how strong the storm is. >> every quarter affected, sandhya patel is tracking it all for us. >> no one is going to escape the wrath of the storm, no doubt about it. dan and anna, let's take a look. you will notice that the area of low pressure rapidly intensified, right off of our coastline, the area of low pressure known as psychogenesis right there -- many of us have been dealing with strong and damaging winds. 60 miles per hour on mount diablo, 40 miles per hour in the santa cruz mountains, and as we look at the lower elevations, strong winds as well. testing at 55 miles per hour at sfo, 31 moscow or in livermore, 52 miles per hour in sfo rather, there is a weather warning until 9:00, arriving flights are experiencing over for our delays. if you're picking something up,

it's the weather and wind causing serious issues. we have a high wind warning for the san mateo coast in the santa cruz county area, shaded in orange until 9:00 tonight, wind gusts anywhere from 50-70 miles per hour means that we will damage, and the area shaded in yellow under a wind advisory cover all of the bay area except parts of the north bay. i'll go hour-by-hour and show you with the winds are doing. 7:00, those winds will remain gusty over 50 miles per hour in the east bay. as we head towards 10:00, winds would begin to drop. over 40 miles per hour in half moon bay and the winds will remain gusty through a few more hours and then tomorrow morning, we start to get a little bit of a break. so they do ease. tomorrow afternoon, breezy on the coast but not nearly as strong as we are seeing. on the san mateo bridge, it has been a bouncy, rough ride for many people this evening as they

hit the road. let's take a look at the peak wind gusts. los gatos, 82 miles per hours. oakland airport, 74 miles per hour. that is hurricane force wind gusts. while alto 59 mile per hour and elsewhere and 56. there have been numerous reports of thunderstorms down around monterey bay, but now the activity is on the east side in the central valley. let's get closer where we are seeing a light-moderate rain. on main street right around half moon bay we are seeing some rain that is coming down at a pretty good clip, here. as we get into street-level here , we show you the rainfall intensity, about 4907 inch per hour. -- .49 inches per hour. i do want to show you that mount hamilton, and i mentioned last week that we could see potential for snow over higher elevations, we are seeing it mixing with rain over mount hamilton.

flood advisories for the northern and eastern portion of our viewing area from san francisco, i should say north of where we are looking right now. san francisco, the east bay until six: 45, flood advisories until 7:30. and in the north bay until 7:15 because of the fact that they are seeing some low-lying flooding. asthma level at the picture, it's a level three strong form with the atmospheric river in southern california. i'll be back with a closer look at when you might get a break here as well coming up. >> some serious frustrati tonight for people trying to drive to east on the bay bridge. they are not getting anywhere because of this. take a look, and overturned big rig that is blocking for eastbound rains -- blaine near the treasure island exit. tim johnson is its have a disco with a look at how that truck is causing good luck throughout parts of the city.

>> and i want you guys to look over my shoulder here at some of this traffic backup that is going on right behind me here, of course we are in the middle of rush hour, but i can tell you i have been out here for several hours and this has just gotten worse and worse and worse, on top of that normal rush-hour commute, because people are trying to avoid the bay bridge and avoid that one lane of traffic that is caused by that big rig being overturned. you can see this goes down as far as the eye can see, and even when the lights turned the engine up a little, but most cars are going -- are not going that far. i also want to show you a little bit of these waves. the waves have started to calm down a little bit, but they were so powerful that they are actually going over the barrier there onto the sidewalk, luckily those have died down a little, and i also want to point out the bay bridge itself. we have been talking about now for a couple of minutes, you can kind of see the traffic just either completely at a

standstill or some folks are crawling along. there is just one lane of traffic open at this time. you can see emergency crews up here trying to get the job done and trying to get things cleaned up and ensure everyone is having a safe commute during this really treacherous storm. we will continue to stay out here for the remainder of the evening, monitoring this powerful storm that is impacting our entire area. bringing you the very latest. >> last wednesday, high winds knocked over a big rig truck on the richmond-san rafael bridge. it was closed for hours, and other drugs work part as a windbreak so they could flip the truck upright. >> very similar to what is happening right now. a lot of people are without power as we speak. here's a live look at the outage map. it's the latest update, about 30

minutes ago, pgd says more than 184,000 customers in the bay area have lost their electricity, the worst outages are in campbell, san francisco, albany, el cerrito and concord. a downed tree hit a van and san mateo county, sadly killing the driver. abc7news reporter lena howland is live. >> good evening to you. the rain is still continuing to dump on us here in san mateo county, outside of this incredibly sad and also sensitive seeing that you see right behind me here. first responders are working to remove some tree limbs that felt, crunching a car and killing this driver. this was truly just accident, and the driver was in a work ran just heading home from work for the day, followed by another colleague when the tree fell around 1:30 this afternoon, crushing the work

fan. chp and fire crews responded, but as they were working to get to the victim, more trees continued to fall, crushing another car parked right behind the scene. they say it is hard to avoid freak accidents like these, but if you have the ability to not be on the roads right now. they say today is not the date to be driving. >> our best recommendation and advice on a day like this with the roads so wet and the ground so saturated and the wind being the way it is, today is not a day to be driving. i understand people have to go to and from work, but it is something you can avoid. it's not a good day to drive, it's dangerous and these events are unpredictable. >> the tow truck just arrived on scene, a couple hours ago, they are still here and first responders have quite a bit of work cut out from them removing the tree from on top of the car

before telling it to a safer location and removing the body. this all happened a block away from the on-ramp to interstate 280, so this is not causing any traffic impasse to the highway. however, it has shut down alpine road in both directions, so if you're trying to get into portola valley you are going to want to find another route. reporting live in portola valley, lena howland, abc7news. >> in the east bay a massive tree came crashing down on multiple vehicles, in newark. one of the vehicles had two people stuck inside the truck, the two individuals were taken by ambulance to a nearby hospital. one of the victims suffered minor injuries. i downed tree is to blame for this afternoon's the remnant of an amtrak train. the eastbound train derailed around 3:25 east of port costar, between crockett and martinez. none of the 55 passengers were hurt, overtake it to the martinez station.

>> we are still on storm watch because of strong wind and rain whipping for the area continuing into the evening and booking -- as you can see on the doppler, that has settled in over the bay area, bringing with it any mile-per-hour plus costs and a lot of rain. the wind is causing a lot of destruction along the coastline, especially in santa cruz. that is where dustin dorsey is live near the ocean. how is it looking up there yet -- ? >> it's miserable. the winds have's -- the waves have started to calm down and the tide is proceeding. the rain is coming down less than it was earlier, but these winds are incredibly powerful, still.

as a result, it's really really cold. wind chills summer around 39-40 degrees. earlier today, when things were at its peak, it was certainly like a hurricane here on the coast. the ocean. when absolutely long, three shine shaking, trees quaking -- street signs shaking, trees quaking, birds completely still. a sight to see. but if you got caught looking at the waves for too long you would get a sharp taste of saltwater. >> it is crazy to watch the waves because they are so big. >> they like hit the cliff and just raced back, it's like at disneyland with splash mountain but in motion. >> it feels invigorating and lively, and gives you a lot of respect for mother nature, even

now. i wouldn't want to be out there on about. >> thunderstorm warning due to destructive winds up to 80 miles per hour. santa cruz county officials are worried about the damage it would cause. >> that is what we are concerned about, because we have saturated ground, and when we see these winds picks up -- pickup, and proximity, takes out roads, and takes out wires. that causes power outages. >> power was out in muslim neighborhoods. the outage map showed hundreds to thousands of people out of electricity. the fear about trees falling down proof to be a valid one is -- proved to be a valid one as well. >> we drove up and we were like oh my goodness. >> gregory griffin was not surprised to return home with a giant tree down. griffin watched asked a second tree came crashing down moments later, crushing this prius and injuring the driver inside.

>> we are safe here now. i live right here, and have been watching this as it has been going at listing, and the roots of it just like evening. the ground has been like this. he is lucky to be alive for sure. that car is totaled. >> we are happy to report the driver in that accident was able to walk away, but we do have to report as well that the risk of more damage and possible situations like that will continue as these winds really reappear in santa cruz. for now, dustin dorsey, abc7news. >> caltrans says he could take weeks to complete a face of the storm damaged lanes on eastbound 580. section of retaining wall next to the freeway not far from flynn road, the erosion also caused a crack on the freeway. forcing the closure of tonight's, leaving only two open to traffic.

they are analyzing the traffic and they are more latest could be compromised. >> the first chance where this drives out we will re-stripe the lanes and get another laid back. just pushing into the median. and that will release some congestion. >> the temporary fix would likely involve the installation of piles to prop up the right to lay-ins, eventually those legs may be revoked. >> in downtown to have disco, streets are back open after being closed because of falling glass. the fire department says that glass fell from a high-rise building and its broken window, just before 1:00 today. on the buildings 31st floor. officials say no one was injured, and have not mentioned whether this incident was weather-related, but it is likely the wind was a factor. remember this happened last time a few days ago, falling glass from a high-rise. >> definitely intense outside. i was looking outside earlier

and the trees are just getting work. it's awful. >> let's go back to sandhya patel, who told us this was coming and tells us how long it will last. >> just a few more hours, it has been an intense storm that has been ripping through the bay area with strong and damaging winds. let's take a look at live doppler 7, and you will notice the area of low pressure that has been spinning just off of our coastline has been really intensifying off our coast. as we saw the craft -- pressure drop, we saw the intensity of the winds pick up, we saw thunderstorms passing to the south around monterey bay, and thunderstorms in the central valley and the atmospheric river, the made moisture stream, is in southern california. but we are dealing with our share of problems. take a look at these pictures from sfo to oakland airport, radios, sfo is reporting rival delays over four hours because of the rain and wind. it has been dicey on the san mateo bridge with the strong winds and san jose, highway 1

one, you can see slow going as the rain is coming down. here are some tips i do want to share with you, especially with strong winds that have been powerful, tonight if you are on multiple levels of a home, stay on the lower levels of your home. avoid windows, avoid being your windows. if you have to hit the road, use caution if you are driving. i would avoid driving if you can. some of us have to get to work, so it is understandable. write out the weights are still gusting over six miles per hour on mount diablo as we take a look at those hilltop winds, the rich 43 miles per hour at the lower elevations, the winds have not dropped off much, gusting to 55 miles per hour at sfo, and the 40's elsewhere. still very windy out there. the ground is so soaked that it does not take a whole lot of wind to topple trees and so, be aware, try not to park and retreat that another thing i can tell you is will look at the bay

area wind warnings and advisories. parts of the north bay are the only areas out of an advisory or wind warning. from the san mateo coast to the coastline we are looking at the centers county area in orange, a high wind warning for the rest of the area, it's a wind advisor. gusting to 50-70 miles per hour, and until 9:00 you have to watch out for the potential for more damage. i have to show you the hour-by-hour forecast because this is critical for those who are thinking can get outside and do something. i would hold off if you can. 7:00 tonight, 50 mile-per-hour winds from hayward to oakland, 30 miles power in san francisco. even in half moon bay, 39 miles per hour. still gusting and still going at 10:00, 35-45 miles per hour. until that area weekends and start to slide southward, and out of our area we will have to deal with these winds, tomorrow morning at 8:00 you will be able

to breathe as those winds ease. but you still have to deal with what weather. they keep a look at this area of low pressure that quickly bombed out now on the -- doppler seven in the east bay, we are seeing rain falling at this hour, as we zoom around other parts of the bay area, it is steady across much of the east bay. all the way you're getting wet weather, though not as intense. there are pockets of rain heading into la honda as you see, palo alto, sunnyvale into santa clara, the south bay and cruise mountains, i have been seeing rainfall intensity continuing. mount hamilton has a rain and snow mix. looking at the reports of damage, there have been reports of damage, 87 now.

everything from guests to debris flows to flooding, obviously you're dealing with flood advisories. these are urban and small stream flood advisories for the eastern part of our viewing area, we are looking at them until 7:00 for the southern part until 9:00 p.m.. in the north bay until 7:15 tonight, law -- watch out the roads are flooded. it's a very gusty view, with gusty winds. later winds tomorrow but showers and temperatures remaining below average for the rest of the week. 40's and 50's for most of you right now, it's a level three on our exclusive storm impact scale through tonight. strong damaging winds, downed trees, downpours and still a possibility of thunder. as we go hour-by-hour, 10:00 tonight, why spread rain, talking about snow over mount hamilton. tomorrow's commute will still be wet and those showers will be easy, isolated in the evening. additional rain anywhere from 500 in the northern part of our viewing area to over two inches in the santa cruz mountains. winter weather advisory for the

three lanes on the bay bridge, the number one and number two lanes now open to traffic. all ferry service was suspended, they just announced that it will resume vallejo service starting at 7:00 p.m.. they are running transit slope -- mark is running transit slower speeds because of the weather, and elsewhere there delays. >> major delays at sfo, as of an hour ago, the twitter patient reports incoming flight delays averaging four hours and 13 minutes. as you look at this picture you can see why, all because of the strong winds, and poor visibility, more than 400 flights in total have been delayed, and 84 were canceled completely. here is a look at current conditions on roads around the bay area from left to right, looking at the bay bridge, told -- bay bridge toll plaza, that truck overturning on the lower deck heading to the east bay, now a couple of lanes have reopened. highway 92 going across the san mateo bridge and highway one in

>> now from abc 7, live breaking news. >> traffic is a mess on the bay bridge because of a truck that overturned on the lower deck blocking almost all lanes. chp just told us that two lanes are now open in the eastbound direction, one -- three lanes are still closed, at least one tow truck is on the scene. he told us they would need to tow trucks to upright that big truck. traffic is backed up well into san francisco on all the streets leading up to the bay bridge. >> a look at the conditions along the embarcadero and it is easy to see why service was suspended. however, the ferry is resuming service between san francisco and vallejo beginning at 7:00 p.m.. >> here's a look at the outage map for the bay area, they are busy tonight. the latest update just after

6:00, pgd says 193,000 custo have lost power. green means that there are fewer than 50, yellow 500-5000, orange means more than 5000. you can see pretty much every color is represented on this >> we're keeping an eye on the effects of the storm. cynthia is keeping an eye on the storm. >> sandia it has been intense. how much longer? >> a couple more hours. the winds are still with us tonight. let me show you the current wind gusts of 55 miles per hour at oakland, sfo 52 miles per hour, still gusting 40 miles per hour in concord. an area of low pressure spinning off the coast intensified and came together with another area of low pressure similar to what you saw with harry -- hurricanes, known as the fujiwara effect, and it bonded

out, and we have been dealing with the damaging winds. look at the rainfall in the south bay from santa clara to san jose into lawrence expressway, we are seeing light-moderate rain on street-level radar, saratoga, cato avenue, blossom philip wrote in the san jose area. really we are seeing a lot of wet weather and we are not done yet, even if you are thinking maybe it will be ok. from castro valley to pro-kanan road, heading into oakland, piedmont, you will notice the rainfall is moderate in intensity at this hour, 20 hundredths -- .20 per hour. as it weekends and starts to move out of the picture, you notice the winds started to die down a bit. not completely gone, but relaxing a bit. strong level 3's -- three storm on our scale. here are is what the winds are going to do. wind will continue light to moderate around hamilton, we

will be looking at snow showers continued, the wet weather continues into the morning hours, so be aware. showers lighten up tomorrow afternoon, and 50 degrees for temperatures, a beautiful view from our safer kavanaugh where we are seeing snow on the ground and snow has been falling but not terribly heavy, in the mountains right now. winter weather advisory until 5:00 a.m. tomorrow is reaching out the accuweather 7-day forecast. it is a -- the winds complete leave drop off tomorrow and we will notice spotty showers thursday, a break through the weekend and a level 1 for early next week. so another storm is on the way, could have to bump that one up, maybe up to a two. stay tuned. >> a strong in damage to 3rd street and san francisco, three barges got loose and hit the bridge. we don't know exactly how badly the bridge was damaged but it is closed. people are advised to avoid that area.

you can see how -- where the storm is, and the san mateo bridge still fairly intense weather out there tonight, still continuing for a couple more hours, we will continue to keep you up-to-date. let's move on. we will come back to the weather as need be. let's turn to our work to build a better bay area, an issue getting a lot of attention. homelessness. what would it take to actually end it, how much money do we have to spend? the dollar amount is staggering. >> you are mad, we are angry, we can't survive like this. >> fed up business owners join the supervisor outside city hall to share their frustrations with a new report on the potential plan to address the city's homelessness crisis. >> this was not a serious or probably feasible plan to and unsheltered homelessness in san francisco. >> you said we hit a bump in the road, that plan was more like a

slanted door in your face. >> that came from the department of homelessness and supportive housing. it looks into what it would take to implement and -- a program unanimously passed by the board of supervisors to and unsheltered homelessness within three years. that legislation directed them to make this report. >> that is what we get back from hsh, it's unbelievable. >> the place for all program hopes to and unsheltered homelessness by creating enough shelter beds for all homeless people in san francisco. the report from hsh concluded that the cost to do that and -- would be a whopping $1.45 billion. mento meant says they know that is not feasible. >> the supervisor says it should not cost that much money, but some homeless advocates say cost aside, it's not the right plan. >> it is so oversupplied. >> this is the director of the

coalition on homelessness. they -- she says it is unrealistic to think you can meet that goal without that healthy -- hefty price tag. >> this will be counterintuitive. if you overinvest in shelter, you drive up homelessness. because people are stuck in shelter, and they are living there for the rest of their life, what happens in new york. and when new people become homeless, they end up on the streets because there is no room in the shelter. >> what is being done now is not working, and he -- we need to try so they knew. >> and san francisco, abc seven news. >> we are among many cities having a hard time recording police officers. in an effort to meet the city safety needs, the supervisors voted to fill the void by allowing more overtime. we have the story. >> the 25 point 3 million

dollars supplemental budget for police overtime past with more than the required eight votes. the argument made by the majority of supervisors is that over time it is necessary because the department is severely understaffed. >> as we do this work, let's not forget the ordinary majority of san franciscans who just want a clean, safe city that works. >> most supervisors say the focus has to be recruiting more officers, which is difficult when competing with other cities. >> there are four cities in the bay area, hayward, daly city and others that pay higher recurring bonuses and starting salaries. >> hillary ronen was opposed, but negotiated with the police department over adding foot patrols in the mission district, which she represents. >> the deal i struck with sfpd is that they place foot officers, which i have been asking for for over a year and been denied at the 16th bart station intersection and the
