when authorities expect a stretch of highway 101 to be back open. i'm liz kreutz with lisa argen. thank you for joining us. we have some dry weather now but more rain on the way. lisa: unfortunately, we have another strong system with gusty wind but not for a couple of days. it is all about the sun. we had a frosty start, 44 downtown. 45 in palo alto. oakland at 46. beautiful visibility. around 40 at santa rosa, just above freezing. mid 40's could concord and livermore. tons of sun today. we need it. mid to upper 50's. the breeze will be back, but the sun feels pretty good if you can get out and enjoy it. we have another round of very gusty wind, heavy rain. it is almost like you know the drill. we will detail it for you coming

up. liz: a stretch of highway 101 will stay closed until at least repairs to damage from oure of recent storms. a landslide along the highway on 101 exposed an underground pg&e gas transmission line. crews have been working to reroute the line. fire officials say even though we haven't had rain the last couple of days, the land is still moving. it is putting too much pressure on the gas line. >> we have seen some erosion at other locations due to the significant amount of rainfall we've had. this is probably the most significant event we've had. liz: the pg&e official says there's no damage to the pipe. work is needed ahead of tuesday's storm to maintain gas service to marin county. a massive cleanup is planned after several beloved ancient trees and plants were destroyed at the uc botanical garden. cornell barnard spoke to the director about what was lost.

>> the people on the side of the garden actually heard a cracking sound. >> lew feldman is showing us what tuesday's storm left inside the uc botanical garden and the berkeley hills. the scope of the damage is extensive. >> it is really quite massive. a dramatically damaged a portion of the garden. >> winds toppled this beloved redwood tree, taking out a picnic table and portions of the bamboo grove. >> when it fell it took out that portion over there. >> he says more than 50 rare plants were also destroyed. one of the biggest losses is this california buckeye treat planted 150 years ago. as you can see, completely crushed by the weight of the redwood tree and almost impossible to replace. >> the california native, a tree that people were very sad to see disappear. >> staff members held a memorial

to honor the fallen trees. >> the garden area where the tree fell dramatically changed. it is a condition we had to close to the public because it is unsafe. >> he says the redwood was one of three trees with one trunk. >> the tree is dangerous now as far as its structure. >> the cleanup bill could top $50,000 but he does not expect the university of california to pay, so donations may be the only way to move forward to repair and restore this gem in the east bay. >> there's an opportunity. it is not an end, it is kind of a pause. we will redevelop it. liz: oakland zoo officials say they recovered five of the six birds that went missing after a tree fell onto an enclosure. the tree went down last week. the zoo shared this video of them last week capturing a crow a few miles away. a woman says she spotted the

bird in her yard and the zoo managed to lure it. another crow is still missing. a great horned owl was rescued after the recent storm in san francisco. authorities say it got trapped in netting near the dejong museum. its structural maintenance team came out to the rescue while responding to storm damage. the owl has been recuperating in the care of animal control and will be returned to the park. new developments, monterey county supervisor plans to propose a temporary eviction moratorium for tenants facing housing instability. he said he will have the proposal up for a vote at tuesday's board of supervisors meeting. on thursday, more than 2000 residents were allowed to return to their homes after a levy was repaired and evacuation orders were lifted. many residents say their homes are filled with mud, standing water and mold. officials say it may be weeks

before running water could be determined safe for drinking. uc berkeley women's rowing team is honoring a former teammate who was killed in a biking accident last summer. a christening ceremony was held yesterday for the custom boat named after sean o'donnell. o'donnell was hit by a construction truck while biking to work. the rowing team raised $50,000 to create the custom boat. teammates say the book will be used in future rowing races to honor o'donnell. whatever -- one of her former teammates was emotional remembering her. >> every once in a while, i remember she is not with us. i just feel so thankful and grateful to have known her. liz: o'donnell was a danville native and was 40 years old. divers have recovered the body of a seven-year-old who drowned at moss landing state park last week. the coast guard was called to the beach before 8:00 p.m. on wednesday night.

a three-year-old told them his brother and mother were missing in the water. the mother's body was recovered that night. divers found the body of the seven-year-old before noon yesterday. congressman ro khanna is pushing for more security for small businesses and nonprofits. he spent yesterday in santa clara discussing the impact of the collapse of the silicon valley bank. he met with small businesses and nonprofits affected by the collapse which happened earlier this month. he provided updates on his work to structure the banking system to prevent a future crisis. khanna met with the fbi see an u.s. treasury immediately after the bank failed. he urged administered is to give insurance to depositors. >> this was traumatic for so many businesses in the valley. we need to be there in support of them. liz: khanna also heard about climate issues, housing, and community services during his visit. new, congressman ro khanna also

said he is not running for u.s. senate. he announced he is endorsing east bay congresswoman barbara lee and will serve as cochair for her campaign. lee is one of several candidates running to replace senator dianne feinstein. khanna says she's a personal hero of his. he also said, "black women are the core of the democratic party, yet there is not a single black woman serving in the senate. building a multiracial, multicultural democracy is hard and we must be willing to fight for it. i look forward to fighting alongside barbara lee." 9:09 this morning. if you want to go out, today's the day to do it. lisa: we will have tomorrow as well, but right now, we have the blue skies and it is gorgeous. mid to upper 40's in san francisco at the airport. another 10 degrees of warming. we will talk about the timing of the next round of rain and wind, next. liz: also next, a shooting forcing a lockdown at a popular casino in lake tahoe.

liz: welcome back. a gorgeous view. it is so nice to have this clear beautiful weekend. more rain is on the way so enjoy it while you can. one man is dead and two people are in jail after a shooting at a popular casino in tahoe. the hard rock casino was unlocked out after deputies were called about an active gunman yesterday around 8:00 in the morning. the three men were in the casino bar together and an argument broke out before shots were fired. 32-year-old omar garcia was the man who was shot. he was taken to the hospital where he later died. the two other men involved were arrested about 20 miles away from the casino.

lgbtq+ activists rallied at san francisco city hall in support of transgender children in response to the hundreds of anti-lgbtq+ bills being introduced across the country. more rallies are being planned in the coming weeks and tara campbell reports they want more people to join their fight. >> one of the things that is really upsetting about this is they are not just attacking us as people, but they are attacking the pursuit of happyness. tara: talking about the slew of anti-lgbtq+ bills being introduced across the country. >> our community has been under attack for a while now. tara: the transgender leader and others gearing up to fight back. on april 8, marching from san francisco city hall to union square. led by the drag queen community. >> we will have a fabulous contingent of drag performers and beautiful trans people but

we really need our allies to show up. tara: she has been performing on san francisco's drag stages for 35 years and fears violence now more than ever. >> every time you get in drag and standing in front of a huge audience like that, there's an idea in the back of your mind. these days, it is a real concern. >> even though drag queens are not trans, necessarily trans, and trans people are not necessarily drag queens, we have people like myself who fit into both boxes. tara: and she says laws like the one just passed in tennessee restricting drag shows friends both communities. >> the laws are written broadly enough. if you are a trans person walking around in public and a child sees you, you could technically be breaking the law and be arrested just for existing. tara: from banning gender affirming surgery to drag queen story times, there are now nearly 500 bills nationwide

taking aim at the lgbtq+ community. >> what i am hoping we are able to show people is that despite all of these laws that are being thrown at us, despite all of the opposition, it seems like that we have from the republican party, we are still able to fight back and able to do it with love and joy. tara: tara campbell, abc7news. liz: new developments on the second largest school district in the country. the la's teachers union has reached a deal. it includes a for bus drivers, custodians and other support staff. they will also get retroactive raises going back to 2021. workers will get $1000 as a one-time raise. the district superintendent says free health care will be provided for any employee working at least four hours a day. the san francisco unified school district has received a grant to teach financial literacy in high schools. the nonprofit next gen

personal-finance is providing the district with $130,000 to integrate finances into the curriculum. it will include topics around savings, budgeting, paying for college, taxes and investing. the grant also allows the district to create semester or year long elective courses on personal-finance. it is a wrap for the 28th annual art inspiring hope gala. some of our news anchors were there to celebrate. community partners gathered for an art auction and silent auction, hosted by a peer support program that helps families navigate childhood cancer. it will help fund their summer camp for kids in the program. one organizer shared why this initiative is so import. >> the magic of camp is that these kids can create new creek -- new connections and they can meet other kids that are going through the same thing or have gone through the same thing. liz: the goal for the event was to raise $800,000.

another celebration in the bay area, this time for american history. the community marked the one 25th anniversary of -- 125th anniversary of san francisco's chinatown. the but element association along with the chinese historical society of america hosted the event. born in san francisco in the 1870's. after a trip outside the country, he was denied entry back into the u.s., but he and his supporters took this case all the way to the supreme court. the high court ruled the 14th amendment guarantees birthright citizenship to all born in the u.s. lisa, let's get a check of the forecast now. it was very windy in my neighborhood yesterday. lisa: you certainly need the layers, the late march sun warming things up. if you got a chance to feel some of that, it felt good but those winds were from tough to fight off. we are looking at cool

conditions continuing for the next couple of days before we look at a system coming out of the gulf of alaska. we are looking at an area of low pressure at the california oregon border that will drop down the coast. it will make it into southern california and as it parallels the coast, it will be whipping up rain and wind once again. it is all about the north wind, that was a dry window last night that cap the temperatures up a little bit and then they bottomed out. what a gorgeous view where temperatures are in the mid 40's. 48 at half moon bay. looking at the exploratorium camera, nothing but sunshine on the way. it will be breezy out there and we will be below average but what a sight. it felt pretty good yesterday. 45 in nevada with mid 40's in concord and livermore. we will have the frost advisory for monday morning as we are anticipating the clear skies, light wind and temperatures

around freezing. in the 20's right now at zephyr cove. nice conditions for the mountains but is it cold. about 30 degrees today and looking at several feet of snow coming into play again. the ski resort is about 18 inches, two to four inches above 7000 feet. a level two system on tuesday. cool and dry for the second half of the work week. it is nice and clear. the high clouds will move in for monday and offshore is the rain. it moves into the north bay by about midnight, maybe 11:00 monday night. winds pick up overnight. this is the tuesday morning commute. very gusty winds. moderate to heavy rain. it takes throughout the day to move through the east bay, the south bay. with it, we will see the heaviest rain, the strongest winds. by about 9:00 in the morning as it slices through the bay area. behind it, we still have the low snow level.

they are lowering in advance of it. we could see some snow on top of mount diablo, mount hamilton. a couple of inches towards lake county. this is later tuesday into wednesday. still some downpours and a chance of an isolated thunderstorm. rainfall amounts have gone up. we are looking at two inches in the north bay. 1.5 over into the east bay. this could take you close to 200% of normal for the season for many neighborhoods from the peninsula to the east bay. mountain view could see an inch. this is where the winds pick up overnight and into early tuesday morning. you will get cranking -- they will get cranking by 9:00. 30 to 45 miles per hour and then they will calm down. we are looking at the dry now. it is not that heavy, wet stuff from the subtropics. it will be a cold system. highs today, chilly. 58 in oakland. 57 in santa cruz. there's a look at the frost. the accuweather 7-day forecast. you can close your eyes and know that the rain is coming monday

liz: a new report from the city says it would take one point far -- 1.45 billion dollars to implement san francisco's plan to end homelessness in the next three years. the plan and the cost has split homeless advocates. as i learned this week, some say it is not feasible while others say the city is not thinking outside the box. >> we are angry. we cannot survive like this. liz: fed up san francisco business owners joined the supervisor outside city hall tuesday afternoon to share their frustrations with a new report on a potential plan to address

the city's homelessness crisis. >> this was not a serious or remotely feasible plan to end unsheltered homelessness in san francisco. >> you said we hit a bump on the road. that plan report was more like a slammed door in your face. liz: the report came from san francisco department of homelessness and supportive housing. it looks into what what implement the supervisor's place for all program, a plan unanimously passed by the board of supervisors last year to end unsheltered homelessness in three years. that legislation directed them to make this report. >> that is what we get back from hsh? it is unbelievable. liz: the program hopes to end unsheltered homelessness in three years by creating enough shelter beds for all homeless people in san francisco. the report concluded that the cost to do that and meet that ambitious goal would be a whopping $1.45 billion. an amount they say they know is not feasible.

the supervisor says it should not cost that much money to build new shelter beds but some homeless activists say it is not the right plan. jennifer is the executive director of the coalition on homelessness. she says it is unrealistic to think they can meet that goal without a hefty price tag, but also says just letting in shelter beds is not the solution. >> i realize this will be counterintuitive. if you overinvest in shelter, you drive up street homelessness. liz: why? >> because the people are stuck in shelter and living there for the rest of their life, like what happens in new york city. when new people become homeless, they end up on the streets because there's no room in the shelter. liz: she says what's being done now is not working and it is time to try something new. >> we have to get a handle on our sidewalks and we cannot do it if we don't have enough shelter. liz: even with spending $1.45 billion, it would still only end homelessness by a fraction.

the city says they will be releasing a separate report on combating homelessness next month. happening today, a marin city native has become a star at san diego state will once again take the court as part of the ncaa tournament. he will lead his team against creighton to try to make it to the final four. he scored a game-high 21 points on friday to upset number one seed alabama. tremmel plated golden state prep and city college of san francisco before transferring to san diego state. this is the first elite eight appearance. congrats to them. still to come, former president donald trump holds his first large-scale campaign event for the 2024 presidential election. what he had to say to his supporters as he faces

this is abc7news. liz: good morning. lisa, let's get another check of the forecast. lisa: let's look at some nice pictures. 46 degrees in santa cruz. is this gorgeous or what? we saw 64 yesterday. today, around 60. 45, san francisco. it was 28 on top of the mountain. 42 in santa rosa. temperatures once again below average but it will be sunny. it will be dry and feel pretty good even though the winds will be breezy alana coast. upper 50's should do it for the warmest location and mid-50's and maybe some low 50's with winds up to 20 miles per hour at the coast. a frosty night tonight towards don and then we will be talking about rain late in the day on monday. add in wind, a level two system. we have all the details. liz: developing news, at least 26 people have died from storms battering the south this weekend.

they are suing the company over last year's ticket fiasco. they claim the company engaged in fraud, price-fixing and antitrust violations. they are seeking 20 $500 for each alleged violation. they say ticketmaster intentionally charge high fees and sold their tickets to scalpers. the parent company live nation says does not embrace deceptive and questionable secondary ticketing practices. former president donald trump held his first campaign event since he claimed he would be arrested last week in connection to alleged touch money paid to stormy daniels. he addressed to supporters in texas yesterday as he faces the possible indictment. he told the crowd if he does not win the 2024 presidential election, he believes "our country is doomed." >> 2024 is the final battle. that will be the big one. you put me back in the white house, their reign will be over and america will be a free nation once again. liz: during his speech, trump

also fired back against the multiple investigation he is facing. he declared himself the most innocent man in the history of our country. after jonathan majors has been arrested on charges of strangulation, assault and harassment, but he's no longer in police custody this morning. majors was involved in a domestic dispute with a 30-year-old woman who had minor injuries. a representative for the actor says he does nothing wrong and they are looking forward to clearing his name. majors is considered a fast rising star in hollywood. he recently appeared in "creed 3 ." francisco production facility and lay off more than 250 employees. plans to wrap up operations have been in the works for 15 years. the company is in the last stages of that plan. genentech has made medicine at the facility for the last 40 years.

maybe 59 but look at the blue skies. 43, santa rosa. it is also 43 in napa. very cold in the inland valleys this morning. we will do it again tomorrow morning as the frost advisory is posted for much of the bay area except for the bayshore. we are anticipating the lack of wind once again. the roof camera, not bad but the wind will pick up anywhere from 20 to 30 miles per hour again today. two more dry days. right before midnight, we can see some rain in the far north bay for late monday within the level two system comes into play. heavy rain, looking at the commute on tuesday being impacted the most. tuesday afternoon, we also see some residual factors with perhaps some trees down. we will see saturated soil, even more saturated with upwards of two inches of rain. we are dry today.

we will see more clouds for your monday. look at the snow levels, coming down in advance of the front. this system will bring down snow levels so we could see accumulating snow of maybe four inches into the north bay, less than that east bay and southbay. we have the warm front and then the heaviest rain with the cold front as it moves through. gusty wind over 55 miles per hour. right on top of the north bay and then it presses east and south. by 11:30 a.m., it is still a mess. as we get into the afternoon, some showers, the possibility of a thunderstorm. the best chance will be in the north bay wednesday early morning. you can see how we have the rain-snow mix and the downpours scattered about. looking at rainfall totals that have gone up with a less forecast models to over two inches in the north bay. near that around richmond. look at san francisco, over one
