the 40's for the most part. they are beginning to drop off to the upper 30's. as a result we have numbers that are a little cooler than they were yesterday. notice the winds up from santa rosa, half moon bay. overall we are two to four degrees colder. the national weather service still has a frost advisory in effect for the entire bay area, except the peninsula and the bayshore. looking outside with those dark skies we will be on the 40's at 9:00. sunny conditions. sign up after 7:00. five to 10 degrees below average. numbers in the upper 50's to low 60's for the warmest conditions. winds will keep a cool and we will talk about when the next storm arrives in just a few minutes. liz: thank you. new overnight, contra costa firefighters are investigating a two alarm fire at a senior housing complex. flames broke out in san

pablo. firefighters say one person was treated for smoke inhalation. crews say the damage to the unit is substantial. some residents are right now displaced. it is unclear how many. we will keep you posted on developments. it's a familiar scene during a never ending storm season. this week we saw massive trees toppling over, landing on houses and cars. some of those incidents turned deadly. in menlo park, some are frustrated with the process to remove trees that pose a hazard. as lauren martinez found out, one woman is taking matters into her own hands. >> i think what crossed my mind is what has been on my mind for 20 plus years, and that is these trees don't belong here. lauren: giving tuesday storm, she watch as an 80 foot redwood tree came crashing down in her backyard. >> it was terrifying to be sitting right there 30 feet from

where that tree came down, knowing it could have been anyone of those trees over there. lauren: her property sits in between 100 trees on one side and 48 on the other. >> redwood trees are wonderful in the forest. they belong in cool, foggy climates. they don't belong in a tight urban neighborhood. lauren: at one point she served on the menlo park heritage tree task force to help simplify the process of applying for a tree removal permit. she says now large trees are protected by strict city ordinances so she is creating a task force of her own. >> i am organizing a group of menlo park citizens who have the same concerns i do. we will take it to the city council. lauren: you don't have to drive far to find tree crews cleaning up from the storms. during last tuesday's storm, two

trees came down in her backyard. >> with the rain it just expand. lauren she was granted permits to remove three trees following a six-month process. she is not taking any chances now. after some convincing, the city granted her emergency permits to get two more removed. >> let us keep everybody safe. you want me to plan something else, i will plan some thing else. lauren: lauren martinez, abc 7 news. liz: we have an update on the san francisco police officer who was seriously hurt after a tree came down on his car well he was working this week. a gofundme has been launched. the goal is to raise his family is getting closer to hitting that goal. a stretch of highway 84 near woodside is closed this morning because of a landslide. the roads have buckled. caltrans says the ground might be moving. the how white -- the highway is

closed at portola road. there is no estimate for when it will be back open. a large portion of california's drought-free thanks to all the rain we have seen in the last few months. because of that the state is lifting some drought related provisions on water use, including resending estate campaign asking people to voluntarily cut water use by 15%. the governor announced the drought restrictions will ease. storm after storm made this year one of the wettest years on record in california following three years of the driest years on record. the governor says it is the unpredictable changes that make it important to conserving. >> the economy and the well-being and livelihood and health and safety of millions of californians is at stake if we do not meet these moments and continue to maintain our vigilance. liz: newsom announced the end of the level two drought contingency plan for local water he introduced his plan to

increase storage efforts through groundwater recharge, storm water capture, reservoir storage and more. the dea is warning the public, especially parents, about a daily animal tranquilizer being mixed into fentanyl. last month we reported on trank showing up on the streets of san francisco. now a special agent tells tara campbell the lethal mixture is on the rise. >> one pill, one time can kill you. tara: special agent brian clark is talking about fentanyl. this deadly tree drug -- street drug is being made more dangerous. tara: it's within the tenderloin. it's on the rise across 48 states in the bay area is no exception. >> the d.a. is working with the san francisco police department and the bay area law enforcement communities to monitor this situation. tara: while trank is most

prdea is preparing for a surge here. >> fentanyl is the deadliest threat our country has faced. tara: the laboratory reporting 23% of fentanyl powder and 7% of fentanyl pills seized by the dea and 2022 contained the deadly animal tranquilizer. because it is not an opioid it cannot be reversed by malaak so -- matzoh camp -- naloxone. >> getting the knowledge to the community can save lives. tara: and the lives of children are top of mind. >> there's been incidents all across the country of drug poisonings with children consuming these pills. we have seen it mixed with these pills. that is a huge concern for us. tara: and stanford's dr. anna lemke says it's important for

parents to talk with her kids. >> education about the incredible lethality of fentanyl and the fact it is now found in a lot of counterfeit pills. a child may be inges fentanyl without realizing it and because a little bit is so deadly they could die from the single-dose. tara: tara campbell, abc 7 news. liz: do details authorities confirm a mother and her twins were hit by a stolen suv involved and thursday night's deadly police chase. the crash happened between 4th street and parker avenue in rodeo. abc 7 news obtained surveillance footage of the crash. hercules police were following the car when it exited off 80 into a residential neighborhood. the stolen suv was seen crashing into the family's car. the mother died and both boys were taken to the children's hospital in oakland. one witness was in disbelief after seeing the incident unfold. >> it was the most horrifying i er

was arrested at a nearby liquor store. the parents of a teenager shot and killed at a sunnyvale house party in 2021 are suing airbnb and the property owner. according to the san francisco chronicle, the lawsuit claims property owner never got approval to short-term rentals. sunnyvale's ordinance requires short-term rental host to stay on-site during their guest's stay. the parents believe there son. eli would be alive if the host and airbnb followed the law. in the north bay, homeless camp is cleared in san rafael after a legal battle. crews removed more than a dozen people from albert park. a federal judge lifted a restraining order on monday and denied a request for a preliminary injunction.

san rafael received numerous complaints about the camp and the city says it is working on shelter options. happening today, the san francisco public library is hosting a freedom to learn summit in response to an increase in book bands across the country. the event aims to protect free expression. there will be workshops and activities for high school students so they can learn skills to combat book banning an educational censorship. the library says young people should have access to a broad array of materials. it starts at 10:00 this morning at the main library on larkin street. let's get a check on the forecast as we take a break. lisa: the winds up a little bit, keeping temperatures mainly in the 40's. there are a few upper 30's but we are dropping off in the next two hours. a chilly morning for sure. below average afternoon temperatures. no biggie. we will have a lot of sunshine. we will talk about how long the dry period last before the next round of wind and rain arrives. liz: businesses help to bounce back.

who tracked down her airpods for two weeks after they were stolen by an airport employee at san francisco international airport. it garnered national attention. tim johns shares her remarkable story. >> they say good things come to those who wait, but she prefers to tackle her problems directly. in early march, the washington state was connecting through sfo after visiting her husband who serves in the military on the island of guam. she was getting off her plane when suddenly she remembered she had left her jacket which had her apple airpods inside on her seat. after approaching airline staff, they assured her someone would get the jacket for her and then she went on her way to catch her flight to saddle. -- seattle. she decided she would try to get some sleep. >> i just put in my airpods and i will be fine. i can sleep for a couple hours to seattle. well, that was when i realized they were gone. tim: thanks to the find my app

on her phone, she realized they had been stolen out of her jacket. while she was in the air she was able to track them and take screenshots as they made their way around the airport. first to different terminals, then the united cargo building and ultimately down the southbound 101 freeway. keyden says she began reaching out to various united employees and police departments trying to get her stolen property back. after nearly two weeks of getting little to no assistance, she says she was able to get them back thanks to a detective working at sfo. the airpods had been a contractor loading food into the aircraft. abc 7 news reached out to united. "united airlines holds our vendors to the highest standards. we are working with local authorities and their investigation of this matter." words of little comfort to hayden. >> as far as i'm concerned, if united has trusted that employee on the airplane to do a job for

them than they are responsible. tim: the airpods were sent back to her but she says they arrived damaged. for her trouble come united agreed to pay for a new pair and give her 5000 airline miles as an apology. >> that has not happened yet. i cannot say whether it will or won't. tim: for now, her tenacity has served her well. she hopes he can be a lesson for others to never give up hope. >> when you look at things, you look at something that is right and something wrong and you ask yourself, is this something that is happening to other people as well? tim: tim johns, abc 7 news. liz: forming centers in santa clara county are open now as we are experiencing really cold temperatures this morning. seven county libraries, including cupertino, are open for people who need a place to stay. workers are visiting encampments to hand out blankets, tarps and tensed on house people. the warming centers are open through 9:00 tomorrow morning. more than 2000 people in power

road will spend the next weeks if not months cleaning up after their town was overtaken by floods because of i levy breach. another they are back home after being evacuated, officials say can be weeks before running water is safe to drink. we are told bottled water is being brought in to help families, although evacuation orders were lifted. a lot of the homes are still not livable and semi-not be for some time. many people who saw their homes for the first time say they are filled with mud, standing water and mold. >> [speaking spanish] we are sad because we lost what few things we have. we have worked hard to get what we have. here it all is. liz: the level has -- the levy has been repaired. it's still a long road ahead for them. to visitors after being shot dead by all the severe weather. the park was closed for weeks because it was too dangerous to

have a -- due to heavy snow, rock and debris flows. businesses are anxious to bring back crowds to downtown mariposa. >> we are hoping to get our public back. we are hoping to get the people from the surrounding areas. >> we have seen days where we had four visitors coming through, which is admirable. we are normally used to at least 60 to 70 people visiting. liz: jacob holly at the visitor center sets with all the snow and water this summer is excited to be one of the best in recent decades. he says the best time to visit the park is now because there are no reservation requirements. lisa, it is actually a nice, clear day. when is the rain coming back? we know what is happening. lisa: you always have to ask that question in march. it's been a wild month. this is the first dry we can we have had. the rain coming back monday night into tuesday with very gusty winds again.

the national weather service putting out an excessive rain or flood watch perhaps into tuesday as we look at wind advisories as well. we have done this before. five doppler 7 -- live doppler 7. you can see some clouds but not much in the way of anything out there for california, which is good news. we are well-deserved in our break of sunshine. temperatures as much as five degrees colder than where we should be for this time of year. i don't need to remind you of that. we are looking at a little wind keeping the numbers up into the 40's. they are beginning to back off. a couple of degrees cooler than yesterday. gus hour. a chili morning and sunday afternoon. looking at rain arriving monday with the wind. that will be monday night into tuesday. with this system we will have a chance of thunderstorms. that is what we cel

here's a look at the winds. they will get gusty today. they are a little breezy and will switch around to the west-northwest. by 1:00 along the coast, 30 to 40 mile-per-hour winds. it will feel like the 50's out there. not much warmth. if you get to a window sheltered area that is strong for late march. if you get to the sky, nice and clear. the forecast animation shows nice conditions for today, tomorrow, although they will be cool. stopping this at midnight on tuesday. here comes the rain. low pressure will be dropping down out of the north. it is a cold system. low snow levels late monday but the bulk of the rain does not come until tuesday morning commute. widespread. these are preliminary totals. they probably will change by the time we get to the high resolution models about 12 to 24 hours out.

liz: million three new their car registrations each year. lately the dmv has been charging penalties and late fees to some of them, even when they pay on time. michael finney shows us what is happening. >> to be honest i did not believe it. michael: she pay for her car registration online. she got a receipt. the dmv mailto registration and every thing seemed fine. weeks later, she got this letter from the dmv demanding payment plus late fees and penalties. >> i thought it was a scam. i knew i had paid it. michael: the dmv notice said the electronic check she submitted was no good, even though the dmv receipt said successful payment. she had to pay $148.

>> i had to go get a cashiers check and go in person to the dmv. i thought the issue was over. michael: but it wasn't. the same thing happened when she renewed online again. she paid by each check -- eck. then they sent demand for payment plus penalties, saying her e-check bounced. >> received my registration stickers now being charged this astronomical late fee. it was unbelievable. michael: she says that the av should have notified her right away if the check did not go through instead of waiting until she was hit with late fees. >> i can't imagine how much money they are pulling it these 60% penalties. >> this was very odd and misleading, even fraudulent. michael: the same thing happened to alex lee. he got a receipt for payment in the dmv sent his registration. then the shock. >> your payment actually did not go through.

now you all us a late payment fee. michael:de owed 450 seven dollars and could only pay by cashiers check or money order. alex mailed the payment but instead of a renewal he got this. a final demand for payment threatening to seize his car. >> i was scratching my head. this is ridiculous. it's a bit over-the-top to just threaten to take away my car. michael: both alex and terry had mistakenly entered their savings account numbers which will not generate any check. the dmv acknowledged the system was excepting payments even if it account number was not valid. a male that registration cards anyway as a courtesy to the customer. the customers said late fees were anything but a custody. that courtesy. michael: after our i dmv changed the system to flag incorrect account numbers.

check on the family, like i am. liz: devastation in mississippi. the damage left behind after one tornado ripped through the state, knocking down trees and homes. good morning. thank you for joining us. we start with a look at the weather. we will get to that story in a moment. a lot happening across the country right now. a little less active here for the moment. lisa: the first weekend of spring will be nice and sunny, although well below average. we have a frost advisory for everyone except the bayshore and san francisco. the lynn valley temperatures are dropping into the upper 30's. 38 at san ramon. 36 at santa rosa. we still have enough of a wind out there that it is allowing for temperatures this day mainly in the 40's. two to four degrees cooler than yesterday when the sun comes up at 7:05. today and tomorrow looking at these locations that mainly the inland valleys that will be frosty.heext couple of hours you

will notice the temperature slowly climbed to the mid-50's by the afternoon. near 60 at the warmest inland vallies. liz: nearly two dozen people are dead after a powerful tornado and thunderstorm swept across mississippi. he left a trail of damage for more than 100 miles. officials are describing some areas as chaotic, with traffic making it difficult for search and rescue crews to do their jobs. >> complete and ever devastation -- utter devastation. everybody spirits. i have not seen a lot of injured people. a lot of people are out there helping. not a lot of emergency assistance because i think they are thin. liz: thousands are without power as crews respond to gas leaks and people trapped in the rubble. officials say there have been 11 tornado reports across the south in just the last 24 hours.

here we are on storm watch and we are talking about a situation and stand in samo. a woman trapped inside her home when a giant tree fell on it. cornell barnard has the story. >> it was just allowed boom. cornell: a moment she will never forget when the tree crashed into her home. >> i was screaming to my son who was trapped in his room. i was also trapped because the door got stuck. cornell: the family shared pictures of the incredible damage the tree caused to her bedroom. remarkably he was not hurt thanks to some quick thinking. >> i don't know how he lived, honestly. his room is totally destroyed. the tree is on his bed. he just heard and jumped out of bed. cornell: they were trapped on the second floor the house. >> the through ladders. used chainsaws, cut some holes

and got the people out. no one was injured. cornell: the oak tree stood for nearly a century and linda's front yard. -- in linda's front yard. part of it fell on his neighbor's property. >> when the trees get to be 100 years old they grew about a foot year. stuff can happen. cornell: fire fighters say winter storms and record rainfall have brought down hundreds of trees. >> with the wind, powerlines come down entries. -- and trees. the ground is extremely saturated. cornell: a giant crane was brought in to remove the tree and begin a very big cleanup. this house has been tags, meaning only limited entry allowed. there is no heat or power inside. linda will be staying with friends for a while. shal says she will rebuild.

equipping facilities in the region. >> the united states does not emphasize seeking conflict with iran. but be prepared for us to act forcefully to protect our people. daria: 900 american service members and hundreds more contractors are currently in syria as part of a counter ices force. iranian backed proxies have been behind nearly 80 rocket or drone attacks in the last two years, including three others today. one injuring a u.s. military member. >> iran is exponentially more militarily cable than it was even five years ago. daria: there are concerns about how the deadly drone strike got through u.s. defense systems in the first attack that killed the american contractor. >> we take force protection very seriously. i will say as it pertains to radar, my understanding is there was a complete site picture in

terms of radar. all that said, as is the case in any attack, u.s. central command will conduct a review to assess what happened. daria: daria albinger, abc news, new york. liz: today in santa clara, they congress meant to discuss the collapse of silicon valley bank and government intervention. he's met with officials from fbi c and the treasury about the crisis -- fdic and the treasury about the crisis. he's expected to give more details on efforts to protect community banks and regulate the banking system to prevent future failures. also today, oak eyes he was hosting their 20th annual art inspiring hope gala at fort mason. there are nonprofit that works to support families with childhood cancer. people will come together at 5:30 tonight to show support for families as some children get ready for summer camp this year. >> to beauty of campus we bring together the community that has
