>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> our problems bay area was battered by the storm that knocked out the power for hundreds of thousands but some people are still in the dark. good afternoon. >> some areas in oakland hills have been closed for the last -- up until the last 30 minutes. >> we spoke with the infected residents and -- with the affected residents and he has the latest. >> about 20 minutes ago crews opened up sky boulevard it had been closed all day because of downed trees. another problem for residents in the neighborhood is that they

are still without power. tuesday night's storm hit hard in the open hills. >> it was very scary, the wind was insane, trees were swaying everywhere. it was a ton of water very scary. >> two days later the cleanup continues. this tree felt knocking out the power in this neighborhood but some like macy are without power. despite pg&e saying the power has been restored. >> last night around 5:24 we got a phone call saying your power has been restored and it was not restored. >> then again thursday afternoon another alert. this one saying the power is back at it now says they still do not have power. >> the frustrating thing for us is if i can find out what houses are on and what houses are off by calling the office why can't they do that before they leave the site. they say we restored it can you

confirm everything is on and that did not happen. >> others have frustration with pg&e as well. >> yeah they assess the situation and i thought they were done and they left. but i am like why would they leave the job was not done yet? it is crazy. >> that is terrence sharing his conversation with pg&e. he said his oakland neighborhood lost power in each of this year's big storms. he said it has been especially tough because he looks after his mom who needs a reading machine. -- breathing machine. >> i said it is there a crew they can come out and assess the situation and they said i don't know. that is the most difficult part it is communication. >> pg&e said that the storm cleanup is difficult. and another reason why residents may still be in the dark that your house is on the circuit. >> it cannot just be the way they are situated on the circuit so they can actually get power

from different places. so it really can vary. it is a case-by-case basis. >> pg&e says they are aware of some of the issues related to that misinformation on their alerts. they tell me they are working on improvements. reporting live, abc 7 news. >> repair work is progressing on the 580 freeway in livermore. lane closures because to back up this morning but this afternoon three eastbound lanes reopened as the work wrapped up. two lanes will be closed for tomorrow or maybe longer according to caltrans. the retaining wall next to the freeway has given way. and that led to the closure. >> marine county officials are monitoring a hillside to the west of the county airport. a mudslide in the area tuesday evening exposed a pg&e gas line.

and it may have affected an aqueduct. no water line or gas line reach has been reported and they say there is no immediate threat to residents but they are keeping a close eye on it. >> the evacuation area have been lifted earlier minutes affected. the county officials warned that there are still risk in the area. many evacuees are staying in their cars because the county does not have capacity to take in more people. >> a welcome break for cleanup. >> it is not a long break but it is nice to see son and enjoy dry skies. dan and kristin, from our santa cruz camera it is bouncing around looking at the lighthouse. choppy water bear because a cold front is approaching. the onshore ramp ramping up.

be careful. this is a look at the cold front. as it approaches, you will notice there is lightning strikes associated with it. certainly you will see a mix of rain and snow. here is a cold front for us it will bring a possibility of an isolated showers to. please check out the latest the drought monitor. it came out last week you noticed the drought and what it looks like. right there. watch this area in southern california. now look at it. yeah parts of southern california out of a dry category. definitely an improvement thanks to all the storms here locally. no change 99% of the bay area is out of the drought. a section in the northern part in a drought -- dry category. we expect an above average rainfall looking at next week not just out west and back east as well. in the bay area it is 70% up to

90% chance of above average participation -- precipitation. so the rain is not out yet. i will have you an update on what to look out for coming up. >> the south bay moves out of drought conditions for the first time in three years. the big benefit of the storms we have. dustin dorsey explains what it means for people and white experts say conservation is still important. dustin: the gloomy, grey, damp days we see in 2023 have many asking for the sunshine to return again. others say they are enjoying the rainfall. >> i love it. we've lived here about 40 years. periodically we have a lot of rain and we haven't had a lot of rain in quite a while but we need it so badly. >> long time bay area resident knows that this rain does not come often. this year in santa clara county

senior water resources specialist and drought export -- expert says the rain has made a difference. >> for the first time in three years, our county is no longer in dry or drought conditions. we had record rainfall and snow pack this year. in a few months we move from being in an extreme doubt -- drought to being out of it. >> voters will be on -- voting on ending the drought emergency in santa clara county. it has boosted water levels and add to groundwater storage. more than 50% of the county's water is imported. next week officials are learning how much that has been supplied. >> we heavily depend on imported water. the states snowpack is very good and bad as the source of the imported water. we know that droughts will be coming in the future however.

>> highlighting the importance of continued conservation while the vote would end the call for mandatory 15% water use reduction the water conservation has to become a way of life. >> droughts will be more frequent and severe because of climate change. we know that the next drought is always looming. it is very important to keep up water conservation even when we are not in a drought. >> in santa clara county, justin dorsey, -- dustin dorsey, abc 7 news. >> we track the drought as we head into spring and summer. check out our drought tracker is available on our website just go to abc7news.com. >> multiple businesses are broken into overnight in this video in oakland's chinatown. one of the businesses share this video with abc 7 news. you can see large groups of people forcing their way into stores as car sit and wait for them.

the burglars eventually got inside at least five of them. you see them heading to a cash register and others entering the store looking around. when they exit things are scattered all over. we spoke with one who works at the businesses who was hit. >> this has to be stopped. i mean, there has to be some way to deal with it. i mean even in the nighttime, you have the police car i know, but there is nobody here. why just a police car? does the car. there should be some people around not just during the time we are here, it is also the time we are not here. because the nighttime is the most dangerous time. >> oakland police tell abc 7 news at least five stores got hit. we have not heard of any arrests. >> abc seven news spoke with mayor to discuss future plans for the city. that kept

leaving town and the effects from this week's dorm. she highlighted the pandemic related eviction and the role she plays in deciding to end or extend the legislation. the mayor says it is up to council that she understands the frustration. >> i'm a true believer making sure that our small and pop property owners are able to continue to be able to not only rent out to renters, but also to accumulate the intergenerational wealth in regards to how we know this is so important to many families. dan: supervisor meeting last month to express their concern and financial struggles for not being able to collect rent for three years. city officials are considering phasing out the moratorium this year but no minute decision has been made. >> maryland

kristen: san jose police shot and killed a man during a hostage situation last night. it happened around 8:30 p.m. yesterday on boyden avenue. a man barricaded himself in a home with a woman and two children. he was armed with a machete, a two foot pipe, and what looked to be a gun. according to police the confrontation occurred. he fired his gun at the -- police fired their gun at the man. and the man was taken to the hospital where he died. >> special operations assisting officers throughout the situation. as it happened and officer-involved shooting did happen. kristen: the officer who shot a

man is on standard paid leave. none of officers were injured. dan: coast gua the search for a missing boy. a three-year-old found alone on a beach by a passerby told them his brother and mother were missing. cal fire crews found her and took her to the hospital. our central coast affiliates as she died there sadly the cruise search for nearly 12 hours today before suspending the search for the boy. that is a very sad situation obviously. kristen: san francisco and bay area callers and listeners are heartbroken after learning the body of a popular missing radio host has been found. dan: 54-year-old jeffrey vandergriff better known to his listeners at 94.9 jv was found in the water yesterday one month after he went missing. kristen: suzanne phan has more

on how he is being remembered. suzanne: it is a sad ending that many people hope to avoid. >> it is sad to know that somebody felt like the only way out of pain was out. suzanne: the 94.9 radio host was found in the water near pure 31 -- 13 -- pier 39. >> i will need your help getting through this. suzanne: today on the radio is the most difficult of days for jvs radio host. >> we can get the picture on the site it reminds you of the time the better times when. >> when he was healthy and he was happy that is how i will continue to remember him. suzanne: vandergriff had been struggling with a severe case of lyme disease. his wife natosha who was also a radio host shared on social media pages that he would not be coming back due to personal

information discovered in early march. today we heard from my heart media and other programming about authorities finding him. >> we been in a mourning for several weeks. the closure that i think this provides is something that we all need. in that respect, i am glad that we have that ability. i'm glad he was found. if there was any legacy i know he would want it would be more focus and attention goes into funding and -- for treatment and research around lyme disease as it was really devastating for him. suzanne: his death weighs on the part of many listeners. >> he was iconic and bay area radio he had been doing morning shows for more than 30 years in this area. he provided a lot of laughter, great times, charity work. >> i remember the dog house back in the day and listening to it

dan: new details on the plan to penalize oil companies for high gas prices here in california. today it was approved in the state senate governor newsom back to the bill. it calls for a cap oil company profits and holds the companies accountable for price gouging. the governor puts for bridge -- push for regulation after the price spiked at record highs last year. the assembly will take it up next week. kristen: the cleanup effort is in full swing after a tornado in an unlikely location southern los angeles county. individuals watched in awe as this touched down in the neighborhood of montebello. nearly 20 industrial buildings were damaged from the twister. 20 had to be red tagged and one day later some of the business owners are still stunned. >> you cannot even believe it. it happened in your life.

>> the national weather service rated the storm and ef1 on the tornado scale. the scale goes from zero to five with five being the most intense. the wind was anywhere from 86-110 miles per hour. dan: you just don't see that kind of thing very often in california. strange weather all season for southern california. kristen: people cannot stop talking about that one. sandy: yeah even though we see tornadoes in the state this one formed quickly part of the national weather service and it lasted about three minutes. obviously you did damage. the last time the state stronger tornado was in 1983 and it was an ef2. we see the larger -- homer pictures here in the bay area. we are basically -- more calm pictures here in the bay area.

we are basically looking at a call whether activity. temperatures right now in the 50's. 60's as we check out the service when. they are gusting up to 33 miles per hour. 24 san and it feels chillier outside of the ocean water. in the bay shoreline in san francisco 31 miles in hayward. the wind will gust in the coast than they let up inland. then they pick up for everyone. tomorrow afternoon while you are are in the breezy category you will have gusting wind. here is what is happening ahead of the cold front the wind is picking up. the wind is producing snow showers in the california mountains and sierra nevada. we see snow showers with thunderstorms.

an isolated shower or two cannot be rolled out. you see the fog is coming in as well. isolated showers overnight with areas of morning frost. we look at a more mild weekend with a storm coming in early next week. 6:00 tonight showers developing in our viewing area. you may see a sprinkle or two going into tomorrow afternoon. the front will go through and it will be uneventful other than the wind. the wind still has the ability to knock down a tree or two. be careful they are weaker than where they were after all the storms we have. tomorrow evening we had a few storms passing through. additional 5-10 inches of snow and travel could be difficult at times in the sierra. carry a chain if you are going up. the cultist spots are in the upper 20's mid 30's protect sensitive plants to prevent
