>> building a better bay area, moving forward, finding solutions. this is abc7news. dan: a powerful march roars into the bay area. we've seen more than our fair share of storms packing strong wind and rain this easing but nothing like this. this one was more like a hurricane is i crashed ashore. sandhya: that area of low pressure is something that has not been seen at least in my decades of my career here, just off the coast of the bay area. i haven't seen anything like this. dan: what this storm did has become a familiar scene. trees coming down all over the place. in some instances, with deadly consequences. one person died when a tree crushed a vehicle. others narrowly escaped. look how close a driver came to getting crushed by a tree in newark. the man is sitting in the front seat with a tree on top of his truck. the wind powerful enough to shatter high-rise windows in san francisco.

on the bay bridge, a truck over turns, blocking all but one lane. it backed up traffic for miles. ama: could see it from space. take a look at the satellite view as the storms world into the west coast with wind lashing the bay area. good evening. dan: thanks for joining us. it's a storm we will not soon forget. we've had so many of those lately. the storm system is still hanging overhead. ama: we have our full team out with complete coverage of the damage that can stand you in to cause problems tonight. dan: let's go to sandhya patel with the action we are seeing out there now. sandhya: it's the rain that's the problem tonight. this storm has been intense and damaging as you know. take a look at live doppler 7. area of low pressure still stalled out over the bay area. not quite as intense.

it has weekend. it is still producing rain across the ouija and. wind is gusting, not as strong as earlier tonight. 33 at oakland. as we widen you what's ahead hour-by-hour, the wind will remain gusty at midnight. rubbing off considerably tomorrow morning. later wind anticipated. san mateo bridge showing you the wet road rate -- roadways out there. 74 mile per hour wind gust at oakland airport earlier today. 75 at mount diablo. still a very active picture here. we are tracking some moderate to heavy rain from the santa cruz mountains to mount hamilton. snow showers. as we get you closer here, you will notice cambrian road, shannon road getting some intense rainfall as we widen the picture a little bit more from the north bay to the san francisco san mateo peninsula coastline. it is still coming down.

a flood warning has been issued as flooding has already been reported along the san mateo coastline. that's going until early tomorrow morning. flood advisories the next few hours. on our storm impact scale, the storm is still a strong level three as we take a look at what's ahead hour-by-hour. your morning commute will include scattered showers even though we will lose the strong wind. the showers will continue going into the afternoon and there's a coastal flood advisory in effect until 4:00 tomorrow. that's because storm surge up to two feet expected during the high tide. the areas that flood drinking tides, likely to see more flooding. i will be back in just a few minutes. dan: thanks a lot. major power outages spreader will over the bay area tonight. more than 120 3000 pg&e customers are without electricity. at one point, that number was close to 200,000. highway 101 is closed in both

directions right now between ralston avenue and hillsdale boulevard so pg&e can repair some downed lines. that's where lauren martinez is lined with the very latest on this major closure. reporter: it is important to note, both directions of highway 101 will be closed right here starting at the ralston avenue avenue -- exit. p jenny cruise are here working online repair. we certainly saw several downed power lines from today's wind. high wind and a constant soaking rain knocked several trees down. drone video captured this tree on top of a home in san mateo. works crews responded to over two dozen downed trees and blocked streets. jason plumb tried to warn and reroute drivers. there was a downed tree blocking

his street. >> it's been crazy. the world goes crazy when the storm hits and the wind blows around. reporter: his neighbors are keeping an eye on their trees and down at the creek. >> the last big storm in january, it came over. a lot of the neighbors are worried about that. reporter: we saw the large tree that nearly missed the home and took down power to nearby residents. >> that thing was gigantic. i'm thinking, i am so glad that we took ours down immediately. reporter: ron garcia had a tree removed from his driveway in the beginning of the year. it was during the stormy weather and he noticed the concrete buckling. >> the city arborist looked at it and said, it has to go. this certainly qualifies for an emergency permit. reporter: dana says her power is out from the downed tree but she's glad it wasn't more serious. >> thank goodness it mr. house.

-- missed our house. no one was hurt. reporter: driving around, it didn't take long to notice pg&e and utility crews rick pairing -- repairing downed power lines. again, p edge and -- pg&e has requested a full closure of highway 101. they expect the closure will last for an hour. lauren martinez, abc7news. ama: a live look from the bay bridge caltrans camera. the good news there, it is finally back open. we aren't seeing anything there so we apologize for that. it is back open in the eastbound direction. it was closed for four hours during the commute. this was the reason why the strong wind toppled a big rig on the lower deck, eventually stopping anyone from getting across. we heard it took two hours for drivers to reroute all the way around oakland. tim johns has been following the

mass for us all day and he joins us live from the roof tonight. reporter: as you just said, the overturned big rick stopped four lanes of traffic on the bay bridge this afternoon and caused a massive backup throughout downtown san francisco during the height of rush hour. strong wind toppling a big rig truck on the lower deck of the bay bridge. the chp calling into abc7news to provide us with details. >> the driver extricated him from the vehicle. a good samaritan passing through the area picked him up and took him to a local hospital with suspected injuries. reporter: the incident created a nightmare commute from the city into the east bay during rush hour. the traffic backups going onto the streets of downtown san francisco. it wasn't just the wind causing issues. >> i've never seen it. it was the first time. reporter: wayne -- intense

spilled over onto the street level. several ferry services were either delayed or canceled. >> it is crazy. saw some boats. reporter: some commuters opting for other ways to get back home. for tourists visiting the city, many of them telling us this wasn't what they were expecting when they book their vacation. >> not really. sunny california and stuff. no no. totally not what we expected at first. reporter: still holding out hope that better weather will be back soon. >> we want to see the sun. [laughter] reporter: unfortunately, this is a familiar sight. last tuesday, there was another big rig that overturned on the richmond bridge. tim johns, abc7news. ama: thank you. one person is dead after a tree fell on a car this evening. contra costa fire department said it happened around 7:00

p.m. on stanley dollar drive. the passenger in the car died after dangerous winds toppled the tree. the driver had no life-threatening injuries. the scene is now clear and has been reopened to traffic. dan: glass was falling from sky in san francisco. powerful wind likely blew out this window from a high-rise building near sacramento and davis, a block away from the embarcadero center. we got this video after it happened. this was 1:00. we got a report of shattered glass from a blown out window on the east tower. so far, no word of any serious injuries in either case. now exactly a week ago last tuesday, glass fell from the 43rd floor of the high-rise at 5:50 -- 555 california street. wind likely because that window to break. people inside the building say they heard windows creaking and felt like the building was shaking all day long. ama: we caught some choppy

surfing of a home of the san francisco giants today. three large barges were even sent crashing into the historic 3rd street bridge next to the ballpark. no one was hurt. j.r. stone continues our team coverage. reporter: these barges to do damage to the 3rd street bridge but they also did damage in this area here near the walkway at oracle part. this light is now tilted and sections of concrete fell off the side here. some of that concrete is still loose right now. this is what the calm after the storm looked like in mccovey cove near oracle part. even after the most intense moments, three loose barges could be seen grinding against the city's historic 3rd street bridge. >> looked like there were construction barges that were being used, going back to ferry equipment. how they ended up in the channel, i'm not quite sure. reporter: it's unclear how close

the barges were to the bridge before the incredible waves and winds push them there. >> it appeared that three barges were banging up against the side of the bridge. the way the wind was kicking up the waves, it was just banging back and forth. reporter: san francisco public works showed us where the damage was to the bridge would walkway. then the damage to these metal plates. one of those plates fell on the water and now there's a whole. a reason why the pedestrian walkway is closed. signs of the operator house were damaged by the barges. along with vendor piles in the water. the san francisco city engineer says the bridge is safe. >> it looks like the main structural members are intact. so we are pretty good to go. it will stay. most of the damage was secondary. reporter: lanes are back open

while pedestrian lanes remain closed. crews say when the weather clears, it will do a full assessment and use boats to go under the bridge. j.r. stone, abc7news. dan: so much damage all over the bay area. in the east bay, caltrans says it could take weeks to complete a fix of the storm damaged lanes of eastbound 80. all the rain undermined a section of the retaining wall next to the freeway. the erosion has also caused the crack on the freeway, forcing the closure of two lanes, leaving only two lanes open to traffic. >> the first chance we get at son, we will re-stripe the lanes on the mainline and get another lame back. we will push into the median and that will help relieve some of the congestion. dan: the temporary fix would likely involve the installation of piles to prop up the true lanes. eventually, they may have to be

rebuilt. they are trying to assess that now. a tree is to blame for this to rail meant of an amtrak train in contra costa county. the train to railed about 3:25, a half mile east of port costa. no one on board was hurt. all were taken to the martinez station. the derailment is leading to major delays on capital cord or surface between the bay area and sacramento. ama: here is a little perspective from abc7news meteorologist terry tuma. today's storm put san francisco at more than 30 inches of rain since october 1. meaning this time has been the wettest in the city since 1997. more rain could be coming again early next week. due to the storm impacts, yearwood state park and alcatraz will be closed tomorrow. you can find that as well as the status of schools and public transit schedules on our full list of live storm updates.

storm chaser from san francisco looking to check out the storm as it rolled in. >> [inaudible] potential march pressure records. [inaudible] dan: santa cruz county is getting hit again with more trees coming down and power outages. sandhya patel will have the forecast in just a few minutes. let's move on quickly to some other news. new developments in san francisco's push to solve homelessness. ama: there are new proposals and debate over how to attack the problem. business owners joined rafael mandel men outside city hall. they called on city leaders to reconsider the plan to end unsheltered homelessness over the next three years. it would add two to 3000 shelter bed but a city report says that would come with a hefty price tag of almost $1.5 billion. other homeless advocates argue shelter beds would just be a

band-aid, limiting any new homeless cases that arise. >> i realize this will be counterintuitive. if you overinvest in shelter, you drive up street homelessness. ama: they are fighting back about the estimates, claiming it shouldn't be that much. she argues what's being done now isn't working and it's time to try something new. dan: san francisco's mayor and officials voted on increasing funding for police overtime. the $25.3 million supplemental budget passed with more than the required eight votes. the funding will accommodate officers working overtime due to the large staff shortages and not enough cops. they say it will improve public safety for all of san francisco. police previously received a budget increase in 2021. that year, the department overspent its budget by nearly $24 million. new 11, president biden

recognized people for their contributions to the arts in the united states. ama: one bay area author was among the list. amy tam was honored at this year's national medals of art ceremony today. mostly known for her new york times bestseller the joy luck club. she was presented the humanities metal which is the highest award given to artists and arts patrons by the u.s. government. this was the first time this award ceremony has been held at the white house. dan: that's special. ama: our weather was really something today. dan: it was just wild and rough. sandhya patel is tracking the latest. sandhya: just a few more hours of the worst of the storm. i have to tell you, in all the decades i've lived here, born and raised in the bay area and california, i've never seen anything like this. take a look at live doppler 7. it's known as the fujiwara effect. similar to hurricanes. we had two areas of low pressure here.

they both basically started interacting with each other which caused the intense winds that we experienced here in the bay area today. over 80 miles per hour. although the thunderstorms that developed in the central valley and bay area, that i of what looked like a hurricane as that area of low pressure rapidly intensified as it approached the bay area which is why we saw those strong winds. right now, the lowest a low brass which is why we are dealing with widespread rain across the region. the heaviest is where i'm taking you win for the sake of time. southbay, central road. heavy rain around 82 and willow glen. last gado seeing some of that heavier rain along with the santa cruz mountains across the summit. now we go to the rest of the bay area. steady rain but not quite as heavy as what the southbay is experiencing. numerous reports of damage. 112 to be precise from wind terrain, flooding obviously has been a concern. there's been some thunderstorm

activity around the monterey bay. it's a very wet view from our golden gate bridge camera. almost an inch in san francisco. 1.5 in oakland. napa picking up over an inch. redwood city close to two inches of rain. look at the tower camera. still slippery roads and snow coming down from our zephyr cove camera which you can definitely see is a winter review here in the bay area. winter weather advisory remains up until tomorrow morning, 5:00 travel could be difficult. they are expecting additional snow and chain controls. plan on slippery roadways tomorrow morning like you are seeing right now from our san rafael bridge. rain and gusty wind overnight. later win tomorrow. scattered showers. we are expecting temperatures below average most of the week like we experienced today. as we look at those temperatures, 40's for most of you. level 3 for a few more hours. gusty wind, not a strong.

the ground is so saturated, it doesn't take a lot of wind to topple trees. we could still see trees going down. possibility of more outages. we are looking at downpours with flooding concerns. as we look hour-by-hour, 5:00 tomorrow morning, light to moderate showers across the region. still going at 8:00. not as widespread. more isolated for the afternoon and evening. additional rainfall, a few hundredths to 9/10 of an inch in the santa cruz mountains. morning temperatures in the 40's. carry those umbrellas. give yourself extra time. there may be downed trees. could be some areas that are still flooded as rivers and creeks have seen rapid rises. high temperatures, 50's for your highs. at least we get a chance to get out of this storm pattern. thursday, isolated showers and then we get a break for the end of the workweek going into the weekend before level 1 comes in late monday and it becomes a two
