problems in the oakland hills. > but we will begin with cornell barnard and the imminent demise of the sausalito fixture. it is houseboat poised to go under. >> if you guys have ever been to sausalito chances are you have seen the taj mahal. arguably the most famous houseboat around. as you can see it is listing to the right after taking on a lot of water during this week storm. residents on board got out safely. the houseboats future is not look good. >> flooded up to the main floor. the tide goes in and out. >> one of the most famous houseboats in sausalito is sinking after being tossed and turned by tuesday's epic storm. >> he probably heard byman cyclone -- hard bomb cyclone and kept coming. it rolled her a lot and broke windows. >> the caretaker says the

times. >> we came down to have a look. from the top you can see the taj mahal look-alike which is kind of fascinating. on a dock it is not that common a structure. it is on a bit of a tilt. >> caretakers say the tilts will only get worse. the iconic floating home cannot be saved. >> it is going to have to be demoed. >> that is said. >> it is the end of an era. it lasted 50 plus years. it gave a lot of people a reason to walk down the dock and take pictures. >> we have seen a lot of tourists taking pictures of the taj mahal today. the caretaker says the houseboat weighs several hundred tons. one reason why salvage efforts have been so difficult. i have to tell you a lot of boat owners say they cannot imagine this marina without this famous taj mahal. >> it is hard to imagine it

without it. this is a live look at pg&e's outage map for the bay area. at one point 200 30,000 customers had lost power during thursday's storm could many people in oakland still did not have the power tonight and they're frustrated. we found some frustrated residents and got an explanation from pg&e. >> good evening. you can see behind me this is skyline boulevard. close because of downed trees. many of the trees causing power outages we have seen over the past two days. some neighborhoods still without power. tuesday nights storm hit hard in the oakland hills. >> it was very scary. the wind was insane. trees were swaying everywhere. a ton of water. >> two days later the cleanup continues.

this tree fell knocking out power to the neighborhood. some are still without power despite alerts from pg&e saying power has been restored. >> last night around we got phone calls that said your power has been restored and it was not restored. >> on thursday afternoon another alert. this one saying power is back. cornell says they do not have power. >> the frustrating thing for us is if i can call the office and find out what houses are on and off why can't pg&e do that before they leave the site? they should have called the office and said can you confirm everything is on? that did not happen. >> others are frustrated with a lack of information as well. >> they thought they were done. the supervisor sent them to another location snow now we are waiting for another crew to help you guys. i'm like why would they leave if the job was not done yet? it is crazy.

>> that is terrence a cleaning his conversation with pg&e. he says his oakland neighborhood has lost power in each of this year's biggest arms. it has been especially tough because he looks after his mom and she uses a breathing machine and needs to refrigerate her medication. >> it is always i don't know. that is the most difficult part is communication. >> pg&e says the area has been hit with unprecedented storms making cleanup difficult. another reason a few residents may still be in the dark is because of where their house is on the circuit. >> it cannot just be the way they are circuit -- they are situated on the circuit. they may get power from different places. it really can vary. it is a case-by-case basis. >> we just got an update from terrence p he told us power was restored to his neighborhood. pg&e says they are aware the

issues related to the misinformation on their alerts. they say they are quote working on improvements. >> thank you. the massive effort is underway to clear up the more than 900 downed trees in san francisco. public works officials say they have never seen anything like this. they are not saying how long the work to repair the damage will take but it is going to take a wild. residents are being urged to be cautious while out on walks and driving. on 580 near livermore. crews were able to get a third lane reopened. caltrans says the remain closed. all the recent rain caused a 200 foot section of retaining wall to give way. the erosion has caused a crack on the freeway. which led to the closure. we are getting a look at the flood damage residents and businesses are returning to in the monterey county town of

bihar a. the evacuation order is lifted. the county supervisor tweeted photos of the wreckage including mud is everywhere. you can smell the odor in each home. all of those returning are being told to go to pajaro park middle school to get hygiene kids and resources that might help. for the moment we are dry. that is giving folks a chance to clean up. dusty winds are still an issue. >> sandhya patel is here with details and what we are expecting about the status of our drought. >> let's take a look at life picture from our kgo roof camera. it has been gusty. may have noticed onshore winds gusting to 31 and it. 25, fairfield sustained winds. this is ahead of a cold front coming in. most of you are dry around lake

county they are seeing a few spotty showers around the lower lake area. an isolated pop-up shower or two not out of the question as the cold front is coming in. into the wind direction out of the northwest seeing the rain and snow mix out of northern california. let's take a look at our drought situation. this has improved especially with storms coming in. last week you notice parts of san diego county in yellow. they are out of the dry category. we have definitely seen an improvement. 99% is drought free. a sliver in the northern part of our viewing area. above average rainfall. next week for the west coast. 70 to 90% chance. get ready for more rain. we have a weekend to talk about. i will be tall -- back with that. >> valley water is poised to end its emergency declaration as the south bay moves out of drought.

dustin dorsey explains what this means for residents. >> any long time bay area resident knows that rain like this does not come often and our region has grown accustomed to drought conditions but this year in santa clara county valley water senior resources specialist says storms have made a difference. >> for the first time in more than three years our county is no longer in dry or drought conditions. we have had record rainfall and snow pack this year. in a few months we moved from being in an extreme drought to being out of drought. >> valley water board of directors will vote on a plan to end the drought emergency in santa clara county. the challenging conditions of storms, atmospheric conditions in many days have boosted local reservoir levels and added to groundwater storage. more than 50% of the water is imported. next month officials expect to learn how much storms have benefited. >> we rely heavily on imported

water. this year the state's snowpack is very good. that is the source of our impact -- are imported water. we know droughts are going to be coming in the future. >> highlighting the importance of continued conservation. while the vote to remove the emergency declaration would end the call for mandatory 15% water use production she says water conservation has to become a way of life. droughts >> are going to become more frequent and severe because of climate change. we know that the next drought is always looming. so it is important to keep water conservation even when we are not in drought. >> c county's da refuses to answer i team questions after a stunning courtroom rebuked by a judge. a controversial plea deal thrown out. >> jackie spears new mission.

>> a courtroom stunner in the east bay. a judge throws out a controversial plea deal but pamela price. >> in court and he joins us with the story. >> i have been working on a deep dive into pamela price new policies and their impact. for the upcoming report she refused to sit down for the interview with me. today she would not answer any questions after the judge killed this plea deal. any comment? >> alameda county district attorney pamela price did not want to talk about judge mark mckennon throwing out the plea

deal she offered to a 31-year-old accused of gunning down three people on murder for hire and turned deadly. instead of the 75 years to life he faced price offered 15 years if he pled guilty to one count of voluntary manslaughter. >> i've been practicing law under this county for 40 years. never seen anything like this. >> defense attorney bill cole came to watch. he said is very unusual for a judge to reject a plea deal approved by the prosecution and defense. >> when you're accused of killing a prospective witness in case this is a direct attack not just on the people of the state of california but judges regard this as an attack on the judicial system itself. victims advocate being consoled by a prosecutor. she broke down in court reading the letter from one of the alleged victims. she wrote i strongly reject the deal. if he kills again the blood will

be on your hands. he is going to kill again. he offered a brief apology in court for what he called all the destruction i caused out there. in his ruling to reject the plea bargain the judge noted the das office did not explain why they wanted the deal. the judge questioned why the original prosecutor on the case stacy pettigrew was not present. the prosecutor today said he did not know why she was not there. >> it was not his job to tell her not to show up. that is what he said. there is a reason why she was not there. he could not even tell the judge why. >> i have obtained this email from that assistant da in court to stacy pettigrew yesterday saying i just talked to them -- to pam and she does not want you at the sentencing. sorry stacy pettigrew turned in here letter of resignation before the sentencing.

is one of the biggest fears you have is if i can't make it on my own? >> christina sandoval left an abusive relationship with her three kids nine months ago on top of working two jobs to keep food on the table who is now staying at a family friendly shelter. >> i remember calling and being like we are about to lose our house in less than a week and i don't have anywhere to go. there like you make too much money so you don't qualify for the motel through the county. >> she says the goal is to put money directly into the hands of moms like sandoval and get them and their kids out of poverty. >> so they can fix the car. so they are not evicted from their homes. so they don't end up homeless. >> sandoval says she is on track to be connected to permanent housing in the next few months after meeting with spears. >> it gives you hope like maybe i cannot -- maybe i can make it.

plus late fees and penalties. >> i thought it was a scam because i knew i had paid it. >> but it was real. the dmv notice said the electronic check she submitted was no good even though the dmv receipt said successful payment. now she had to pay $148 and a late fees and penalties. >> i paid it. i had to get a cashiers check and go in person to the dmv and i thought the issue was over. >> but it was not. the same thing happened when she renewed online again. she paid i.e. check, not her registration -- got her registration and stickers but weeks later the dmv sent this demand for payment plus penalties saying her each check bounced. >> same thing. got the successful payment, restrict my stickers and now i am being charged this astronomical late fee. it was unbelievable. >> terry says the have notified her right away if the check to not go through instead of waiting until she was hit with late fees to >> i can't imagine how much money they are

pulling in with the 60% penalties. >> this was very odd. and misleading and even fraudulent. >> the same thing happened to alex lee. he paid within each check, got a receipt for payment and the dmv sent his registration. then the shock. >> your payment actually did not go through and now you owe us a late payment fee. > the and could only pay by cashier's check or money order. so alex mailed the payment but instead of a renewal he got a final demand for payment threatening to seize his car. >> i was scratching my head like this is ridiculous. it is a bit over-the-top to threaten to take away my car. >> turns out both alex and terry had mistakenly entered their savings account numbers which will not generate a check. the dmv acknowledged its online pay system of accepting payments even if an account number was invalid and it mailed out registration cards anyway quote

>> abc says in -- abc 7 has obtained surveillance video showing businesses being broken into in chinatown. you can see people trying to force their way into several stores as cars wait for them. the burglars eventually get inside. there are at least five of them

in the video. you can see them heading for a cash register and the others entering the store and looking around. when they exit things are scattered all over. we spoke to a woman who works at one of the businesses. >> this has to be stopped. they have to be some way to deal with it. even under the nighttime you have the police but there is nobody here. why don't the police come? just the car. there should be some people around. it is also the time we are not here. the nighttime is the most dangerous time. >> oakland police tell abc7news at least five stores got hit. >> sadness and deep grief tonight for a popular missing radio host who went missing a month ago. authorities found the body of jeffrey vandergrift in the water at pier 39. how the man is being remembered
