n d the strongnd wh c w expect? spencer: we are about to repeat. let me give you a look at our exclusive storm impact scale. the approaching storm, it will be a level two storm. late tomorrow night into early tuesday, we expect rain heaviest in the morning hours. windy with gusts up to 50 miles per hour. here's the forecast. late tomorrow night, first rain arriving in the north bay around 11:00 p.m. in a couple of hours, this drone will intensify into a level two storm just-in-time for the morning commute on tuesday. it will be a pretty powerful storm with heavy downpours and gusty winds. rainfall estimates by wednesday night anywhere from under inch in the south bay to over one inch in the bay shoreline two over two inches in the north bay. wind advisory will be issued for most of the bay area because of the powerful gusts.

because i know roads are going to close but i need to go to work. j.r.: s live in the santa cruz mountains. they have seen trees come down on houses, in driveways, and mudslides wipeout roads. she's even had to drive on top of and underneath downed power lines just to get places. >> you could be driving and a tree is down. you either have a chainsaw in your car or turnaround. j.r.: many wondering if this is the new norm. >> we may be entering a period where we don't get normal winters anymore. we get abnormally wet or abnormally dry, so there's more of a swing going on. i think it is too soon to draw the conclusion this is the norm. j.r.: professor bridger of san jose state university does not expect tuesday's upcoming storm to be as bad as last week's, but says at least three storm systems, including tuesday's, could hit in the coming weeks. >> if you believe the long-range

in underlined gas pipeline around this landslide that is still moving. crews had to cut through the road and highway 101 to lay the temporary bypass and then back across the freeway. the landslide happened during last tuesday's bomb cyclone. >> it was not damaged in the event, but understanding we have additional weather systems coming our way in the days ahead, we wanted to put forth contingency plans to ensure continued delivery of the support of utilities. cornell: a new storm could bring more of what we have seen too much of this rainy season, flooding and downed trees. first responders know many in the bay area are suffering from storm fatigue. >> we are just concerned the public is just getting a little bit numb to the hazards and risks these storms pose. it has kind of become business as usual. cornell: the chief urges the public to stay vigilant. his department getting ready for the next round of rain.

giving you a timeline and breakdown of the storm coming. download the app and enable those push notifications. moving on, police in san jose are looking for the driver of a car that hit and killed a woman on a bicycle tonight. that collision happened on blossom hill road just before 7:00. police say officers tried to help but the victim died at the scene. the driver did not stop. investigators have not yet released a description of the vehicle. a daylong standoff with an arm demand near gilroy has come to a violent and. the standoff unfolded at a home on dryden avenue near bishop court in santa clara county. that is where deputy sheriffs responded at about 8:00 and were shot at by the suspect. no one was hit, according to authorities. now less than two hours ago, gunfire corrupted again. t of the house and was a threat. that is when an officer from an area agency open fire.

in a powerful tornado outbreak. morgan norwood has the latest from rolling fork, mississippi, a town hit especially hard. >> rolling fork mississippi maimed and mangled, after a monster tornado sliced through the city like a chainsaw, cutting a 60 mile path of destruction across the state and killing more than two dozen people. >> the -- morgan: the local police officer says it all happened so fast. he and his girlfriend taking cover in the bathtub. >> all we were doing was holding each other. morgan: she and her husband along with seven others survived the splitting winds by taking shelter inside of a large cooler. their restaurant was a total loss along with the community she loved dearly. >> we have so much loss. we are grieving and we are hurting for our friends. that is our concern right now. this will be ok.

news, rolling fork, mississippi. dion: in the east bay, a sandwich shop is robbed of tens of dollars. causing thousands of pounds of food to spoil at delhi rama. it included a couple thousan pounds of brisket for its popular pastrami. he says $20,000 of food is heading to the compost heap and would have netted $100,000 in sales. >> the first thing that popped into her head was we have to close the business. we don't have a lot of working capital. we are a small business. we were grassroots funded. we were a pop up before this. the community really helped us get into this brick-and-mortar. dion: the community is also stepping up to save the business. at least $20,000 so far has been raised online to help deli-rama. it will reopen thursday when it plans to sell other sandwiches,

to sweep through the bay area environmental groups are calling for closer monitoring of an industrial site on san francisco bay. abc 7 news anchor dan ashley has a look at what those groups want to do? from droneview 7 the cargill salt ponds in the southern reaches of san francisco bay looks something like a giant checkerboard a crisscross of levees turning evaporating sea water into mountains of high quality salt, but recently

environmental groups have raised concerns about the material in wildlife in the event of ahe san release. the agencies need to go out and inspect these ponds and make sure we're not on the verge of a catastrophic toxic spill into san francisco bay. louis directs save the bay the group recently co-authored a letter to the san francisco bay conservation and development commission questioning whether the agency is effectively monitoring the ponds among their concerns threats to the levees from sea level. rise king tides or a strong earthquake and the potential for a spill or seepage to reach the nearby don edwards wildlife refuge. there are toxic sites all around the edge of the bay that are much more heavily regulated. it's baffling that the agencies haven't taken a stronger stand about protecting the bay from this toxic material the environmentalists concerns come as cargill is rolling out a

pl thaousalt a t diofhem the bay. don brown is cargill's land res. his manager he says the company is working to build a multi-million dollar pipeline designed to be a long-term solution, you know, we understand that sea level rise and climate change is coming and we realize the time to act is now so we're taking a proactive approach to. check the bay the pipeline shown in red would run out 16 miles connecting cargill's spawns near newark with the way. wastewater treatment system run by the east bay dischargers authority brian is mixed with treated wastewater and diluted it would be piped to this facility in san leandro and released back into the bay general manager. jackie zipkin says the project would be one of the largest additions to the east bay wastewater system in years, and she believes the dilution process is a safe way to dispose

of the bitter. yeah. we consider it our mission to protect the bay. so we've done a lot of water quality testing to demonstrate that the combined effluent and brine from cargill would be safe to the bay the environmental impact report is still under consideration. i mean white is an executive director with the san francisco regional water quality control board while acknowledging her agency has an inspected the two pond specifically she says cargill has provided a recent inspection report including aerial photography of the site. she also supports the pipeline plan, so it's kind of returning it back came from the day. you're returning it back to the day but not at such a concentration that it could be toxic to the environment still groups like save the bay argue it would be years before construction is completed. they point to recent levy failures like the breach and monterey county as an example of the heightened risk. and in the meantime, they're pushing for increased oversight by agencies like the bay

conservation and development commission and the regional water quality control board. there's a lot of letters going back. worth between agencies in the company that's not adequate. they need to go out and inspect this site and see how close the material is to the top of the ponds and environmental balancing act in a corner of san francisco bay. that's both the center of thriving industry and home to a fragile and majestic wildlife refuge. in san francisco, dan ashley abc 7 news now while there is no firm date for a decision on the pipeline agencies. we spoke with say they believe it could potentially be approved later this year. i'll take a look at this a great horned owl was rescued after the recent storm in san francisco. it got trapped in the netting at the golden gate park bandshell near the deyoung museum. parks and rec department says it's structural maintenance team came out for the rescue while responding to storm damage. the owl has been recuperating in the care of animal care and control and will be returned to
