sent to us by end abc 7 viewer. it is wild. liz: it really is. it was also coming down in marin county. this video was shot this morning around highway 101. wet roads a factor that caused this tesla to spin out and crash into a tree. it happened onhw 280n city. the driver, thankfully, just suffered minor injuries. larry: we have team coverage for you this afternoon all around the bay area. liz: but we begin right here with spencer christian. spencer: yesterday, we talked about the terrible tuesdays. today is wacky wednesday. we have a variety of weather conditions, as you just showed. thunderstorms up and down the doppler image. numerous thunder strikes, that's where the severe weather is now. in the bay area, the storm is winding down. a few isolated downpours.

the wettest region is this area from marin county san rafael eastward across the bay down to richmond, emeryville, but this is mainly light rainfall. just a few isolated downpours, but again, just light rainfall. this storm is now a level 1 storm through tonight, basically through the evening hours. we can expect some periods of showers, brief downpours, small hail still possible, occasional lightning storm possible and snow over the higher peaks. forecast shows the storm winding down as we approach late-night hours. i will show you what is coming our way next. maybe a little drying out in my forecast. larry: dare you say sunshine perhaps? well, not yet. what weather continuing to impact people in the east bay. power went out in the caldecott dome. liz: it did.

ryan curry was driving through it when it happened and is live with details. ryan: it felt like a horror film at one point. you are driving to the rain and suddenly you enter the tunnel, and it's pitch black darkness, something i have never seen before entering the tunnel. scary moments as we wait to see what happened that led to that power outage. coming back where once again the storm from today causing significant damage, especially to small businesses who have already been impacted by storm damage and are dealing with it yet again. drivers on highway 24 encountered this -- rain leading to a pitch black come to cut tunnel. caltrans says a power outage caused the lights to go out. the east bay once again dealing with storm damage. trees and branches still scattered across roads in oakland's montclair district. water downhill is impacting businesses in the village center. >>

just coming in. ryan: flooded in the new year's eve storms. each storm brings more water to her storm. it got so bad, she slipped and broke her ankle. the bathroom have to be completely remodeled. >> mold in there, the black in there. ryan: she says she is losing money. she can only have one client in her store at a time. she says so far, no one has come through to make repairs. >> the place is still leaking. we still have the mold. i recommended people to remedy that and never received a call back. ryan: down the street, another business impacted by the weather. irish restaurant stay open during the pandemic, but now everyone has to eat inside.

mike williams, the owner, since the high wind caused the tents to start blowing away. he had to secure it fast. >> that tend would have gone. it would have hopefully not hit anyone. ryan: good news -- williams said he was able to retain power throughout the storm. he did not lose it when the high wind hit a week ago and earlier this week, so he was able to open his restaurant to residents in the montclair neighborhood to go see him, charge their phones, charge their laptops, and uses wi-fi in case i have to get a hold of somebody. that's what you like to see -- positive news coming out of these storms. neighbors helping other neighbors. liz: indeed. thank you. in santa rosa, a mudslide has breached one of two homes that were red tag. city crews dumped gravel to start the mud, but fire officials say it just has not

worked. larry: state officials toward the store damage a day after several california lawmakers urged the army corps of engineers to accelerate a project to repair the breached liver that caused extreme flooding and damage to powerbroker earlier this month. liz: further south, ghost lakes are being resurrected in california's central valley. this late last saw water in 1997. there are concerns that with snowmelt, the flooding could be catastrophic. larry: along the san mateo county coast, people are finding ways to take advantage during day.f moments of sshine and at pacific appear, few were out to catch a breath. >> it is a break in the rain. my dog loves to walk here on the beach, so just taking advantage.

alana: resident adam drake and his dog buddy found a window of opportunity after powerful wind and rain the region every week this month. >> we are definitely over it. it is so cold, so windy at times. alana: this morning, scattered showers stop long enough for us to capture some sunlight. the weather break also made for a smooth and dry drive through downtown half moon bay, a welcome sight for people and their pups. >> have to walk the dog every day. glad is is not really like it has been. when i looked outside, it was raining a little bit, but by the time i got him out, we got these beautiful thunder clouds, and i guess we are going to get some thunder later. that's always fun. alana: for now, he and others consider themselves fortunate to have gotten out and ahead of the rain with more in the forecast. >> look at those clouds. we don't get thunder clouds like this very often. >> of course, this is just a

break, meaning rain is expected to return. reasons why residents tell me they are timing any outdoor activities with clear skies. liz: this is now officially snowiest season ever at mammoth mountain resort in sierra. they're reporting 695 inches of snow at their main lodge and 870 inches at the mountain's summit. the resort plans to have lifts open through july. this is also from the sierra, the uc berkeley central sierra snow lab. they say they have reached a benchmark, surpassing 700 inches of snow this season. the lab has reported almost 714 inches of snow since october with more than 20 falling in the past 24 hours. larr forced the oakland root soccer team to move their team home opener.

the field has been damaged by water, so saturday's gameo h tat bay campus in haywood. do not forget, you can track the weather any time using the same doppler as the abc 7 news weather team uses with the abc 7 bay area app. all you have to do is download it. it is free. do so wherever you stream. liz: now to a silver lining, the east bay's water reservoirs are expected to fully refill. larry: that is good news and means changes to emergency drought rules in alameda and contra costa counties. >> confident that they will refill reservoirs entirely this year, which are 88% full right now, the east bay municipal utility district says because of this, they are now downgrading from a stage two drought to a stage i drought, meaning districts serving one point million customers across both alameda and contra costa county is suspending the excessive

water use penalty ordinance for the time being and moving from 10% mandatory conservation to 10% voluntary water use reduction. this is in addition to already ending their 8% drought surcharge at the beginning of this month. on top of the heavy rain we have experienced and more runoff from snow expected to come, customers have helped conserve 32,000 acre-feet of water since april 2020. while there celebrating this news after years of restrictions, they say we are not quite out of the woods just yet. >> yes, it is wet. is conservation over? not really and really never forever because we live in a very dry climate, and in spite of the witness we see, we know that drought is cyclical in california and is only getting more so. >> although governor newsom has not declared an end to the drought just yet, this comes after he ended some of the state's water restrictions last friday and that he would stop

asking people to voluntarily cut water use by 15%. despite these restrictions easing up in the east bay, the district still has a van on watering within 48 hours of rainfall, irrigating nonfunctional turf, and washing cars without shut-off nozzle's. more changes could be on the way. they will be evaluating precipitation and snow total data for the year at the end of the month and depending on how things look, they say they may further ease restrictions by late april. larry: coming u from the fda and how it could help prevent overdoses. also the battle over flavored tobacco. the lawsuit, the confusion, and with the i-team has uncovered about illegal sales. plus, nba legend, hall of famer

started to hit san francisco really hard. suzanne: she recovered from a addiction. she is helping to save lives. >> narcan is a real key tool that saved a lot of lives. i work with a team, and we reversed and saved over 333 people. suzanne: the fda has just made narcan, the opioid overdose antidote, available for over-the-counter use. a prescription will no longer be needed for the nasal spray. people will soon be able to get it at grocery stores, drug stores, gas stations, even vending machines. quick having narcan more easily accessible, having people carry it like they would be pens, that is what we need. we need more narcan in the community so that there can be a faster response to overdose because we cannot rely on 911

getting there on time. tom wolf is now advocate. through his advocacy work in san francisco, he is administered narcan to people who overdosed on the street. >> in my advocacy work, whenever i go into the city, i always carry at least one dose of narcan on me at all times. now both of my kids carry narcan in their backpacks when they go to school because this is the world that we are unfortunately living in today. suzanne: last year, more than 180 thousand people overdosed on opioids and survived according to a new white house dashboard. as for having narcan soon widely available -- >> if it is going to save a life, it is worth it. >> public health advocates say more access to narcan will save lives, but drug advocates say our community needs to do more to get drugs off our streets and out of our communities. >> a san jose man is in custody

accused of sexually assaulting several children over the course of several years. the 33-year-old was arrested last week after a juvenile claimed that they were assaulted by him. police say their investigation revealed other victims between the age of six to 13. they fear there could be more victims and are asking anyone with any information to come forward. larry: now to the topic reparations. a state task force is meeting this week to discuss details of a proposal that could cost california as much as $800 billion. meanwhile, berkeley unified could become the first school district in the country to actually pay reparations. it is developing a 15 to 20-person task force. they will hold an informational meeting about their plan. all right. i kind of feel like the rain has to stop very soon. it cannot just keep continuing the way it has been going. can,

it keeps on coming week after week. spencer: just when you think it has to stop. over in the central valley, we have wild weather. numerous lightning strikes and a long line of thunderstorms. meanwhile here in the bay area, much quieter conditions areawide that there are still somewhat regions, and one of them is here in the east bay where we have some like to moderate rainfall with occasional or isolated downpours, but the intense weather is certainly winding down. through tonight, we expect periods of showers, maybe some brief, isolated downpours. small hail still a possibility along with some lightning, and of course, some slick roadways. forecast animation shows it going into the evening hours. we continue to see wraparound showers as that center of low pressure slides southward along the coastline, but by late tonight approaching midnight, we

will see the storm basically winding down from the bay area except for some snow over the mount hamilton area between midnight and 3:00 a.m. and by the time the morning commute begins, we will be looking at brighter skies and drier conditions. surface wind conditions right now mainly under 15 miles per hour, so no powerful gusts even in higher elevations. wind a little bit stronger but nothing like yesterday's wind that accompanied the storm. here's a look at cloudy conditions over san francisco. his is currently 49 degrees in san francisco, palo alto. some clouds over the golden gate, but the scars -- the skies are brighter there than they were earlier this afternoon. santa rosa, nevada, napa, fairfield, concord, and livermore. looking at the conditions in emeryville right now, slowl moving traffic. these are earlier forecast headlines. scattered showers tonight, thunder still possible.

wet, unsettled pattern develops over the weekend. overnight lows will benl in the upper 30's in inland areas to low 40's just about everywhere else. tomorrow, under brighter skies and drier conditions, high temperatures will range from low to mid 50's of the coast and mid and upper 50's around the bay shoreline to upper 50's to around 60 in our inland areas and in the cr, snow is still falling. the additional accumulation will be only about three to six inches as the storm weakens and, of course, there are slippery roads going into and out of the sierra. here's a look at the accuweather 7-day forecast. two dry days and mostly sunny days coming our way tomorrow and friday. yay. cheer, larry. saturday, sunday, and monday, we will see clouds with a chance of light showers and spreckels. not enough now to put a storm drinking up, but tuesday and wednesday, we expect a greater chance of rainfall.

million dollars. the attorney general claims they got kids hooked with fruity flavors. the company argues its goal was not to lure kids but to help adult smokers who wanted to switch to a product with less nicotine. liz: the cdc says more than 3 million middle and high school students use tobacco, and e-cigarettes are the most popular tobacco product according to a survey of middle and high school students. larry: in december, a statewide ban went into effect suspending sale of most tobacco-flavored products in california, but teens are still using them. >> every single day. to buy all the stuff. liz: the abc 7 news i-team has learned enforcement also continues to be a problem. larry: what did you find out about this? >> the ban is very clear.

who say they never got the letter from lawmakers and they are still confused. you don't know, for example, if this is legal? >> aixa said, confident it is legal to sell. >> the owner of national petroleum gas stations says he is still confused on the rules of the flavored tobacco ban. >> we want to follow the law. >> confusion over brand products is not the only problem. patel says teens still come in every day trying to buy flavored tobacco products, often using fake know where they can get it. >> he has 15 locations across the bay area including berkeley, oakland, union city, hayward, san jose, and sunnyvale. all the dibacco products are

dolphins. this actually has turned into a recurring problem in the state of hawaii. if it's dolphins, turtles, sea lions, the tourist do not really know what the rules are. like, you're not going to catch that often anyway. you are not going to catch the turtle. trust me, they are faster. they swing better than you do, but it is a concern. i know the dolphins are cute and everybody loves dolphins, but just let them be. >> like you said, i never would have known that that was an actual law. i would not have known any of that, but had i been in the water and seeing them, i would be like, that so amazing, but i would let them do their thing. i would not be swimming after them. it feels like common sense. >> yeah, just, like, leave them alone. you can watch them and be amazed by them, but let them go. >> hawaii has already been saying, we have too many tourists. everybody take a step back. this compounds it even more.

celebrating its 60th anniversary. we caught up with two of the stars of the longest-running scripted drama. >> nothing last this long, you know? this is a really big deal. >> not in this world, not in the wood of television, for sure. >> can i just say to both of you, i feel like we have a kinship. here in the news world, we are a 365 operation. i know is not exactly the same in the soap world, but some of these folks are out here doing 10 episodes a year, and you all are really working. how many episodes a year currently doing for "general hospital?" >> i think 250. we air i've days a week unless we are preempted, which is annoying -- we air five days a week. >> that's hard work. that is akin to the broadway
