out over the next 24 hours. scattered downpours developing over the city and the east bay. richmond, berkeley, heads up towards orinda, hercules, and crockett this morning. creating brief downpours and a chance for a thunderstorm. if a thunderstorm pops up we will likely see small hail and lightning. a stormy view from sutro tower. again, this afternoon the best chance for a thunderstorm is close look at the time line coming up in a few minutes. jobina: might see scattered showers but nothing like the heavy winds of yesterday. on the coast there were gusts of up to 50 miles per hour. amanda is in pacific alive, where downed trees are still a concern. amanda? amanda: definitely. at this hour you can feel the wind. it's pretty breezy at rockaway beach. earlier this morning were standing next to remnants of a

downed tree that happened a little distance from where we are now at the waves, i've got to tell you, all morning long they have been crashing up, washing up to where the camera is. but we are keeping our eyes on it. this is obviously something to look out for. the rain still coming down at this time. still very light. the wind is going to be a problem. let's take you to canyon drive in pacifica, where video shows a massive tree that landed on a car and to the extent the tree has impacted the house it's not yet clear. elsewhere in half moon bay residents did what they could ahead of the storm. however resident john stewart, multiple sandbags were no match for the rain and the wind there. he has three sub pumps doing the work of clearing out the water in his garage. it's not -- >> it's not it's not fun. you got to keep everything on

for a thunderstorm this afternoon. future weather showing you by 11:00 a.m. that we are tracking brief downpours moving through between 1 p.m. and 5 p.m., the best chance of finding a thunderstorm, tracking scattered showers later this evening and then close to midnight the storm is out of here leading to dry days tomorrow and friday. that would be nice but the storm prediction center has outlined all of the bay area and much of northern central california for threat of storm later this afternoon and if one pops up you will likely see small hail and the potential for lightning, unsettled today. chilly day, temperatures 10 degrees below average. only low to mid 50's. there's a level one light storm on the storm impact scale. first let's check in with jobina on the traffic. jobina: good morning, everyone. we are starting with the richmond-san rafael bridge coming down here. the rain really picked up in the last few minutes.

kumasi: you can hear the cheering when nine minors trapped in a gold mine were found alive and rescued on saturday in the democratic republic of congo. you can see them popping out of the side of the slope where the gold mine collapsed. the video went viral over the weekend. earlier in the month two minors died in a similar incident at a nearby in formal digging site. new details about a fire immigrant detention center in mexico. investigation is underway as to why authorities didn't try to release the men in the center. 15 women were let out at immigration authorities have not explained why none of the men were let out firefighters got there. officials believed some of the migrants set fire to a mattress in protest after finding out they would be deported. 38 people died and 28 were seriously hurt. reggie: happening today, the

manning connection to a deadly crash in hercules is expected to be arraigned. ralph ellsworth white the third is facing six felony charges including two counts of murder. he was out on bail at the time of the crash. kumasi: less than 10 years ago levi's stadium opened with major expectations but then fans started complaining. a spokesperson has confirmed that the stadium will soon be getting another round of renovations. they will cause about $125 million. the sweets are first in line to be renovated. andy tollett says that this shouldn't be a surprise to anybody. >> the niner organization is looking forward. they are agile, nimble, taking advantage of a significant cash generator in the nfl. they want to bring the most significant events they can to the market.

reggie: the t [laughter] drew: showers and downpours out there this morning, under the influence of low pressure off the coast line. there is a line of downpours extending all the way from the south bay to the north bay. scattered showers right now, even high elevation snow around mount hamilton this morning, downpours have moved in. 280, 101, certainly is wet for the bridge as well. down for pretty much setting up the bay toll plaza this morning. a similar set up to fairfield. encountering brief downpours this morning. later this afternoon we have a chance of a brief thunderstorm popping up, unsettled day. future storm showing you tracking scattered showers throughout the entire day and if we see a thunderstorm popping up

we could see hail and lightning and are noticing the highest peaks in lake county as well. likely we will see snow mixing in with the rain. the system is out of here. tomorrow it's dry conditions thursday and friday. rainfall estimates today are likely order to a half-inch. slowly moving through, all in all this is a level storm on the storm impact scale. for the west slope of the sierra, it's an average warning for affect with snow and gusty winds. that could create conditions for an avalanche in parts of the country. highs today in the mid-50's. tonight we dry out and chill down, temperatures in the coldest spots in the 30's. accuweather 7-day forecast, level 1 today. dry weather thursday and friday. late saturday into early sunday we have a chance for showers but the best bet for widespread rain is coming tuesday. kumasi: we have to show you where ginger zee is this

[laughter] ginger: that's right. i'm down 30 feet. we estimated but it makes a lot of sense, they have had more than 60 feet with the fresh snowfall overnight. it's incredible to be here in this pit of snow at the central sierra snow lab. we dug this with them yesterday. best work out in a long time, by the way. no i'm not down here to find mammoth to make meatballs. we are measuring the water content. that is how these scientists, they do this about once a month, dig the pit, get down there, see how much water is in the different layers of snow so they can inform sacramento valley. we will talk about this, the impact of climate change on atmospheric rivers, and so much more about where the storm is

reggie: three dozen people are accused of harassing dolphins off the big island of hawaii. drone video shows snorkel or following them is the dolphins swam away. they appear to be aggressively pursuing, corralling, the pond. it's against federal pod -- federal law to swim within 50 yards of dolphins. there were concerns that animals were not getting the rest that he did during the day to be able to forage for food at night. people, please don't do this. next at 6:30, east bay school district discussing giving

county, highway 101 last week the landslide caused things to buckle. it also exposes the pg&e gas line over the weekend. kumasi: santa cruz seeing flooding and debris on the beaches with roadways giving out. a portion of main street and socal washed out weeks ago and temporary fixes are all that's giving residents access to their community and county officials say they have a long list of repairs they are working on. >> we are still recovering from 2017. we have roads that haven't been fixed on that storm. kumasi: the county is in the process of gathering preliminary information for a case for federal and state funding. reggie: new developments in the movement to provide reparations to people with enslaved ancestors. berkeley will be holding an informational meeting about

this. lena howland is in the newsroom this morning for the what we know so far about it. >> this is still in early stages and before it moves forward the district needs to figure out two things. one, how to pay for it and two, how to structure and implement it. that is why they have developed a 15 to 20 person task help answer the questions and explore reparations for black descendants of enslaved people after generations of over policing, disproportionate incarceration, and housing discrimination against black californians. if they succeed they will be the first program to do so in the country. the u.s. is also granting reparations to japanese-americans and holocaust survivors. it's not clear how much students could receive if they move forward, the state of california has their own reparations task force at work looking into the same thing. so does the city of san

francisco. the city advisory committee advised $5 million payouts for people who qualify. the district is looking for community members and at least one student to serve on the reparations task force. if you are interested they are holding their first informational meeting about this virtually tomorrow evening at 6:00. live in the newsroom, lena howland. reggie: the reparations task forces meeting today to talk about numbers as a consulting team released a preliminary estimate that finds reparations could cause the state more than 800 billion dollars. that does not include a recommended $1 million per older black resident work health disparities. the task force has to come up with a cash amount by july 1. kumasi: update this morning on a berkeley business that has been struggling since last week's storm, they say they are on the verge of financial room -- ruin. they were without power for four days straight.

totaling 100,000 dollars in potential sales. they lost power again delaying reopening plans. the owners are struggling to make ends meet. >> it's not like we can go somewhere else to make money. what would happen to our employees? they can't just go find another job during the time we don't have power. kumasi: the owner started a gofundme to try to keep them open. they say that without community support they would likely already be out of business. reggie: former vice president mike pence responding to a court ruling compelling him to testify about conversations he had with president trump leading up to the attack. jobina is breaking it down. jobina: the new ruling is a setback for former president trump in the january 6 investigation. investigating the efforts to overturn the 2020 election. according to sources the new chief judge of the d.c. district court rejected his claims of

executive privilege and is telling pence to comply with special counsel subpoena. the associated press reports pence will not have to answer questions about his actions on january 6 but he would have to testify about illegal acts committed by trump. pence says that his team is evaluating the ruling. >> i have held the constitution january 6. i believe we did our duty that did -- that they under the constitution and we are currently speaking to attorneys about the proper way forward. jobina: his attorneys had said that he was protected from testifying because he was conducting official legislative actions. meanwhile no action from the separate grand jury looking into the hush money payment to stormy daniels. they are not expected to meet again on that matter until next weekend at the earliest. kumasi: do you have a pet pig that might be missing? reggie: pleasantville police are trying to reunite the animal with the owner.
