face that nationwide ban. what he says he's working on a plan to hand the reins of u.s. operations over to american company oracle, which is based in austin, effectively sealing off american data. it's part of a plan called project texas. >> if that's what we've been doing for the last two years, building what amounts to a firewall that seals off protected u.s. user data from unauthorized foreign access. the bottom line is this: american data, stored on american soil by an american company overseen by american personnel. >> but some say that's not enough. >> your platform should be banned. i expect today will say anything to avoid this outcome. project texas is more than a marketing scheme or that your ties to chinese communist party through bytedance is just a myth. we aren't buying it. >> concerns about tiktok accessing user data aren't just all paranoia, the company has admitted to surveilling american journalists, including emily baker white, who came to

>> after i wrote my first few projects, approach to data management, i got a big leak from inside the company, someone inside the company gave me a bunch of audio recordings of meetings about project texas. >> in an effort to discover the leak a team of bytedance employees launched a surveillance project called project raven, pulling information from emily's personal tiktok account to monitor her ip address. >> and the theory was that if they could match my ip address to the ip address of one of their employees, they could maybe place me at an employee or at a starbucks or at a library at the same time and then maybe figure out who was talking to me. >> what was the moment like when you discovered that they were tracking their ip address and your data? >> i knew it was a big story because i knew that if they

could do this to me, they could potentially do it to other people and there were really big ramifications for that. because abc news has learned the department of justice launched an investigation into bytedance in part because of what happened to emily. in a statement to abc news, a bytedance spokesperson said we strongly condemn the actions of the individuals found to have been involved and they are no longer employed bytedance. our internal investigation is still ongoing and we will cooperate with any official investigations one brought to us. tiktok ceo also addressed it in today's hearing. we go we took swift disciplinary action against employees found to be involved and we are implement measures to make sure this doesn't happen again. >> despite the concerns, many users, creators, and even a few lawmakers say a national ban is too extreme. >> let's have a broader, more honest conversation about social media and let's not scapegoat tiktok because they happen to be owned by a chinese
