morning. we have a frost advisory in effect for the valleys of the north bay this morning until 9:00 a.m. because temperatures in our coldest spots in the 30's. most of us are stepping outside in the low and mid 40's. you can leave the umbrella at home. a live look from our camera here featuring a quiet day. enjoy the sunshine with temperatures still below average in the 50's. not the latest drought monitor. we will show you that in six minutes. kumasi: eastbound lanes of interstate 580 in oakland are reopened after a deadly shooting. chp responded to a call around 10:30 last night for a crash around park avenue but when officers got there they found someone had been shot. no details released about the suspect or the victim. lanes reopened around 5:00 this morning. happening

releasing an urgent requirement for anyone in venetia to cut back on water use immediately. yesterday there was a landslide near southbound i 80 and gold hill road which damaged the water line that goes into the city. amanda for still you is live this morning with the latest. >> we are not far this morning from i-80. the freeware is open after a brief shutdown yesterday. this is lopes road who are familiar, stretch impacted specifically between fairfield and venetia. that storm dan bench -- storm damage has forced city officials to enter a stage four critical water shortage alert. asking people to reduce their water usage by 40%. solano chp showing a hillside collapse -- collapse.

just outside venetia city limits. the slope failure damaged the city's main water line, one that delivers all drinking water to the city of venetia. public works crews and other contractors worked to determine the extent of the damage. all venetia homes, businesses, schools, hotels being instructed to reduce water by up to 40%. according to a city release war lak harmon may have an earthy taste or odor in tap water because of "naturally occurring compounds." the city says that water meets or exceeds all state and federal requirements for safe drinking water. there will be a press conference at 11:30 this morning. in the meantime the city is asking people to take short showers and make sure they have full loads in the dishwasher and while washing your clothes, in order to help conserve.

reggie: it is dry today. what were you in the hail like i was yesterday? this is what it looked alike in the city of san francisco. it didn't last long but while it was coming down it was extremely heavy and a little bit unnerving. it was really coming down in marine county. this is what it looked like along highway 101. that is a sidewalk you can imagine probably what that would look like. kumasi: the east bay once again dealing with storm damage in oakland's montclair district. the weather forced croghan's irish restaurant to close its outdoor seating. the owner says the high wind caused the tent to start to blow away. >> to one side of the tent because i am like, this thing is going to blow away if we don't get this thing down right now. kumasi: over unnatural salon,

the owner they are dealing with flooding. she says the salon first flooded in that new year's eve storm and it keeps getting worse. she says it is causing her to lose money because now she can only have one client at a time. reggie: new hope for additional aid in potter row. earlier this month the levy breached, flooding the town forcing the evacuation of nearly 3000 people. governor newsom has declared a major disaster zone. once he signs it it would deploy fema to counties impacted by recent storms. there is concern some of the people impacted may fall through the cracks. >> monterey county and parker road county is a very high incident of undocumented individuals living in community. a lot of the folks are not going to be eligible for fema support. reggie: the governor says it is

looking for state funds to fill those gaps. community nonprofits are doing what it can to help. kumasi: developing news and the thought -- the south bay, a standoff between a suspect and police has ended after nearly 12 hours. it started after 3:30 in san jose at south winchester boulevard and loma verde drive. jobina is at the live desk with details. jobina: san jose police say the woman is expected with attacking some people with some sort of chemical. police say the woman through a liquid that hit a man and i, causing a burning sensation. he says she had a large container of the liquid and threw it at other people too. it helped that man and say he is going to be ok. after barricading herself, this woman started throwing objects at officers, according to investigators. police arrested the suspect around 2:00 this morning. it is unclear if anyone would seriously hurt. reggie: we have just learned

drew: let's take a look at live doppler 7 along with satellite. our area of low pressure responsible for the hail yesterday, the downpours, that center of circulation is pushing to southern california where they have the threat for some thunderstorms this afternoon. this low will progress to east. tomorrow it will create a pretty big severe weather outbreak across parts of the great lake and the south. today though, enjoy the dry skies as partly cloudy temperatures in the 40's by 10:00 a.m.. we will say below average. this afternoon temperatures in the mid to low 50's. this time of year we should be well into the 60's for our high. 59, san jose. 58, napa. you don't need the umbrella today or tomorrow. the three day forecast shows partly cloudy skies. more clouds to start the weekend saturday but the weekend is starting off dry as well. we will take a look at the seven-day forecast, which has a few chances for rain, coming up in nine minutes. jobina: we are going to start in

reggie: a new way of handling the opioid crisis. vending machines that dispense clean syringes. it will be stocked with free items and access with a code. those items include hygiene and first-aid kits, condoms, sterile syringe kids and a disposal spot for used syringes. there is one currently in the lobby of the edwin and lee. in the bay where man veterans live. some residents are raising concerns. >> i don't want kids looking at the stuff. they are too young. they don't need to look at this. >> these are harm reduction

machines. they make things more safe. what we are doing is reducing risk for infections, which are very costly. reggie: 15 of these vending machines will be installed in veterans facilities across northern california. they will be stocked in the coming months in santa rosa and oakland. this morning we are hearing reaction to the fda's decision that makes for two to opioid overdose drug. narcan will be available without prescription by the summer. we spoke with a recovering heroin addict who is now an advocate. he has administered narcan to people who overdosed on the street. >> whenever i go into the city i always carry at least one dose of narcan with me at all times. now both of my kids carry narcan in their backpacks when they go to school because this is the world we are unfortunately living in today. reggie: advocate say increasing access to narcan will save more

the water year begins on the first of october every year. you can see the entire state is in some form of a drought. you see deep shades of stretching from the sacramento down to the san joaquin valley. we were in extreme or exceptional drought. we are seeing major improvements anywhere in the state to have extreme or exceptional drought. only about 28% of the state is in moderate or severe drought. drought entirely. area we are no longer in the drought. whether winter has been across the region. about 28% of the state is still in a drought quarter -- drought.

because of that storm damage. the city of venetia issuing stage for critical water alerts are -- water shortage. they are asking people to conserve water by 40%. solano chp sharing these photos showing damage to the city's main water line caused by a hillside collapse near 680 and old hill road during yesterday's storm. located outside venetia city limits, impacting the line bringing all drinking water to the city of venetia. according to a city release, the city of venetia will access water from lake herrmann as a water source. the water coming from lake hermon being described as having an earthy taste or an older -- or having an odor. it meets all state and save requirements for drinking water.

while crews worked to the the extent of the damage, all venetia homes, community organizations, schools, hotels and others are instructed to reduce water by up to 40%. the city is urging people take shorter showers, make sure there are full loads in your dishwasher or washer. the city is expected to host an 11:30 a.m. first conference for an update. for now we are live in venetia. kumasi: the city of nashville coming together to remember the victims of yesterday -- of monday's school shooting. hundreds of people gathered at a vigil last night. seeger carol sharon -- cheryl croak, first lady jill biden meeting there. >> i am sure they had run those

drills, 40, 50, 60 people could have been killed if not for the preparedness. kumasi: police say the shooter was carrying two assault style rifles, a handgun and significant ammunition all bought legally. house a guard band. republicans say it is a battle of mental health. reggie: it comes as a state task force considering reparations. they are preparing for a second day of meetings in sacramento. abc seven news reporter lena howland is in the newsroom with reaction to the proposal that could cost the state hundreds of dollars. lena: the task force has been traveling the state to learn about issues like housing discrimination, over policing and segregation. one preliminary assessment puts that cost at 800 billion

dollars. more than two and a half times the states annual budget. the attorney who advises the task force advises that amount is not -- that abound is not a price tag. it is meant to emphasize how much the communities have lost in years. >> it is meant to understand the magnitude of the damage done to these communities. from there we can have a conversation about what some of the solutions should look like. >> the doj is committed to implementing what we have learned into our institution. lena: that was state attorney general rob bonta speaking on the first day of california's reparations task force meeting in sacramento. other advisors to the task force said they are working on determining eligibility who receives compensation first in prescriptive analysis. how to measure the harm that was done. this first in the nation task

-- and a colon >> he is in the hospital for the best supportive care he bees. it is going to give him the best odds of fully through. jobina: the white house calls pope francis a good friend. it is unclear for now if the pope will attend any services for the upcoming holy week which begins with palm sunday this week and easter next week. reggie: a wall street journal reporter is detained in russia after suspicion of espionage. state media in russia reported he was arrested because he was trying to obtain secret information about the russian military. he works in the moscow news bureau and has previously worked for moscow and the new york times. he faces up to 20 years in prison. wall street journal denies the allegations and says it is deeply concerned about his safety. kumasi: the president in taiwan

working that waking up today taiwan waking up today in the u.s.. she won't be meeting with any senior u.s. officials while here. beijing has already threatened that american politicians who engage with her could face retaliation. reggie: four men that links to a string of at least 50 robberies in oakland are expected in court. investigators who made the arrest say the men are between the ages of 18 and they committed three to five robberies and might, targeting latino men and women in east oakland. this map shows some locations where the robberies happen. >> i am hopeful the arrest of these suspects will make oakland safer and bring a sense of peace and justice to the victims they have terrorized. reggie: police were able to recover stolen items including purses, jewelry, wallets, and cash. the suspects are in custody. kumasi: a man of killing -- a

man accused of stealing a car facing two murder charges. a memorial for the mother and son is growing at the site. started a p hit a car at an intersection on rodeo. a mom and her six-year-old twin sons were in that car. she was killed at the scene, one of her sons died over the weekend. prosecutors are charging white with six melodies, including two counts of murder. >> with some -- i don't think when somebody is fleeing the police and may cause an accident, it is not an accident. what they did was an intentional act. kumasi: white's arraignment has been scheduled for april 12. reggie: the new cam program will let you register the location of your personal security cameras with police. when a crime happens officers will be able to check the map

kumasi: new at 6:00, three independent movie theaters in san francisco are going to be staying open after reaching their fundraising goal. a gofundme page for cinema sf shows it surpassed its $100,000 target. the theater chain says the money will be able to keep the four-star balboa theaters open. they plan to hold three additional fundraisers next month at each of these three theaters. reggie: flight attendants pushing lawmakers to establish a no-fly list. it comes as an increase in bad behavior on planes. a new bill would create a no-fly list for passengers flying or convicted of assaulting crewmembers on a flight. the faa reported more than 800

unruly passenger incidents last year. up from 146 flight attendants are now sharing their story. >> i was hit in the head, knocked to the ground and i sustained very serious injuries. >> i was crying. i was traumatized. law-enforcement didn't come in time. the perpetrator walked off the plane and nothing happened. reggie: refuse service to unruly passengers but they can still travel on other airlines. this new bill would stop that. kumasi: parents, it turns out getting a pet for your kids may be good for their health. according to a new study, it says having a furry friend at home could reduce the risk of food allergies including egg and milk. japanese researchers looked into this and found kids exposed to cats are dogs were 13% less
