systems bringing gusty wind, a slight shower chance, and below average temperatures. it is mild, relatively speaking. temperatures have not dropped much, but the climb will be slow because we are going to the wind pick up and a cooler air mass move-in. the camera clearly shaking. wind breezy anywhere from 15 to 20 miles per hour at the surface. upper elevations over 30 miles per hour. temperatures in the 30's. if the surface would have been warmer this morning, look at the blue skies. we look for partly cloudy skies today and then we will talk the big warm up at the end of the week. >> mayor london breed is asking for a federal lifeline when it comes to curbing the ongoing drug crisis. this comes at the police department struggles with understaffing. cornell barnard tells us more about who the mayor is no turning to for help. >> my hope is that we will be

able to partner together on trying to address this really important issue. francisco needs help to slow drug dealing that is happening everyday on the street. she just wrote a letter to the newly-appointed general same the problem is beyond the city's control. >> we definitely need some help. when we look at not only the fact that our police department is shortstaffed, and arrest, there is a whole process that goes into that and having the capacity to need -- to meet the challenges has been difficult. >> she set the city needs additional and ongoing support to both arrest and prosecute drug dealers at a time in fentanyl-driven epidemic has brought open-air drug dealing to a new level. the san francisco department of public health tweeted its street teams responded to more than 22 hundred calls last year treating overdoses and providing medical, mental health and medications for addiction.

in 2021, the mayor declared a three-month month emergency over the drug crisis using city resources to crackdown on drug dealing. >> all of the various pieces that we need to make that as effective as it could have been were not necessarily there, but i'm optimistic about the future. >> drug dealing prosecutions are increasing, but federal assistance is welcome. in a statement abc 7 news, jenkins said no single agency or department is able to tackle the crisis of drug dealing and the impact it is having in and on-air communities alone. >> it is a public health calamity we have not seen since the aids crisis. >> he supports the plea for federal help and says over the last three years, 2000 people have died from drug overdoses in san francisco. >> tif we have that many san franciscans gunned down in the street, there is no question the president of the united states would have been national guard here. >> federal law enforcement have

bay area moms know all too well. they are the founders of mothers against drug addiction and that's. the nonprofit -- deaths. the nonprofit has been calling for more action to stop the flow of drugs in san francisco. >> there are so many drugs in the market and they are so gleeful that cracking down on the supply has been absolutely one of the key pieces of our campaign. >> saturday, applauding request the department of justice, the mayor asking the federal government for more help getting drug dealers off of the streets. >> it is a big step, and thought that this is necessary for a while now. >> last year, the nonprofit put up this billboard in union square, taking aim at the open-air drug market. >> t eventually come to because at the end of the day, we got to really crackdown on the drug dealing. otherwise, it is just going to

continue to spiral out of control. >> meanwhile, lisa fears for her daughter's life on the streets. >> there have been drugs there and they need the drugs every couple of hours. they are going to want to live on the street, they are going to want to get those drugs. >> america's first ever safe injection site in vancouver, canada and put together a documentary about how it works. you can watch "injecting hope" on demand. you can find in the featured section. a watsonville woman is dead after her car went down an embankment on saturday. the california highway patrol said the 68-year-old drove her car down the embankment and crashed under a picnic area. authorities are not sure what caused the crash. the city of berkeley approved its first ever high-rise apartment building. according to berkeley sign, the building will have a total of

three under 26 units, 32 going to low income tenants. it will spend nearly 270 feet high near the berkeley bart station. all residents will get transit passes and there is an underground parking garage. the project is part of the downtown area plan which was approved 10 years ago. san jose firefighters put out a two alarm fire at a mcdonald's saturday morning. they can building wind up in flames. officials were seen hosing down the heavy flames and you can see a few pieces of the structure even fell off. officials say there were no injuries and they are still not sure what caused the fire. today is your last chance to visit the iconic cafe in san francisco's japan town. it is closing its doors after 40 years. we spoke with the family who talked about some of the milestones and what they hope to leave behind.

>> planning for sunday breakfast in san francisco's japan town, it is likely going to be a big day for the restaurants closing. >> i said why not? let's join the closing history at least. >> after 40 years in business, the family is calling it quits. >> i first job was making coffee in the back. >> she had her three sisters worked alongside growing up. they came to the u.s. in 1981 from hong kong. he worked his way up from dishwasher to owner. she say she is proud of her father's accomplishments and the restaurants place in the community. >> i think being in japan town, growing up and seeing everybody grow old with us and grow with us as a family. >> she says the signature dish which is like a japanese hotdog started a bay area trend.

over. a series of earthquakes shook parts of the bay area yesterday. maybe you felt that. this map shows the quakes were centered where that star is right there. that is san leandro. these are areas where people felt the earthquake including san mateo, reliant, san francisco and oakland. the first was a 3.2 around 9:20 yesterday morning. two others happened a few minutes later and there are no reports of injury or damage. the exploratorium held a event to celebrate transday visibility. including those working in the stem field. trans day of visibility is internationally observed on march 31. it included activities for the entire family from live music, story hour, a photo gallery and panel discussion. >> we want to make sure that each person who comes here knows that they are welcome here.

>> a request to extend a road closure has been denied by management at tilden park according to the mercury news. the recent storms have extended the newt's annual park rangers have requested to keep the mile and a half stretch closed as newts cross this normally busy road. in recent years, newts have been found dead after the road reopens. a school for those with autism held an open house to welcome students to the new location in concorde. the academy is one of the nation's only college prep schools to help autistic students. school programs are designed 12 students develop social skills, be independent, prepare for college and maintain professional and social relationships. as we work to build a better bay area, business owners from two different areas were each hit by

burglaries in the last couple of weeks. now they are coming together to brainstorm ways to put an end to crime and to help protect their businesses. lena howland has the story. lena: as they prepare to celebrate for years in business, they juggled not one, but two burglaries last week in the middle of the night. >> the next day we second window was broken and they entered the safe and more cash was taken. yeah, it was horrible. >> just two days later a mile away, eight businesses in chinatown were also hit, including the new gold-medal restaurant ransacked. >> it happened to my restaurant. those people don't fear anything. the same suspects walking over from her business with huge wire cutters in hand, heading toward lambs chinatown which, as we've

reported, suffered at least $36,000 of damage all caught on camera. >> we are all going through. it doesn't matter what race, what kind of business you have. they want it and we have to protect it. >> the co-owner reached out immediately to her former neighbors at lambs chinatown, meeting up over the weekend to collaborate on ideas to protect businesses in both neighborhoods. the open-chinatown improvement council says they've already started to make some changes in terms of after-hours private security, but it's going to cost them. >> the one thing i can do is to increase the nighttime patrol. we can't keep it up much longer. >> after catch progress early sunday morning, near 14th and madison. >> they saw our units and they stopped what they were doing and ran away. >> still, after these incidents

and the fear of more happening, worry lingers over foot traffic to both chinatown and the square. >> we need to do something about it. otherwise, we lose a lot of business. >> a time capsule is now opened after nearly 100 years. the items inside gave us a look into san francisco's historic past. the council was unearthed this weekend after being buried by boy scouts 90 years ago. city and religious leaders gathered to host the 100 year anniversary celebration. the capsule was loaded with old photos, bibles, telephone directories, newspapers. sunrise service held at the historic site. >> it makes us remember and connect with those people that were here on mount davidson cross a century ago. >> a new time capsule was buried

in the same spot to be opened up in the next 100 years. fascinating. i guess exciting to know what they put in it. maybe they just wrote a note about what it is like to have just gone through covid and the pandemic. i feel like that would be interesting. >> i thought you were talking about 90 years ago, the depression. interesting. we kind of have our own time capsule with this area of low pressure to the north and west of us because this is going to keep us in a cool, breezy pattern that we are so used to for a short time. and then as it looks out, we are talking warm weather, above average. it is going to feel quite different around here. for now, that broad area of low pressure is going to influence sunday afternoon, monday, tuesday, and even bring snow to the sierra nevada. as we look at the showers well to the north, this is pretty much a drive front through the

bay area but we saw a few sprinkles around san jose and fremont. winter weather advisory for the sierra nevada as the system dives to the south and east of us. we will be on the backside of it with the wind. the moisture comes in the form of snow anywhere from six inches at kirkwood, seven inches donner. this is through tomorrow. for us in particular, you will notice that we have the clouds, we have a little moisture. but as we clear out, we get into the possibility of a little bit of an unstable air mass that can bring some scattered showers. mainly a mix of scattered clouds and sun in the wind. temperatures really didn't drop off much overnight due to the upper elevation wind. there is a look at the shaky pole from the east bay hills camera that shows you is pretty windy. temperatures in the 30's on top of mount diablo and mount tam and winds are quite gusty. what if you. this is gorgeous if you have a

>> despite the recent storms in california, the west, and other parts of the world are still fighting a drought. but there are efforts underway to save water in the bay area. dan ashley shows us how a san francisco company is employing advanced technology to turn high-rise buildings into water saving machines. start out with the view from this rooftop, you can actually see the future of recycled water. >> this is not theoretical.

it is happening right now. it is happening here, where we are going to be operating that system, and it is happening in a third building right here. >> used wastewater from high-rise buildings and getting a second life. with a dizzying array of technologies. >> we are taking that wastewater and turning it into clean water, and then we are actually turning it into energy. >> a control system monitors everything from him out of energy being saved the amount of wastewater being recovered. ryan is director of operations. dark out we take water that looks like this as it comes into the system and we take it through the process and it comes out this way. >> and while the company says the water is more than pure enough to drink by state regulations, it is currently used only for applications ranging from toilet flushing to irrigation to cooling laundry systems.

getting breezy at the surface. upper elevations, it is windy. as we look at the 24 hour temperature change, it is milder now but a cooler day on the way. this is kind of stopping about 58 degrees in many locations, and then with some cloud cover we can see a passing shower. most of this activity won't amount to anything. we will talk about the changes that are to come for our forecast in the next few days in a few minutes. >> developing news, more than 20 people have died from the more than 30 tornadoes that have ripped across the country in recent days. the turbulent weather spread out in the midwest and even the northeast. right now president biden is improving federal aid to support local recovery efforts in the state of arkansas. >> residents picking up the pieces after a deadly tornado outbreak. at least 24 people killed and scores more injured and displaced.

rock this weekend. among all regions of the u.s., one expert said the south has it to the worst because they experience every type of weather event from those tornadoes to blizzards, even wildfires, floods and hurricanes. a day after being released, pope francis presided over mass as he kicked off the events leading up to easter. this morning, he presided over at the palm sunday mass to mark the start of holy week. it is a time of rituals and services leading up to the easter holiday next sunday. he was treated for bronchitis during his hospital stay. the 86-year-old said he was in good spirits as he left the hospital, jokingly telling reporters that i'm still alive. former arkansas governor asa hutchinson's says he for president in 2024. hutchinson announced his campaign in a sit down interview with abc news correspondent jonathan karl. >> i have made a decision in my decision is i'm going to run for president of the united states.

as i've traveled the country for six months, i hear people talk about the leadership of our country every day. americans just saying give us good leadership, give us common sense, consistent conservativism and optimism about our great country, and that inspires me and i believe i can be that kind of leader. >> he joint a republican primary hopefuls including former president donald trump. trump was indicted this week in a case related to hush money paid to an adult film star. hutchinson called the indictment a shiite show -- sideshow distraction and added that the former president should withdraw from the race because of that. trump is arrayed on tuesday. tomorrow, the annual snowpack survey, the statewide survey expected to be the highest in california's modern history. the snowpack is expected to be more than 235% of normal for the month of april. it reached 237 percent in 1957.

>> a bus driver is being celebrated for her quick thinking after she helped get two dozen students off of a burning school bus in southern california. the bus was full of students just minutes before it erupted in flames. she saw smoke on a way to the middle school and she pullover and that is when she was able to

evacuate the students and called authorities. the unified school district officials are praising the driver for keeping everybody safe. >> the driver is very shaken up. we made sure that she knows she did amazing job. nobody was hurt this morning. part of the students on board still made it to school and officials say they were treated rectus on campus and they have access to social and emotional therapy staff if needed. amazing work by that bus driver. the uc system has a new plan transfer requirements from community colleges but some lawmakers say it actually makes things more publican. guaranty's admission into one of the nine campuses for those all if i. lawmakers and critics worry that it only complicates the process of plan would differ from the admission requirements for cal state university. csu has given guaranteed admission based on another set of criteria for over a decade. a uc spokesperson says the proposal will be further refined
