelessness in san francisco in three years. legislation to make the report. >> that is whawe get back from hsh. >> the place where all program hopes to end unsheltered homelessness by creating enough shelter beds for homeless people in san francisco. the report concluded the cost to do that and meet that goal would be $1.45 billion. they know it is not feasible. > it should not cost that much money to build shelter beds. but they cost aside, it is not the right plan. >> jennifer freedom box is the executive director of the coalition on homelessness. she said it's unrealistic to think they can meet the goal without a hefty price tag, but says adding shelter beds is not the solution. >> i realize it will be
