santa rosa. look at freemont in 38. we have a frost advisory until 9:00 for everyone except by the bay shore and the peninsula. winds have kept temperatures up primarily around the bay you can see gusts up to 29 miles an hour and upper elevations breezy. compared to yesterday not a whole lot of change and we'll see the afternoon fairly similar to your saturday with plenty of sunshine a slow warm-up mid to upper 50s for most of us and breezy at the coast. we'll time out the next storm coming up. >> right now a stretch of highway 101 is closed because of more damage from our recent storms. it's after a landslide along that highway exposed an underground gas transmission line. crews have been working to recruit the line hoping to finish by 9:00 this morning. fire officials say even though we haven't had rain in the last couple of days the land is still

residents were allowed to return to their homes after a levee was repaired and evacuation orders were lifted. many say their homes are filled with mud, standing water, and mold. officials say it may be weeks before running water can be determined safe for drinking. to a frightening attack and robbery in the east bay. a family shaken after a 23-year-old woman says she was chased down, tackled, robbed and hit by three people. surveillance video shows the incident as the woman screams for help. this happened on wednesday aftern afternoon. the victim's boyfriend's sister says their neighborhood has not had any crime issues until recent years. she believes the suspects need to be held accountable. >> we were very concerned about the incident just sliding. we didn't want it to just become

just another case that went unresolved and we were hoping that the community would help us. we really wanted for them to get caught for what they did especially because of the age that they're in and the fact that they can go on to do worst things if it's just allowed. >> her brother tried to chase the group away but was not able to catch up with them. police describe the suspects as being in their late teens or early 20s. there have been crime rings across the bay area recently. uc berkeley's women rowing team is honoring a former teammate killed in a biking accident last summer. a ceremony was held yesterday for the custom boat named after shawn o'donnell hit by a construction truck while biking to work in washington, d.c. the women's rowing team raised $50,000 to create the custom boat. teammates say the boat will be used in future rowing races to

guaranteed birth rights citizenship to all born in the u.s. let's get a check of the forecast now. more rain coming in the next few days. >> we have a dry day today go w that for the next 30 hours or so. and then we'll see the rain and wind as we get into late monday and tuesday. so still on track we wish it kind of faded awand we could say it's not going to happen but it is going to happen. as we look now we are dry north westerly winds allowing for a bit of a breeze especially along the coast, it is 40 and looking at those cold temperatures at 35, 40, as we widen out notice we've had mid 40s closer to the bay and some 30s here as we continue to see that dry atmosphere allows those temperatures to drop off pretty quickly this morning.

so this morning we're colder in the north bay, that will probably increase as we get towards sunrise just after 7:00, and then by 8:00, transitioning to a warmer part of the morning. but we still have several hours to go. so that frost advisory for the entire bay area probably will be verified up in the north bay, protected valleys butalf moon b 25 miles an hour. some areas certainly breezy and allowing the atmosphere to stay mixed. so chilly this morning with a clear sky and looking at a sunny and cool afternoon, average highs, probably know, mid to upper 60s, we'll be well shy of that. and looking at the wind and rain returning monday night into tuesday. here we go as we go hour by hour. sunny day today even monday looks nice to start out with some sunshine but then the high clouds move in. let's see as we get into your tuesday morning commute once again if you can put it off work

from home check it out we've got moderate to heavy rain at this point you can bet on a wind advisory as well. and the lower snow levels, so the heaviest rain out ahead and with the cold front we'll see the warm sector of the front first into monday night. and then here comes the colder air, you'll notice the snow levels, mount hamilton, a little snow there, but behind it we've got the low offshore and we're looking at this low to continue to travel down the coast. as it does it will keep the rain showers, wrap around rain showers with us. late tuesday and into wednesday, still looking showery. so the rainfall totals due to the low offshore continue to go up as we're looking at anywhere from a half inch to an inch-and-a-half, maybe two inches santa rosa, certainly not what you would expect for late in march. as we go through the sierra

nevada, it's going to be all snow, going way down as the front moves through the snow levels should rise a little bit but, two to four feet of snow, and right now a winter storm watch will turn into a winter storm warning as we get closer to the event. here's a look at the totals, from a foot to two feet out there in the mountains. so the never ending winter as we head into spring here. upper 50s, maybe a 60 up in santa rosa, we'll have breezy winds on the coast. so another cool but at least sunny day. overnight tonight could see frost advisory extended. look at low temperatures in the 30s once again in the north bay upper 30s closer to the bay. we've got the sunshine today, level one system monday, the wind and rain arriving overnight monday into your tuesday morning commute, slight chance of a thunderstorm, more rain on wednesday. we're dry thursday, friday, saturday starts april 1st so the that might be a good thing.

>> as the storms come and go environmental groups are calling for closer monitoring. the site sits in the shadow of the wild life refuge. the group promised the company that owns the site is moving forward with a plan that will make the area safer and more resilient to climate change. here with a look at what those groups want. >> the salt ponds in the southern researches of san francisco bay look something a criss-cro of levs turng evorer into mountains of high quality salt.

but recently environmental groups have raised concerns about the material in two of those ponds. concentrated bitter left over from the process which they argue could present a threat to nearby wild life in the event of a release. >> the agencies need to go out and inspect these ponds and make sure we're not on the verge of a toxic spill into san francisco bay. >> david lewis directs save the bay, the group coauthored a letter to the san francisco bay conservation and development commission questioning whether the agency is effectively monitoring the ponds. among their concerns, threats to the levees from sea level rise, king tides, or a strong earthquake and the potential for a spill or seepage to reach the nearby wild life refuge. >> there are toxic sites all around the edge of the bay that are much more heavily regulated. it's baffling that the agencies haven't taken a stronger stand about protecting the bay from this toxic material. >> the environmentalists

concerns come as car gil rolling out a proposal. a plan that would ultimately dispose of them back in the bay. >> the land resources manager says the company is working to build a multimillion dollar pipeline designed to be a long-term solution. >> we understand that sea level rise and climate change is coming, and we realize the time to act is now. so we're taking a proactive approach to protect the bay. >> the pipeline shown in red would run about 16 miles connecting the ponds with the waste water treatment system run by the east bay dischargers authority. once the brine is mixed with treated wastewater and diluted, it would be piped to this facility and released back into the bay. general manager jackie says the project would be one of the largest additions to the east bay waste water system in years

and she believes the process is a safe way to dispose of the bit rn. >> we consider it our mission to protect the bay so we've done a lot of water quality testing to demonstrate that the combined affluent and brine from cargil would be safe to the bay. >> the report is still under conversation. eileen white an executive director with the san francisco regional water quart control board. while acknowledging her agency hasn't inspected the pond specifically, they have provided a report including aerial photography. she also supports the plan. >> it's kind of returning it back to the bay, returning it back to the bay but not as such a high concentration that it could be toxic. >> still groups like save the bay argue it would be years before construction is completed. they point to recent levee failures like the breach in monterey county as an example of the heightened risk. and in the meantime they're pushing for increased oversight

been leveled. some of these buildings you can't make out. this is some sort of industrial building completely flattened. >> mississippi's state of emerg all of the county's affected by the storms. president biden promising the federal government will help. >> president biden has declared a major disaster in mississippi and has ordered federal aid to help the areas affected by severe storms, includes grants for temporary housing home repairs and other programs for business owners to recover. developing news on the explosion in a pennsylvania chocolate factory. crews are still searching for survivors. at least three people have died, five people are still unaccounted for, they are suspected to be trapped in the rubble. crews did rescue one person found alive. ten others were taken to the hospital with injuries. >> someone was found alive, fingers crossed we're going to find more. >> officials say the factory

tomorrow one of the airports runways will be out of commission for eight weeks. crews will be repaving painting new stripping and making minor repairs. flights will be routed on to other primary runways. a taxiway will remain open next to the construction zone to limit any traffic congestion. airport officials say the closure will cause few delays during clear conditions and delays of less than an hour during foggy mornings. the runway is expected to reopen by late may. new safety changes are coming to bart. the agency will double down its police presence on trains and stations tomorrow. there have been multiple safety issues that we've covered. new data shows thieves are stealing more personal electronics. two weeks ago two riders got in a fight, one of them pulled out a gun and pistol whipped the other causing the gun to fire. >> to increase our presence we are removing seven of our traditional vehicle patrols per shift and redeploying those

the hour two t degrees colder in the north bay. so we'll be seeing these temperatures drop off for the national weather service with us this morning through 9:00 and it has been extended into your monday morning. there's a look at some wind and that's another reason why we haven't seen the temperatures drop all that quickly. look outside, clear and looking forward to all the sun today. chilly this morning. sunshine this afternoon. temperatures as much as 5-10 below average but no biggie, we have a sunny afternoon. in fact some sun to start your monday before wind and rain move in. monday night. and then traverse the bay area through your tuesday into tuesday evening in the south bay. there's a look at the breezy winds throughout the afternoon and we'll be looking at wind gusts over 45 miles an hour to

55 with this storm system. so by tonight the wind advisories and probably the excessive rainfall watch coming into play as rainfall amounts have gone up at the latest forecast models. sunday, monday with sun, clouds increasing. there's a look at what you can expect for your tuesday morning commute some heavy downpours as this front pushes through the bay area. so it's going to be through the north bay by about 11:00, and then it's the rest of the day for the peninsula, the south bay. notice by 2:30 we still have rain the low snow levels could see an inch of snow. you can see the cold air here anywhere from 2500 feet snow levels and then passes through with more showers, chance of thunderstorms as well into tuesday and wednesday and here's a look at the rainfall totals that have gone up to over two inches in santa rosa close to that, notice san francisco an inch and three quarters, and
