as we celebrate women's history month. >> looking orward to that, such a sweetheart. we have a lot to get to this morning including former president donald trump. protests anticipated at the courthouse and more on the possible indictment just ahead. >> but we begin with the relentless weather in the west on this first week of spring leaving parts of california underwater and without power. rob marciano starts our coverage in santa cruz, california. good morning. >> hey, good morning, michael. this storm was indeed one for the march record books. crazy amounts of rain. taking out big time trees. look at the size of this, crossing and blocking the road, taking out power lines. the center of the storm intensified more than we thought it was. by the time i got to santa cruz and the san francisco bay area, it felt like a hurricane. this morning, torrential rains and ferocious winds causing chaos for commuters across

california. outside san francisco, car struggling to navigate floodwaters accumulating on interstate 280. this alaska airlines flight forced to abort its landing winds gusting over 70 miles per hour. tens of thousands of people losing power. cars not able to make it down the roads in boulder creek, power lines and trees blocking the way. from l.a. to the bay area, people dealing with flooded homes, downed trees, and washed out roads. >> we have saturated ground throughout the country. that takes out roads and when the trees come down, that takes out wires. >> two drivers were killed after trees fell on their cars. two lanes on a freeway close to after retaining wall began to give way. concerns now with more rain, it could completely collapse. >> about 250 feet has to be replaced. >> a driver trying to make it across a flooded road loses control. his car pulled into the rapid waters,

a possible trump indictment coming from the manhattan district attorney, there's a major development in a separate federal investigation involving potentially much more serious charges involving his handling of classified documents. >> added security is in place in new york growing anticipation donald trump could be indicted as soon as today in a case brought by manhattan district attorney alvin bragg regarding hush money paid to stormy daniels. trump faces multiple investigations. sources telling abc news a federal judge has determined there is enough compelling preliminary evidence that trump wrote a law in another case and the special investigation of handling of classified documents. the judge's order is sealed. describe the contents to abc news saying jack smith provided enough evidence that "the former president had committed criminal violations." in particular, prosecutors say,

he knowingly misled his attorney said that they would file a sworn statement last year and that he knew was false, claiming that a diligent search of his mar-a-lago estate found that he had turned over all the classified documents in his possession. >> i had a small number of boxes in storage at mar-a-lago guarded by secret service. >> prosecutors say more than 100 additional classified documents were found, two months later when the fbi searched his premises. the judge's order does not mean trump will be charged or is guilty but prosecutors have provided a preliminary evidence that he may have committed a crime. trump has repeatedly denied any wrongdoing in his handling of classified documents. two of trump lawyers have ruled the privilege that could be pierced because there is enough evidence trump misled them and broke the law. the judge ordered one of trump's

to lawyers to hand over a number of records. sources telling abc news that includes handwritten notes, invoices, and transcripts of audio recordings all related to what the judge calls trump's alleged criminal scheme. trump has appealed the judge's order. a panel has stayed the order while the appeal is heard. trump responded by attacking the judge, attacking the special counsel, and saying through a spokesperson "there is no factual or legal substance to any case against president trump." they had to say that because as you know, there are many cases at play. >> yes, there are purely will talk about the hush money payment. what do you know about them manhattan grand jury set to reconvene today? >> we don't know if they are going to indict or win but there's a lot of anticipation. it could come as early as today and if it does, it's going to be a process. donald trump, we understand, will turn himself in, come to new york to turn himself in. there's been preliminary

eggs up a staggering 55%, because of the bird flu. overall when you added up, americans are paying more per month on the same things they were paying a year ago. this question on whether the fed hikes can really drive what you pay in terms of your borrowing costs. that has a giant impact and an immediate one on your credit card debt. if you look at credit cards, the average apr right now is about 20%. as we have seen rates climb, what you're going to see if rates go up again today is that number goes up even more and it costs the average borrower with credit card interest an additional $100 in interest, robin, if rates go up 25 basis points today, some think they will. >> we will see what happens today. rebecca, as always, thank you for breaking it down for us. we're going to turn to new development in the case of the virginia man who died in a state psychiatric hospital. overnight, more video has emerged from the incident as we

emerge from the family of irvo otieno and the 911 call for the first time. our chief justice correspondent pierre thomas has the latest. good morning. >> robin, good morning. the more footage we see involving the death of that young man, the more troubling and the more questions that are raised including why it took some of the people to subdue him. again, what you're about to see is disturbing. >> this morning, new video shows the disturbing encounter with irvo otieno in a jail prior to being transported to a psychiatric hospital, where he later died. a critical moment. you can see seven deputies rushing to otieno's cell, struggling with him, one appearing to strike him several times before otieno is dragged out of the cell and hauled into the back of a police suv. the lead prosecutor saying they had beat and pepper sprayed him as otieno sat by himself. this as otieno's family demanding answers following the release of the chilling hospital surveillance video allegedly

showing him being smothered to death. >> to see these nine men and a woman squeeze, literally squeeze the breath out of my child heartbreaking. >> and for the first time, we are hearing 911 calls that are the center of the investigation. >> deputy 911, where is your emergency? >> an emergency at the hospital. yes. >> authorities say there was no cardiac arrest, but instead death by suffocation. prosecutors claim the 911 call came well after otieno was dead. this morning, the first signs of what the defense may be. an attorney for one of the deputies sang his client did nothing to stop otieno from breathing. >> at no point did have any contact with his upper body.

>> a close examination of the video paints a disturbing picture. a 28-year-old to otieno's walked into a room shirtless, handcuffed, and wearing irons. they leaned him against a chair but the room is filled with deputies from the sheriff's department. it's unclear why the situation escalates but for 12 minutes, the prosecutor claimed those seven deputies and at least three members of the virginia center state psychiatric hospital pushed down on otieno. so many that at one point, you cannot see otieno at all. all ten suspects were formally indicted on second-degree murder charges on tuesday. but they have yet to enter their pleas. >> pierre thomas, thank you. in los angeles this morning, more than 400,000 students will be staying home again, strike shutting down schools for a second day. kayna whitworth has the latest. >> this morning the city of angels preparing itself for day 2 of a massive strike that is shutting down the second largest school district in the country.

more than 60,000 school service workers including teachers, aides, bus drivers and cafeteria workers hitting the picket lines after their contract negotiations stalled. teachers supporting them in the three-day strike. >> we can't afford to pay our rent. >> the service union workers union, without a contract since 2020, is calling for higher wages and calling for the superintendent reportedly called their planned strike a circus. with more than 420,000 students in the district out of class, some parents concerned about the impact on their kids. >> they are probably being left behind. >> i know parents are frustrated by the strike but i want parents to know our working conditions are our children's learning conditions and we want what's best for our children. >> the superintendent saying they are ready to return to negotiations and defending the district's offer of a 23% pay increase over five years.

meeting to decide whether they will raise interest rates again today with banks in crisis. chief economics correspondent rebecca jarvis back with what it could mean for potential home buyers and beyond. rebecca, good morning. >> hi, good to see you again. the bottom line is this decision will impact credit card rates and will impact mortgage rates, which many americans are feeling. they have been climbing now for many months. if you look back to a year ago the average 30-year fixed mortgage went for about 4%. today it is almost 7%. in real terms, what that looks like on a $300,000 mortgage is a year ago, you would have been paying a little less than $1500 a month, now the same mortgage will cost you about $1900 per month because interest rates have been climbing as the fed has tried to aggressively target inflation by hiking interest rates. we are starting to see it impact home values. existing home sales for the first time in 11 years saw

those numbers decline, prices declined for the first time in 11 years with data coming out overnight on that. the median home price is still $365,000, robin, which is out of reach for a lot of people. if you are looking at this for yourself, bankrate.com, realtor.com has great calculators. you look at renting, buying, and what it would cost you. >> okay, rebecca, thank you as always. now a new study that found most forms of hormonal birth control regardless of the formulation seemed to have the same small rise in breast cancer risk. our chief medical correspondent, dr. jan astin, is going to explain this. >> you have said it perfectly. we've known for a while that estrogen and progesterone birth control pills, oral contraceptives have a slightly increased risk of breast cancer. but we didn't know, newer of pills, injectable implants, with their associated risk if any was in comparison.

this study found if you look at all hormonal types of birth control, they really have a similar slight increase in the risk of breast cancer, and that includes even the iuds. that only contain progestin. an update on the modern form of birth control. >> how significant of an increase are we talking? >> robin, what is so important here is the difference between relative risk and absolute risk. people will hear this headline and hear 20 to 30% increased risk, what does that mean? if you look at the numbers, you have to look at it in terms of for you. that risk depending on age group, if you're 16-20, you have a one in 12,500 increased risk of breast cancer. for older women, 35-39, 33 in 12,500 risk of breast cancer, so you have a slight risk. the headline will be misleading. >> do you want to ask the next question? what is your advice for women?

that this movie fills your ar that it is so poignant in the most perfect way. it's about a young woman finding hope in very unlikely places after and during a really horrific tragedy. what was it like staring alongside morgan freeman and the ever delightful molly shannon? >> i already had the pleasure of working with some of the greats in this industry, but adding molly and morgan to that was just absolutely incredible. it's amazing to work with professionals, you get to watch and learn and soak it all up. >> m >> yeah, great fit. it's mad. it is a bonkers household, but a family i would like to be a part of. >> and morgan is an unexpected place of solace for you? >> yeah, these two characters come into each other's lives, a very unexpected friendship that is deeply needed and necessary. i think we get to watch this older man suffering through the

hoping they'll go through it. a girl can dream. so precious of your parents. in one scene in the movie your character cuts off all of her hair, and this was the decision behind the scenes that you and zach may not have seen eye to eye on. >> i thought it was a very important thing to do, we meet the character a year after the tragic accident and i thought it was important for the audience to see she is a completely changed and different woman and that she literally is chopping pieces of herself off. in some way gets the vanity out of the window, you don't look at the character as you probably would do. she is at rock bottom, she looks wonderfully mad while doing so. i thought it was important as a performer and visually for the audience to see it is a changed being. but zach wasn't very happy about it because it meant scheduling was a nightmare and kept coming to me and saying, it is a great idea, but scheduling is a nightmare.

work while you are here. so may people have questions given the financial environment asking about how to approach banking overall. our first question is from will out of greenville, south carolina. let's take a look. >> as a small business owner and dad, would it be wise for me to spread my savings across a few different banks right now? >> it depends how much savings you have because you are federally protected up to $250,000. if you have more than that, yes, i would consider putting it into big banks like chase that will not have that kind of turmoil, but more importantly, putting your money to work. you're only going to get 6% at the bank. you will get way more in various other different financial products. does this look okay? it is a little big, so i feel like it will be on my nose.

>> you look like mad hatter. >> so, here's the question. from instagram. i have some extra money to invest in light of the financial crisis, this goes back to the banking you talked about, what would you suggest i do with my money? >> always, the first investment is in yourself. education and various things. before you get into things that will be hot, put all the financial kind of tips onollow . don't buy anything. the same way you see travel and things you love, you get financial intelligence and then you invest where you feel comfortable. >> we do it with everything else. recipes, travel, vacation. >> travel, working out, whatever it is. >> this is asking is now a good time to make extra payments on my home mortgage? >> it always is a good time, pay down the principle though. take about 200 and pay down on principle, not interest.

that reduces the principal and overall reduces payments. >> as long as i have known you, why am i not smarter at this? that's my next question. >> i almost went bankrupt twice when i was broke, so this is something we have to constantly educate. do not be afraid of it. >> one more question. so many viewers want to know with interest rates so high ando know, with interest rates so credit debt, so what do you do if you have a lot of credit card debt? >> go to your creditors at around 18%, ask if they will renegotiate. you're going to cut it off. they will move it down to 14%. then try to get a loan to get it into 6%, combine the credit cards together and you pay that, reduce it, but you cannot go back to putting more debt. you need to understand financial intelligence because we are not taught that in this country because we are taught the way
