>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> i see a lot of people, you know, just taking off running, breaking into cars. where are the police when you need help? >> crime is a concern in antioch, and it has only been heightened now that eight more police officers are off the streets. good evening. thank you for joining us. i'm dan ashley. ama: i'm ama daetz. now refusing to confirm reports on those eight officers. it is true it adds to a severe staffing shortage at the department. dan: it really does. in january, the department had

21 officers on paid administrative or medical leave. we happen unable to confirm how many are serving the city. anser hassan looks at the impact this is having on those that live and work in antioch. >> about 6, 7 minutes into it, no police had showed up, so i called. rmne giln february, aur someone was breaking into his restaurant. >> the guys were in the restaurant. he was like i'm sorry, i don't have anybody to come to the restaurant. anser: he decided to go to the restaurant himself. when he got there, the suspect was gone. he says police showed up four hours later. >> we are the backbone of the community, small businesses, and for it to be four hours, someone actively injured when i was at the -- on the phone the whole time, it is discouraging. anser: in antioch, city leaders

say more needs to be done to address staffing shortages. >> my goal here is to inform the public of what is happening, in terms of obviously lower level of policing staff, and that is going to have an impact on our service level. anser: for years, the city has been trying to recruit new officers. the city approved a $30,000 signing bonus to attracter jurisdictions, and there are other incentives, like the down payment assistance program for officers who buy in antioch. >> that has had a huge impact on a recruitment efforts. applications went way for new police trainees, but the department is currently under an fbi in state investigation with more than eight officers currently on leave some residents say they feel vulnerable and i see a lot of people, you know, just take off running or breaking into cars and and where's the police

when you need them, you know, it's kind of sad gillilyn says city leadership has to do more. it doesn't help that when they constantly have situations happen internally and in the city that it's hard to recruit people to come to a place where there's a lot of strife in antioch on abc 7 news. and it's important to note according to our media partners the bay area news group these latest allegations against the eight officers surfaced during the fbi's investigation into another group of antioch officers. they were placed on administrative leave last year suspected of possible misconduct. all right, let's move now to the upheaval with the san jose police officers association today a 20-year employee of the union charged into scheme to distribute opioids appeared in federal court abc 7 news reporter. reporter. zach fuentes has the story cameras were not allowed inside the federal courthouse friday a 64 year old joanne segovia made her first court appearance since being charged segovia turned herself in friday morning hours

before the court appearance according to this criminal complaint federal investigators. say segovia, the police officers associations executive director was charged with attempting to import illegal synthetic opioid drugs from overseas specifically a form of fentanyl federal prosecutors say it was part of a scheme to distribute them in the us according to this criminal complaint homeland security agents were first led to segovia through an investigation that looked into a network. they say ships controlled substances made in india investigators say she used her personal and office computers to order the drugs and agreed the distribute them elsewhere in the us. this is looking like a female version of breaking bad when you look at someone who is the least likely of suspects the police officers association telling us thursday that they had no knowledge of what their 20-year employee was doing. we are in the midst of our own internal investigation. we want to make sure that we're being thorough as we look back through all of the things that we've learned through the federal investigation so far the poa says no officer information

has been compromised. they describe segovia as the grandma of the poa. we used to help falling officers families and organize fundraisers for officers who have sick children. they did not know what her exact intentions were with the drugs federal investigators. say she had 61 shipments mailed to her home between 2015 and 2023 from multiple countries and found thousands of pills and initial interviews with investigators segovia denied criminal activity before later placing blame on our housekeeper. we spoke with segovia's attorney. he declined to comment legal analyst stephen clark telling us friday's court appearance could be the start of many. developments this was a complaint, but you will now see an indictment which i think will bring many more charges to miss segovia. segovia was released with no bail amount set under strict conditions from the judge. her next court. appearance is april 28th in san jose zach fuentes abc 7 news. now to the latest on the indictment facing former president donald trump sources familiar with charged with about two dozen

counts including felonies the exact charges remain unknown since the indictment won't be unsealed until trump appears in court likely on tuesday stanford criminal law professor robert weinberg joined us on our 3 pm show getting answers to discuss what's likely to come next in the case. he says despite the seriousness of the charges don't expect to see the president. the former president in hancock says part of next week's arraignment an arrest isn't really necessary here. he's not going running away and in fact the peers that he's voluntarily coming up from florida, so we doesn't have to be extra divided and he will simply appear in court. he'll be approached by police officers for the purpose of fingerprinting him booking him and so on and so on just like any other criminal defendant. trump's attorney says he plans to plead not guilty and will aggressively fight the charges new york law enforcement is meeting with the secret service and other federal officials to coordinate trump's surrender, governor. newsome is heading to alabama,

arkansas and mississippi in an effort to boost democrats in their states and possibly his own national profile ahead of a potential presidential run. he'll also use the visit to promote his new political action committee called campaign for democracy. the problem in our country right now authoritarian leaders who are so hell-bent on gaining power and keeping it by whatever means necessary that they're directly attacking our freedoms in state after state. that's why i'm launching the campaign for democracy. the governor shared this video on twitter calling out quote rising authoritarianism and prominent republicans. according to his website governed a newsome plans to go to red states to invest in people and organizations that are fighting back. the governor's spokesperson tells the chronicle that he's funding this with 10 million dollars left over from his reelection campaign the biden administration cleared the way today for another major step in reducing vehicle emissions in california the state can now require that by 2035 at least

and today we celebrate the birthday of another, california icon marcus foster oakland unified's first black superintendent who would have been 100 years old today abc 7 news senior education reporter land melendez shows you how the foundation foster started is working. continue his remarkable legacy. oakland's time is now those words spoken by the late marcus foster quickly resonated among the oakland school community in his focus was to really bring as much equity and equality to the educational experience for every student back. then virtual morale was part of the oakland black caucus who supported dr. foster's appointment as superintendent the success of the schools would be based on the students parents involvement the teachers and the leadership and a leadership of course was marcus foster and his administrative team, but before he was able to accomplish his goals marcus foster was shot and killed in november 1973 right

here as he was leaving the school district. two members of the militant group the symbionese liberation army were eventually arrested dr. foster's deputy was also shot but survived and in a 2002 interview with abc 7 news robert blackburn identified the two members of the sla who would later serve time to this day. they continue to claim their innocence the group became notorious for later kidnapping patty hearst, but why kill dr. foster? much speculation, but it appears they did not agree with some of the policies foster wanted to implement. it was the 70s and era of unrest and many social movements today the marcus foster education institute partners with the school district to try to continue supporting students and improving outcomes. every teacher should want to thrive to be better. every student should have more resources to be more successful. every institution should look at their models and say how could we be leaner be smarter do this in a faster way that benefits

to an end sooner than expected the california fish and wildlife department ordered an end to the commercial season on april 15th a couple of weeks from now officials are trying to minimize the risk of humpback whales getting tangled up in fishing gear as the whales return to forage off the coast the season traditionally begins, november 15th and runs through late june, but this year's season didn't start until new year's eve recreational crabbing will still be allowed under normal limits that's recreational but not commercial, right? okay. let's get a check on our weather because the weekend is upon us and what a nice way to go.

increasing ahead of the system as we look at the temperatures right now in the 50s and 60s still falling behind where you should be for this time of year from our exploratorium camera seeing filtered sunshine over san francisco. chilly morning with patchy fogg mild and mostly cloudy for your saturday spotty light showers sunday afternoon. evening and the chance linger is heading into early next week. we're going to go hour by hour. so tomorrow morning some clouds around some fog around there. is that opportunity for a few sprinkles going into the noon hour and then sunshine to start off sunday, but look what happens as another system passes in through here 4:30, you'll see some spotty showers showing up seven pm very spotty very light early monday morning even the potential for some snow showers over mount hamilton, but it is really limit. did in moisture and it is really reflected by the rainfall projections through monday morning from nothing to a couple hundreds of an inch, and that's it. so i wouldn't change up your plans your morning temperatures in the upper 30s to the mid 40s.

on apple tv google tv fire tv and roku to search abc 7 bay area and download it. alright a warning to anyone heading to southern california this weekend the southbound length of i-5 will be closed over the grapevine saturday and sunday night. caltrans is working to clear the damage from a landslide caused by the recent storms. the freeway will be shut down from 10 pm until 8 am in the pyramid lake area traffic will be detoured onto local state highways northbound lanes. you should know are not affected. well, finally tonight two us coast guard crews are back home after a 90-day drug patrol mission. yeah family and friends gathered in alameda to welcome them home. they departed january 31st for a 15,000 mile trip through the eastern pacific ocean. officials say they encountered two smuggling boats loaded with drugs. they say this type of work is vital to keeping those drugs off our streets. with these men and women are doing these coast guard shifts is instrumentals who are national security at home and
